TOURNAMENT HEADQUARTERS Address: 250 S 32nd St, Springfield, OR 97478, Contact person: Zach Bessett (541) III. REGISTRATION AND TEAM ELIGIBILITY 1. Registration via Willamalane website 2. Check-in: Teams will check-in at Tournament Headquarters at the Les Schwab Sports Park located at the Bob Keefer Center (formerly Willamalane Center S 32nd St, Springfield, OR 97478) at least 1 hour before their first game on Saturday May 27th. 3. Requirements: Upon Check-in teams will need their official game rosters and player registration. (a) Rosters: Teams will be required to bring (6) copies of their tournament roster. All necessary information must be included on the official rosters. Checked and stamped rosters will be returned to the teams and used for pre-game check-ins with referees. P (b) Player Registration Forms must be checked for each player on the roster. Age verification is required in one of the following formats: School ID or document from school with birthdate or grade. Medical or government form with date of birth. Player card from soccer league or association. IV. PLAYER AGE AND ELIGIBILITY 1. As a recreational level tournament, age groups will be based on grade level. There will be separate boys/girls divisions. Divisions are as follows, we reserve the right to separate divisions based on participation. V. TEAMS 3rd/4th grade 5th/6th grade 7th/8th grade 1

2 1. Home teams will be determined by the team who is listed first on the schedule. 2. All teams are encouraged to bring two sets of uniforms or reversible uniforms to each game. If the referee deems that a jersey change is needed the home team will change jerseys or wear provided pennies. 3. Spectators will be located on the exterior edges of the fields, on the opposite side from the team benches. Spectators will not be allowed to sit behind the end lines. 4. Team Sidelines (a) Except where field conditions prevent, both teams must be on one side of the field and ALL spectators must be on the opposite side of the field. (b) Each coach, substitute, or other team personnel not involved in active play is to remain within the team area two (2) yards behind the touch line, five (5) yards from the center line, and eighteen (10) yards from the corner of the field. (c) A team consists of those players, coaches and team officials listed on the official match roster who have checked in with the referee. (d) A player listed on the match roster who is ineligible to play in a match may be permitted on the team sidelines ONLY if the player is NOT wearing the team uniform. Team warm-ups are considered part of the team s uniform. (e) A coach or other club official who is not listed on a team s match roster may be on the team sidelines, provided that the non-rostered adult checks in with the referee and no more than 4 adults are in the team area. (f) Additional adults may be on the team sidelines, at the discretion of the referee, to provide assistance to an ill or injured player or team official. 5. The jersey number of each player must be the same as the player s jersey number on the daily match report or roster. If the numbers are not the same, the referee is not to allow the player to take part in the match until the numbers are the same VI. LAWS OF THE GAME - FIFA Laws of the Game apply except as specifically modified. 1. Substitutions - Unlimited substitutions are permitted without the consent of the referee at any time during play. Players must enter and exit the field of play at the half line. The player coming off must cross the sideline before the entering player enters the field of play. 2. Game Balls - The home team is expected to provide game balls acceptable for the referee, although the referee may accept game balls from either team. U10/U12 divisions will use size 4 game ball. U14 divisions will use size 5 game balls. 3. # of Players - All age groups will play 7 v 7 (6 field players and goalkeeper) 4. Field size will be 72 x 45 yards. Goals used will measure 18 x 6 for U10 & U12 and 2

3 24 x 8 for U14. Goal box will extend 12 yards from each goal post and 12 yards from the goal line. U10 players will begin possession at midfield. 5. Games will be played in 20 minute halves with short water break and side switch. 6. Offside - Players may play from an offside position. FIFA law 11 is suspended for this tournament. 7. Goal Kicks - Must be taken from between the goal posts and roughly from the midpoint between the goal line and the top of the goal box. 8. Penalty Kicks - will be taken 10 yards from goal for U10/U12 and 12 yards for U Player s Equipment 5. Heading 6. Safety (a) All players on the field must wear matching uniforms (except the goalkeeper) to the satisfaction of the referee. All jerseys must have numbers on the back. The goalkeeper s uniform must be different from the opposing keeper, all other players on the field, and the referee. (b) Each team must have numbered jerseys of an alternate color. In cases of uniform color similarity, the designated home team (listed first) will change jerseys. (c) A player may not wear or use any equipment that is dangerous to himself or another player. (d) No jewelry is permitted, even if taped. Medical alert bracelet/necklaces are allowed, if taped. (e) Shin guards, covered by socks, are mandatory in all games. Players not wearing shin guards will not be allowed to play. (a) Following US Soccer recommendations, heading is not allowed in U10 & U12 age group (b) The penalty for heading is an indirect free kick at the spot of the infraction, or if it is by the defending team in the penalty box, at a spot on the penalty area line closest to the location of the infraction. (a) A player who is bleeding or has blood on his or her uniform must leave the field and may be substituted at the coach's discretion. A uniform with blood on it must be changed. After the bleeding is stopped and the wound is covered, the player may return to the game when beckoned onto the field by the referee. (b) A player who demonstrates signs of concussion as a result of an observed or 3

4 suspected blow to the head or body must leave the field and may not return to play in that match. Referees will include in their match report information about any player required to leave the field because of a suspected concussion. A player who has been removed from a game by a referee because of a suspected concussion is ineligible to play until the tournament director has received a copy of a medical release signed by a healthcare professional that authorizes an unrestricted return to competition. (c) Coaches should be aware that SB 721, enrolled as 2013 Oregon Laws Chapter 489, and codified as ORS , became effective January 1, 2014 and applies to all competitions sanctioned by OYSA. If a player exhibits signs of concussion following an observed or suspected blow to the head or body, a coach is prohibited from allowing that player to participate in any competition, including practice, until the player has been cleared to return to play by a healthcare professional. VII. TOURNAMENT AND MATCH SCHEDULES Specify: 1. Tournament Format For all age division (U10 U14), teams within each division will be placed in brackets and play a round robin schedule within the bracket. (2) teams in each bracket in an age group qualify for the semifinals with the winner of bracket (A) playing the runner-up of bracket (B) and vice versa. In the event of only (1) bracket, top two teams will proceed directly to a final. In some divisions, a third place match may also be played. 2. Match Schedules Each team will play a minimum of (4) games and will be scheduled a maximum of (3) games in a day. 3. Procedures for Determining a Winner When matches that require a winner (semifinals and finals) end regulation in a tie, they will play a (10) minute overtime. If the score is still tied they will proceed to penalty kicks. 4. Referees All matches must use referees certified by the Federation. 5. Match Delays and Cancellations Referees will start the game clock at the designated time regardless of whether teams are ready to play. That being said, if a team is late, the Tournament Director/Coordinator may choose to delay the start of the game (and the possible restart of the game clock) so they are able to get to the field. A referee may add time lost due to injury or in the event of perceived time wasting. The Tournament Director/Coordinator may allow the start time to be delayed for teams that do not have either the minimum number of players or an adult that is listed on the roster. In situations where the start time has been delayed, the Tournament Director/Coordinator shall determine the length of the halves. Regardless of the reasons the game clock is adjusted, 4

5 the game must conclude at least five minutes prior to the start of the next match. 6. Refund Policy NO refunds are issued for games canceled due to weather, an opponent not showing up, shortened or abandoned, or acts beyond our control. If a team is not scheduled for 3 games, a 20% refund of the registration fee paid by a team will be refunded to them. Should the Tournament Director/Coordinator be required to cancel scheduled matches for a reason other than those already listed, a 15% refund of the registration fee paid by a team will be refunded to them. Teams that withdraw from the tournament prior to the close of registration shall be charged a $100 administrative fee. Teams that withdraw from the tournament after registration has closed in their age group will not receive a refund. VIII. FORFEITS Specify: 1. Conditions of forfeiture -- Teams not arriving at check-in at least 1 hour before their first game will forfeit their first match. Teams not having the minimum number of players present upon pre-game referee check-in will forfeit their match. 2. The minimum number of players required to start play is (5). 3. A team that forfeits a match will be permitted to proceed in the tournament to the playoff rounds. 4. The result for a forfeited match will be recorded as 3-0 IX. STANDINGS AND TIE-BREAKERS 1. Bracket standings will be determined by point system (3) points for win, (1) point for tie and (0) points for loss. 2. Tie-breaker procedures (a) Head-to-head competition of the tied teams (b) Goal difference (c) Goals scored (d) Goals allowed (e) A drawing by lots. X. MATCH AND SCORE REPORTING Coaches should verify with the referee at the game s conclusion that their score matches his report. All game results will be called into tournament headquarters by the field marshal immediately following each match. In the event of a conflict, the referee report shall be deemed the official score for the game. 5

6 XI. PROTESTS & DISPUTES Referee judgment decisions are final and may not be appealed. Any other appeal/protest must be verbally lodged with the referee and the opposing coach at the game site. The appeal must then be made in writing to the Tournament Director/Coordinator within two hours of the end of the match. There will be a $150 non-refundable fee for any appeal that is filed. The Tournament Director/Coordinator will review any appeal correctly filed under this rule. All decisions of the Tournament Director/Coordinator are final. XII. CONDUCT AND DISCIPLINE Specify: 1. Team and Spectator Conduct - The coach in charge of a team at a match is responsible for the conduct of the team's spectators, team officials, and players. The coach in charge of the team may be warned or expelled for failing to control the conduct of the team's spectators, team officials, or players. (a) If a game is abandoned because of the behavior of spectators or team personnel, the coach may be suspended in addition to any other effect of the abandonment on the team. (b) Any suspension for conduct causing match abandonment may be imposed only after a disciplinary hearing 2. General Rules will be followed in accordance to the rules and regulations at Les Schwab Sports Park and in accordance with an atmosphere of positivity and fair play (verbal abuse will not be tolerated). 3. Ejections A player or coach sent off during a match is not allowed to play or coach in the next match. The tournament committee may take additional disciplinary action against a team or individual for serious offenses, including suspension from the remainder of the tournament and non-eligibility for future tournaments of that tournament committee. (a) A player who has been sent off must leave the team bench and sideline. (i) The player should be directed to sit with his/her parents, a team official, or another responsible parent from the player's team on the spectator side of the field. (ii) If no responsible adult is available to take charge of the sent off player, the player may remain on the team sideline under the supervision of the team coach. Any irresponsible behavior by a sent off player may result in additional penalties. (b) A coach or other team official who has been expelled must leave the field and must remain out of sight of the game until the match is completed (no contact allowed with team during game). (c) Players who have been sent off (received a red card) and coaches or team 6

7 officials who have been expelled have mandatory game sit outs of AT LEAST one match. 4. Accumulation of Yellow Cards - a player who accumulates 3 yellow cards in different matches is suspended for one match. 7
