4 THE REFEREE 1. A REFEREE SHALL BE APPOINTED TO OFFICIATE IN EACH GAME. HIS AUTHORITY SHALL COMMENCE AS SOON AS HE ENTERS THE FIELD OF PLAY AND SHALL EXTEND TO OFFENCES COMMITTED WHEN THE GAME IS IN PROGRESS OR WHEN THE GAME IS STOPPED. HIS DECISION ON POINTS OF FACT CONNECTED WITH PLAY SHALL BE FINAL. 2. THE REFEREE SHALL: a) enforce the rules of the game and the regulations of the competition. b) refrain from penalizing in cases where the offending team may gain and advantage. c) keep a record of the game. d) have discretionary power to stop, suspend, or terminate the game for any infringement of the rules, interference by spectators, or any other cause. e) caution any player or team official guilty of misconduct or unsporting behavior and, if the offender persists, suspend him from further participation in the game. f) send from the field and its vicinity any player or team official who, in his opinion, is guilty of violent conduct, or serious foul play, or the use of foul language. g) report, in writing to the appropriate authority, any misconduct by players, officials, spectators or other persons which takes place on the field of play or its vicinity at any time prior to, during, or after the game. Reports shall be made in accordance with the regulations of the competition. h) control who may enter or leave the field of play. i) stop the game if, in his opinion, a player is injured. j) signal to start the game, and to restart it after a stoppage. k) decide if the field of play, the ball, and other equipment are suitable.
5 CODE OF CONDUCT 1. Conduct themselves with dignity both on and off the field of play and shall, by example, endeavor to inspire the true principles of fair play and earn respect of those whom they serve. 2. Not cause the Association to become involved in any controversial matters and shall abide by the rules and regulations of the jurisdiction in which they officiate. 3. Adhere to all standards and directives. 4. Always be neat in appearance and maintain a high level of physical and mental fitness. 5. Study the Laws of the game and be aware of all changes, and shall enforce all said Laws and changes. 6. Perform their designated responsibilities, including attending organized clinics and lectures, etc., and shall assist their colleagues in upgrading and improving their standards of officiating, instructing and assessing. 7. Honour any appointments made for and accepted by them unless unable to do so by virtue of illness or personal emergency. 8. Not publicly criticize other officials or any soccer association nor shall they make any statements to the media related to the game in which they are involved. 9. Be subject to disciplinary action for not complying with this Code of Conduct. DISCIPLINE REPORTS Are to be filed on line with the district at rorton@pipcom.com or by mail within 48 hours.
6 GUIDELINES 1. Blow the whistle for poor throw-ins under 7. Explain why? (if they lifted a foot or didn't put the ball fully behind their head). Give them an extra try. For Under 9 call the play but do not give them a second chance. 2. There is a 3 goal rule for mini soccer in our Club. A player is only allowed to score 3 goals and anything more is not counted. 3. Always remember to check the game start time and field numbers. Also if you have a sibling playing please ask another referee to switch fields so you aren't refereeing their game. 4. Check your uniform over and make sure you have your cards with you too. 5. Check player s equipment (shin pads are a requirement; shirts need to be tucked in). 6. Maintain the teaching philosophy that we have. You are there to direct the children in learning both the game and fair play. Remember to introduce yourself to the coaches before each game and to shake hands after the game. Uniform Uniform must be black referee shirt with O.S.A. badge. Black shorts, black or white knee socks, running shoes, absolutely no hats, whistle, pencil, coin, watch and very important (binder which you will record the goals in the game as well as date, time, team names, field number, coaches name and signatures. This is your game records for the amount of games you do and the amount you will get paid. No binder- No sheets- No payment. Rescheduling of games If you cannot work your scheduled game it is up to you to find your replacement. This is just like a job and you must act responsibly. Please phone the respective referee coordinator after the change has been made. Talk to each coach at the beginning of the game to confirm playing rules such as how many substitutions will be allowed and when, the length of each half of play, all substituted players must be off the field before new substitutes will be allowed on. No rolled up sleeves on the uniforms etc. Before the game, ensure the parents and spectators setting up lawn chairs; do so well back off the fields. If there is a problem with this please approach the coaches. For some of you, this will be your first time that you have refereed and the Club hopes you enjoy the experience and become comfortable in your new role. It is a big change going from a player to a referee. There will be a lot of things to learn and people can get upset if they feel you have not made the correct call. By trying to be as near to the play with a good angle on the players challenging for possession of the ball, you will no doubt be able to judge what is going on and make the appropriate calls. Please remember to review your Laws of the Game booklet on a regular basis. Have a great season! Have fun and we will see you on the soccer fields.
7 TIPS FOR STANDARD PRE-GAME DUTIES FOR REFEREES 1. Be at the field at least 15 minutes before the game. 2. It's a good idea, before you go to the field, or if you get there early, to quickly go over the "laws of the game." 3. Check field for debris and field conditions. 4. Ask home team coach for game sheet and game ball. Always be polite. 5. Call Captains to midfield. 6. Tell Captains about loose Jewelry to be removed (except medical alert bracelets). This is at the referee s discretion, don't get carried away with it. 7. Home team calls the coin toss - winner of toss chooses which end they will defend only - loser of toss gets opening kick. Inform them game will start in 2 minutes and "Have a good game"
8 IMPORTANT INFORMATION 1. The duration of halves and the size of the ball to be used in games shall be in accordance with the following table: Age Division Half Game Duration Ball Size Under minutes 3 Under 6 20 minutes 40 minutes 3 Under 7 20 minutes 40 minutes 3 Under 8 25 minutes 50 minutes 4 Under 9 25 minutes 50 minutes 4 Under minutes 60 minutes 4 Under minutes 70 minutes 4 Under minutes 80 minutes 5 Under minutes 90 minutes 5 2. Summer Rule: Inclusive for Under 11 to Under 18 only. No youth team shall be permitted to field more players than the opposing team. The Coach of the team with the fewest players may not keep any player on the sidelines as a substitute and expect the opposing team to play with the same number of players. The opposing Coach has every right to field as many players as the Coach with the fewer players has. If any more players arrive for the team with the fewer players after the game has started, the Coach must put those players on the field at the next available opportunity. These include goal kicks, throw-ins, when an injury has occurred, after a goal or at the beginning of the second half. At that time, the opposing Coach may send out an equal number of players. If a player on the team with fewer players is injured and cannot continue playing, the opposing Coach is not obligated to take a player off to match numbers again. The opposing team will continue to play with the same number of players on the field as it was playing before the injury occurred. This is for regular season only, not playoff games. If no show, coach or parent. 7. Practices: As per coach s agreement with parents. 8. Scoring: Cannot score inside goal box, but can retrieve it. NO OWN GOALS. Cannot score from kick-off. 9. Statistics: Home team coach to submit game sheet in drop box. /Standings: Scores published with no standings. 10. Fouls: Hand ball, only if obvious. No penalty shots. Obvious pushing, shoving etc. 11. Free Kick: Indirect kicks only. Opponents must be 5yds. Away form goal box outline. 12. Throw In: As per FIFA rules. Behind line, both feet on ground and thrown from behind head. 13. Goal Kick: Taken from anywhere in goal box. Opponents must be 8yds. from goal box outline. 14. Corner Kick: Opponents must be 5yds.
