3 Name - The League of Clubs shall be called the Paisley Johnstone & District Youth Football League (PJDYFL) and shall be affiliated to the Scottish Youth Football Association (SYFA). Object - The object of the League shall be to legislate for, foster, develop and improve the game of League Football among all classes of Youth Football Clubs. Admission to membership - (a) Membership is open to all invited Youth Clubs. (b) All Clubs must be members of the Scottish Youth Football Association; any Club that is a member is entitled to apply to join our League. (c) A Club which is found to be run wholly or in part for the financial gain of a person or persons, whether or not such person or persons are members of the said Club may not be eligible for membership and if in membership, such Club may have its membership withdrawn. (d) All Clubs in membership must be controlled and managed by a committee approved by the Scottish Youth Football League. This committee must be not less than two in number and at least one member of the committee shall be in possession of a current Scottish Football League Coaching Certificate. The relevant minimum Certificate is as specified by the SYFA. At least one member of the committee shall have a current First Aid Certificate or Sports Injuries Certificate. These conditions as to certification must be met at the latest within one year of the Club s initial acceptance into membership. The names, addresses and dates of birth of all Club officials shall be submitted by the Club when seeking membership and upon annual renewal. Any change of Club official shall be immediately notified to the League Secretary. All Club officials will be subject to Disclosure procedures and must adhere to the terms of the Scottish Youth FA Player Protection Policy (e) Member Clubs re-applying to the league must forward their affiliation from the SYFA to the League Secretary within 7 days of receipt. Clubs failing to fulfil these criteria will automatically be suspended from the league until League secretaries have received completed forms. Clubs who do not comply with the above criteria will not be eligible for membership. Clubs in membership who fail to comply with the criteria during the term of its membership will be reported to the SYFA and may have their membership suspended until they comply with the criteria. Any change of Club secretary must be intimated in writing by completing the change of secretary form and by notifying the SYFA. Until this is done the old secretary will be the contact. Note the Secretary of the Club is the sole contact for the League. The secretary in charge of the ID for the development Club is the sole contact when it comes to fees/fines etc. Clubs failing to properly notify such changes will be fined Any Club wishing to make alteration to its name must first obtain the prior written consent of the National Secretary of the Scottish Youth F. A. All new Clubs shall pay an entry fee of along with their annual subscription. Resignation from the League (a) When a Club intimates its resignation from the League, such Club must notify the League Secretary and The National Secretary of The Scottish Youth F.A. in writing. In respect to a Competitive Club they must also notify their opponents and the Referee, until such time as their resignation has been accepted by the Executive Committee, and failing which they will be treated as a defaulting Club. (b) In respect to a Competitive Club all fixtures concerning that Club shall be classified as null and void and points deducted from the opponents that they have played. 1 Breach of rules - For breach of any of the rules of the League, the Executive Committee may suspend a Club until the Annual General Meeting, when the retention of that Club in the League shall be considered. Any decision arrived at by the Annual General Meeting under this rule shall not be the subject of revision by a Special General Meeting convened under the terms of Rule 5.

4 Unacceptable Behaviour of Club Officials - the Executive Committee may suspend an Official of a Club until the Annual General Meeting, when the retention of that Club in the League shall be considered. Note: The suspended Official will not be allowed to take part in any Club activity until the suspension is lifted. Any decision arrived at by the Annual General Meeting under this rule shall not be the subject of revision by a Special General Meeting convened under the terms of Rule 5. 2 Annual Subscription - The annual subscription of each Club shall be fixed at the A.G.M. 3 Subscriptions - Subscriptions shall be paid along with the registration. Failure to do so may result in exclusion from the ensuing season s competitions. Failure to pay the subscription will result in the Club concerned being debt suspended by the Disciplinary Secretary. 4 Annual General Meeting - The A.G.M. shall be held in June each year. The agenda shall be as follows: - 1) Minutes of the previous A.G.M. 2) Chairman s Report 3) League Secretary s Report 4) Treasurer s Report 5) Disciplinary Report 6) Annual Subscription 7) Match Secretary s Report 8) Alterations to Constitution and Rules 9) Election of Executive Committee 10) Election of Disciplinary Committee 11) Appointment of Auditors. 12) A.O.C.B. a) Items for discussion at the A.G.M. must be lodged with the League Secretary no later than the 31 st May and should be seconded by two Clubs in membership. There shall not be more than one Club member on the Executive Committee. b) Nominations for positions within the Executive Committee must be intimated in writing to the League Secretary no later than the 31 st May and should be seconded by two Clubs in membership. 5 Special General Meeting - On a requisition signed by six Clubs in membership, stating the business to be considered and accompanied by a deposit of 300 which may be forfeited if that meeting so decides, the League Secretary shall convene a Special General Meeting. Seven days notice shall be given to member Clubs of such a meeting stating the business to be dealt with. 6 Executive Committee a) The minimum structure of the League shall consist of a Chairperson, a Vice-Chair Person, Secretary / Disciplinary Secretary, Treasurer, Small Sided Coordinator and a Child Protection Officer. All officebearers must be registered with The National Secretary of The Scottish Youth F.A. The office-bearers shall be elected annually. No Club should have more than one representative on the Executive Committee. If a vacancy occurs during the season, the Committee shall have power to fill such a vacancy but shall be responsible for informing the National Secretary of The Scottish Youth F.A. All retiring office-bearers shall be eligible for re-election. b) The Executive Committee shall be the authority of the interpretation of the Rules and its decisions upon questions of interpretation and on matters affecting the League not provided for by these Rules shall be final except as provided for in the SYFA Appeals Procedure c) The Executive Committee shall have the power, as occasions shall require, to appoint from its own members, such Sub-Committees as it may deem expedient, and to depute or refer to them such of its powers and duties as it may from time to time determine. 7 Management - The management of the League shall be vested in a General Committee, consisting of the office-bearers and registered representatives from each Club in the League (except where a Club is represented by an office-bearer). Each Club shall be entitled to send two registered representatives to all General Meetings, but shall have only one vote per SYFA Club ID Number. 8 Chair - At all meetings of the League the Chairman or Vice-Chairman shall preside. In the event of none of these officials being present the chair shall be taken by another office bearer. The Chairman shall have both a deliberative and casting vote at all meetings and his rule shall be final.

5 9 Retiral From The Meeting - A Member of the Committee shall retire from the meeting during the consideration and while decision is being taken or any case involving his Club or Officials or players connected with his Club 10 General Meetings Meetings of the General Committee shall be held at a venue notified by the League Secretary and the dates shall be as listed on the League website unless notified by the League Secretary. The League will hold a minimum of four general meetings of member Clubs including an Annual General Meeting in each season. All Clubs are required to send a representative to these meetings. Each Club shall have one vote. Such meetings shall be chaired by the Chairman or the Vice Chairman. In the event of both being absent, a temporary Chairman may be nominated from the other office-bearers present. Anything to be brought up under AOCB must be sent to League Secretary within 120 hours of General Meeting and must be signed, have Club name, age group and SYFA ID number for it to be admissible. 11 Disciplinary Committee A Disciplinary Committee shall be appointed, which shall be responsible to the Executive Committee, and which shall consist of office-bearers and five members to be appointed by the Executive Committee. Five members of the Committee shall form a quorum. In the event of a vacancy occurring in the Disciplinary Committee during the season, the Executive Committee shall have the power to fill such vacancy. 12 Alterations to the Constitution No alteration to the Constitution and Rules of the League can be made except at the A.G.M. or a Special General Meeting called for that purpose. Alterations to the Constitution and Rules may only be made on a two-thirds majority of those present and eligible to vote. The Chairman shall have both a deliberative and casting vote at all meetings and his rule shall be final. 13 Appeal As per the SYFA Disciplinary Guidelines. 14 Finance - Funds shall be lodged in a bank account in the name of the League. Operation of the bank account to be by the Treasurer(s) and either Chairman, Vice Chairman, League Secretary or Disciplinary Secretary. Two signatures are required for all financial transactions one of which must be the Treasurer. The Treasurer shall present a financial report at each meeting and a financial statement at the A.G.M. The accounts of the League shall be independently audited annually by persons appointed at the A.G.M. accounts of the League close on the 31 st May. 15 Absence from meetings - Clubs failing to be represented at a General Meeting will be fined 10 unless telephone or apologies are received by the League Secretary along with Club Name, Age Group and SYFA Registration No. 16 Fixtures - Clubs shall receive from the Match Secretary a list of their League fixtures, via the league website and which shall be played on the date stipulated. Including mid-week fixtures. Any Club wishing to move a fixture to an alternative date must have agreement of opponent before applying to the Match Secretary by for permission The Match Secretary must be given a minimum of 5 days notice of a weekend fixture and 6 days notice of a midweek fixture. If a Club wishes to be excused from playing a game on any particular date throughout the season, such Club must make application in writing or by to their Match Secretary not less than seven days before the fixture and should include Club name, year group and details of specific game. Home Clubs must contact their Match Secretary and inform them of pitch being unplayable, giving details of why the pitch is unplayable and who took the decision to postpone the game. Details of pitch address must be included. No Club shall be allowed more than three cancellations of fixtures in a season. Note cancellations are unlimited for developmental Clubs. In extraordinary circumstances, relief of fixture may be granted not less than five days before the date stipulated on application to the League Secretary. Note during May no cancellation of fixture will be given except for extra-ordinary circumstances. Any Club seeking relief of fixture less than five days before the date stipulated shall be responsible for any relevant match fees incurred by their opponents for the listed fixture on receipt of proof of such fees. All matches shall be played according to the Laws of the Game as adopted by the Scottish Football League Ltd and the SYFA. No Club given a relief will be permitted to play a friendly. No Club, player or registered Club representative shall be permitted to take part or be involved in any match or competition which is not authorised by The Scottish Youth Football Association. There will be no fixture s played on Easter Saturday or Easter Sunday for either the small sided or Competitive teams and no fixtures played on the night of a General Meeting unless the Executive Committee have given permission. 17 Competitions - The composition of the various divisions within the Competitive League shall be formed in the first instance by the League Secretary using the divisions requested on the League Registration Form. If no division is noted on the League Form it will mean that the Club involved may be put in a division allocated by the Executive. The size of each division will be determined by the League Secretary taking into account the number of teams accepted into each age group. This information will be circulated to all Clubs involved in

6 updates. If any Club does not agree with the division allocated they must contact the League Secretary as soon as possible. The Executive will then discuss, and if necessary make changes to the divisions. The Final decision will be made by the Executive. Divisions will be in place for the Formation Meeting in August. It is important that teams check their s daily at this time, as no response by a Club will mean that they are happy with the division allocated. Should two or more Clubs finish a League with the same amount of points then play-offs involving said Clubs must take place. In the event of three or more Clubs finishing level, the Executive Committee will determine the order of play. Goals scored, goal difference etc., or the results between the Clubs during the season will not count. (Competitive Clubs). Note that all Cup games are played as normal up to Final Stage whereupon the League will book pitches and referees. 18 League cup games Trialists are allowed to play in Divisional League Cup matches. Trialists will not be allowed at or beyond the semi-final stages. In the knock out stages of this or any other knock out competition a player can only play for one Club. In knock-out competitions, NO Trialists are permitted. Goal difference will count in determining final positions at group stages of Divisional League Cups. (Competitive Clubs). 19 Referees Referees for all matches will be appointed by the Match Secretary or League Secretary from the list of registered referees given out by the League Secretary. No Club may object to any referee so appointed. The referee will receive from each Club two teamlines, both teamlines. Both teamlines will be compared and signed by the referee; one list shall be given to the opposing Club secretary prior to kick-off. The referee shall forward the other copy of the teamline to the Disciplinary Secretary within 3 days of the match (excluding Sundays). (Competitive Clubs). 20 Referees Fee (a) The Referee's Fee shall be decided by the Annual General Meeting, and shall be shared equally by both Clubs. (b) Where no referee has been appointed or the referee fails to turn up, the home Club is responsible for supplying a responsible adult to referee the match, except under the following circumstances where matches shall be cancelled all knock out Cup matches and at the following age groups 16, 17 & 19 s age groups. In such cases the Match Secretary shall inquire as to the reasons why the allocated referee was not available. Clubs found to be abusing this rule will be dealt with by the Disciplinary Committee. (c) In the case of non-fulfillment of any fixture, except under (d) below, the Home Club shall pay the Referee's Fee, which shall be recoverable from the defaulting Club. (d) Should a ground be considered unplayable, the Referee shall, after inspection of same, receive half fee which shall be shared equally by each Club. 21 Unfulfilled fixtures - The Disciplinary Committee shall investigate the reason for non-fulfilment of any fixture and if the reasons are deemed to be unsatisfactory, the defaulting Club shall forfeit the points and pay the referee s fee in full. In addition a fine up to, but not exceeding 100 may be imposed, the whole or part of which may be awarded to the aggrieved Club. All fixtures will be played on the dates set out by the Match Secretary unless either Club has a Scottish Cup or West Region Cup Tie outstanding when the onus of notifying the Match Secretary will be on the Club or Clubs involved. If one Club does not turn up for the game or when contacted says they cannot play the game for whatever reason then the opposing team must inform the Disciplinary Secretary. This unfulfilled fixture will be processed using the fast track system and will still include the right of appeal. A decision can then be made on a fixed penalty basis. If the fast track fixed penalty is not accepted the Club will be cited to a future disciplinary meeting and the forfeiting Club may still be liable for a fine of up to 200 and a 1-0 win to the other Club. Offending Clubs may be liable for all expenses. Each occasion will be judged on its own merits. Repeated offenders may be subject to sanctions that the Disciplinary Committee may decide. All claims/protests and other correspondence relating to all Disciplinary matters should be sent to the Disciplinary Secretary via recorded delivery. All cheques must be payable to the PJDYFL. Please note that points will be awarded to opponents for any games not played for a Club folding after 31 st March and the Club will not be removed from the League Table. 22 Teamlines (a) In all 11-a-side games, two copies of teamlines must be handed to the referee prior to the commencement of the game. Teamlines shall be completed in ink giving the players Full Name, Address and town. Postal Code, Registration of birth, Player Registration Number (if known) and Date of Birth. All teamlines should quite clearly show Substitutes and any trialists playing. (b) At competitive level failure to comply with (a) will result in a fine of 1.00 per omission.

7 23 Home Ground - The Home Club is responsible for the condition of the ground and laws of the game regarding same being complied with, failing which it is liable to be disqualified. On points of fact connected with the game and fitness of the ground for play, the decision of the referee shall be final, except in an event of a Club travelling outwith an area of seven miles, when the inspection of the ground by a local referee will decide. Where Clubs have an appointed groundsman in charge of the ground such groundsman's decision will be final. The Home Club Secretary must immediately notify the referee and Secretary of the Visiting Club if a postponement is necessary, in default of which the Home Club may at the discretion of the Committee, is required to pay the referee's half-fee and the traveling expenses, in whole or part of the Visiting Club. The playing surface in all age groups should be grass, third or fourth generation Astro Grass, any other surface may be used as long as both Clubs are agreeable to the surface. For all matches to be played under the jurisdiction of the League/ SYFA/ SYFA West Region, it will be deemed the responsibility of the Home Club to supply changing accommodation for their opponents and the referee. The changing accommodation should be adjacent to the pitch where the match is to take place and should contain washing and toilet facilities. If the changing accommodation is at a different location to that of the pitch where the match is to take place, the home Club must provide transport for their opponents and the referee. 24 Colours Where colours of opposing Clubs are similar, the away Club shall change unless mutually agreed otherwise. Numbers on shirt/shorts must correspond to numbers on teamline. 25 Conduct Managers / Coaches are responsible for the discipline of their Clubs. Club officials will be responsible for the conduct of their players and supporters. When it can be proved that spectators in a match under the auspices of the League, conducted themselves in such a manner as to interfere with the players or referee, causing the match to be stopped or abandoned the Executive Committee has the power to order the game to be re-played on another ground and to take any further action it deems necessary. All players, officials, parents and spectators of a Club must occupy the opposite touchline from their opponents. In no circumstances is alcohol permitted on the touchline or in the dressing room at any match played under the auspices of the League or SYFA. 26 Communications to Clubs - Clubs failing to reply to communications from League officials (necessitating a reply) within seven days of notification they will be will fined the sum of 10. All communications to the League necessitating a reply must enclose a self-addressed, stamped envelope. All Club secretaries must have an active address which will be used by the League Secretary / Disciplinary for all communication at League level. 27 Pitch Fees for the Developmental Clubs will be issued by the Disciplinary Secretary. Clubs will have two weeks to pay. They will be reminded by and then debt suspended if no payment is received. Any Club who has not paid by the time the debt suspension kicks in will be excluded for ONE fixture for first offence and could increase to a maximum of FOUR fixtures for further debt suspensions. The Disciplinary Secretary will inform the relevant Match Secretary to exclude team from fixtures. Where a team travels to an opposition venue the fee charged to the visiting team cannot be more than Complaints Complaints against a Club should be sent to the Disciplinary Secretary with a verbatim copy being sent to the Club concerned. On receipt of the same, the Club complained against should reply to the Disciplinary Secretary stating their defence. A cheque for 50 should be included in the letter to the Disciplinary Secretary. Note that any complaint found to be frivolous by the Executive Committee will have the 50 forfeited. Any complaint being made by a parent must come through the Club Secretary. Complaints to the League must be sent recorded delivery. Complaint must be signed and dated. It must include Club name, year group and ID. A cheque for 50 must be included with the complaint. Teams can request an observer for a fixture any request must be in writing to the League Secretary. An observer will be appointed by the Executive Committee. A 10 fee per observer will be charged The Executive Committee will decide which teams or team will meet this cost. 29 Protests as per the SYFA Supplementary & Playing Rules 30 Girls playing football as per the SYFA Playing Rules

8 31 Anyone Club found to be in breach of SYFA registration rules will be reported to the appropriate committee of the SYFA at Hampden who may impose sanctions against any member club which ultimately may result in the expulsion of that Club or member. 31 All items not covered by this Constitution will be dealt with according to the rules and constitution of the Scottish Youth Football League. General Meeting dates for season 2014/ th August, 2014, 9 th February, 2015 and 8 th June, 2015, 10 th August, 2015 All meetings will be held in the Renfrew Town Hall, Renfrew at 6.45pm or alternative venue notified by Chairman Memoranda 1 Tours, tournaments and friendly matches Permission to play against Clubs not in membership of the S.Y.F.A. or out-with Scotland must be obtained by completing the online application forms found on SYFA web site. The League Secretary will, by signing the printed copy of the application form be giving said Club permission to play. Clubs participating in International Tournaments require insurance cover. An early application should be made. Permission is only granted providing that the friendly match or tournament does not interfere with competitions organised by this League. Permission to play Clubs within the League can be obtained by ing the League Secretary with Club name, Club ID, opponent s Club ID, referee, referee s Registration No., date of game, venue and kick-off time. A permit will then be issued. This permit must be printed off and given to allocated referee along with teamlines for him/her to send to the Disciplinary Secretary. Permission to play a Club outwith the League must have a permit from the West Region. Clubs must give at least 72 hrs notice for a permit and at least 7 days before a Tournament. Developmental Clubs follow same procedure except in the case of a friendly within the League. They only need to send an to the League Secretary. 2 Sponsorship on shirts etc. It shall not be permissible in any match played under the auspices of the Scottish Youth Football League, for football strips, track suits or other apparel to display the name or logo or brand of a sponsor which can be associated directly with alcohol, tobacco or gambling product or other such advertisement the Executive Committee of the Scottish Youth Football League shall consider inappropriate to youth football (See Rule 76 of current S.Y.F.A. Constitution). Appendix 1 1) COMPOSITION OF THE LEAGUE The Paisley Johnstone & District Youth Football League committee have the right to organise leagues based on ability of Clubs. This will be done to protect less able Clubs and to ensure young people have an enjoyable experience. Developmental Members can highlight Clubs to the match secretaries whom they feel would be better placed in a tier. But at no time would the separate tiers ever be referred to as a first and second tiers or highlighting a stronger or weaker league within the developmental teams. If there are any new teams joining the League out with the meeting in January and August the Executive will decide whether the Club will be allowed admittance. 2) PLAYING SEASON For Developmental Clubs, fixtures shall only be listed and played between ~ end of February and 30 th November inclusive each year. Competitive Club League fixtures shall be listed and played between beginning of August and 23 rd May, Only play offs, Divisional Cup and League Cup games will be played after this date. The Executive Committee can then extend the League season to accommodate the outstanding fixtures. No matches friendly matches included shall be played between 1 st July and 31 st July without the consent of the SYFA. Teams may be required to play two mid-week fixtures both at the beginning and end of the season. 3) MATCH VENUES Match venues will be as determined by the Executive Committee. It is permissible to play matches on either grass or third generation artificial turf with a rubber infill. Matches to be played on sand based artificial surfaces must be agreed by both competing Clubs and the match referee. First year at 7 s will be played at a hub venue determined by the Executive Committee. 4) REFEREEING - At 7 a side a coach or registered official from each Club will referee one half each. At Fun Fours there is no requirement for a referee to be present on the pitch as kids should be allowed to play in a fun relaxed atmosphere. 5) PARENTS/ SPECTATORS Parents and coaches must never stand and/or coach on their opponent s side. Coaches should ask opposition coaches to ask their parents to return to their own side of the park and not engage in confrontational dialogue. Failure to control the conduct of players and parents is a disciplinary matter and all reported cases will be dealt with by the Disciplinary Committee.

9 6) MEDALS The league will provide all Clubs with the same medal for every player within the league. There will be no distinction between age groups. The league will never provide or endorse any giving of trophies to young people playing in their leagues as this goes against the ethos of the Paisley Johnstone & District Youth Football League which is competition free and fun football. Medals will be distributed at the end of the season in December. Any extra medals must be paid up front or on receipt. 7) PUBLISHING OF MATCH RESULTS As the Paisley Johnstone & District Youth Football League is a development league until under 13 s, no Club, below Under 13 s, can ever publish scores from any of the games within the league as this is against the ethos of development league football. Match reports may be added to web sites but scores must not be published anyone breaking this rule will be cited to a disciplinary meeting. 8) TROPHIES - All trophies are the property of the League. Cups and trophies must be returned to the League Secretary 28 days after being won. Failure to do so will result in the Club being fined the cost of a replacement cup/trophy. Clubs can on application to the League Secretary have any cups/trophies won for presentation nights etc. The League shall have such cups/trophies engraved at an engraver of their choice. Two registered committee members of the winning Club shall sign a receipt for all cups/trophies won. They shall receive a copy of receipt. The League Secretary will retain a second copy of the receipt. All trophies must be returned by the first meeting in August or a fine will be imposed of 50. 9) KICK-OFFS Morning kick off times shall be between 9.30am and 10am for League Fixtures and 9am for Cup Fixtures. Afternoon kick-off times shall be between 2pm and 2.30pm unless sanctioned by the Executive Committee. Mid-week kick off times shall be no earlier than 6.00pm. 13 s, 14 s and 15 s will play on a Saturday morning and 16 s, 17 s and 19 s will play on a Saturday afternoon. Anyone wishing to play outwith these kick-off times must the League Secretary for a permit. Note: Clubs must stick to mornings if they play in the morning and afternoon if they play in the afternoon. 10) COMPETITIVE CLUBS must be telephoned to the Match Secretary no later than 6pm on day of match and by 9.00pm if playing a mid-week match. Failure to do so will mean you will incur an automatic 10 fine under rule 15 on the Constitution. The Disciplinary Secretary will inform the Club that they are fined and must pay within 7 days of the date of the imposed fine. Clubs who fail to pay fines in a timeous manor will be lettered by the Disciplinary Secretary and have a further 10 Administration fee per letter levied. (a) Developmental Clubs must text their scores to their Match Secretary to reduce the chance of mismatch games. 11) NOTIFICATION OF OPPONENTS - Home Club secretaries shall notify their opponents by a telephone call of the venue, kick-off time, travel directions and colours, 120 hrs before a weekend fixture and 72 hrs before a mid-week fixture. Where the Match Secretary has allocated the home Club a referee the home Club shall notify him in a similar fashion 120 hrs before a weekend fixture and 72 hrs before a mid-week fixture. Minimum of 8 teams per division to make Divisional Cup viable. Cup will be either knock out or round robin depending on the size of the division and the weather.
