2 Objectives: BERMUDA FOOTBALL ASSOCIATION Continue to improve the structure and promotion of youth football development and competitions in accordance with the Strategic Plan. Promote participation and enjoyment among youth players, fans and clubs. Professionalize the coaching environment where coaches can confirm and demonstrate appropriate coaching methods that support youth footballer s development. Provide practical scenarios for youth players to gain a genuine, age specific development opportunity The basic principles of Youth Football are: Learning by playing. Establishing an environment that is fun for the players and promotes selfconfidence. Positive instruction by qualified coaches. A consistent and stable atmosphere in which the players can develop in a blame free culture! Competitions where the players can experience many quality football experiences in which important lessons can be learned in victory and defeat and performance can be measured toward each player s optimal achievement. Structure of Youth Football Season Age Group by Birth Years Pee Wee Football U5 (players born on or after January 1, 2012) Non-Competitive Football U7 (players born on or after January 1, 2010) U9 (players born on or after January 1, 2008) U11 (players born on or after January 1, 2006) Competitive Football U13 (players born on or after January 1, (2004) U15 (players born on or after January 1, (2002) 2

3 U17+ (players born on or after January 1, (2000) + 6 players on roster born on or after January 1, 1999, but only 3 on the field at any one time The following Regulations relate to Clubs / Teams participating in the Bermuda Football Association Football Leagues and Cup Competitions for the upcoming season. Management The control and management of all competitions shall be vested in the BFA s Youth Committee. Any matters not covered in these regulations shall be decided upon by the BFA s Youth Committee All matches played in the BFA Youth Divisions will be played under the authority of the Association and in accordance with the Laws of the Game as published by FIFA (any exceptions are noted in these rules) Exceptions to FIFA Laws The Youth Committee would like to highlight the following areas which are variations of the FIFA Laws of the Game. Age Groups Youth Football will be distinguished in three categories: Pee Wee Football U5 Non-Competitive Football U7, U9 & U11 Competitive Football U13, U15 & U17 Leagues starting in September with weekly or bi-weekly games until the following March/April of the following year Pee Wee Football A Schedule will be produced, but there will be no league standings Non-Competitive Football A Schedule will be produced, but there will be no league standings A completed copy of the Team sheet must be completed and submitted to Match Official a minimum of 30-minutes prior to the start of the match Competitive Football A Schedule will be produced, and league standings will be recorded A completed copy of the Team sheet must be completed and submitted to Match Official minimum of 30-minutes prior to the start of the match U13 Gregory Grimes Open Cup & U15 Leonard Holder-Deroza Open Cup; winners announced and awards presented 3

4 League and K.O. Cup will be competitive with winners announced and awards presented Details and results of the match are to be confirmed immediately upon completion of the match between each team official and the Match Commissioner; i.e. (score of the match, substitutes, goal scorers, sanctions). If no Match Commissioner is in attendance, it is the Home Team s responsibility to collect the Visitor s team sheet and submit all sheets and results to the BFA office via at youth@bermudafootball.com or by hand to the BFA Office. A club can submit a registration for a second team per age group during the Registration Period, which will be allowed based on space availability of the age group/division and resources. Registration Criteria A Team will only be considered registered, when they have the minimum amount players for the team fully registered, Team Registration Form is complete and submitted, BFA Registered Coach is identified and all fees are paid. Late Team Registration (2-15 August) $200 If a club has not entered a team during the Registration period, they will only be allowed to register a team based on availability of the space in that age group/division at the time they have their full team registration criteria submitted to the BFA. 4

5 Third Team Registration (2-15 August) $200 A club wishing to enter a (3) Third team can only do so if they have fulfilled the full requirements of registering (2) two team by the Initial Registration date, they can request to enter a third team during the Late Registration period. This third team is not guaranteed. It will be depended on availability of space of the age group/division and resources available for Youth Football for that season. Teams will only be registered after the Late Team Registration date by approval of the Youth Committee in collaboration with the Player Development Committee. Player Registration (All Age Groups) $5 A Player is considered fully registered, when the BFA website is updated with the player s name, birth date and passport type photo; the player registration fee is paid in full and a BFA player registration form is on file at the BFA. If either of these items are outstanding, the player will NOT be considered registered and is NOT eligible to play in the leagues until all items are complete. Once a player has registered for a club, he has no need to re-register unless the player: o Is no longer included in his club team s roster of players because they have the maximum number of players for his age group. The player is entitled to register with any club in his age group that has not filled the maximum number of spots on their team roster once approved by the Youth Committee. o Is no longer young enough to play youth football for that club. The player must then register as an adult player. If a player transfers from one club to another then he must re-register. Under no circumstances can a visitor to Bermuda register and/or play in any BFA Youth Football Competitions. ALL players who play in the BFA Competitions MUST be listed on the BFA Official Roster for that team. Those players not listed on the BFA Official Rosters is not allowed to participate in that match. If a player is playing above their age group, it is the responsibility of the club / team to provide a copy of the BFA official roster the player is listed on to verify the player is registered for that club and eligible to play in that match. Club with more than one team registered in a division - a player can only play for the team for which he is registered in the division. A Player cannot change between teams in the same age group The players of a team that has withdrawn from a Non-Competitive Football division during the season are permitted to register with any club/team that has sufficient space on their roster, i.e. this player does not cause the team to exceed the maximum number of players allowed. This is also the case when a club/team has more than one team in a division and one of the teams 5

6 withdraws. This is not permitted in Competitive Football divisions, unless approved by the Player Development Committee. A player cannot play in more than one Completive Football K.O. Cup division in a season. Player Release & Registration All Age Groups (May 1 July 15) No Fee A player may receive a release from a club during the above period at NO cost, providing that the Player Release form is completed in full, signed by the club being release from and submitted to the BFA. A completed Player Registration Form must be completed and signed by the new club, then submitted to the BFA with the Player Registration Fee. Late Player Release (15 November) $50 A player may receive a late release from a club up until the above date provided they have not played in any BFA sanctioned match for another team during that season; the Late Player Release form is completed in full, signed by the club being release from and submitted to the BFA. A Player Registration Form must be completed and signed by the new club, then submitted to the BFA with the Late Release Fee and Player Registration Fee. This player will not be eligible to appear on the new team roster or play any matches until after November 15. Allow a minimum of (2) two BFA business days for a player to be added to an official team roster before a player is eligible to play on that team Note: NO PLAYER WILL BE ALLOWED TO REGISTER IN 2 AGE BRACKETS (However a player may play up by (1) age group providing that team of the same club has space available on their roster for that match Sportsmanship FIFA Fair Play & BFA Declaration The Bermuda Football Association is committed to providing an enjoyable and positive environment for all teams/clubs, spectators and participants, during all its sanctioned matches or activities. The conduct of adults must be the example of good sportsmanship for the players. The Youth Committee will not tolerate conduct that may be interpreted as poor sportsmanship by coaches, parents or others. Refer to the full BFA Declaration document which outlines the vision of the environment to surround Youth Football in Bermuda. 6

8 Penalty Mark Non-Competitive Football - 8 yards from the goal line opposite the center of the goal. Competitive Football 12 yards from the goal line opposite the center of the goal. Half-Line Field of play is divided into two halves by a halfway line. The center mark is located at the mid-point of the halfway line. Goal Size Pee Wee Football U5 Pop Up Goals (Arches) Non-Competitive Football U7 & U9 Width: 12 feet Height: 6 ½ feet U11 Width: 18 ½ feet Height: 6 ½ feet Competitive Football Width: 24 feet Height: 8 feet Warning In view of several accidents that have occurred, it is necessary to ensure that portable goals of any size are either staked or weighted to prevent them from toppling forward. 2 The Ball Pee Wee Football Size 3 Non-Competitive Football Size 4 Competitive Football Size 5 3 Number of Players & Roster Size Pee Football U-5 will be 4 v 4. Roster size - Minimum 6 players and Maximum 8 players Non-Competitive Football U-7, 9 & 11 will be 7 v 7. Roster size - Minimum 10 players and Maximum 14 players Competitive Football U13, 15 & 17+ will be 11 v 11. Roster size - Minimum 14 players and Maximum 22 players WITH ONLY 18 PLAYERS BEING ALLOWED TO DRESS FOR EACH MATCH 4 The Player's Equipment As per FIFA Laws - Players must wear shin guards which are to be entirely covered by socks. Goalkeepers must wear a distinguishing playing strip. Players gear shall consist of jersey, shorts, shin guards (appropriate size for age and height), socks and 8

9 Approved footwear! (NOTE) The Socks always MUST cover the Shin guards. Socks cannot be worn above the knee. Players can wear tights or riding pants under the uniform short as long as they are the same color as the primary color of the uniform shorts Shirt sleeves worn under jerseys must also be the same color as the primary color of sleeve of the uniform jersey. Players must have their jerseys tucked inside their shorts at all times All player jerseys must have visible numbers that enable officials to differentiate between each player. No jewelry shall be worn 5 The Referee No team will be allowed to register a team in the Youth Football unless they put forward a person for each team registered to be trained as a referee (separate to the coach). A referee for each match shall be designated/appointed by the BFA. If the BFA cannot provide a Referee for a particular match than the responsibility shall be with the Home Team to provide a qualified Referee. If the Home Team cannot provide a qualified referee the visiting team may elect to provide a qualified referee from the list provided by the BFA. This takes precedence over an unqualified referee or the coach or manager of the home team acting as the referee. Under no circumstances may a player of either team referee. The Manager or Coach may referee providing a qualified coach remains on the bench for that team. No game shall be postponed because the designated referee did not show up. A person can only referee a game which is in keeping with the following guidelines. 13 years or older can referee U9 games and younger; 15 years or older can referee U11 games and younger, 17 years or old may referee U13 or younger and a person 19 year or older may referee U15 or younger and 21 years or older may referee U17 or younger. Please note if a person completes the youth referee course, this person will be compensated for all matches they are eligible to referee, provided they complete a referee report is submitted to the BFA office. Referee Responsibilities; Enforces the Laws of the Game Controls the match in co-operation with the assistant referees Ensures that the ball meets the requirements of Law 3 Ensures that the players equipment meets the requirements of Law 5 Stops, suspends or terminates the match, at their discretion, for any infringements of the Laws. Stops the match if, in their opinion, a player has a head injury or is deemed to be seriously injured and ensures that they are removed from the field of play Ensures that any player bleeding from a wound leaves the field of play Allows play to continue when the team against which an offence has been committed will benefit from such an advantage and penalizes the original offence if the anticipated advantage does not ensue at that time. 9

10 Takes disciplinary action against players/team officials guilty of a caution and/or sending-off offence and may, at their discretion, expel them from the field of play and its immediate surroundings. Ensures that no unauthorized persons enter the field of play Restarts the match after it has been stopped Decisions of the Referee Decisions of the referee regarding facts connected with play are final. Referee may only change a decision on realizing that it is incorrect or, at his/her discretion, provided that play has not restarted. 6 The Assistant Referees U11,13,15 & 17 Theses age groups require an Assistant Referee (AR) as the offside law is in effect. It is the responsibility of each team to provide an AR, if they are not appointed. An AR cannot be a player from either team or a person not less than 4 years older than the age group for which they are being the AR. Order of selection; 1. a qualified official at least the age of the players or older will take precedence; 2. Home Team should provide an AR; 3. Visiting team provides an AR. The AR should be positioned on the defending half of their team. The AR is also responsible to carry out any other duties as prescribed by the referee 7 The Duration of the Match Pee Wee Football 3 x 10-minute thirds. 2-minute break between period 1 and 2 and 5minute between period 2 and 3. Non-Competitive Football 3 x 20-minute thirds. (2) Two-minute water break between period (1) one and (2) Two, and (5) fiveminute break between period (2) Two and (3) Three. In the event that a match kicks off late, the duration of the match must be shortened in order that the match ends on its scheduled time; this includes time used to make adjustments to the field equipment and/or size and the breaks between the periods. Note: the start time of the next match must not be delayed as a consequence of a prior match running late. Competitive Football U13 matches will be 2 x 35-minute halves U15 matches will be 2 x 40-minute halves U17 matches will be 2 x 45-minute halves Maximum of 10-minutes half-time break between halves for all divisions at this level 8 The Start & Restart of Play Non-Competitive Football A kick-off is taken at the center of the playing area to start the game and after a goal has been scored. 10

11 Opponents must be a minimum (5) five yards away from the ball and in their own half of the field. Special Circumstances A dropped ball to restart the match is used in the event play has been temporarily stopped inside the penalty area. The dropped ball takes place on the penalty area line parallel to the goal line at that point nearest to where the ball was located when the play was stopped. Competitive Football As per FIFA Laws 9 The Ball In and Out of Play Ball in Play The ball is in play at all other times, including when it rebounds from a goal post, crossbar or corner flag post and remains in the field of play. The ball rebounds of the referee or an assistant referee when they are on the field of play. Ball Out of Play The ball is out of play when, it has wholly crossed the goal line or touch line whether on the ground or in the air. Play has been stopped by the referee. As per FIFA Laws 10 The Method of Scoring A goal is scored when the whole ball passes over the goal line, between the posts and under the crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team scoring the goal. Competitive Football Winning Team - The team scoring the greater number of goals during a match is the winner. If both teams score an equal number of goals, or if no goals are scored, the match is drawn. 11 Offside Non-Competitive Football U-7 No offside U-9 the referee shall only call an offside if a player is blatantly receiving the ball in offside position and thus gaining an advantage of scoring by doing so. U-11 through to U-17 as per FIFA Laws It is not an offence in itself to be in an offside position. A player is in an offside position if: They are nearer to his opponents goal line than both the ball and the second-last opponent A player is not in an offside position if: they are in their own half of the field of play or they are level with the second-last opponent or 11

12 they are level with the last two opponents Offence A player in an offside position at the moment the ball is played or touched by a team-mate is only penalised on becoming involved in active play by: interfering with play by playing or touching a ball passed or touched by a team-mate or interfering with an opponent by: or o o o o preventing an opponent from playing or being able to play the ball by clearly obstructing the opponent s line of vision or challenging an opponent for the ball or clearly attempting to play a ball which is close to him when this action impacts on an opponent or making an obvious action which clearly impacts on the ability of an opponent to play the ball gaining an advantage by playing the ball or interfering with an opponent when it has: o o rebounded or been deflected off the goalpost, crossbar, match official or an opponent been deliberately saved by any opponent No offence There is no offside offence if a player receives the ball directly from: a goal kick a throw-in a corner kick Infringements and sanctions In the event of an offside offence, the referee awards an indirect free kick to the opposing team to be taken from the place where the infringement occurred. 12 Fouls and Misconduct As per FIFA Laws Non-Competitive Football 12

13 All free kicks are direct. Direct and indirect free kicks and penalty kicks can only be awarded for offences committed when the ball is in play. 1. Direct Free Kick A direct free kick is awarded if a player commits any of the following offences against an opponent in a manner considered by the referee to be careless, reckless or using excessive force: charges jumps at kicks or attempts to kick pushes strikes or attempts to strike (including head-butt) tackles or challenges trips or attempts to trip If an offence involves contact it is penalised by a direct free kick or penalty kick Careless is when a player shows a lack of attention or consideration when making a challenge or acts without precaution. No disciplinary sanction is needed Reckless is when a player acts with disregard to the danger to, or consequences for, an opponent and must be cautioned Using excessive force is when a player exceeds the necessary use of force and/or endangers the safety of an opponent and must be sent off A direct free kick is awarded if a player commits any of the following offences: handles the ball deliberately (except for the goalkeeper within their penalty area) holds an opponent impedes an opponent with contact spits at an opponent See also offences in FIFA Law 3 Handling the ball Handling the ball involves a deliberate act of a player making contact with the ball with the hand or arm. The following must be considered: the movement of the hand towards the ball (not the ball towards the hand) the distance between the opponent and the ball (unexpected ball) the position of the hand does not necessarily mean that there is an offence touching the ball with an object held in the hand (clothing, shinguard, etc.) is an offence hitting the ball with a thrown object (boot, shinguard, etc.) is an offence The goalkeeper has the same restrictions on handling the ball as any other player outside the penalty area. Inside their penalty area, the goalkeeper cannot be guilty of a handling offence incurring a direct free kick or any related sanction but can be guilty of handling offences that incur an indirect free kick. 13

14 2. Indirect Free Kick An indirect free kick is awarded if a player: plays in a dangerous manner impedes the progress of an opponent without any contact being made is guilty of dissent, using offensive, insulting or abusive language and/or gestures or other verbal offences prevents the goalkeeper from releasing the ball from the hands or kicks or attempts to kick the ball when the goalkeeper is in the process of releasing it commits any other offence, not mentioned in the Laws, for which play is stopped to caution or send off a player An indirect free kick is awarded if a goalkeeper, inside their penalty area, commits any of the following offences: controls the ball with the hands for more than six seconds before releasing it touches the ball with the hands after: releasing it and before it has touched another player it has been deliberately kicked to the goalkeeper by a team-mate receiving it directly from a throw-in taken by a team-mate A goalkeeper is considered to be in control of the ball when: the ball is between the hands or between the hand and any surface (e.g. ground, own body) or by touching it with any part of the hands or arms except if the ball rebounds accidentally from the goalkeeper or the goalkeeper has made a save holding the ball in the outstretched open hand bouncing it on the ground or throwing it in the air A goalkeeper cannot be challenged by an opponent when in control of the ball with the hands. Playing in a dangerous manner Playing in a dangerous manner is any action that, while trying to play the ball, threatens injury to someone (including the player them self) and includes preventing a nearby opponent from playing the ball for fear of injury. A scissors or bicycle kick is permissible provided that it is not dangerous to an opponent. Impeding the progress of an opponent without contact Impeding the progress of an opponent means moving into the opponent s path to obstruct, block, slow down or force a change of direction when the ball is not within playing distance of either player. All players have a right to their position on the field of play; being in the way of an opponent is not the same as moving into the way of an opponent. A player may shield the ball by taking a position between an opponent and the ball if the ball is within 14

15 playing distance and the opponent is not held off with the arms or body. If the ball is within playing distance, the player may be fairly charged by an opponent 3. Disciplinary Action The referee has the authority to take disciplinary action from entering the field of play for the prematch inspection until leaving the field of play after the match ends (including kicks from the penalty mark). If, before entering the field of play at the start of the match, a player commits a sending-off offence, the referee has the authority to prevent the player taking part in the match (see FIFA Law 3.6); the referee will report any other misconduct. A player who commits a cautionable or sending-off offence, either on or off the field of play, against an opponent, a team-mate, a match official or any other person or the Laws of the Game, is disciplined according to the offence. The yellow card communicates a caution and the red card communicates a sending-off. Only a player, substitute or substituted player may be shown the red or yellow card. Delaying the restart of play to show a card Once the referee has decided to caution or send off a player, play must not be restarted until the sanction has been administered. Advantage If the referee plays the advantage for an offence for which a caution / send-off would have been issued had play been stopped, this caution / send-off must be issued when the ball is next out of play, except when the denial of an obvious goal-scoring opportunity results in a goal the player is cautioned for unsporting behaviour. Advantage should not be applied in situations involving serious foul play, violent conduct or a second cautionable offence unless there is a clear opportunity to score a goal. The referee must send off the player when the ball is next out of play but if the player plays the ball or challenges/interferes with an opponent, the referee will stop play, send off the player and restart with an indirect free kick, unless the player committed a more serious offence. If a defender starts holding an attacker outside the penalty area and continues holding inside the penalty area, the referee must award a penalty kick. Cautionable Offences A player is cautioned if guilty of: delaying the restart of play dissent by word or action entering, re-entering or deliberately leaving the field of play without the referee s permission 15

16 failing to respect the required distance when play is restarted with a corner kick, free kick or throw-in persistent offences (no specific number or pattern of offences constitutes persistent ) unsporting behavior A substitute or substituted player is cautioned if guilty of: delaying the restart of play dissent by word or action entering or re-entering the field of play without the referee s permission unsporting behaviour Cautions for unsporting behaviour There are different circumstances when a player must be cautioned for unsporting behaviour including if a player: attempts to deceive the referee e.g. by feigning injury or pretending to have been fouled (simulation) changes places with the goalkeeper during play or without the referee s permission commits in a reckless manner a direct free kick offence handles the ball to interfere with or stop a promising attack commits a foul which interferes with or stops a promising attack except where the referee awards a penalty kick for an offence which was an attempt to play the ball denies an opponent an obvious goal-scoring opportunity by an offence which was an attempt to play the ball and the referee awards a penalty kick handles the ball in an attempt to score a goal (whether or not the attempt is successful) or in an unsuccessful attempt to prevent a goal makes unauthorised marks on the field of play plays the ball when leaving the field of play after being given permission to leave shows a lack of respect for the game uses a deliberate trick to pass the ball (including from a free kick) to the goalkeeper with the head, chest, knee etc. to circumvent the Law, whether or not the goalkeeper touches the ball with the hands verbally distracts an opponent during play or at a restart Celebration of a goal Players can celebrate when a goal is scored, but the celebration must not be excessive; choreographed celebrations are not encouraged and must not cause excessive time-wasting. Leaving the field of play to celebrate a goal is not a cautionable offence but players should return as soon as possible. A player must be cautioned for: climbing onto a perimeter fence and/or approaching the spectators in a manner which causes safety and/or security issues 16

17 gesturing or acting in a provocative, derisory or inflammatory way covering the head or face with a mask or other similar item removing the shirt or covering the head with the shirt Delaying the restart of play Referees must caution players who delay the restart of play by: appearing to take a throw-in but suddenly leaving it to a team-mate to take delaying leaving the field of play when being substituted excessively delaying a restart kicking or carrying the ball away, or provoking a confrontation by deliberately touching the ball after the referee has stopped play taking a free kick from the wrong position to force a retake Sending-off offences A player, substitute or substituted player who commits any of the following offences is sent off: denying the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (except a goalkeeper within their penalty area) denying a goal or an obvious goal-scoring opportunity to an opponent whose overall movement is towards the offender s goal by an offence punishable by a free kick (unless as outlined below). serious foul play spitting at an opponent or any other person violent conduct using offensive, insulting or abusive language and/or gestures receiving a second caution in the same match A player, substitute or substituted player who has been sent off must leave the vicinity of the field of play and the technical area. Denying a goal or an obvious goal-scoring opportunity Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by a deliberate handball offence the player is sent off wherever the offence occurs. Where a player commits an offence against an opponent within their own penalty area which denies an opponent an obvious goal-scoring opportunity and the referee awards a penalty kick, the offender is cautioned if the offence was an attempt to play the ball; in all other circumstances (e.g. holding, pulling, pushing, no possibility to play the ball etc.) the offending player must be sent off. A player, sent off player, substitute or substituted player who enters the field of play without the required referee s permission and interferes with play or an opponent and denies the opposing team a goal or an obvious goal-scoring opportunity is guilty of a sending-off offence. The following must be considered: distance between the offence and the goal 17

18 general direction of the play likelihood of keeping or gaining control of the ball location and number of defenders Serious foul play A tackle or challenge that endangers the safety of an opponent or uses excessive force or brutality must be sanctioned as serious foul play. Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, with excessive force or endangers the safety of an opponent is guilty of serious foul play. Violent conduct Violent conduct is when a player uses or attempts to use excessive force or brutality against an opponent when not challenging for the ball, or against a team-mate, team official, match official, spectator or any other person, regardless of whether contact is made. In addition, a player who, when not challenging for the ball, deliberately strikes an opponent or any other person on the head or face with the hand or arm, is guilty of violent conduct unless the force used was negligible. Offences where an object (or the ball) is thrown In all cases, the referee takes the appropriate disciplinary action: reckless caution the offender for unsporting behavior using excessive force send off the offender for violent conduct. 4. Restart of play after fouls and misconduct If the ball is out of play, play is restarted according to the previous decision If the ball is in play and a player commits an offence inside the field of play against: an opponent indirect or direct free kick or penalty kick a team-mate, substitute, substituted or sent off player, team official or a match official a direct free kick or penalty kick any other person a dropped ball If, when the ball is in play: a player commits an offence against a match official or an opposing player, substitute, substituted or sent off player, or team official outside the field of play or a substitute, substituted or sent off player, or team official commits an offence against, or interferes with, an opposing player or match official outside the field of play, play is restarted with a free kick on the boundary line nearest to where the offence/interference occurred; a penalty kick is awarded if this is a direct free kick offence within the offender s penalty area. If a player standing on or off the field of play throws an object (including the ball) at an opposing 18

19 player, substitute, substituted or sent off player, or team official, match official or the ball, play is restarted with a direct free kick from the position where the object struck or would have struck the person or the ball. If this position is off the field of play, the free kick is taken on the nearest point on the boundary line; a penalty kick is awarded if this is within the offender s penalty area. If a substitute, substituted or sent off player, player temporarily off the field of play or team official throws or kicks an object onto the field of play and it interferes with play, an opponent or match official, play is restarted with a direct free kick (or penalty kick) where the object interfered with play 13 Free Kicks 1.Types of free kick Direct and indirect free kicks are awarded to the opposing team of a player guilty of an offence. Indirect free kick signal The referee indicates an indirect free kick by raising the arm above the head; this signal is maintained until the kick has been taken and the ball touches another player or goes out of play. An indirect free kick must be retaken if the referee fails to signal that the kick is indirect and the ball is kicked directly into the goal. Ball enters the goal if a direct free kick is kicked directly into the opponents goal, a goal is awarded if an indirect free kick is kicked directly into the opponents goal, a goal kick is awarded if a direct or indirect free kick is kicked directly into the team s own goal, a corner kick is awarded 2. Procedure All free kicks are taken from the place where the offence occurred, except: indirect free kicks to the attacking team for an offence inside the opponents goal area are taken from the nearest point on the goal area line which runs parallel to the goal line free kicks to the defending team in their goal area may be taken from anywhere in that area free kicks for offences involving a player entering, re-entering or leaving the field of play without permission are taken from the position of the ball when play was stopped. However, if a player leaves the field of play as part of play and commits an offence against another player, play is restarted with a free kick taken on the boundary line nearest to where the offence occurred; for direct free kick offences a penalty kick is awarded if this is within the offender s penalty area the Law designates another position (see Laws 3, 11, 12) The ball: must be stationary and the kicker must not touch the ball again until it has touched another player is in play when it is kicked and clearly moves except for a free kick to the defending team in their penalty area where the ball is in play when it is kicked directly out of the penalty area 19

20 Until the ball is in play all opponents must remain: at least 9.15 m (10 yds.) from the ball, unless they are on their own goal line between the goalposts outside the penalty area for free kicks inside the opponents penalty area A free kick can be taken by lifting the ball with a foot or both feet simultaneously. Feinting to take a free kick to confuse opponents is permitted as part of football. If a player, while correctly taking a free kick, intentionally kicks the ball at an opponent in order to play the ball again but not in a careless or reckless manner or using excessive force, the referee allows play to continue. 3. Offences and Sanctions If, when a free kick is taken, an opponent is closer to the ball than the required distance, the kick is retaken unless the advantage can be applied; but if a player takes a free kick quickly and an opponent who is less than 9.15 m (10 yds.) from the ball intercepts it, the referee allows play to continue. However, an opponent who deliberately prevents a free kick being taken quickly must be cautioned for delaying the restart of play. If, when a free kick is taken by the defending team from inside its penalty area, any opponents are inside the penalty area because they did not have time to leave, the referee allows play to continue. If an opponent who is in the penalty area when the free kick is taken, or enters the penalty area before the ball is in play, touches or challenges for the ball before it has touched another player, the free kick is retaken. If, when a free kick is taken by the defending team inside its penalty area, the ball is not kicked directly out of the penalty area the kick is retaken. If, after the ball is in play, the kicker touches the ball again before it has touched another player an indirect free kick is awarded, if the kicker deliberately handles the ball: a direct free kick is awarded a penalty kick is awarded if the offence occurred inside the kicker s penalty area unless the kicker was the goalkeeper in which case an indirect free kick is awarded. 14 Penalty Kick A penalty kick is awarded if a player commits a direct free kick offence inside their penalty area or off the field as part of play as outlined in Law 12 and 13. A goal may be scored directly from a penalty kick. 1. Procedure 20

21 The ball must be stationary on the penalty mark. The player taking the penalty kick must be clearly identified. The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts until the ball has been kicked. The players other than the kicker and goalkeeper must be: at least 9.15 m (10 yds.) from the penalty mark behind the penalty mark inside the field of play outside the penalty area After the players have taken positions in accordance with this Law, the referee signals for the penalty kick to be taken. The player taking the penalty kick must kick the ball forward; backheeling is permitted provided the ball moves forward. The ball is in play when it is kicked and clearly moves. The kicker must not play the ball again until it has touched another player. The penalty kick is completed when the ball stops moving, goes out of play or the referee stops play for any offence. Additional time is allowed for a penalty kick to be taken and completed at the end of each half of the match or extra time. When additional time is allowed, the penalty kick is completed when, after the kick has been taken, the ball stops moving, goes out of play, is played by any player (including the kicker) other than the defending goalkeeper, or the referee stops play for an offence by the kicker or the kicker s team. If a defending team player (including the goalkeeper) commits an offence and the penalty is missed/saved, the penalty is retaken. 2. Offences and sanctions Once the referee has signaled for a penalty kick to be taken, the kick must be taken. If, before the ball is in play, one of the following occurs: the player taking the penalty kick or a team-mate offends: if the ball enters the goal, the kick is retaken if the ball does not enter the goal, the referee stops play and restarts with an indirect free kick except for the following when play will be stopped and restarted with an indirect free kick, regardless of whether or not a goal is scored: a penalty kick is kicked backwards a team-mate of the identified kicker takes the kick; the referee cautions the player who took the kick feinting to kick the ball once the kicker has completed the run-up (feinting in the run-up is permitted); the referee cautions the kicker the goalkeeper or a team-mate offends: if the ball enters the goal, a goal is awarded 21

22 if the ball does not enter the goal, the kick is retaken; the goalkeeper is cautioned if responsible for the offence a player of both teams offends the Laws of the Game, the kick is retaken unless a player commits a more serious offence (e.g. illegal feinting); if both the goalkeeper and kicker commit an offence at the same time: if the kick is missed or saved, the kick is retaken and both players cautioned if the kick is scored, the goal is disallowed, the kicker is cautioned and play restarts with an indirect free kick to the defending team If, after the penalty kick has been taken: the kicker touches the ball again before it has touched another player: an indirect free kick (or direct free kick for deliberate hand ball) is awarded the ball is touched by an outside agent as it moves forward: the kick is retaken unless the ball is going into the goal and the interference does not prevent the goalkeeper or a defending player playing the ball, in which case the goal is awarded if the ball enters the goal (even if contact was made with the ball) unless the ball enters the opponents goal the ball rebounds into the field of play from the goalkeeper, the crossbar or the goalposts and is then touched by an outside agent: the referee stops play play is restarted with a dropped ball at the position where it touched the outside agent 3. Referee should be lenient on the foul throw-ins unless the player is not even attempting to do the technique. If they are not attempting the technique, the referee should stop the play and have the player retake the throw-in. The Referee can offer some technical advice on 22

23 how to do a throw-in. However, the player may not get the technique fully correct, i.e. They may jump when throwing or bend over too much. However, if they just push pass it into play or throw-in with one hand, the referee should stop the game and ask the player to try and do the throw-in the correct way. Do not give the ball to the other team, because a player made a foul throw. U11 and Competitive Football As per FIFA Laws. If a player performs a Throw-in incorrectly, the match is stopped and a throw-in is awarded to the opposing team. A throw-in is awarded to the opponents of the player who last touched the ball when the whole of the ball passes over the touchline, on the ground or in the air. A goal cannot be scored directly from a throw-in: if the ball enters the opponents goal a goal kick is awarded if the ball enters the thrower s goal a corner kick is awarded 1. Procedure At the moment of delivering the ball, the thrower must: face the field of play have part of each foot on the touchline or on the ground outside the touchline throw the ball with both hands from behind and over the head from the point where it left the field of play All opponents must stand at least 2 m (2 yds.) from the point at which the throw-in is taken. The ball is in play when it enters the field of play. If the ball touches the ground before entering, the throw-in is retaken by the same team from the same position. If the throw-in is not taken correctly it is retaken by the opposing team. If a player, while correctly taking a throw-in, intentionally throws the ball at an opponent in order to play the ball again but neither in a careless nor a reckless manner nor using excessive force, the referee allows play to continue. The thrower must not touch the ball again until it has touched another player. 2. Offences and sanctions If, after the ball is in play, the thrower touches the ball again before it has touched another player an indirect free kick is awarded; if the thrower deliberately handles the ball a direct free kick is awarded a penalty kick is awarded if the offence occurred inside the thrower s penalty area unless the ball was handled by the defending team s goalkeeper in which case an indirect free kick is awarded An opponent who unfairly distracts or impedes the thrower (including moving closer than 2m (2yds) to the place where the throw-in is to be taken) is cautioned for unsporting behaviour and if the throwin has been taken an indirect free kick is awarded. 23

24 For any other offence the throw-in is taken by a player of the opposing team. 16 The Goal Kick Children s Football Goal Kicks are taken from the edge of the penalty area. U-7 only In the event a team s goal kicks are not able to travel consistently at least 10 yards forward from the point of the goal kick, the referee can; 1. Ask the opposing team to go back to allow the ball to travel further 2. Allow the goal keeper to kick the ball out of their hands U9 & U11 - Goal kicks to be taken from the penalty area Youth Football As per FIFA Laws 17 The Corner Kick Non-Competitive Football Opposing player must be a minimum of 8yds away from the corner kick Competitive Football A corner kick is awarded when the whole of the ball passes over the goal line, on the ground or in the air, having last touched a player of the defending team, and a goal is not scored. A goal may be scored directly from a corner kick, but only against the opposing team; if the ball directly enters the kicker s goal a corner kick is awarded to the opponents. 1. Procedure The ball must be placed in the corner area nearest to the point where the ball passed over the goal line The ball must be stationary and is kicked by a player of the attacking team The ball is in play when it is kicked and clearly moves; it does not need to leave the corner area The corner flag post must not be moved Opponents must remain at least 9.15 m (10 yds.) from the corner arc until the ball is in play Offences and sanctions If, after the ball is in play, the kicker touches the ball again before it has touched another player an indirect free kick is awarded; if the kicker deliberately handles the ball: a direct free kick is awarded a penalty kick is awarded if the offence occurred inside the kicker s penalty area unless the kicker was the goalkeeper in which case an indirect free kick is awarded If a player, while correctly taking a corner kick, intentionally kicks the ball at an opponent in order to play the ball again but not in a careless or reckless manner or using excessive force, the referee 18 Substitution Rule 24

25 Non-Competitive Football No substitution in the first third, unless a player is injured to a point they cannot re-enter the match during this period after treatment. All players not involved in the first period MUST play in the whole 2 nd period. Players who played in the first period and start the second period, maybe substituted with another player of the bench. No player maybe substituted off and back on in the second third. 3 rd Period is open for the coach to play any player on their game day roster. Substitutions are unlimited in this period. A player substituted off, can re-enter the match in this third Injured Player An injured player may only be substituted (or replaced with another player) during the first period only if that player being substituted cannot continue anymore in the remainder of the game (i.e. this player cannot play in second or third periods). In the event a player needs to come off the field for minor treatment, that team will play short until the player being treated is ready to return to the field. If during the second period a player leaves the field hurt or for treatment and they did not play in the first period than the same rule for an injured player in the first period applies. If it is a player that played in the first period and is playing in the second period to make up the numbers, then that player maybe substituted with another player. In this situation, the substituted player cannot re-enter the field of play during this period. Competitive Football Unlimited substitutions will be allowed. A player cannot re-enter the field of play in the same half they are substituted, i.e. A player being substituted during the first half cannot re-enter the game in the first half. A player being substituted during the second half can no longer re-enter the match. If a player is changed during halftime, this is considered as a substitute during the first half and they may re-enter the game in the second half. In the event of tournament rules allowing extra periods to determine a winner, a player substituted in the second half may re-enter the game during the first or second periods of extra time. However, the same rule as above apply. No player may re-enter in the same extra time period they are substituted out of. The Youth Committee advocates equal playing time, for all players registered and present for Children s Football matches on any given day. 19 Coaching Age Appropriate BFA Qualified Coaches Mandatory as of 2018 Season No team will be allowed to participate in the Bermuda Football Association sanctioned Youth Football event without a qualified coach. A qualified coach is a person who has attained at least the appropriate license for the age group to be coached as per the Bermuda Football Association Coach Licensing Scheme. Additionally, the qualifications of the coach must include a Referee s Component including the Rules of the Game, First Aid / CPR with AED Training and Scars Training. All coaches who wish to apply for accredited prior learning with regards to the BFA Licensing 25
