1 USTA LEAGUE NEBRASKA DISTRICT RULES 2018 FOR ADULT AND MIXED DIVISIONS The Nebraska District League Tennis Rules, which are supplemented by the Missuri Valley Sectin League Tennis Rules and Regulatins and USTA Natinal League Tennis Prgram Rules and Regulatins, shall apply t USTA League Tennis in the USTA Nebraska District. If the Nebraska District des nt have a regulatin in place t address an issue and there is a Sectinal regulatin n that issue, then the Nebraska District must fllw the Sectinal regulatin; and If there is n Sectinal regulatin n that issue, and there is a Natinal Regulatin n that issue, the Nebraska District must fllw the Natinal Champinship Regulatin. Captains will be respnsible fr reviewing all league regulatins (District, Sectinal and Natinal) and cmmunicating thse rules t their players. The Nebraska District will hld captains meetings, hwever, any Captain unable t attend a scheduled Captains Meeting will be slely respnsible fr btaining infrmatin prvided at the meeting. USTA League Prgram: The USTA League is a team cmpetitin fr men, wmen and mixed genders at specified Natinal Tennis Rating Prgram ( NTRP) levels f play. The USTA League Prgram is rganized as fllws: League Type League Frmat NTRP Levels Champinship Levels Adult 18 & Over 1 Singles 2 Dubles 2.5, 5.0+ District, Sectinal and Natinal Adult 18 & Over 2 Singles 3 Dubles 3.0, 3.5, 4.0, 4.5 District, Sectinal and Natinal Adult 40 & Over 2 Singles 3 Dubles 3.0, 3.5, 4.0, 4.5+ District, Sectinal and Natinal Adult 55 & Over 3 Dubles 6.0, 7.0, 8.0, 9.0 District, Sectinal and Natinal Adult 65 & Over 3 Dubles 6.0, 7.0, 8.0, 9.0 District and Sectinal Mixed 18 & Over 3 Dubles 5.0, 6.0, 7.0, 8.0, 9.0, 10.0 District, Sectinal and Natinal Mixed 40 & Over 3 Dubles 6.0, 7.0, 8.0, 9.0, 10.0 District and Sectinal USTA League Type Age Requirements: League Type Adult 18 & Over Adult 40 & Over Adult 55 & Over Adult 65 & Over Mixed 18 & Over Mixed 40 & Over USTA League Participant Age Requirement Must be at least 18 years f age, r turn 18, in the calendar year in which they will play. Must be at least 40 year f age, r turn 40, in the calendar year in which they play Must be at least 55 years f age, r turn 55, in the calendar year in which they play Must be at last 65 years f age, r turn 65, in the calendar year in which they play Must be at least 18 years f age, r turn 18, in the calendar year in which they will play. Must be at least 40 year f age, r turn 40, in the calendar year in which they play 4.5+ NTRP Level teams are allwed t include up t three players frm the next higher NTRP level, are allwed t include up t tw players frm the next higher level.. All Plus (+) players must play in the #1 psitin at either #1 singles r #1 dubles. The 5.0+ Level may nly utilize ne Plus (+) player in a team match. The 4.5+ Level may utilize tw Plus (+) players in a team match.

2 Matches Required t Advance t Champinships: Champinships Lcal Matches Required Defaults that Cunt District 2 Matches 1 default received shall cunt Sectinal 2 Matches 1 default received shall cunt Natinal 3 Matches 1 default shall cunt. RETIRED matches shall cunt fr all players Mve-up/Split-up: Mve up split up nly applies t the same divisin (Adult r Mixed) same age grup, and same NTRP level that the team qualified fr r advanced by playing 3 matches with 1 default cunting fr eligibility. 2.06A (1): Adult Divisins: Teams and team members that advanced t, r qualified fr, any Adult Natinal Champinship may play tgether as a team, in whle r in part in within the same age grup and divisin if they mve up ne NTRP team level. These players may cmbine and play at any level fr which they are eligible in the Mixed Divisin. 2.06A (2) Mixed Divisins: Teams and team members that advanced t, r qualified fr, any Mixed Divisin Natinal Champinship may play tgether as a team, in whle r in part in the same age divisin within the Mixed Divisin if they mve up ne NTRP team level in accrdance with the table n the Missuri Valley USTA website. These players may cmbine and play at any level fr which they are eligible in the Adult Divisin. 2.06A (3) All Divisins: N mre than 3 players (2 fr Adult 2.5 and 5.0+) wh were n the rster f any team r cmbinatin f teams, that advanced t, r qualified fr, any Natinal Champinship the previus year may play tgether in the same age grup within the same Divisin and NTRP level r lwer NTRP level (if their NTRP rating allws) as the Natinal Champinship team. Mve Up/Split Up requirements nly apply t players wh participated in three (3) r mre matches (excluding all defaults) fr that team during the champinship year. Lcal League: 1. Lcal League Seasn: Lcal league seasn and District playff dates shall be determined by the District League Crdinatr, but must be in cngruence with the dates set by the USTA Missuri Valley Sectin ( USTA MV ). The 2018 lcal league seasn fr the Nebraska District begins n January 1, 2018 and the District Champinships, lcal league, lcal league playffs and/r lcal league matches must be cmpleted as fllws: League Types Date Adult 18 & Over July 15, 2018 Adult 40 & Over July 15, 2018 Adult 55 & Over July 15, 2018 Adult 65 & Over June 25, 2018 Mixed 18 & Over August 26, 2018 Mixed 40 & Over August 26,2018 *Adult 18 and 40 and ver teams must be frmed by June 17, 2018 in rder t be eligible fr sectinal play. 2. The state will be divided int three Lcal Leagues. Omaha, Lincln and Mid-State (all ther).

3 3. The Lcal League Crdinatrs will be respnsible fr setting up a schedule f play with the District League Crdinatr. After the schedule is apprved by the District League Crdinatr, the schedule will be published n TennisLink. 4. The Lcal League Crdinatrs shall nt deviate frm any f the rules vted n and apprved by the player s cuncil withut apprval by the player s cuncil. 5. A team may cmpete in mre than ne Lcal League at the discretin and authrizatin f the District League Crdinatr. If a team, captain (including nn-playing captains) r player qualifies fr the District League Champinships in mre than ne Lcal League at the same Divisin, then that team, captain r player must chse nly ne Lcal League t represent at the District League Champinships fr that Divisin. 6. If a Lcal League has a Divisin cnsisting f a single team then that team may participate in anther Lcal League. If neither the Omaha, Lincln nr Mid-State Lcal Leagues have 2 r mre teams in a Divisin, then an All-State League will be played with the teams frm all f the Lcal Leagues. There will be n District League Champinship fr All-State Leagues. 7. If nly tw teams exist in the entire state fr a level, they will play a minimum f three (3) team matches t determine the Nebraska representative at the Sectinal Champinships. Tw-Team Leagues must schedule and publish the schedule n TennisLink with a minimum f 3 matches. All scre reprting rules must be fllwed if the winner f a tw-team league wishes t be cnsidered a valid team t advance t a sectinal champinship Percent Rule: If an Adult 18 & Over and Adult 40 & Over League cnsists f nly tw teams in a level f play, each team must maintain it s rster with at least 40% f its players at the designated NTRP level f play Percent Rule: An Adult 18 & Over and Adult 40 & Over League must maintain 30% f its players at the designated NTRP level f play. Participatin: 10. Individual Participatin: A player may play n ne team per Divisin, per lcal league, per lcal seasn. A player may play nly ne NTRP level abve the player s current NTRP level in the Adult r Mixed Divisins. 11. Divisin: A Divisin is ne NTRP level f ne USTA League Type. A League Type is Adult 18 & Over, Adult 40 & Over, Adult 55 & Over, Adult 65 & Over, Adult 18 & Over Mixed 40 & Over Mixed. 12. Captain: N individual may captain, r be invlved in captain decisins, fr mre than ne team per Divisin f play in each Lcal League (See 6.5). 13. Membership: USTA Membership valid thrugh August will be required t register fr a team fr Adult 18 & Over and Adult 40 & Over; thrugh September fr Adult 55 & Over, Adult 65 & Over, Adult 18 & Over Mixed and 40 & Over Mixed. 14. NTRP Rating Requirement: All players must have a valid NTRP rating t participate in the USTA League. A valid rating is a cmputer rating r prper self-rating Self-Rating: New players wh will need t self-rate themselves accrding t the Natinal League Rules, may nt d s and jin a team until they have cntacted the District League Crdinatr. Failure t cntact the District League Crdinatr befre self-rating and jining a team may be cnsidered unsprtsmanlike cnduct, and an NTRP Grievance may be filed.

4 Rsters & Fees: 16. A player wh plays exclusively in the Mixed Dubles Divisin and chses t participate in an Adult Divisin the next year must enter the Adult Divisin by self-rating. The player must then play at the higher f the self-rating and the mixed exclusive rating. 17. Each team must cmpete at the level f the highest cmbined rated dubles team n the rster. It is the respnsibility f the team Captain t ensure that all dubles partners are within the cmbined level f play during each match. Failure t cmply will result in match disqualificatin. There may be n mre than a tw-level (i.e. ne-pint) difference between partners n the curt (e.g., 5.0 and 4.0 are kay, but 5.0 and 3.0 are nt). 18. One Rating: All rated players f the self-rate categry including medical r autmatic appeal players, will have their rating defined by the NTRP level f play in which they participate in the adult and mixed leagues. Each player will have a single rating, and the same rating fr all leagues. Shuld a player play at multiple adult NTRP levels, his/her highest NTRP level f participatin in adults leagues will be the defining level f play. 19. Team Registratin: A player must be registered n his/her team prir t playing his/her first match. Shuld a player cmpete fr a team withut being registered n the team, the individual matches that the player cmpeted in will be deemed frfeits. New players registering fr a team during a league seasn must d s befre the last tw scheduled matches in the flight r Divisin n which they are participating. Team participatin fr all Divisins f play shall be cmmitted by their respective Cmmitment Date listed abve. 20. All District infrmatin (rsters frm lcal league winning teams and team fee) regarding the Sectinal Champinships is t be submitted n later than 14 days prir t the start f Sectinal Champinship cmpetitin. If any team enters the Sectinal Champinship, but withdraws within 14 days prir t the Start f the Champinship cmpetitin, the entry fee shall be frfeited and each rstered player eligible fr play at sectinals shall nt be able t participate in lcal league play fr that divisin (Adult r Mixed) during the fllwing year. 1. Rster Fee: Each player will be required t pay $20 t register fr a team. This mney is cllected by the USTA Tennis Link cmputer prgram. This registratin fee is nt refundable shuld a player nt participate n the team he/she registered fr, unless there are extenuating circumstances that wuld warrant a refund. Any refund given t a player is dne s at the discretin f the District League Crdinatr. 2. Rster Changes: Additins may be made t the rster prir up until the last tw scheduled matches f that team's lcal league. If an added team member fails t meet the requirements f Rule 2.0 then matches played by that player are frfeit. Deletins f players frm a rster are permitted prvided the deleted player has nt played any matches. N refund f rster fees is pssible. The league crdinatr must be ntified f the deletin. At n time may the number f players n a rster exceed the limit set frth in Rule 3.3. This must be cmpliant with Sectinal rules. 3. Clsed Rster: N team, in any Divisin, shall have mre than 16 active players n Adult leagues. N team, in any Divisin, shall have mre than 14 active players n Adult 18 & Over (5.0+ nly), Adult 55 & Over, Adult 65 & Over, Mixed 18 & Over and Mixed 40 & Over leagues. Any player n a rster wh has nt been listed n a screcard in a match can be deleted frm the team. N refund f registratin fee is available fr the player deleted frm a team. 4. Lineup: Teams are nt required t field players in rder f strength at any level f league cmpetitin within the Nebraska District. Team Captains fr each team shall exchange their team match cards simultaneusly prir t the scheduled start time f the team match. Lineups must be exchanged n r befre scheduled match time. If a player in the lineup

5 is nt present at this time they must be placed n the lineup card at the #2 singles r # 3 dubles spt r be replaced by anther player wh is present. This must be dne prir t start time. If it is a mixed r 55 and ver match they must be placed at #3 dubles. If it is a 5.0 match they must be placed #1 singles r lwest dubles spt. Fr mre n late arrivals, see belw. 5. N substitutins may be made in an individual match after the lineup has been presented, except fr injury t, illness f, r a disqualificatin f a player prir t the start f such match. If the substitutin is made during the warm-up, the ptin t recmmence the war-up rests with the substituted player. The first serve is cnsidered the start f the match. 6. Active Players: A player wh has played a match r been listed n a screcard n a team, may becme inactive shuld he/she sustain a seasn ending injury, mve away frm the district, r have an NTRP increase that ends his/her eligibility t participate n the team. The captain must ntify the District League Crdinatr f players n the same team r becme active n anther team in that Divisin. 7. District Fee: Each Adult 18 & Over and Adult 40 & Over team playing in the District Champinship will be required t pay a $120 entry fee. Each Mixed Dubles r Adult 55 & Over and Adult 65 & Over team playing in the District Champinships will be required t pay a $90 entry fee. The District League Crdinatr will cllect this fee. This fee may be waived, decreased, r increased by the District League Crdinatr shuld the need arise. Match Frmat & Scheduling f Matches: Screcards: Captains Meeting: 1. Natinal League Regulatins specify the team frmat t be used by the Nebraska District. 2. Match Frmat f Play: The frmat f play fr individual matches is the best f three sets where the third and deciding set is a Match Tiebreak in Lieu f the set itself. 3. Rund Rbin Play: The prcedures in the event f a tie will be in accrdance with the Natinal League Regulatins. 4. Scheduling f Leagues: Prir t the first match in a league, all matches must be scheduled and set up n the internet. N schedule changes are allwed except fr thse due t weather restrictins, facility failure, r due t errr in scheduling by the District League Crdinatr (example f facility failure wuld be pwer utage r facility schedule errrs). 5. Schedule Changes: N additinal team matches can be added t the schedule after the team match schedule is cmpleted. 1. At the cnclusin f each match the captains shall enter the results using Sutra s Tennis Link. Standings will be used t determine advancement in the league play and it is essential fr all matches t be recrded prperly. Any entry errrs shall be reprted t the District League Crdinatr. Scres must be entered within 48 hurs f cmpleting the match. Teams have 48 hurs after the scre is reprted t cnfirm r dispute. TennisLink will autmatically cnfirm scres 48 hurs after being reprted. Failure t reprt scres 96 hurs after cmpleting the match shall result in a Duble Default n all curts. The 96 Hur rule will be enfrced unless the District League Crdinatr apprves a valid reasn fr delaying scre entry. 1. The Lcal League Crdinatr shall schedule and rganize each f their Lcal League captain s meeting. 2. League materials will be distributed at the captain's meeting. Every team captain r their designee must be present. All teams are respnsible fr infrmatin, rules, regulatins, etc.,

6 Late Arrivals: Incmplete Matches: distributed, discussed, vted n, and agreed t r in any ther way acted upn at the captain's meeting. 3. Any player wh is late t a match by 15 minutes past scheduled match time will be defaulted. A timepiece mutually agreed upn by bth captains r acting captains will be used t determine the 15 minute default time. There will be n exceptins t this rule, even shuld bth captains agree t an exceptin. Fr lineup infrmatin whereas a player is nt present, please see abve under Lineups. 4. At the end f the scheduled match time, the players participating in an incmplete match shall: Finish the match at a mutually agreed upn time, befre the next schedule match (in that league), fr any f the players invlved in the match. District Champinships: If a mutually agreed upn time cannt be determined, then the Level Crdinatr r the District League Crdinatr will set a new time, date and lcatin fr the cmpletin f the match, unless ne party retires frm the match. If the players are assigned a time and place t cmplete a match r agree t finish the match at a mutually agreed upn time and place, and ne party cannt make the new time, that party frfeits, and the match is cncluded. There is n additinal rescheduling invlved. Ntify the District League Crdinatr f the incmplete match with 48 hurs and new schedule time s the 48- hur default rule can be suspended. 1. Eligibility: A team will cnsist f players that have played a minimum f tw matches against teams f the same level within their Lcal League s Divisin. Players frm advancing teams are eligible t advance t the District Champinships if they have tw qualifying matches, with nly ne default cunting as a match played. The 1st place team in each level within their respective Lcal League shall be eligible fr Districts. If the first place team cannt cmpete the 2nd (r 3rd, etc.) place team in that league will fill this spt. If n team will cmpete frm a Lcal League then the spt will be vacant. 2. Frmat: Play will be a rund rbin frmat with n mre than 4 teams fr each level. If nly 2 teams are entered in the district champinship fr a level than a single team match may be used t determine the winner. The District League Crdinatr determines the frmat fr the champinships. 3. Wildcards: The purpse f wildcards is t fill the draw t the 4-team frmat. If there are less than 4 teams selected t cmpete at a level, and the District Crdinatr determines a wildcard team is necessary, then the wildcard team will fill this psitin. The District League Crdinatr shall determine if Wild Card Teams are necessary. Tw f the next eligible teams (usually 2nd place teams), frm each Lcal League, with the highest winning percentage (wins/ttal matches) will play a qualifying match t determine the wildcard entry. If there are nly tw leagues at a level in the District, then the District Crdinatr may allw a 2nd place team frm each f the tw Lcal Leagues represented t play in the District Champinships (Clarificatin Example: 2 nd place frm Lcal League ne is 8-1 with a winning percentage f 89%, 2nd place frm Lcal League tw is 3-1 with a winning percentage f 75%, and 2nd place team frm Lcal League three is 2-2 with a winning percentage f 50%. The Lcal League ne team and Lcal League tw team wuld play a single match t determine wh is the wildcard qualifying team)

7 Order f Play: When fur (4) teams are cmpeting at a single level, then the rder f play is determined in the fllwing sequence. If three (3) Lcal Leagues are represented, then teams frm the same Lcal League shall play each ther last. If tw (2) Lcal Leagues are represented, then #1 seeds frm each Lcal League shall play each ther last. Teams frm the same Lcal League shall play in the secnd rund. If ne (1) Lcal League is represented, then the teams shall be seeded with #1 vs. #4 and #2 vs. #3, then #1 vs. #3 and #2 vs. #4, and then #1 vs. #2 and #3 vs. #4. The fur teams shuld be scheduled t play at the same times. If this cannt be accmplished, then the preference f scheduled playing time (fllwing the abve rtatin) must be given t the team traveling the farthest (r the highest seeded team if distance is equal). If nly 3 teams elect t play at the district champinship the team traveling the farthest shall have the chices f playing times. The rder f play will then be determined by a cin tss. Substitutins: If a substitutin due t injury r illness ccurs during the warm-up time, the warm-up clck shall restart. Waiver: In the case f an All-State league (ne league in District) then a District Champinships will nt be necessary and the league winner will advance directly t the sectinal champinships unless the District Crdinatr decides therwise. Sectinal Champinship Cmmitment Deadline. Any and all teams advancing t a Sectinal Champinship must register fr said Sectinal Champinship as fllws: Grievance and Appeals Teams advancing frm District Champinship must register within three (3) days f cmpletin f District Champinship; and Teams advancing frm All-State League must register within tw (2) weeks f cmpletin f All- State League. If an advancing team des nt register by the afrementined deadlines, said advancing team shall be disqualified frm advancing t a Sectinal Champinship. A replacement team will be chsen at the discretin f the District League Crdinatr. 1. Interpretatins f these rules may be appealed t the Players Cuncil by frwarding a grievance t the District League Crdinatr. There is a $25 fee fr all nn-ntrp grievances. This fee is payable t the NTA, and must be included with the written grievance. All grievances need t be filed with the District League Crdinatr. If the grievance is upheld, any fee shall be refunded. The District League Crdinatr will frward the grievance t the Players Cuncil Chairman. (See sectin 2.00 f natinal league rules) 2. Grievance and Appeal Cmmittees: The Player Cuncil Members shall act as the Grievance and Appeal Cmmittees fr the Nebraska District. The President f Adult Cmpetitin f the Nebraska Tennis Assciatin shall chair the Player Cuncil and the shall appint Cuncil members t the Grievance and Appeal Cmmittees with the apprval f the District League Crdinatr and the Sectinal League Crdinatr as needed. 3. All cmplaints alleging a vilatin by an individual r team during lcal league cmpetitin shall be filed in writing with the Lcal r District League Crdinatr (r designee) having jurisdictin. The cmplaint must be filed prir t the cmmencement f the next team match in that flight invlving such individual r team, r within 24 hurs after the end f lcal

8 league play, whichever ccurs first. If an appeal t the grievance decisin is filed, there is a $50 fee fr the appeal. If the appeal is granted the fee will be refunded. 4. If a player cntacts any Crdinatr t reprt that a captain r player has used the Aut- Appeal Functin t appeal the player s rating withut the player s permissin, a grievance will be immediately filed by the crdinatr, with a recmmendatin f suspensin f 1 year fr the persn using the appeal functin. 5. NTRP Grievance Cmplaint. Any captain, crdinatr r cmmittee member may file a Grievance against any player and/r captain they feel has entered, r cndned entering, belw their actual skill level. The player they are filing a grievance against must be a Self- Rated player, a Turnament-Exclusive player, r a Mixed-Dubles-Exclusive player. The Sectin League Grievance Cmmittee having jurisdictin, augmented as necessary by experts in NTRP ratings, will review the alleged vilatr s cmpleted USTA Player Electrnic Self- Rate questinnaire. If NTRP Grievances are filed during a Sectinal Champinship, they will be held and then frwarded t the Sectin League Grievance Cmmittee within 48 hurs f the cnclusin f the champinship. After review, and in cnsultatin with the NTRP experts wh have augmented the cmmittee, they will take actin as they deem apprpriate, including, but nt limited t, disqualificatin, suspensin frm league play, r ther league sanctin. 6. Any player NTRP disqualified frm the USTA League Tennis-Adult divisin may nt play at the disqualified level f play fr USTA Mixed Dubles r any event sanctined by USTA fr the remainder f the champinship league year r fr up t three years, unless a new NTRP rating is generated. District League Crdinatr: Player s Cuncil: 1. The District League Crdinatr with the permissin f the player cuncil has the authrity t make exceptins t the District rules in rder t facilitate rganizatin and grwth f the league. 2. Any exceptins made must first be verbally passed t the Chairman f the Players' Cuncil and fllwed up with written exceptin. 3. The exceptin must have the apprval f a majrity f the captains at that level in the league. The District League Crdinatr must apprve the change and then the Player Cuncil will either apprve r disapprve. The cuncil vte will be handled by mail r and will take apprximately tw weeks. The infrmatin sent t the Cuncil will include any input the change and will be ntified f the utcme f the vte and their right t submit infrmatin t the cuncil. 1. The Player Cuncil Members shall serve until such time as they step dwn frm ffice. The Cuncil shall have the authrity t appint members t the cuncil and these members must be apprved by the Nebraska Tennis Assciatin Adult Cmpetitin Cmmittee Chair. 2. The Grievance and Appeal Cmmittees fr the Nebraska District shall be cmprised f the Player Cuncil Members. Indr/Outdr weather rescheduling: INDOOR meet rescheduling: The District Crdinatr r designee may cancel matches if rad cnditins r weather cnditins are hazardus. Decisins t cancel will be made nly by the District Crdinatr r designee. In case f inclement weather, the team captain r designee shuld cntact the District Crdinatr r designee the mrning f the match t see if yur

9 match has been cancelled. Decisins t cancel are based n current infrmatin frm the Nebraska Highway Patrl r the Natinal Weather Service. N match will be cancelled mre than 24 hurs in advance f the scheduled match time. If the match is cancelled, the captains within 2 days must select a mutually acceptable new date t play the makeup match. The makeup match des nt need t be played within 2 days, but the reschedule date must be DECIDED and the District Crdinatr ntified within 2 days. If captains are unable t agree n a date the District Crdinatr will reschedule the match. New line-up screcards will be exchanged at the time f the rescheduled match. OUTDOOR meet rescheduling: If the match has begun (first service ball struck) and the match is halted because f rain, the match is cnsidered incmplete. Within 2 days f the rained ut match, the specific players invlved will set dates t cmplete their individual matches. The match des nt need t be cmpleted within 2 days, but the match cmpletin date must be DECIDED and the District Crdinatr ntified within 2 days. Match scres resume at the pint f rain delay. Fr example, if a team wn the 1st set 6-3 and is up 3-2 in the 2nd set, the match resumes at 6-3, 3-2. The District Crdinatr shuld be ntified immediately f incmplete matches and the final scres shuld be entered n TennisLink when the match is cncluded. If the match has NOT yet begun (n service ball has been struck) due t rain the match is cancelled befre it starts. The entire match will be rescheduled with new line-up screcards. The captains within 2 days must select a mutually acceptable new date t play the makeup match.
