3 1. What are FIFA s general objectives in the area of football development? To develop the game for all and everywhere in the best possible conditions with and through its 209 member associations To promote football s values of team play and discipline as well as education, health and wellbeing To reduce the gap between the strong and the weak and keep the uncertainty of the result 2. How does development relate to FIFA s daily business? According to FIFA s 2013 Financial Report, 72 per cent of FIFA s expenditure was directly invested in football including FIFA youth competitions and development programmes. In 2014, over USD 274 million will go into funding football development and corporate social responsibility projects, equivalent to more than USD 750,000 per day. Since 1999, FIFA has provided its member associations and confederations with more than USD 2 billion in development funds. FIFA aims to promote development through the following areas: o Institutional and organisational empowerment of FIFA member associations o Capacity-building of key football actors (i.e.: coaches, referees, administrators) o Football infrastructure and equipment o Youth and women s football o World football network
4 3. What are FIFA s main development programmes? Financial Assistance Programme (FAP) o The Financial Assistance Programme (FAP) was established by FIFA in 1999 and is designed to motivate and empower the associations and confederations to organise development programmes that meet their needs and strengthen football and its administration in the long term, particularly in the areas of infrastructure, youth football and technical development. o Member associations and confederations that want to benefit from the FAP have to submit an application to FIFA. o The annual funds under the FAP as determined by FIFA s budget currently amount to USD 250,000 per member association. o The annual funds under the Support to Confederations Development Programmes as determined by FIFA s budget currently amount to USD 5.5 million per confederation. Goal Programme o The Goal Programme was established by FIFA in 1999 and enables member associations to implement projects designed to develop football in the areas of infrastructure, training and youth football. o Member associations that want to benefit from Goal have to submit an application to FIFA. o The standard amount invested by FIFA in a Goal project was USD 500,000 until 2014 and will go up to USD 600,000 starting in Education activities: o Established by FIFA s first development officer, Joseph S. Blatter, in 1976, FIFA s capacitybuilding courses aim to provide key stakeholders such as coaches, administrators, referees and medical specialists with updated knowledge.
5 4. What is FIFA s development budget for the cycle and how has it been used? FIFA s development budget for the financial cycle amounts to USD 800 million (not including the financial results bonus of USD 67,250,000 approved in 2014) o 41% on financial assistance (Financial Assistance Programme for member associations + support for confederations development programmes) o 30% on development project funding (Goal + Challenger + Win-Win + solidarity funds) o 18% on education and technical support (courses, women s football, youth, grassroots, beach soccer and futsal) o 8% on development services (PERFORMANCE + Connect + football facilities + MA Extranet) o 3% on medical New programmes have been created during the current cycle to respond to member associations requirements, including: o MA Extranet: information platform for member associations o PERFORMANCE: football management programme o Challenger: tailor-made assistance programme for the poorest member associations o Win-Win: programme to foster revenue creation in member associations o Connect: registration and unique ID platform worldwide o Youth football: educational activities and competitions
6 5. What is FIFA s development budget for the cycle? FIFA s development budget for the financial cycle will be USD 900 million (excluding potential financial bonus linked to financial results) an increase of USD 100 million on the cycle. Main areas of new investment/priorities: o Increase in Goal allocations (50% increase since 2010) USD 600,000 as of 2015 o Doubling of women s football development funds o Support to new and existing national youth competitions o Fivefold increase in capacity to provide football equipment on priority projects (youth, women s football, grassroots, futsal and beach soccer) o Financial support to MAs for qualification matches (FIFA U-17 WCs, men and women) o Strengthening of football s information systems worldwide and MAs o Further improvement of the financial governance of FIFA s development funds 6. Who approves the implementation of FIFA s development programmes? FIFA s development projects are approved by the FIFA Development Committee, which meets twice a year. Once a project has been approved, it is subject to the control and advice of the FIFA Audit and Compliance Committee and KPMG (FIFA s statutory auditors) The decisions taken by the FIFA Development Committee must be ratified by the FIFA Executive Committee 7. What were the recommendations of the Independent Governance Committee (IGC) in terms of FIFA development programmes? Establishment of a Development Committee: implemented in June 2012 Control of funds: new regulations and doubling of number of MAs audited implemented in March 2013 Public disclosure of funds: more specific and detailed information per MA provided on FIFA.com implemented in September How does FIFA enforce the proper implementation of its development projects? FIFA enforces the proper implementation of its development projects through the following regulations that have either been revised or created:
7 o FIFA Standard Statutes o General Regulations for FIFA Development Programmes* o Goal Regulations o FAP Regulations o PERFORMANCE Regulations o Win-Win programme Regulations o Regulations for the Challenger programme *The General Regulations for FIFA Development Programmes entered into force in July Drafted at the suggestion of the Independent Governance Committee, the document defines the overall rules and principles applicable to all development programmes for member associations and confederations, with the objective of enhancing their governance structure and compliance. 9. How many member associations are audited as part of FIFA s central programme audit on an annual basis? 20% (10% previously) of the member associations and confederations have to undergo a central programme audit. This central programme audit is performed by FIFA s statutory auditors, KPMG, in Zurich. The reporting requirements of the member associations and confederations to FIFA have been strengthened: o Local FIFA development programme audit o Auditing of latest annual accounts (statutory audit report) as presented to the general assembly of the member association o The member association must provide FIFA with the minutes of its latest general assembly FIFA development funds are clearly identified and channelled: o All FIFA transactions are channelled through the FIFA programme account in the name of the member association or confederation. o The auditor has to check and confirm that the beneficiary holder of this bank account is the member association. Other important changes: o The project application process has been revised and includes more details. o Systematic tender process has to be followed for any expenses equal to or more than USD 50,000.
8 10. Can FIFA impose sanctions on member associations that do not comply with its development regulations? If the FIFA general secretariat forms the opinion that programme funds may not have been used in accordance with the approved application, it will inform the FIFA Finance Committee. In addition to taking the appropriate action to safeguard the programme funds disbursed by FIFA, the FIFA Finance Committee may refer the case to the relevant FIFA independent body for evaluation of further possible measures if there is suspicion of fraud or of any other violation of these or any other applicable regulations. The relevant FIFA judicial body may pass a decision pursuant to the FIFA Disciplinary Code and/or the FIFA Code of Ethics. 11. Why have not all FIFA member associations benefited from the same amount of development projects? FIFA s Development Committee approves the implementation of development projects based on technical criteria following the applications made by member associations, which is why the same investment has not been made for each member association. In the interests of solidarity, FIFA is endeavouring to reduce the gap between member associations, which also explains why some of them have benefited from more development projects than others. 12. What have been FIFA s main development achievements to date? Increased participation in football, particularly among girls and women football is a universal sport Increased professionalisation of structures at member association level Contribution to the uncertainty of results particularly at youth level by reducing the gap between small and big nations Implementation of development activities in all 209 member associations and six confederations Since 1999, more than USD 2 billion in development funds (50% direct financial assistance) provided by FIFA to its member associations and confederations Support for 700 Goal projects across 205 member associations
