New members are required to complete and submit a membership application. Applications are enclosed in the Team Captains packet at the beginning of each session. There is NO excuse for your Team Captain not to bring this packet to weekly League play. Additional applications, forms and information are available via WEEKLY TEAM FEE is $35, no matter if one or five matches are played that night. Submitting check/money order is encouraged for your protection. Do NOT send coins! Make payable to: APA A $15 service charge will be charged for each returned check. HANDLING OF WEEKLY SCORESHEETS AND FEES: For each night of play, the scoresheet with all weekly team fees due, plus any new membership applications and fees, will be placed inside the envelope provided and inserted into any of the following APA Drop Box locations prior to the scheduled day and pick up time. Teams are required to turn their weekly scoresheet/fees in ON TIME and are responsible for all fee's until received in the League Office. If the League Office has neither team's scoresheet the last week of regular session play, both teams will receive zero points. This could keep a team from making it into Playoffs. 4:30 PM BLACK STAR PUB & GRILL th St S Tacoma HANS'S PLACE 6405 S Tacoma Way Tacoma KRICKETT S BAR & GRILL Pacific Ave S Tacoma MALARKEY S POOL & BREW 445 Tacoma Ave S Tacoma The RIGHT SPOT 5119 Pacific Highway Fife SUMMIT PUB 9502 Canyon Rd E Puyallup ROADHOUSE BAR & GRILL Meridian St E Puyallup LOG CABIN PUB 2719 E Valley Hwy E Sumner NEW PEKING RESTAURANT & LOUNGE State Rte 410 E Bonney Lake SPAR POLE 120 S Washington Ave Orting (360) PRACTICE AND START TIMES: The Home team has exclusive rights to the match table from 1 hour to 30 minutes prior to scheduled start time. The Visiting team has exclusive rights to the match table from 30 minutes to the scheduled start time. Should either team show up late, past their scheduled practice times, they forfeit their right to practice on the match table. SCHEDULED MATCH PLAY: Begins precisely at 5:30 PM (7 PM for Monday teams) (Regular Time Not Bar Time) Flip the coin and begin play, even if there is only one person from each team present. If there is not at least one member of the opposing team present by 5:45 PM (7:15 PM for Monday teams), call the League Office. The League Office will make every attempt to locate the team and then determine on a case-by-case basis whether a forfeit or rescheduling will be done. Any team failing to appear to play a scheduled match will be considered dropped unless notification to the League Office is made within 48 hours of next scheduled match date. The team which the no show team was scheduled to play against will receive a total of 60 points for that 1

2 night and requested to turn in BOTH teams paperwork; no team fees are due. The no show team is still responsible for that night s dues for both teams. SCHEDULED BYE : A total of 60 points are awarded to your team and no paperwork or fees are due for that night. INDIVIDUAL FORFEITED MATCH: Regular session = 15 points / Playoffs = 20 points INCLEMENT WEATHER: (snow, sleet, etc.) If a match needs to be rescheduled due to weather, the League Operator or other Team Captain must be notified. MAKE-UP MATCHES: Make-up matches must be done within two weeks of the original scheduled match and prior to the end of the regular session. The team that is asked to do a make-up match will give their opponents 3 options of when they can do. 4. CHANGING CUE BALL: If either team wants to use a different cue ball than what is normally used on the location match table, that team must have approval from the opposing team. NO change of cue ball is allowed at World Qualifier 5. HEADSETS: Players are NOT allowed to wear headsets while playing their match. 6. PUTTING UP PLAYERS: Once the first team has put up a player and the second team has named whom they are putting up the first team is committed. The first team cannot change to another player unless they would be violating the 23-Rule. The second team putting up has until the lag to change their player RULE violation. Any team that violates the 23-Rule (noted on scoresheet or not) will be penalized according to the instructions in the APA Official Team Manual. It is the Team Captain's or presiding Team Captain's representative responsibility to ensure this rule is not violated. This also means that two teams cannot 'agree' to go over the 23-Rule. One or both teams will lose all points won for the night accordingly. 8. THE PLAYBACK RULE: If a team is unable to have 5 members present for a League match, the opposing team has the option in allowing that team to do a playback. The opposing team chooses the player that will play a second match; both teams must comply with the 23-Rule. Regular team fees are still submitted. 9. PLAYING ON TWO TABLES: If after 2 hours past match start time, either team requests to begin playing on two tables (if a 2 nd table is available), the other team MUST COMPLY. If the location does not open up the 2 nd table, the two players will split quarters no argument period! 10. BONUS POINTS: 10 bonus points will be awarded to each team, each week, as long as the scoresheet, including the CORRECT fees for that team is received. 5 pts. = scoresheet / 5 pts. = correct fees. It is the team s responsibility to make sure that correct weekly fees are submitted. Shortages and NSF checks will cause a team to lose bonus points. Once you lose bonus points because of past due amounts, bad checks or a late envelope, they cannot be returned. They are lost forever! Many a playoff berth has been won or lost because of bonus points. 11. ELIGIBILITY, SURVIVORSHIP & ORIGINALITY: Each player listed on a team roster must play a minimum of 4 times in that session PRIOR to the Wild Card Draw in order to be eligible to participate in the division playoffs and to receive any money or trophies awarded to the team. For the first 4 weeks of the session, a team may add or delete players at will. If the player being added is a previous APA member, call the League Office to get their most recent skill level prior to match time. You must notify the opposing team of any changes to your roster prior to the start of the match. Failure to comply will result in the opposing team having the option of whether or not that person will be allowed to play that night. Incorrect skill level assumptions will result in a match forfeit for the faulting player. After the 4 th week, you must have the approval of the League Office to add or delete players. There must be a necessity to add a player, not a convenience. NO roster changes will be considered with less than 4 weeks left in a 2

3 session. If you are adding a new player, they must pay their membership dues and fill out a membership application. You must notify the opposing team of any changes to your roster prior to the start of the match. Failure to comply will result in the opposing team having the option of whether or not that person will be allowed to play that night. Qualified teams in the Spring Session cannot change their roster after the 4 th week. See "OTM". All Teams who qualify for the World Qualifier ~ WQ (formerly LTC) must carry at least 4 original players on their roster at all times. The team roster that you have in the Spring Session is your teams entering roster into the WQ Tournament and must meet all eligibility and originality requirements. See "OTM" for more details. Teams advancing to the World Pool Championship will receive travel assistance from funds collected throughout the League year. Once teams have made their travel arrangements, each team will receive their share of the travel fund. If a team elects not to go to World Pool Championship that teams travel assistance will be evenly divided amongst the other teams that are attending. 3 WAYS TO BECOME ELIGIBLE WQ TEAM: See "OTM" for eligibility & originality 1. Finish 1 st in points, after tiebreaker ~ if applicable, in your division, before playoffs. A team cannot REqualify by finishing 1 st in points, but ONLY by winning a division champion title. 2. Earn a division champion title by winning playoffs. 3. Finish playoffs immediately behind a team that has previously won playoffs. 12. WILD CARD DRAW, SESSION PLAYOFFS, AWARDS: WILD CARD DRAW: At the end of the last week of regularly scheduled session play the League Office will hold a Wild Card draw. This entitles any team that is current in League fees, and did not finish in the top three in points of their division, to be drawn to participate in playoffs. A memo is typed in the message center of the team scoresheet on the last week of regular session as to the location of the drawing. Captains and/or players are not required to attend drawing but always welcome to participate with the draw! SESSION PLAYOFFS will be as follows: The 1 st in points team will play against the wildcard team (at 1 st in points home location) and 2 nd in points will play against the 3 rd highest in points team (at 2 nd in points home location) which is called semi-finals match. The winners of these two matches play the following week, which is the finals match. The location for the final s match has been predetermined prior to the end of the session and a memo is typed in the message center of your weekly scoresheet. If the League Operator is notified in advance from a team that finishes regular session 1 st, 2 nd or 3 rd in points that they are unable to participate in playoffs, the next highest team finishing below that team will advance to their position in playoffs, as will any team below that team until the 3 rd in points position is filled. The team that relinquished their position is still entitled to any team cashback money earned throughout the session as long as they are current in any fees due. The team that assumes the relinquished position(s) will still earn their team s original finishing amount. TEAM AWARD will be as follows: At the end of the session, the top 2 teams, per division, who have accumulated the most points before playoffs will receive 1st and 2nd place monetary team award. $7 per week/team is put into 100% payback fund. Monetary awards will be combined for all 9-Ball 5 to 8-person Open division teams and then divided evenly per division. Each team not finishing top 2 in points will receive $35. Then the 1st and 2nd in points teams will receive 65% and 35% accordingly of remaining money. ALL award money is dispersed at the final s match. It is the Captains responsibility to pick this up or notify the League to make other arrangements. Otherwise, amount will show as a 'credit' the following session on wk #1 scoresheet. Any team that is delinquent in fees will not receive their share until past dues have been paid. All monetary awards must be divided appropriately amongst team members. TROPHIES or PLAQUES will be awarded to the two teams competing in final's match, per division, at the conclusion of match. Each player on a team (that played a minimum of 4 matches that session) will be given an individual trophy or plaque (1st or 2nd place). Each team will also be awarded a trophy or plaque for their Host Location that must be given to that location. 3

4 13. TEAMS PAST DUE IN FEES: any team past due in fees (NSF checks, weekly team fees, etc.) must be current prior to the last week of regular session or they will not be eligible to participate in playoffs or wildcard draw. Teams that are still past due fees after regular session will not be allowed to participate on any APA team, playoffs, Singles Qualifier s, Regional Tournaments, WQ or World Pool Championship, etc until their portion of the past due monies are paid. PAY ATTENTION TO WEEKLY NOTES ON YOUR SCORESHEET. If a Captain needs to be replaced, by a majority team vote, then do so! Every player on a team is responsible for fees due. 14. SPORTSMANSHIP is a two way street in this League. The APA takes great pride in encouraging everyone to relax, enjoy themselves and play within the spirit of the rules rather than just what is in black and white. It is impossible to cover every situation with the rules. Common sense must take precedence. NO SMOKE BREAKS will be allowed while a player is playing his or her match. 15. UNSPORTSMANLIKE CONDUCT is shameful and is not welcome here. If a player storms out in the middle of his/her match, it will be awarded as a sportmanship forfeit. The opposing team will be awarded a 20-0 win (not 15-0 as a normal forfeit). This forfeit must be marked as WALK OUT in offending players score section and a detailed explanation of the situation leading up to that event written on the scoresheet or a legible piece of paper. 16. VERBAL ABUSE is unacceptable. This covers threats of violence and will be dealt with in the following fashion, so be VERY careful when stating things in a joking manner. We don t care. Even though the League consists of amateurs, we expect that you will conduct yourselves as professionals near the playing field. 1 st offense: Written and/or verbal warning from the League Operator or Liaison. 2 nd offense: Immediate regional suspension (minimum of two weeks) and forfeit of match if occurring in a play situation. The suspension will be no shorter than two weeks of actual play (byes do not count). Furthermore, the offending player will lose eligibility for playoffs and the corresponding WQ altogether. Should the player choose to administer letters of apology containing a behavior modification plan to the League and opposing team, the Board of Governors will then convene to reconsider the player s eligibility for playoffs and WQ. At the second offense level, the infraction will be noted in the national player database and available to ALL League areas. 3 rd offense: Indefinite regional suspension pending reinstatement in a face to face meeting with and by the Board of Governors on a case by case basis. Until the BOG accesses the length of suspension, the suspension length will be deemed as indefinite or suspended until further notice. The Board will notify the player in writing of the length of the suspension. 4 th offense: Expulsion from the APA on a national level. You have NO business in this League. This League is designed for people who want to have fun. Some situations require more severe punishments. The League reserves the right to administer punishments as it sees fit for the degree of the offense. For example, in the event of a verbal altercation a weapon is brandished, the faulting member will be immediately terminated from the League. This punishment is essential because any future matches with that player would seemingly be uncomfortable. It is our intention to make this a FUN environment. One bad apple will spoil a bunch and also deter other people and establishments from playing or supporting our League. It is important those ladies and gentlemen who cannot act like ladies and gentlemen adjust their demeanor appropriately or they will be removed from the League. 17. REFUSAL TO DO BUSINESS WITH: At any time, at the sole discretion of the League Operator, Pierce County APA can refuse to do business with any individual regardless of whether the individual s APA membership is in good standing. Most often, players who are unwelcome in the League will be those who are disruptive to the League, repeatedly complain about handicaps or who otherwise deride the League in public. HAVE FUN AND PLAY POOL 4
