4 PURPOSE The purpose of this manual is to provide coaches, players and parents with league information and rules, and with Marlton Soccer policies, rules and forms. None of the rules and policies contained in this document are optional or negotiable. LEAGUE INFORMATION AND RULES Administrative Coordinator(s) The coordinator and assistant coordinator are responsible for organizing and managing the league, including holding rating sessions and draft, scheduling games, securing equipment and supplies, coordinating fields, referees and meetings, establishing and enforcing league rules, enforcing Marlton Soccer policies and updating standings on the Marlton Soccer website (via the webmaster). The league coordinator(s) are: Name Title Telephone Mike Firstenberg Coordinator Ed Waters Coordinator Coaching Staff Each team will have a head coach and one or more assistant coaches (as the number of certified volunteers allow). Coaches are responsible for managing their teams, this means: providing an enjoyable and safe atmosphere for players and families, promoting good sportsmanship, teamwork and friendships, and improving players skills. Each coach will provide the following to the coordinator(s): home phone number; cellular phone number; primary (and secondary) address(es). will be the primary method of communication between the coordinator(s) and the coaches. Please provide an address that is/can be checked frequently. Coaching Requirements (Certification) Coaches and assistant coaches must have a valid MRC certification card. Initial certification cards are obtained by attending a three-hour course, passing a background check, and passing a concussion certification course. Subsequent re-certification cards are obtained by attending the first hour of a threehour course. The course schedule is listed on the MRC website at (see Coaches Only under "Sports Programs ). All coaches must register through the online system and must be approved by the MRC. The card is valid for three years and is good for any MRC sport.

5 Team Parent (Optional) Team parents can be an integral part of a team. Team parent s responsibilities would include such things as: scheduling snack assignments, contacting parents with schedule changes and assisting coaches with other tasks as required. Pre-Season Ratings The coaches ratings from the previous year will be used to rate the players. The rating system is as follows: 1 - Developmental 2 - Below Average 3 - Average 4 - Above Average 5 - Exceptional N/R - Not Rated Number of Teams in the League The number of teams in the U10 league is determined mainly on the numbers of registered players for the league and the number of coaches available. Every effort is made to ensure that no more than 12 players are placed on each team, to ensure proper playing time for all players. Draft The coordinator(s) and coaches will meet prior to the season to conduct a draft. Coaches are assigned team numbers and draft order is determined randomly for the first round. The sons of the head and assistant coaches are automatically selected in the round in which they are rated as determined by the coordinators. Families with more than one player in the league will go to the same team when the higher rated player is drafted. Carpooling and other special requests are to be handled by the coordinator(s) only. Trades will be handled on a case-by-case basis after the draft is completed. Trades can only be for similarly rated players. Coaches are strongly encouraged to contact their players as soon as possible following the draft. Player pool, carded players and late registrations. U10B league is comprised of players in the following age groups. Age Group Birth Dates for 2009 Season U8 August 1 st, 2008 July 31 st, 2009 U9 August 1 st, 2007 July 31 st, 2008

6 The coordinator is provided a spreadsheet of all players who have registered with MRC for soccer and whose birthdates correspond to the age groups. Marlton Soccer policy prohibits a player that is currently carded to a travel team, either to a Marlton team or a team from another club, from participating in the U10B recreational league. The coordinator is provided with a list of players that have been selected to play for a Marlton Soccer Travel team. There is no notification of players on travel teams outside of Marlton Soccer. The player pool for the league draft is comprised of all the registrations with known travel players and refunded players removed. Once the draft is complete, it is the coaches responsibility to inform each family of the carded player policy and check to make sure that the player is not a current carded player or may become a carded player. If it is determined that a player is carded after the draft, the player will be removed from the roster. This may happen at any time prior to or during the season. If this occurs prior to the season, the roster spot will be filled with the next available newly registered player, if available. If this occurs during the season, the roster spot will not be filled. Late registrations happen. In order to maintain the best equality in the number of players on each roster, these players will be placed on teams by the Coordinator: that have lost a player prior to the season the next team in the draft order Fields Locations Games will be played primarily at two locations: 1. Country Farms Fields Complex (2 fields, plus an unlined practice area) 2. Memorial Complex (2 fields M2 and M3). At Country Farms Fields Complex, the practice fields are located on the far right as you look at the fields with your back to Greenbrook Drive. Country Farms Field 1 is closest to the parking lot at Greenbrook Drive. Country Farms 2 is the further field At Memorial Complex, M2 field is the new turf field adjacent to the bathrooms and playground. M3 field is the grass field closest to the M2. Lining/Field Set-up/Field Break-down The coordinators will arrange for dates and times for pre-season field set-up and post season field breakdown. All teams are expected to be represented. Teams are responsible for lining the fields at Country Farms during the pre-season, regular season and post-season tournament. The coordinator(s) will issue a lining schedule prior to the start of the preseason. Paint cans and the striping machine can be obtained from the trailer at Savich Field. Painting should be done on Friday afternoons or evenings, or on Saturday mornings before the start of the first games. Lining is to include the field perimeter lines, 6-yard boxes, 18-yard boxes, 1-yard corner marks, mid-field line, mid-field circle (10-yard radius), penalty spots and penalty spot semi-circles. Optionally, the technical areas for players, coaches and spectators may be lined. Empty paint cans are to be disposed of properly. They may be placed in the trashcans near the fields. The striping machine is to be returned to the trailer at Savich Field after the completion of the lining.

7 Corner Flags Country Farms Saturday Games: (usually 2 games per field) The home team on each field for the first game of the day is responsible for setting up corner flags from the trailer on game days. The home team on each field for the last game of the day is responsible for the removal of the flags and returning them to the trailer. Please make sure the flags are properly returned to the trailer. Memorial Complex Games: (usually 1 game per field) The home team on either field is responsible for setting up the flags on the field if needed. The flags are located in the equipment room on the rear side of the concession stand building. If the doors are locked, the parks maintenance representative has the key to the doors. The representative s office is located in the maintenance building (behind the tennis courts). If there is not a game following your game, the home team is responsible for removal and return of the flags to the building. Smoking Policy At Memorial, Marlton Soccer policy is that no one is permitted to smoke within 20 yards of the fields or a child. Country Farms fields are Evesham Township Board of Education property, and there is no smoking permitted. Equipment Balls and Cones Coaches are given a mesh bag with soccer balls (size 4) and cones. Coaches mus not mark their names on the balls or cones. If a new ball is not provided, the best ball shall be selected as the game ball. Players Players must wear soccer shoes, shin guards, and sports goggles (if needed) during practices, scrimmages and games. Earrings, jewelry, or eyeglasses are not acceptable accessories. Hooded sweatshirts and jackets are not permitted on the fields at any time. Athletic supporters (cups) are strongly recommended. Uniforms Marlton Soccer provides each player with a numbered uniform shirt, one pair of shorts and one pair of socks. The players are expected to wear that uniform for all games. Teams that are sponsored by a company or supporter will get the uniform that is selected by the sponsor. The remaining colors/sponsors will be issued at the discretion of the coordinator(s). Practices Dates and Times TEAMS ARE NOT ALLOWED TO PRACTICE PRIOR TO AUGUST 1.

8 Teams are not allowed to hold more than three events (practices, scrimmages or games) per week (Sunday to Saturday). Coaches should not attempt to schedule practices at other Marlton fields. All of the available fields are assigned to other leagues. Practice nights will be assigned by the coordinator(s) via the website. Conflicts in practice nights need to be worked out by the coaches. Once the schedule is set, the coordinator will not make any changes unless every team affected by the change has agreed. Games Dates and Times Weeknight games: One game will be played on Memorial M2b on Wednesday night unless there is a scheduling issue (holiday). One game will be played on Country Farms on Monday and/or Wednesday night until the games can no longer be completed due to daylight. Two games will be played each week at Memorial Field #3 on a Monday night. These games will be scheduled to start at 6:00pm and 7:15pm. Weekend games: Every team will play one game on Saturday. Game start times vary from week to week depending on field availability. Fridays and Sundays will be used for makeups only. Duration Games will be 4 12 minute quarters. There will be a 5-minute intermission at halftime with 2 minutes between quarters. All timing for the game and half time will be handled by the referee(s). Number of Players Teams will field eight players, including the goalkeeper. If a team is short, the game can start with a minimum of seven players. FIFA and Marlton Soccer have no law or policy about the number of players an opponent may use if one team is short of eight players. The U10 league rule will state that, in the spirit of fair play, no team should start the game or play for an extended period of time (as in the case of an injury) with more than one extra player than their opponent. The referee(s) are not in the position to enforce this rule. Violations should be made known to the coordinator(s) upon conclusion of the game. Coin Toss The referee(s) will conduct the pregame coin toss to determine possession and field direction. Playing Time Marlton Soccer policy states that all players must play at least ¾ of the game. That policy may be unattainable based on the numbers of players on a team. The U10 league rule will state that if the ¾ playing time policy cannot be achieved, then all players should get equal playing time. Unless there are ten or fewer players at a game, NO PLAYER may play the entire game.

9 Substitutions Substitutions can be made ONLY at: Quarters Stoppage of play near the 6 minute mark of a quarter (with the permission of the referee) half time prior to the start of overtime (if playoff game) injury (opponent may make one) NOTE: This rule is in place primarily to ensure proper playing time for all players. If a team has a child with a medical condition that may require special consideration, the parent of that child must notify the coordinator and work out what special conditions, if any, will be applied. This is only done on an individual basis, and in no way is any precedent established based on previous rulings and/or cases. Game Rules All games will played under FIFA Laws of the Game unless explicitly excepted in this rule book. In addition There are no slide tackles permitted. Slide tackles will result in a yellow card, with the exception of slide tackles from behind, which will result in a red card, as per FIFA Laws of the Game. Head balls are not permitted in the U10 leagues. There are no free substitutions (see above) There is no overtime/penalty kicks time during the regular season. These games may end in a draw. Administrative Areas Teams (home and away) must line-up along the designated sideline, on either side of the midfield line. Coaches and players are not allowed to cross the centerline. Spectators must sit along the opposite sideline on the same side of the centerline as their team. Coaches and players must stay between their 18-yard line and centerline. Spectators must stay between their 18-yard line and centerline, and 10 feet from the touchlines (sidelines). No one is allowed behind the goals, or between the goal lines and 18-yard lines. Referee Inspection and Instruction Coaches must make their players available for the referee's inspection upon request of the referee(s). Players should stand on the 18-yard line facing mid-field or at the mid-field circle facing the center of the circle (at referee s discretion). The referee will check players' soccer shoes (cleats), shin guards, and make sure that players are not wearing earrings, jewelry, or eyeglasses and instruct players and coaches as they deem necessary. Referee No-Shows

10 If a referee does not show-up five minutes prior to the start of a game, one coach from each team will act as a referee, or the coaches can designate one person from each team as the referees. Games are to start on time. Waiting for a referee to show-up is not an option. Game(s) played without a referee should be reported to the coordinator(s) at the conclusion of the game. Injuries Injured players should go down immediately (lie down or go to knee). It is at the discretion of the referee(s) to stop play. No coach or parent is to enter the field of play unless instructed by the referee. All other players should give space to the injury but remain on the field of play (commonly achieved by taking a knee, sitting down or huddling together). If the referee does not see an injured player, the coaches should instruct their players to kick the ball out of bounds to stop play. End of Game Handshakes At the end of a game, all players and coaches from both teams will line up for the end-of-game handshake. The end of game handshake will be observed by the game referee(s). The referee(s) are still in control of the game and are well within their rights to issue cautionary (yellow) or send-off (red) cards. DEROGATORY OR INSULTING REMARKS OR ACTIONS FROM COACHES OR PLAYERS WILL NOT BE TOLERATED. Final Scores Final game scores should be kept within a five-goal differential. RUNNING UP THE SCORE IS PROHIBITED. This rule does not authorize teams to maintain a five-goal differential. If Team A is totally outplaying Team B, and the score is 4-0 or 4-1, there is no need for Team A to get one or two more goals just because the rule allows it to do so. Coaches are to use good judgment. If a team reaches a 5 goal lead, they will quietly remove one player and play short handed until the score differential goes back below 5. If the goal differential reaches 6, the team will play down two players. Coaches should place "having fun" ahead of "scoring goals". It's not fun being on the receiving end of a blow-out. Reporting Scores Coaches from both teams are required to report final game scores to the coordinator, to make sure that there are no disagreements between opposing coaches on the outcome of the games. Scores must be reported to the coordinator by 8:00 PM for Saturday games and 12:00 PM of the next day for night games. Additionally, please include a game report. Items to be listed in the game report include: conduct issues, field conditions, comments on referee(s), etc. Schedule/Standings

11 The number of regular season games will be determined by the number of teams in the league. Additional games, such as the year end tournament will also be scheduled. The coordinator(s) will create a game schedule and distribute the schedule to all coaches in the league. The schedule will list the home team first and away team last. Standings will be based on a point system. Wins are worth 3 points; ties are worth 1 point and losses are worth 0 points. A game won by forfeit will be considered a 1-0 game. Standings will include team numbers, wins, losses, ties, and total points. The total number of points accumulated by the teams for regular season games at the end of the regular season will be used to determine the seeding for the year end tournament. Point tiebreakers will be by head-to-head competition then by greater number of wins, then by goal differential and then by coin flip. The schedule and standings will be posted on the Marlton Soccer website at Cancellations If the effects of adverse weather on field conditions forces the coordinator to cancel games, the coordinator will contact all teams at least one hour prior to the start of the games (referees are given one hour notice of game cancellations). If the teams are already at the fields, the referee(s) will decide on the fate of the games. The coordinator will use as the primary method to announce cancellations to the coaches. Teams may use alternate methods for notification to their players and families. Rescheduling/Forfeits Canceled games will be rescheduled as necessary. If an entire week has been missed due to field conditions, the entire week s schedule will be moved to another week. If it is determined that the games cannot be rescheduled the coordinator(s) may opt not to reschedule the games. If individual games are missed due to field conditions, the coordinator(s) will reschedule each game. These game(s) must be played because of the impact on standings. A game will only be forfeited if a team does not have at least seven players at the scheduled field at the scheduled game time. In that case, the opponent is given a 1-0 win for the standings. (Referees will already be at the field and a scrimmage may be played with teams sharing players.) Forfeits should be reported to the coordinator immediately following the game. If a coach needs to reschedule a game due to the lack of players, the coach must contact the opposing coach and coordinator at least three days in advance of the game. A suitable timeframe for rescheduling the game must be made at the connivance of the opposing team multiple options should be considered due to availability of fields and referees. Both coaches are to contact the coordinator to schedule the make-up game. Behavior INAPPROPRIATE BEHAVIOR WILL NOT BE TOLERATED. Coaches, players and spectators will respect the referees and their authority before, during and after all games, as described in the Inappropriate Behavior Policy. Quite often, youth referees are assigned to our games. Intimidation, working the ref, dissent or verbal abuse of a youth referee will be dealt with swiftly and severely.

12 Coaches are not just responsible for their own behavior but that of their sideline (assistant coaches, parents, spectators). End of Season Player Ratings Coaches must submit players ratings to the coordinator within 48 hours of their last regular season game. Teams will be not be allowed to participate in post season play if they have not submitted the players ratings. Playoffs/ Schedule All teams in the league are eligible for the year end tournament. The schedule is tight, especially if there is overtime, so please make sure that you start your games on time and respect the time limits in between each quarter. The U-10 Boys Cup Tournament is a double elimination tournament, which means that every team will continue to play until they have lost two games. After losing a game, a team moves into the Losers Bracket (starting on the right side of the brackets). If a team from the Losers Bracket loses a second game, they are eliminated from the Tournament. This means that in the final round, a team with no losses will play a team with one loss. If the team with no losses wins, they are the winners of the Tournament. If the team with one loss wins, there will be a final, winner-take-all game to determine the winner of the Tournament. In other words, the last team from the Losers Bracket must win two games vs. the team from the Winners Bracket in order to win the Tournament. There will be no ties in the Tournament. If a game finishes 4 quarters in a tie, there will be one 5 minute overtime period. This is NOT Golden Goal or Sudden Death. The overtime period will continue until all 5 minutes have been played. If the game is still tied after the overtime period, the game will move to a shootout to determine the winner. Last year, we had several games decided by a shootout, so please make sure you are familiar with the rules for a shootout. These are the FIFA rules on Shootouts The referee will flip a coin and the same team that called it at the beginning of the game calls it for the shootout. The winner of the flip chooses to shoot first or second. Both teams choose 5 players to make kicks. All participating players, except for the player shooting and the two goalies must remain in the center circle. All other players must remain on the bench AWAY from the penalty box. The referee should not allow any kicks until all 10 players are in the center circle. Teams alternate kicks.

13 A goalie may be substituted in the case of injury. In the event that the shootout ends in a tie, each team will send 5 different players to the line and repeat the process. All players on a team must have kicked once before a player may kick a second time. Equipment Turn-In All equipment (bags, balls and cones) must be turned in to the coordinator at the end of the season. Safety and Injuries Safety Players must wear soccer shoes, shin guards, and sports goggles (if needed) during practices, scrimmages and games. Earrings, jewelry, hooded sweatshirts or jackets, or eyeglasses are not acceptable accessories. Referees will disqualify players that do not comply with this rule. Coaches must inspect field and goals prior to use for practices or games. Coaches should put the safety of the players first when determining the appropriate amount of practice or playing time on hot days. Players should bring a water bottle (or sports drink) to practices, scrimmages and games. SLIDING TACKLES ARE PROHIBITED DURING PRACTICES, SCRIMMAGES OR GAMES. Injuries All injuries must be reported to the coordinator and turned in to the MRC executive board. If a player is severely injured during a game and is unable to finish playing the game, the coordinator must be notified at once. A parent or guardian must fill out an insurance form and mail it to the CLAIMS ADMINISTRATOR. The form is located on the MRC website at (see Coaches Only under Sports Programs ). Coaches are required to have signed medical release forms for each player at all practices and games. Weather Adverse Weather If adverse weather (specifically lightning) moves into the Marlton area during practices, scrimmages or games, coaches and/or referees are required to cancel the events at once. The playing fields must be cleared and everyone is to return to automobiles. Coaches are expected to act on the side of caution in the event of lightning while at Country Farms. Country Farms is not a satellite location of the lightning detection system (Memorial, Savich and Willow Ridge). If you are at a location with a lightning detection system, the system alarm will be active for thirty minutes after the last recorded lighting strike. No soccer activity is to be started or continued if the alarm is active.games that are stopped by adverse weather will recommence at the point of stoppage, on the same day or at a later date. GAMES THAT HAVE PLAYED THROUGH A HALF WILL BE CONSIDERED OFFICIAL GAMES AND WILL NOT BE RESCHEDULED.
