19 Philosophy of Refereeing In the younger players games, the referee is more of a friendly guide than policeman. Young players that commit technical errors (like taking a restart improperly) generally should be given a second chance. Young players should never be subjected to public humiliation

40 Checking for Learning During the safety inspection of the players, the referee notices that a player is wearing earrings. She explains that she had her ears pierced the previous day and if she removes the earrings the holes will close. What should the referee do? The referee should explain to the player that earrings are not permitted; if he/she wishes to play, he/she must remove them. The referee may choose to involve the coach.

41 Checking for Learning In a 8U game, the ball offered by the home team is a size 4 but otherwise acceptable. What should the referee do? Point out to the team that provided the ball that it is the wrong size and ask for a size 3 ball. If the team cannot provide one, ask the other team for one. If no size 3 ball is available, play the match with a size 4 ball.

42 Checking for Learning During the field inspection, the referee notices that a goal is being held in place by two bricks placed on the back of the structure. What should the referee do? Bricks resting on the goal structure are not sufficient to anchor it securely. The referee should inform the coaches that the goals need to be securely anchored before the match can start.

49 Keeping Time Time starts when the ball has been put into play (kicked and moves any direction). The match consists of two equal periods. The clock is stopped (or time added) for excessive time lost due to substitutions, time wasting or unusual delays. The amount of time lost (if any) is determined by the referee. 77 Fouls A foul is an unsafe or unfair act: 1. Committed by a player 2. Against an opponent or team 3. On the field of play 4. While the ball is in play All four elements must exist for the incident to be a foul.

79 Direct Free Kick Fouls Seven conditional fouls 1. Kicks or attempts to kick an opponent 2. Trips or attempts to trip an opponent 3. Strikes or attempts to strike an opponent 4. Tackles or Challenges an opponent 5. Jumps at an opponent 6. Charges an opponent 7. Pushes an opponent

80 Careless the player has not used due caution in making a play. Reckless the player has made unnatural movements designed to intimidate an opponent or to gain an unfair advantage. the player has far exceeded the use of force necessary to make a fair play for the ball and has endangered an opponent.

81 Direct Free Kick Fouls Non-Conditional fouls Holds an opponent Spits at an opponent Impedes an opponent with contact Handles the ball deliberately (except for the goalkeeper within his own penalty area) This is a foul against the opposing team

83 Indirect Free Kick Fouls The IFK fouls fall into two groups: Four that are committed solely by the goalkeeper Three that can be committed by anyone. And one special case

84 Indirect Free Kick Fouls There are 7 four pertain to the goalkeeper in their penalty area. 1. Takes >6 seconds while controlling the ball with his hands, before releasing it. 2. Handles the ball again without it touching another player after releasing from his possession. 3. Handles the ball after he has received it directly from a throw-in taken by a teammate. 4. Handles the ball after it has been deliberately kicked to him by a teammate.

85 Indirect Free Kick Fouls There are 7 The remaining three pertain to all players. 5. Plays in a dangerous manner 6. Impedes the progress of an opponent 7. Prevents the goalkeeper from releasing the ball from his hands

86 A New Indirect Free Kick Infraction 12U and younger games If a player deliberately heads the ball Then whistle the play dead and restart with an indirect free kick at the point of the infraction Unless the infraction occurred within the goal area then the restart is on the goal area line parallel to the goal line nearest the point of the infraction

87 Indirect Free Kick Fouls Two of these fouls most commonly occur in 10U and younger age groups: Plays in a dangerous manner Goalkeeper takes more than six seconds to put the ball into play Be prompt with the Dangerous Play call. Don t be too ticky-tacky with the six second call

101 OFFSIDE The Offside Law is the only law that restricts tactical positioning during dynamic play. The offside law is intended to ensure that players earn the right to shoot on goal.

103 Offside Position A Player is in an offside position if she is: 1. In the opponents half of the field; 2. Closer to the opponents goal line than at least two opponents; and 3. Closer to the opponents goal line than the ball All three elements must be present or the player is not in an offside position, and there cannot be an infraction

122 Why use Build Out Lines The adoption of the Build Out Line is based in the AYSO Philosophy of. 10U introduces the goalkeeper position. The new skills required take time to develop and can be problematic in many cases. Providing a buffer should promote the passing of the ball, preferably out toward the sides, to begin an attack from near one's own goal. This helps the players to whom keepers pass gain experience and confidence in receiving a pass and turning to move up the field.

123 Offside Position A Player is in an offside position if they are: 1. In the opponents half of the field and Closer to the goal than the build out line 2. Closer to the opponents goal line than at least two opponents; and 3. Closer to the opponents goal line than the ball All three elements must be present or the player is not in an offside position, and there cannot be an infraction
