1 Competitive & Development Team Rules and Regulations December 1, 2014 Presented for Approval at the Annual General Meeting November 14, 2014 Revisions: 08DEC14 1
2 1.0 Coaching/Management Staff; The objective of The Club is to aid in the development of sportsmanship, good citizenship and the fundamentals of soccer. Coaching at the Competitive & Development Level should reflect these objectives. It should not only be a social obligation but as well, these Coaches have the responsibility to: a) Prepare a program that will promote teamwork, skill development, fair play and sportsmanship through quality instruction; b) To educate our youth on the importance of respecting the rules of the game and its officials; c) To encourage the free flow of communication between players and Coaches and, Coaches and parents Representative Team Applications; Persons applying to Coach a Competitive & Development teams must do so in writing to The Club outlining qualifications & experience. All Coaches will be subject to an annual review. All Competitive & Development Coaches wishing to continue coaching must reapply at the end of each season by September 30 th. **Proof of qualifications along with a list of Assistant Coaches & Managers must be presented to the Club s Technical Director before applications are processed. The Club s Technical Director holds the responsibility of monitoring the behavior and rating of Coaches in the Competitive Program. Any irregularities or misconduct may result in dismissal Qualifications Coaches must complete All Coaching Certification courses as regulated by the HDSA and the OSA in order to qualify to coach a BSC Competitive & Development Team. To continue coaching at the Competitive level, Coaches must upgrade their qualifications annually or in keeping with the requirements prescribed by the OSA. All Competitive & Development Coaches and Managers also must complete a Police Screening in order to qualify to coach for BSC. This includes all Assistant Coaches and Managers. Coaches may apply upgrade their certification with the approval of the Technical Director and the Board of Directors, prior to applying to the course. The cost of the course taken by a Coach will be reimbursed. If the course is a pass/fail and the coach does not achieve a pass they will not be refunded. This does not include travel expenses to and from course. 2
3 1.3- Outside Coaches Teams who choose to work with outside Coaches or fitness organization must have approval by the Club s Technical Director Appointments Coaches will be appointed annually to teams by the Club s Technical Director. All Coaches of teams will be responsible to the Board of Directors through the Club s Technical Director. All Teams Managers and Assistant Coaches must also be approved by the Club s Technical Director Representation The Club s Technical Director will represent all Coaches to the Board of Directors. All Coaches will act in accordance with these Bylaws and will familiarize themselves with the Bylaws and playing rules of The Club and league in which their team is playing Communication Coaches and Managers will ensure that their team players receive a game and practice schedule. All Coaches and Managers are also responsible for informing all parents of payment date to the club as per Sections 2.0 and Professional Conduct Coaches and Managers must at all times conduct themselves and their team in such a manner as to maintain the good image of the and themselves set a worthy example to the young people they coach. All Coaches and Managers are also responsible for the behavior of all parents and visitors to matches and tournaments. It is the responsibility of the Coaches and Managers to attend all club Competitive & Development team meetings in general or with the Club s Technical Director. If a team fails to send a representative to a Club meeting that team may be fined $ by the club. It is the responsibility of the Coaches and Managers to meet all deadlines for registrations, fees, uniform orders, etc. If a team fails to meet any club obligations that team may be fined $ by the club. All fines incurred by a team set forth by their league, tournament or District are the responsibility of that team and must be paid in full within 15 days of invoice. If a team fails to meet these obligations the team will be fined $ by the club Responsibility Coaches and Managers are responsible for the safety of their teams. Coaches will have a complete First Aid Kit at all practices and matches. All Coaches must assure they have Emergency Action Plan (EAP) in writing included with First Aid Kit. Each Competitive & Development Team s EAP must also be on file with the club. 3
4 1.8- Outside Player Training Any player or team participating in outside training programs or working with outside Coaches not on the Technical staff must have approval of the club s Technical Director. Players participating in programs outside the Competitive & Development programs of the Bradford Soccer Club they waive all rights to a refund due to injury. 1.9 Team Bond All Competitive & Development teams must provide the club a Bond of $ due by May 1 st. The Bond will be used for unpaid invoices as well as the fines incurred from the club. This will be refunded September 30 th or it can be forwarded to next year Player Fees All Competitive & Development Players are responsible for two payments to the club as Fees. The Competitive & Development Player fees are a total of $ The Player fees are reviewed by the Board of Directors annually. Payment schedules will be as such: Club Fee of $ will be due by January 15 th, the Competitive & Development Player fee of $ is due April 1 st. Each registration past the due date, a late fee of $20.00 per player will be applied to player. All managers are to collect the Players fees and submit to the Club Administrator with list of players. A Player registration and Code of Conduct forms must accompany the Club fee payment. 2.1 League Fees All Competitive teams must pay for team league fees. 2.2 Referee Fees All Competitive & Development teams must pay for referee fees at each game Winter Training Program All Development Teams representing the must participate in an organized winter training program. This program in part must include training within the Bradford Sports Dome and or other suitable facility. All Development players will pay a registration fee for the winter training program. This will include all players being evaluated for a position on a Development team. Managers will collect these fees along with registration forms and submit to the club prior to the beginning of the training program. Winter Training program price will be determined by the Board of Directors and Club Technical Director. Competitive Teams (U13-U18) will be scheduled for training in Bradford Sports Dome as per the time allocations for the club. Competitive Teams will be billed directly by the Bradford Sports Dome for this time and will pay the Bradford Sports Dome directly. 4
5 4.0- Refund Policy 1. This policy applies to registration fees paid directly to (BSC) 2. The principle behind our refund policy is to allow a reasonable period of time following registration for parents/players to withdraw, while still safeguarding the long-term financial stability of the club. 3. BSC commits to program expenditures once registration numbers are determined. These expenses are not recoverable to the club if/when a member withdraws. 4. All refund requests must be made in writing to the BSC office by the individual who paid the fee(s) in person. Please allow 4-6 weeks for refunds to be processed. 5. An administrative fee will be charged on approved refunds. The amount of said fee will be set annually by BSC. ($50 administration fee) 6. The final amount of any refund will be at BSC s discretion. 7. BSC shall not be responsible for any monies paid to a team or team official and shall not entertain requests for any such refunds. 8. BSC shall not be responsible for any monies raised and collected by teams through sponsorship or fundraising efforts and shall not entertain requests for any such refunds BSC Summer Season Refund Policy Full Refund: Refund request received before March 31 st will be subject only to the $50 administration fee. There will be no refund for a registration fee if a player is suspended or expelled from BSC under the club s discipline policy or Code of Conduct rules. Subsequent to accepting a place in a program through the registration and payment process, there will be no refund at any point thereafter if a player or parent disagrees with the player s coach, team or tier placement. There will be no refund if a player withdraws due to medical reasons after the deadlines set out above with the exception of extenuating circumstances which must be presented to and approved by the Board of Directors. Season Ending Injury: Will require a certified note by a physician and will be presented to and approved by the Board of Directors. 5
6 4.3- BSC Fall/Winter Player Development Refund Policy Full Refund: Refund requests received before October 1st will be subject only to the $50 administration fee. Partial Refund: Refund request received between October 2 nd and October 31 st will be subject to a penalty of 50% + administration fee. No Refund: No refunds will be issued after November 1 st. There will be no refund for a registration fee if a player is suspended or expelled from BSC under the club s discipline policy or Code of Conduct rules. Subsequent to accepting a place in a program through the registration and payment process, there will be no refund at any point thereafter if a player or parent disagrees with the player s coach, team or tier placement. There will be no refund if a player withdraws due to medical reasons after the deadlines set out above with the exception of extenuating circumstances which must be presented to and approved by the Board of Directors. Season Ending Injury: Will require a certified note by a physician and will be presented to and approved by the Board of Directors NSF Cheques Administration fee of $25 will be applicable on all NSF cheques. Competitive & Development team cheques. This included both player and 5.0 -Sponsorship Fees All teams are required to acquire Sponsors to assist in covering for expenses; at a minimum of two Sponsors, one for the Home uniform and one for the Away uniform. To cover for the embellishment costs there is a fee of $250 each set of items embellished (ie. $250 Home uniforms). Each team is required to provide the fee at time of the Uniform order. Embellishments of the Home and Away uniforms must be completed through the Club s uniform supplier. If a team cannot find a sponsors the club reserves the right to place a sponsor of their choosing on the either or both the Home and Away jersey. The teams with club sponsors will not receive any financial compensation nor will they have to pay a sponsorship fee. 6
7 6.0 Financials All Competitive & Development Teams must maintain a bank account through the BSC account with BMO. All Competitive & Development Teams must maintain an accurate record of all financials. All team bank statements must have the as their mailing address. All team statements must be on file with the Bradford Soccer club office for review at anytime. 7.0-Budgets All Competitive & Development Teams must complete an annual budget for their programs. All parents and guardians must be provided with a copy of the budget for all expenses. Further a copy of the budget must be presented to the club at the commencement of each season Fund Raising All fundraisers must be approved by the Director of Sponsorship each team must have a minimum of one fundraiser per season to assist in covering expenses. All Fund Raising activities must be presented to the Director of Sponsorship prior to booking venues or advertising the event. Teams that hold Fund Raising events without the club s permission will be subject to a $ fine Sponsors All Competitive & Development Teams sponsors must be reported directly to the Director of Sponsorship Offical Colours The official colours of The Club shall be Royal Blue & white. The colours may also include black. colours shall appear on all official articles or products sanctioned by The Club. These 11.0 Equipment Uniforms and footwear shall be worn in accordance with the standards laid down by the league or Soccer Club in which teams are playing. All participants shall wear shin guards at all games or practices. All Competitive & Development teams must supply their own training equipment for team training sessions. Teams may purchase their equipment through the club equipment managers to take advantage of the clubs volume discounts Uniforms Uniforms shall be provided to all players by The Club. Teams must play in the uniforms provided to them by the club and provided by the club s official uniform supplier. Uniforms other than uniforms supplied by the official uniform supplier may not be used in sanctioned club, tournament or league matches. 7
8 13.0- Club Logo The Club Logo is exclusively the property of The Club and thereby must not be used without special permission from The Club. All uniforms, track suits and bags shall be prescribed by the Club. Use of the Club logo by a team on additional team wear must be approved by the club Registration All Competitive & Development players must complete a registration form with the BSC. Further each Competitive & Development player must complete an OSA Player Book through HDSA. All Competitive Managers must provide the club with a complete roster by May 1 st. Team Managers are responsible for the delivering the team books and roster to the Bradford Soccer club for approval and submission to the HDSA. No team is allowed to present any documentation directly to HDSA unless approved first by the club. HDSA will not accept any direct requests from Coaches or Managers unless approved by the Club Administrator or Club s Technical Director. The cost for summer season registration is the responsibility of the. The Club Administrator will make scheduled trips to HDSA, for the summer season, for administration purposes trips outside of these scheduled trips will be billed to the teams at a cost of $55.00 and must be paid prior to extra trip. Teams playing in winter competition or tournaments (Summer or Winter) will be responsible for the HDSA costs to do so. The HDSA fees will be determined yearly and charged to the team accordingly. In addition the club will also invoice $100 for administration on top of the HDSA costs, which must be paid before the release of roster and players books. All Competitive players must have completed registration with the HDSA prior to July 31 to compete in the summer season Player Books Player books must be kept up to date with recent picture of player. Each Player s book must be stamped by HDSA. The Books will be presented to BSC for inspection prior to being delivered to HDSA. The Fee for Book verification for the Winter programs is the responsibility of the specific team. The Fee for Player Book verification for Summer programs is paid from Player Fees. Any lost, new or replacement player books is a cost of $5 per book, paid prior to release of new player book Tournaments/Festivals Competitive & Development Teams that participate in Tournaments will be responsible for all costs associated with the competition. This includes all entrance fees, travel, accommodations, and travel permits with HDSA. The HDSA fees will be determined yearly and charged to the team accordingly. All Competitive & Development teams participating in tournaments/festivals must go through the Club Administrator at a minimum of one month prior to tournament deadline. The Club Administrator will set the team up for all tournaments, this includes travel permits, entrance applications to hosting 8
9 tournament and OSA. All fees must be paid to the club prior to release of any travel permits. All entrance fees for tournaments must be paid to the club at the time of request to enter in tournament. The Club Administrator will not set up for travel or accommodations. All Competitive teams must participate in the Eagles Cup annual tournament in June. Unless excused by the Club technical Director and or the Board of Directors 17.0-Sanctioned Matches All interclub Friendly matches must be sanctioned with the OSA. All costs incurred for the sanctioning of a game must be that of the team. All exhibition games must be set up through the Club Administrator within two weeks of game scheduled date. The HDSA fees will be determined yearly and charged to the team accordingly. 9
