5 1.0 INTRODUCTION 1.10 Manual These By Laws are to be used for the administration of all age competitions in AFL Townsville. The rules and regulations contained within this document must be formally adopted by each club and read in conjunction with AFL Townsville Constitution & Rules. These By Laws have been designed to provide a basis for consistent and efficient practices. It will not contain solutions to all problems relating to administration but it is intended as a formal guide for appropriate procedures for the management of the Australian Football competition in Townsville Standardised Regulations It is envisaged that most By Laws will be consistent for all affiliated leagues. A special section within this document is, however, allocated for local conditions. Affiliated Clubs may, in writing to the AFL Townsville Executive, request for local rules and regulations to supersede these rules and regulations in the main body of this document Penalties If any rules, by-laws and/or regulations are broken, a system of penalties will be invoked by the AFL Townsville Executive. Infringements will incur penalty points. The League will impose a dollar value on each penalty point. Clubs will be billed accordingly after receiving letters of intent to fine from the League Executive. (Refer 5.90 AFLT- Authorised Penalties Points Value) 1.40 Junior Competition Junior competition is to be conducted in accordance with the relevant AFL guidelines. AFL provides specific direction and divides junior competition into two categories. These include and are governed by: Junior - Participants aged 5 to 12 - AFL Junior Match Guide published 2014 Youth - Participants aged 13 to 17 - AFL Laws and regulations and AFL Youth Coaching Manual. In both categories the published AFL Codes of Conduct are fully adopted and enforceable by AFL Townsville concerning conduct of all participants at junior fixtures. Any approved deviation from the above documents is included in the relevant sections and sub sections of these Bylaws.

6 2.0 MATCH DAYS 2.10 Laws of the Game Matches shall be played in accordance with the current Laws of Australian Football as determined by the Australian Football League Home Ground Responsibilities Before game: Ensure ground inspection has been completed and necessary forms are completed Ensure all rooms (including umpires) are clean Ensure match footballs are given to umpires Ensure ground line marking is complete Ensure stretcher (approved type) on hand and in correct position Ensure goal post padding is in place Have emergency siren/bell on standby Ensure scoreboard attendants are in place Ensure correct club names are on scoreboard Team sheets to be filled out and handed to umpires Check umpires rooms, visitor s rooms, scoreboard and coaches boxes are open and ready. Ensure Timekeepers are in place Ensure hot water service is on for showers (all change rooms) Ensure Ground Marshal is clearly identified and present (juniors) During game: Ensure drinks are provided for umpires at all breaks Ensure ice available Ensure security of rooms at all times Ensure spare footballs are available Ensure junior game times are amended to ensure games are completed on time After the Game: Ensure change rooms are swept and cleared of rubbish Ensure Team Manager gets the All Clear from the umpires Ensure any reported player/s do not leave until set penalty is offered by umpires Ensure Match football is collected (if required) Ensure stretcher is collected and locked away 2.12 Practice/Other Matches No club shall play a practice match without first making application for permission to play such a match and such application must be sanctioned by AFL Townsville. An official practice match request form must be lodged with AFL Townsville by midday Tuesday prior to the match (Appendix B). No club shall play a practice match on their ground unless a pre-season ground inspection has been conducted by AFL Townsville. All normal match and ground conditions apply in practice matches e.g. goal post padded, grass mowed, lines clearly marked, team sheets etc. No Club in the League shall play any match other than a premiership match, without making written application for permission to play such match, and such match being subsequently sanctioned by the Management Committee Match Day Checklist A match day checklist as supplied by AFL Queensland s insurer (JLT Sport) must be completed prior to the commencement of the first game conducted at any venue, on any particular match day. A copy of the checklist must be handed to the umpires prior to the commencement of the game Footballs The home club will provide all senior and reserve grade matches with one (1) Sherrin football for all games. A spare football must be left with the home club time keeper or interchange steward. Suitable used footballs of approved endorsement acceptable to the umpires may be used for grades other than senior matches. The home team is to

7 provide a suitable spare football. Only new balls of approved endorsement are to be used for senior matches to start and as replacements. On a day declared to be adverse by the Football Operations Manager, two Sherrin footballs, one for each half, may be used For Junior and Youth games the home team will provide footballs that are to be in accordance with the Junior Match Guide Ground Marshalls The Home team is to appoint a Ground Marshall who will be the first point of contact for visiting teams, parents and umpires. Ground Marshalls need to be clearly identified as to the role they are partaking on any given game day. Please refer: (Appendix E - Ground Marshall Guidelines and Appendix F - Ground Marshall Incident Form) 2.16 Medical Officers Each team must have registered any person/s acting in a capacity as the First Aid attendant for that club for any period of the playing season. These forms need to be registered with AFL Townsville (Appendix G - First Aid Registration Form) 2.17 Stretchers Clubs must ensure a Sports Medicine Australia approved stretcher is available from the interchange bench at home games and that all medical staff must be instructed in the correct use of the stretcher. At neutral venues it is the responsibility of the first mentioned team to provide the stretcher. (a) Injured Player Requiring Stretcher Any player who is injured during a match and who, in the opinion of the club medical officer, club physiotherapist or club trainer, requires the assistance of a stretcher shall be attended by accredited club training staff and a stretcher called for as soon as possible so as to ensure the health and safety of the player. (b) Club Medical Personnel A stretcher may only be called by the accredited (Level 1 Sports Trainer) trainer, club medical officer or club physiotherapist as listed on the official team sheet. (c) Direct Access If a stretcher is called for, the stretcher must be taken to the injured player by the shortest and most direct route and the player must, as soon as possible upon being attended by the accredited club training staff, leave the arena on the stretcher by the shortest and most direct route. Without limiting the provisions of this rule, a player for whom a stretcher is called must leave the arena immediately upon a direction by a field umpire that the player be so removed unless the club medical officer notifies the field umpire that it would be dangerous to do so. On being removed from the arena, the player shall immediately be taken to the club s dressing room for examination and treatment. (d) Player Not to Resume A player, for whom a stretcher is called, shall not resume playing for a period of twenty (20) minutes of play, as per the Laws of Australian Football (including time on but excluding the quarter-time, half-time and three quarter time breaks), from the time when the player left the arena. (e) Interchange Steward to be notified Where a player is removed from the arena on a stretcher, the interchange steward shall record the time when the player left the arena. A player wishing to resume playing after being removed from the arena on a stretcher shall, subject to the paragraph above, re-enter the playing surface through the interchange gate and the interchange steward shall note the time elapsed between the player being removed from and re-entering the playing surface. (f) Stretcher Breaches If a stretcher is called for and: (i) The player for whom the stretcher is called does not leave the arena as soon as possible after being attended by accredited club training staff; or (ii) The player for whom the stretcher is called is not removed from the arena immediately upon a direction by a field umpire that the player be so removed save where the club medical officer notifies the field umpire that it would be dangerous to do so; or (iii) The stretcher is not taken to the injured player or the injured player is not removed from the arena by the shortest and most direct route; the club may be penalised. (g) Resuming Play within Twenty (20) Minute Period Where a player resumes playing within a period of twenty (20) minutes (including time on but excluding the quartertime, half-time and three-quarter time breaks) from the time when the player was removed from the arena, the club

8 shall be liable to a penalty. The League may also wish to investigate the matter if it deems the incident to be serious and prejudicial to the best interests of the sport Ground and Match Reports Management, administration staff, ground managers, investigation, Ground Marshals, and other officials/staff/committees of AFL Townsville are empowered to file ground and match reports on matches which they attend Commencement Times / Late Starts / Match Forfeit Any club not ready to commence a match within twenty (20) minutes of the time set down for such commencement shall forfeit the match unless an alternative agreement is reached between the competing clubs and AFL Townsville. A club which has been admitted to the AFL Townsville and has entered a team in the senior competition must also enter a team in the reserves and all designated junior competitions, unless otherwise authorised by AFL Townsville. Any club, during the course of the season, forfeiting a combined total of three (3) competition games in seniors and / or reserves shall be excluded immediately from the competition. Any junior team forfeiting a combined total of three (3) competition games will be required to show cause to the AFL Townsville match committee in writing. The forfeiting team, for a forfeited game, receives no match points, cannot submit a team sheet and cannot count the game as time served for a player currently under suspension. In the event that a team receives a forfeit, that team will be awarded the points for the match and shall submit a team sheet for the purpose of finals qualifications. Percentages will be calculated at the end of the home and away season as per the Laws of Australian Football. Should a club advise AFL Townsville, of a forfeit prior to 8:00pm of the Thursday preceding the match the points penalty will be halved. If the commencement of the match is delayed by reason of one or both teams failing to enter the arena by the prescribed starting time, in addition to any other penalties contained in these regulations, such club(s) which fails to enter the arena by the prescribed starting time shall pay to AFL Townsville the following amount: (a) If the delay exceeds 5 minutes - penalty of up to 5 units but is less than 10 minutes (b) If the delay is more than 10 minutes - penalty of up to 10 units but less than 15 minutes (c) If the delay is not more than 15 minutes - penalty of up to 30 units but more than 25 minutes (d) If the delay is in excess of 25 minutes - penalty of up to 50 units 2.21 Cancellation of Matches / Incomplete Matches Cancellation of any match must be done in consultation with the Football Operations Manager. AFL Townsville reserves the right to re-schedule cancelled matches in consultation with the competing clubs. Rescheduled games must be played within two (2) weeks of the cancelled game and by agreement between AFL Townsville and the two (2) competing clubs. In the event that the competing clubs cannot reach agreement, AFL Townsville will re-schedule the game. For the rules governing incomplete matches refer to the Laws of Australian Football. In the event that AFL Townsville determines that it is not possible to re-schedule the match, due to circumstances beyond the control of all parties involved, the result will be a draw with two match points being awarded to each team Timekeepers Duties At all home and away matches each club shall appoint a time keeper, whose duties shall be carried out as outlined in the Laws of Australian Football as issued by the AFL. It shall be the responsibility of the Home club to provide a suitable bell or siren which shall be used by the time keeper to indicate the start and finish of each quarter. It shall be the responsibility of the home club to provide a stop-watch or stop-clock to be used by the time keeper to time the duration of the quarters of the game in accordance with the duration time set down for quarters (according to grade played) by the League. Clubs are responsible to ensure that time keepers have the official League time cards to record the times required.

9 START TIMES Junior start times may vary from venue to venue and will be in accordance with the approved home and away fixture. SIREN TO BE SOUNDED When Umpires enter the field of play and hold the ball up - prior to 1 st & 3 rd quarters. 2 minute warning consisting of 2 x siren blasts 2 minutes prior to start of game and each quarter. Start of game and each quarter. Sound siren continuously at completion of each quarter until any umpires has acknowledged and signaled the end of the quarter. Time on is only calculated from the time when the goal umpire signals a goal to the central umpire until play is resumed by the central umpire in the centre square OR injury time is signaled by the central umpire. Reserves: 4 X 20 minute quarters with NO Time On except for injury time (stretcher required) when signaled by the central umpire. Reserves must be finished 10 minutes prior to the start of the senior game. NO OTHER FORM OF TIME-ON IS TO BE RECORDED DURING AFL TOWNSVILLE MATCHES BREAK INTERVAL ¼ time break 5 minutes ½ time break 15 minutes ¾ time break 5 minutes Youth Matches: Quarter duration determined by competition age group. Eg U14 = 14 minute quarters, U15 = 15 minute 1/4 and 3/4 time breaks 5 minutes, 1/2 time break 8 minutes Games to be completed 10 minutes prior to next fixture on ground Junior matches: U11 and below determined by competition age group. Eg U11 = 11 minute quarters, U8 = 8 minute 1/4 and 3/4 time breaks 3 minutes, 1/2 time break 5 minutes Games to be completed 10 minutes prior to next fixture on ground ADDITIONAL DUTIES Record and time the 10 minute duration of game time of any player sent from the field by an umpire under the Send Off rule. Inform relevant team official of when 10 minute penalty has been served. Record all items and times required on the Time Card. Sign Time Card and return to the Umpires at completion of match Scoreboard The scoreboard must be situated to enable players and spectators clear viewing at all times. Numbers on the board must have a vertical size of at least 50 cm. Clubs are responsible for the maintenance and upkeep of names and numbers used on their scoreboards.

10 Scoreboards are to be used for Youth matches but are not to be used for Junior matches. In U12 competition team managers are to maintain score for the purposes of determining match winner Scoreboard Attendant It shall be the responsibility of the home club to provide a competent scoreboard attendant, who shall check with the goal umpires to the correctness of the scoreboard at half time, three quarter time and at the conclusion of the match. Clubs must provide personnel over the age of 14 years of age with no more than two (2) persons to operate the scoreboard at any time. The scoreboard attendant shall leave the final scores on the board until the umpires enter the field for the next match or in the case of the last match of the day, until the scoreboard has been validated by the goal umpires Change Room Allocation On occasions, matches will be played with the team listed first actually playing at a venue other than their own home ground. On these occasions the team listed first will be allocated the home rooms. In finals the higher ranked team will be allocated at the discretion of AFL Townsville Neutral Venue Should a match be played on a neutral venue the first mentioned team (home game team) will assume responsibility for all home game duties (i.e. supply of footballs, scoreboard attendant, stretcher etc.) 2.27 Coaches Coaches (excepting coaches playing in the match) and their assistants, together with the team s reserve or interchange players are to remain within the margin surrounding the playing field (boundary line) and the ground fence or a distance of three metres where no fence exists, whilst the match is in progress, excepting where entry on to the playing field is allowed under the Laws of Australian Football. The coach is permitted to relay positional changes and/or instructions through the official runner of the club. Coaches and their assistants shall be deemed to be club officials. Coaches are permitted on the field for U11 competitions and below. All other Junior fixtures are as per senior guidelines above Runners Runners shall be dressed in a uniform approved by the League. The duty of the runner is to deliver instructions from the coach or the coach s deputy, to his team during play. At no time is the runner to impede the progress of the game and he is to obey any directions given by umpires. Each team is permitted to have two runners at each match. Such runners shall be named on the club team sheet and sign beside his name on the team sheet. Each senior club shall be entitled to use two (2) runners in each grade of the AFL Townsville competition. The runner shall be permitted to join his coach, deputy coach and trainers in the area surrounding the playing field. Runners shall be deemed to be club officials All runners must comply with the rules and regulations as set out herein. The runner s sole role is to deliver messages from the coaching staff to players on the ground. The runner must immediately vacate the playing arena once the message has been delivered. The runner must not interfere with the course of play. This includes standing in and filling a space at set plays. The runner is permitted to carry one water bottle. As per standard Laws of the Australian Football runners are not allowed inside the 50 meter arc at full back kick ins or in the centre square at centre bounces. The runner is not permitted to stay on the field and coach and/or barrack for their team.

11 A runner must not engage in physical contact that may cause or incite injury to any player, official or umpire or initiate physical contact of any nature while conducting his/her duties. Runners shall be reported by the umpires for infringements of this nature or may come under the scrutiny of the Ground Manager or any AFL Townsville league official. Penalties will then be determined through the appropriate channels. Any penalties incurred by a player acting as a runner shall be viewed as penalties against a player in respect to any AFL Townsville best and fairest medals. Only one runner from each team will be permitted entry to the playing arena at any one time. NOTE: Nominated coaches or suspended players, may not act in the capacity of an official club runner, trainer, or water carrier Trainers/Water Carriers Each team shall be entitled to a maximum of six (6) trainers/water carriers, who shall be dressed in clearly identifiable club dress, (eg: T/shirt, shorts and socks). Persons under the age of fourteen (14) are ineligible to be trainers in senior matches. Trainers/water carriers are permitted to enter the playing field in order to attend to injured or otherwise disabled players and to deliver water to players during the match. Under no circumstances are trainers permitted to relay instructions (from the coach or deputy coach) to the players and trainers are to comply with any directions given by umpires. Trainers shall be deemed to be club officials Dress Players, Runners and Trainers attire Players, runners and trainers shall be correctly attired for the match and all infringements of dress regulations shall be reported to the league by the officiating umpires. Clubs whose players, trainers or runners are found to be incorrectly attired shall be fined an amount, as set down by the Management Committee prior to the commencement of the season, for each incorrect item of dress Interchange Area All clubs shall have marked on their grounds a designated area through which all players being interchanged shall leave and enter the playing area. This area should be easily identifiable. Interchange areas are only enforced in junior and youth competitions for U13 matches and above. During the final series the Umpires Association is to appoint an interchange steward to record the times when and the playing numbers of players interchanges occur. If a League Executive or Delegate is rostered to attend a match or be present they have jurisdiction to enforce the interchange steward s duties (if required). Any player who does not pass through the marked interchange area when being replaced shall not be eligible to take any further part in the match. Any player who returns to the playing field without entering the field through the marked interchange area shall be guilty of an offence and shall be reported (together with the offending player s club) to the League, which shall investigate the offence and deal with the infringement as it sees fit. Any player who, when replacing another player, fails to enter the playing field through the marked interchange area is guilty of an offence and he shall be reported (together with the offending player s club) to the League, which shall deal with the infringement as it sees fit Official Team Sheet Players and Officials Official Team Sheet Players and Officials Listing (a) Each club or team shall: (i) Complete an official team sheet on the Sportingpulse system for each and every match in which the club or team participates; and (ii) Hand the completed official team sheet to the field umpires in the umpire s room no later than 30 minutes - 15 minutes prior to the scheduled commencement of a match. (b) The official team sheet from each club/team, once received by the field umpires, shall be distributed to the team manager/ football manager and interchange steward of the opposition club or team.

12 (c) The official team sheets for all senior clubs can have up to twenty two (22) players on the list and must have the full name of all players participating in the match and the names of all other participants in the match for that team, including coaches, trainers, runners, doctors, physiotherapists, water carriers etc. The official team sheet must also indicate the team captain and interchange players (marked with an * ). (d) The official team sheets for junior matches can have up to twenty six (26) players on the list and must have the full name of all players participating in the match. All junior players listed on a team sheet must play at least half the match in accordance with the Junior Match Guide. The maximum number of players registered per team and per age group will be specified by AFL Townsville. (e) The official team sheet for youth matches will be the same as senior matches Interchange Players (a) The interchange players, who have been identified on the official team sheet and who are allowed to be included for such matches, may enter the arena prior to the match but must leave the playing arena at the sound of the first series of three sirens which occurs two minutes prior to the commencement of the match. (b) Once a club has handed its official team sheet to the field umpires the club shall not change the starting line-up of the eighteen (18) players including any interchange player prior to the commencement of the match. (c) A club or team may amend the official team sheet prior to the commencement of a match provided the listed player to be replaced is injured or medically unfit to play. The following conditions apply to any amendment to the official team sheet. (i) Where an emergency player replaces a player initially listed on the official team sheet, the amendment to the official team sheet shall be made through the AFL Townsville field umpires. The opposition team manager shall also be informed of any change, as well as interchange stewards and ground announcers. (ii) Any injured or medically unfit player who has been replaced under this rule must immediately leave the arena and not sit on the interchange bench. (d) The official team sheet cannot be amended after the sounding of the first series of three sirens, which occurs two minutes prior to the commencement of a match. (e) The official team sheet for junior matches can be amended by the field umpire with agreement from both participating team coaches up to and including half time of the match. This is to allow for equalisation of numbers between teams as may be required. Note: Interchange for Senior Reserves competition can be a maximum of 6 (six), should one of the teams be only able to field 16 players. The opposing team is able to play 16 on field with 6 on the interchange under equalisation ruling. Interchange for Junior competition can be a maximum of 8 (eight), to ensure equality and participation, coaches need to ensure all players receive adequate game time Match Reports At the end of a match it is each club s responsibility to provide to the competition manager or ground marshal the final quarter by quarter scores and a list of the club s goal kickers and best players. These results must be entered onto Sportingpulse via the Sportingpulse website by no later than 7.00 pm of the day of the game or, in exceptional circumstances only, ed or phoned to the competition manager on the day of the game no later than two (2) hours following the completion of the game. Scores, goal kickers and best players are not to be recorded for junior matches. Youth matches are in accordance with senior reporting. U13s and upwards are considered Youth Football Player Uniforms All player uniforms are to be purchased from officially approved AFL Queensland licensed suppliers. The AFL Queensland logo is the intellectual property of the AFL and cannot be reproduced by any unlicensed supplier. Any club breaching these regulations by purchasing any AFL Queensland or affiliated League branded apparel though unlicensed suppliers will be penalised.

13 Any club desiring to alter or vary its colours, uniform, or design and club emblem shall first apply to and obtain the permission of AFL Townsville to make such variation or alteration. Affiliated Leagues must advise AFL Queensland of any logo, emblem, or colour change by any affiliated club. AFL Queensland has the sole rights to the branding of the side inserts of all football shorts throughout Queensland. The colour of shorts to be worn by each competing team in AFL Queensland competition matches will be determined by AFL Townsville. In the event of a uniform clash the away team is responsible for arranging an alternative strip. Clubs are encouraged to contact AFL Queensland when this situation arises and seek use of alternative jumpers. It is imperative for the professional presentation of the sport that players are uniformed in AFL Townsville apparel in the correct colours. All players participating in a match as a registered player of AFL Townsville shall wear the number nominated to AFL Townsville for the purpose of the football record. Such number shall be of a minimum size of 240mm and to be of a type and attached as directed by AFL Queensland Submission of Match Results The home Club shall be responsible for the forwarding of the match results (ie match envelopes containing score cards, team sheets, match reports, player reports, etc.) to the League Secretary by 8:30am Sunday for games conducted on the previous day and by 6:30pm Sunday for games conducted on that Sunday. In the event of a forfeit, the club that receives such forfeit shall submit in the usual manner a team sheet together with a score card marked FORFEIT. Clubs, who fail to comply with By-Law 2.67 and have no acceptable explanation, shall be liable to a fine to be determined by the Management Committee Failure to Play or Complete a Match In the event of a club failing to play or complete a match listed in the Official Fixture of the League the following shall apply: (a) Such defaulting club, failing to play a match, shall pay the Umpires Fee in full. (b) Any match started but not completed shall be referred to the Management Committee, and (c) The club refusing to play or complete a match shall be fined unless an acceptable reason for its actions is given to the Management Committee Absence of Official Umpire/s In the event that the Umpires Association cannot provide umpires then clubs will need to supply umpire/s that is mutually agreed upon by both teams 2.55 Forfeiture of Matches No club or player shall refuse to play under a field umpire appointed by the League and no club shall deliberately forfeit any match in objection to an appointed umpire. A club so refusing to play or deliberately forfeiting any match for such reason shall be suspended or expelled from the League or otherwise dealt with as the League may determine. A player refusing to play or take part in a match for such reason may be disqualified for such period as the League may think fit. A club forfeiting a match for any reason shall notify the Football Operations Manager and the opposing club delegate by no later than 8:00pm on the Thursday prior to the game. The Regional Umpires Manager should also to be informed of the forfeit by the forfeiting club. If any club does forfeit a match due to player numbers, the reserve grade match must be forfeited and not the senior grade fixture. In the event of a forfeit being awarded to a team, full match premiership points are to be awarded to that team. In the event of any club forfeiting any match, the club receiving the premiership points for the forfeit shall, in addition, for the purpose of calculating percentage, have the total amount of points scored in all matches played, divided by the number of matches played added to the points for tally and the points against shall be determined as fifty (50) percent of the total number of points scored against in all matches divided by the number of matches played. No points for shall be recorded as having been scored by the forfeiting club but the points awarded to the club receiving the forfeit shall be added to the tally of points against the forfeiting club.

14 A forfeit is also awarded when a side only has 13 players, the umpires are not to start the match in this circumstance Pre-game inspection by the umpires As per the Laws of the Game, Rule 9.3 At any time before or during a match, a field Umpire may wish to inspect the fingernails, boots, jewelry and any protective equipment that a player intends to wear or use during the match Local Senior Competition Regulations 2.71 Playing of Junior Players In the event of a Junior player (i.e. Under 17 years of age) playing in the Senior Competition, which incorporates both Senior and Reserve grade, they are required to play at least 50% of their Junior matches (excluding forfeits that is, if there were 16 games and 3 were forfeits, they must play in at least 7 matches) to qualify for their Junior finals competition. There is no link between the number of matches a Junior player can play in a Senior competition and their eligibility to play Junior football (including finals). In the event that a player moves to the region at a point in the season where they cannot play 50% of Junior matches (excluding forfeits), their case should be submitted to AFL Townsville for individual discussion and review Player availability (Number) in Reserve Grade The aim of AFL Townsville is to have full teams of 22 players per side, however a Reserve Grade match can commence play with a minimum of 16 players each on the field. In the event that one team has 16 players the opposing team will equalize to same number on field and an interchange of 6 players (max). The following Matrix will be followed in the event of a side having 16,17,18 or 19 players only. Player Availability Team One Opposition on interchange (maximum 6) on interchange on interchange (maximum 6) on interchange on interchange (maximum 6) on interchange on interchange The decision to allow for team to play with reduced numbers must be agreed by both clubs prior to handing team sheets to umpires, who are then to also be informed of decision. If during the course of the game a player is reported and sent off or injured, the opposing team is not required to equalize the numbers remaining to contest the game. Equalisation ruling will only relate to the position taken prior to game start Local Junior Competition Regulations 2.81 Code of Conduct Swearing, racism and inappropriate behaviour by players and officials will not be tolerated at junior matches. (a) Penalty (i) A free kick to be awarded to the opposition in a situation where the officiating umpires are verbally abused by officials or interchange players (ii) 2 nd Offence: Removal from the game and the player /official reported Swearing, racism and inappropriate behaviour by club officials, spectators or parents will not be tolerated at junior matches. It is not only the Executive Committee s job to ensure these types of behaviour are reported. Club officials are to deal with offenders in the first instance. If the offender becomes unruly they are to be removed from the venue and the Police are to be called by a Club or League Official. If the matter is serious a motion can be put to the Executive Committee to place a ban or indefinite suspension of the person from attending future matches. (a) Penalty (i) Umpires will give a warning first to enable the offenders to correct their behaviour, however if the abuse continues, then a free kick is to be awarded to the opposition. This rule relates to spectators, parents and club officials. (ii) Removal from ground. No Alcohol is to be on sale until such time that all junior competition games are completed.

15 Smoking at all junior games is strictly prohibited. No official; or coach is permitted to smoke within the playing arena or whilst they are in the performance of their duties at matches. AFL Townsville will keep a register and record any incidents that occur during competition. NOTE: These offences should me reported to and/or noted by Club & Executive Officials on the match report so that offenders can be identified and dealt with accordingly Field Sizing In line with the Junior Football Match Guide the following sizing is the maximum ground size and zone usage. This must be finalised before the commencement of the game and Umpires advised. The fifteen (15) per side game shall be played with no wings and three (3) players in at the centre bounce. The maximum number of players allowed on the bench will be seven (7). If the two competing teams have twenty-two (22) players then the game will revert to eighteen (18) per side with 4 interchange players. Should there be an injury to the team with the least number of players the opposition are not required to reduce playing numbers. Should playing numbers go below thirteen (13) due to injury, the game shall be forfeited.

16 3.0 TRANSFERS AND REGISTRATION 3.10 Registration/Permission to Play This section must be read in conjunction with the AFL National Player Transfer Regulations, December 2013 and the Australian Football Player and Official National Deregistration Policy, December 2013 (posted on the AFL Queensland website, Rules and Regulations section). Any person, desiring to play with an Australian football club in Queensland for any season of competition, must first be registered on-line with Sportingpulse each year and if needed new players apply on the prescribed registration form ( link Policies, Rules and Regulations) each year. If the application is granted, the registration to play shall remain in force until such time as the player has been granted a clearance by the club with which he was registered, to any other club, League or association, or until such time as a period of twenty-four (24) calendar months shall have elapsed from the date on which the player last played competition football for the club with which he had been registered to play. Where a club plays a player who is in breach of these rules, such a club shall be liable to lose premiership points gained and any further penalties as AFL Townsville Executive shall determine. It is a requirement that registration on-line or registration forms (new players), if needed, must be lodged each year by a player wishing to play in an AFL Queensland or affiliated League competition (registration forms are available from AFL Queensland or its affiliated League) Due to revised Privacy Laws the bulk registration and annual roll over systems are no longer available on Sportingpulse. For each AFL season, players must complete an on-line registration to be eligible to play in the AFL Townsville competition. The competition management shall record each registration in a proper manner. A registration shall not be valid if a player is under the age of 18, unless the registration has been endorsed by a parent or legal guardian of the player, signifying consent to play. Any player registered with an AFL Townsville affiliated club that disbands, fails to affiliate with or has its membership terminated by AFL Townsville shall be free to register with any other affiliated club without first having to obtain a clearance from his original club. However it will be necessary to submit a clearance application for the first year after the club ceases to be a member of the league. This will enable the league to keep track of the players from the nonmember club. Players and officials may be deregistered in accordance with the conditions for deregistration contained in the Australian Football Player and Official National Deregistration Policy, December 2013 located on the AFL Queensland website ( The sixteen (16) match, in total, suspension criteria for deregistration only applies to suspensions resulting from reportable offences as per the Laws of Australian Football. Any suspensions received prior to turning the age of sixteen (16) will not count toward the suspension criteria for deregistration in senior competitions Permission Request for Age Exemption Any AFL Townsville club that wishes to play a player in a junior age group below that which would otherwise be allowable for their age, must apply to AFL Townsville using the Application for Exemption form. A suitably qualified representative will then come out and watch the player in a match of the lower age group to assess whether the application will be approved or denied. A player who is denied approval to play in a younger age group will be deemed unqualified to play in that age group for the purposes of these by-laws Permission to Interview Any AFL Townsville club wishing to interview a registered player of another AFL Townsville club with a view to having that player transfer to and play for one of its teams must first provide a written submission to AFL Townsville at least seven (7) days prior to an interview or an approach. Failure to seek permission to interview may result in a penalty Procedures for Clearance Application All applications for clearances shall be lodged with AFL Townsville using the online transfer/clearance system. In the instance that clubs are seeking clearances for players from Leagues that are not aligned with the AFL Sportingpulse system all applications for clearances shall be lodged with AFL Townsville using the on-line system.

17 Transferor clubs/leagues have six (6) business days to process clearances. Non-response in the required time frame will time-out the application and the player will be automatically cleared. Transfer Process Online (AFL Sportingpulse) Completing a transfer online is the preferred option as it significantly reduces the time and administrative tasks required to complete the transfer. A player transfer must be initiated by the destination club by logging into AFL Sportingpulse and submitting a player transfer request. Once the request has been submitted a simple process is completed by the player s original (former) club and the League. Leagues can navigate down to club level to initiate transfers if required; they can also view all transfers that have been entered online by their clubs. This allows them to monitor transfers entered by member clubs and process the transfers that are Awaiting Approval. Once the destination club fulfils the final steps in the process the player s record will appear within their database with the player s record changed to inactive and read only in the original (former) club s database. Each Transfer application shall be confirmed online by the player. If such player is: under the age of eighteen (18) years the transfer application shall also be endorsed by the player's parent or guardian - and lodged by the new affiliated body via AFL Sportingpulse; the AFL Sportingpulse system will automatically forward the application, or official notification of the application, to the former affiliated body/club. transferring to a new affiliated body, the new affiliated body via AFL Sportingpulse notifies the former affiliated body of the transfer application and the player s tribunal history is automatically sent to the new affiliated body via AFL Sportingpulse system. The former affiliated body notifies the former affiliated club via AFL Sportingpulse of the transfer application, providing the former affiliated club with six clear business days to respond. A new affiliated body notifying a former affiliated body of the transfer application electronically must keep a record of the original application that has been confirmed online by the player making application and produce evidence of such original application on demand from the former affiliated body and/or the State body by no later than 5pm on the next business day following such request. Such original application is to be retained until at least the end of the first season to which the player seeks application to join the new affiliated body. Should any player complete the transfer notification incorrectly, in that he may in fact, despite indicating otherwise, be under disqualification because of a financial misdemeanour or an on-field offence, the relevant League shall deal with the player and club as they deem fit. Transfer Fee AFL Townsville and/or affiliated club shall not directly or indirectly receive a monetary amount or any other consideration in respect of or in connection with the transfer of a player to a club competing in the competition conducted by another league. Suspended Players A player under suspension by the League can transfer to another League but cannot transfer from the new club until twenty eight (28) days after the suspension has been completed. For all situations, the conditions governing a suspension are detailed in section 20.4 Player Suspensions of the AFL Queensland Competitions, Reports and Tribunals document Clearances/Transfers and Permits Interstate transfers open on 1 February and close on 30 June each year. Any player who has played football with an affiliated club at any time must obtain a clearance/transfer from the club and League with which he last played before playing with their new club. Any player not having played during the previous 24 calendar months shall receive an automatic clearance provided he is not under disqualification or bound by contract to his former club and this clearance may be granted at any time during the season. Whilst the clearance is automatic the normal Online Request must be completed and presented.

18 An application for transfer shall be valid and accepted provided it has been approved (AFL Footyweb) by an officer of the club (the transferor club) from which the player has sought a transfer and subsequently recorded by both the transferor and transferee League and endorsed by them. AFL Townsville shall not refuse to endorse an application for transfer which has been approved by the transferor club except if the player making the application; is under suspension, is financially encumbered to AFL Townsville, is under 18 years of age and does not have the supporting signature of their parent/guardian. Once a player s destination club has lodged an application for transfer with the transferee League, the League shall record such application and endorse the dates of application and forward it to the transferor League by the first available means of communication (AFL Footyweb) for immediate action and reply. If such application remains unanswered within six (6) business days of despatch for an interstate or intrastate clearance, it shall be deemed to have been answered in the affirmative and AFL Townsville shall advise the transferor body that a clearance to play has been granted. Clubs cannot refuse a player transfer because the player is a required player. A transfer may only be refused under one of the following four (4) criteria, the player: Is currently under contract to the transferor club, Is indebted to the club or has incurred a transfer fee (only) when registering with the club, Is in possession of club property, Wishes to withdraw their transfer application (Appendix C - Player Transfer/Withdrawal Form) An internal club suspension is not grounds for a club to refuse a player s clearance application unless it is directly related to one of the above four (4) criteria. However the nature of an internal club sanction will be taken into consideration by any CARD or Appeal committee appointed to preside over a clearance dispute. In the case of Community Football, a player may appeal to a Clearance and Registrations Dispute (CARD) committee appointed by AFL Townsville to have their application reviewed and a determination made. Where it is a local matter, i.e. between clubs within an individual League, such appeals shall be heard initially by that League s CARD committee (the CARD committee may be the Tribunal in the case of affiliated Leagues). In the event of a dispute concerning the transfer of players between Community Football Leagues in Queensland, AFL Queensland will convene an independent committee to make a determination. A club or affiliated League which refuses to grant an application for transfer lodged by a player shall be required to submit its reason for refusing to grant the application. Such reasons for refusal, together with the player s stated reasons for seeking a transfer, shall be the basis on which any subsequent appeal shall be determined. Failure to do so may be taken into consideration by the CARD committee in any relevant subsequent appeal. A player who wishes to apply for a transfer from one club to another shall lodge an application for such transfer no earlier than the 1st February and no later than the 30th June. For any application for transfer lodged on or before the 30th June and subsequently refused after the 30th June, the player has the right of appeal. Where a player is genuinely transferred in his employment after that date he may make an application for transfer prior to the commencement of the final round games subject to a written statement from his employer verifying that he has been: (a) legitimately transferred in his employment, and (b) has been on the permanent payroll of the employer for at least three months prior to his notification of transfer. This provision shall apply equally to students whose parent/ guardian has been genuinely transferred in their employment. In which case, the parent/guardian must provide confirmation of the employment transfer. For the purpose of these rules, the affiliated League shall maintain the AFL Footyweb database for: (a) all registrations issued; and (b) all applications for transfer either inward or outward handled, including the date which they were received, the date on which they were answered and whether they were granted or refused, together with any relevant details. Notwithstanding all or any of the above rules, a player who transfers from another State to Queensland may make application for a transfer from that State to the club with which he wishes to play via AFL Footyweb as directed by AFL Queensland. On lodgement of the application the player may play immediately on the condition that he is neither under suspension nor under contract. A player who has left Queensland to play in another State and who subsequently returns to Queensland (within a 24 month period) will be required to obtain a transfer from the last club with which he played before leaving Queensland. Note: Junior Competition

19 AFL Townsville will allow the registration of junior competitors throughout the Home and Away season, this registration will not be recognised on Sporting Pulse due to the limitations of that system. Registration must be made in writing to AFL Townsville after 30 th June and AFL Townsville will institute a local register for governance purposes. Players must play three (3) games to qualify for finals however any player registered within the last 6 weeks of the competition will be evaluated for finals eligibility, to ensure no stacking occurs Appeals against a Refused Clearance A player who has been refused a transfer application may appeal, to the relevant State body independent panel against such refusal, by notice in writing lodged with the State body within ten (10) days of such refused transfer being received by the Destination Club affiliated body. A player may, if so desired, submit more than one transfer application during the current season and each application shall be dealt with separately although a player may submit one (1) appeal only in any season. The clubs and players concerned shall each be entitled to representation at the hearing, the number of persons having representation to be limited to the player and his advocate who shall also be the club s representative and the defendant clubs representative and its advocate. At the discretion of the League such representation may be by a person who is legally qualified. No notice of appeal shall be acted upon if lodged after 31 July in any year. Such appeal shall be heard within a period as determined by State body. State body shall inform each affected affiliated body of the appeal as soon as practical after lodgement by the player of the notice of appeal. The appellant player/club must lodge a bond of $550 (inc. GST) made payable to the State body and such bond may be forfeited should the appeal be considered frivolous. A $250 administrative fee will be retained from the appeal bond. The appellant player/club must also lodge; an intention to appeal in writing and on club letterhead, together with a copy of the latest Player Transfer Refusal form or appendix 2 of the AFL National Player Transfer Regulations in addition to, the appeal bond. The defendant club must also lodge a bond of $550 (inc. GST) and such bond may be forfeited should the defence be considered frivolous. A $250 administrative fee will be retained from the appeal bond. Should the defendant club fail to lodge its: Intention to appeal in writing and on club letterhead with the State body within four days of being notified of the appeal details from the State body, and bond of $550 (inc. GST) with State body within six (6) days of being notified of the appeal details from State body it shall be deemed to have granted the transfer. In all cases, in reference to the applicable time lines, the State body shall determine the date and time for lodgement of the form/request and/or bond, as the case may be. The independent panel may regulate the proceedings before it as it deems fit and the decision of the independent panel shall be final and binding on all parties Match Permits A player permit system will operate only for Leagues affiliated with AFL Queensland (using the Sportingpulse system). The permit system does not apply between AFL Queensland and any other State League or their affiliates. AFL Queensland affiliated players seeking to transfer from or to another League in another State must obtain a clearance as per section 2.4 of this document and/or in accordance with the requirements of the AFL National Player Transfer Regulations using the online AFL Footyweb transfer system. The permit system will allow for a player to transfer between clubs without obtaining a clearance from the commencement of the home and away season until the end of the home and away season in the year which the permit was signed. Permitting is not allowed in finals.

20 Junior Note: Under extenuating circumstances, when a club has given appropriate notice to all other clubs in the competition and has received the approval of the AFL Townsville Board, players may be permitted to play under permit during finals. Any players playing under permit during finals must still have played a minimum of three (3) games with that team to be eligible. There are three (3) types of permit; match day permit, local interchange and temporary transfer. Type 1 Match Day The type 1 permit is used for a player to play with another club on a particular day. All clubs are currently able to apply for these and they are configured nationally for automatic approval. Type 2 Local Interchange The type 2 permit is used for a player to play with another club/team for a period of time, commonly used for under 16 players to play in the under 18 competition. All clubs are currently able to apply for these and clubs and leagues are required to give approval. Type 3 Temporary Transfer The type 3 permit is used for a player to play with an interstate club/team for a period of time, commonly used for players moving to and from the NTFL. All clubs are currently able to apply for these and clubs and leagues are required to give approval. The following conditions will apply: (b) For a player to qualify for finals he must be registered with the club prior to 30 June. Dual registration is not permitted. (c) A player who transfers to another club, to attend an educational institution on a full-time and continuous basis or is subject to a fly-in, fly-out work situation may, during official semester vacations/school holidays or when at home, receive a permit to play with his immediate former club interchange club, subject to written endorsement from the current club, the former club and their respective Leagues. (d) The permit application is to be endorsed by those outlined in (b) prior to 1 July in a given year. (e) The interchange club in (b) requires approval via AFL Sportingpulse from the current club and League for each match that the player participates with the interchange club. (f) The League to which the current club is a member issues the permit. (g) The permit period lasts until the player ceases his commitments at the educational institution or fly-in, fly-out commitments and is subject to any relevant regulations of any of the parties, including participation in finals. (h) Match Day Permits/Transfers Online Requests are to be applied in accordance with the respective League by-laws and it is the responsibility of each League to monitor the application of Match Day Permits/Transfers/Online Requests. These permit regulations also apply for player movement between affiliated Leagues and for player movement from junior to senior clubs. Any club found guilty of breaching the permit regulations will be fined Players Illegally Obtaining Permits or Providing False Information A player who gives false information when applying for a transfer and/or on completing a registration, either online or in hardcopy, shall be liable to suspension and/or disqualification as determined by AFL Townsville to whom such application was made, or a person or body appointed by AFL Townsville to exercise that power, and any application granted as a result of such false information shall be void. If a player obtains a permit illegally, or by means of a false statement, or plays in any way contrary to the permit regulations, a charge may be laid against them by the relevant competition administration. Where a club plays a player who is in breach of these rules such club shall be liable to lose premiership points gained and such further penalties as AFL Townsville or its appointee(s) shall determine Clearance and Registration All AFL Queensland club clearance applications must be accompanied by the player s signed registration form and/or online registration record for a particular club and that signed registration form and/or online registration record binds the player for twelve months in the State of Queensland irrespective of clearance being granted or not. A player, who has signed a registration form and/or online registration record, and wishes to register with another Queensland club,

21 must seek a clearance first. Lodgement of a registration application with AFL Queensland binds the player to the club nominated irrespective of the date recorded on the registration Clearance Fee AFL Townsville does not have any clearance fees for players moving from one AFL Townsville club to another AFL Townsville club. Negotiations should be carried out between the clubs concerned. If no agreement can be reached, the matter will be taken to the Permit committee. There is a set of guidelines to be used by the Permit committee to resolve any disputes. All AFL Townsville club clearance applications must be accompanied by the player s signed registration form for a particular club and that signed registration form binds the player for twelve months in the State of Queensland irrespective of clearance being granted or not. A player who has signed a registration form and wishes to transfer to another Queensland club must seek a clearance first. Lodgement of a registration form with AFL Townsville binds the player to the club nominated irrespective of the date recorded on the registration form Amalgamation / Merger Club Clearances In respect of AFL Queensland approved amalgamations or mergers, or the merger of AFL Queensland clubs with a club of another League, players registered with amalgamating or merging clubs shall be deemed automatically to be players of the amalgamated/merged club Player Transfer on Disbandment of Club (i) (ii) In the event of any member Club disbanding, its members shall be at liberty to register and play with another Club, providing the disbanding Club is financial on the League s books. Transfers under this Regulation will be subject to the provisions of the AFL-Q as regard to transfer of players. In the event of a disbanding Club being non-financial on the books of the League, a levy will be fixed on its members by the League. Any transfers will only be approved by the League on payment of such fixed amount Awaiting Clearance Application Any player who is registered with an AFL Townsville club will not be permitted to play with another AFL Townsville club until such time as permission is granted from the club to whom the player is currently registered. The lodgement of a complaint (which must be made through a club) to AFL Townsville that a club, club official or representative of that club has acted contrary to this rule will cause the club, club official or representative of that club to be summoned to appear before the Permit committee whose duty will be to determine the validity of the charge or charges and make recommendations on any sanctions if required. Should the Permit committee determine that the charge or charges are sustained a penalty may be incurred against the offending club. If a player shall have applied to a club for a clearance to another club, and such club has not replied to such application within fourteen days after the application has been forwarded by AFL Townsville to the secretary of the club, then the clearance applied for shall be deemed to have been granted by the club and a permit to play may be granted by the Permit committee Disputes Disputes under this paragraph shall be defined as: (a) (b) (c) Playing unqualified players. Playing disqualified players. Playing unregistered or over-age players Playing an Unqualified Player:

22 No club shall play a player who is unregistered or who for any reason whatsoever is unqualified. Any incident of a Club being in breach of the By-Law must be reported to the Management Committee, which shall apply the following penalties: (a) (b) (c) If the offending Club wins the match it will forfeit the premiership points gained in the match and have the points scored by it in the match annulled and it may also be further dealt with as the Management Committee thinks fit. If the offending Club loses the match it shall be fined and also have the points scored by it in the match annulled, and may be further dealt with as the Management Committee thinks fit. Any Club breaching this By-Law in a finals match will lose the match and be fined a minimum of two hundred dollars ($200) and may also be dealt with as the Management Committee may think fit Playing a Disqualified Player: No club shall play or use in any official capacity on the playing arena any player who is under disqualification by any Australian Football authority, League or Association and any Club, after having received written notice from the League Secretary that a player is under disqualification or has been fined (and that fine is yet to be paid), plays such player or uses such player in any official capacity on the playing arena, shall forfeit the match and shall be fined four hundred dollars ($400) Playing Unregistered Players: Any Club playing (or fielding) unregistered players will forfeit the match in which such player/s participated and the Club shall forfeit its total of points kicked in the match, all best and fairest votes received from the match and all goals kicked in the match will not be added to individual player s totals. The offending Club may also be fined by the League. In the event of a dispute arising in either home and away matches or finals matches, the following shall occur: (a) Any winning team found to be in breach shall automatically have the match result reversed provided that the opposing Club is not found to be also in breach of this By-Law. (b) If both teams are found to be in breach of this By-Law the match shall be declared a NO GAME and no premiership points shall be awarded and the offending Clubs percentages shall be adjusted to include the average of points scored against for that round. AFL Townsville allows Junior and Youth teams a three week grace period from the beginning of the home and away season to play players that are not officially registered via sportingpulse. This is to allow potential new players to try the sport and to allow players to transfer between clubs for purposes of numbers equalisation purposes. Players involved must be added to official team sheets and sign the team sheet. Players must also complete a hard copy registration form, fully signed by their carer or guardian for insurance purposes and submit to their team manager prior to commencing the game for insurance purposes Clearances and Permits All applications for clearances and permits must be made on the prescribed forms and lodged with the Secretary before: (a) In the case of Townsville players the thirtieth (30) day of June in each year. (b) In the case of other Queensland players or mandated territory players the thirtieth (30) day of June in each year. Any player of a League Club who desires to transfer and play with another Club of the League or with a Club or League affiliated with the AFL-T must first obtain a clearance from his present Club before applying to play with another Club Complaints All reports of breaches of the Constitution, Rules or By-Laws of the League and accusations, objections and complaints (hereinafter referred to as complaints) must be submitted in writing, setting out the grounds for such complaint, to the League Secretary either by certified mail or delivered personally within nine (9) days of the incident. All Clubs referring complaints to the League or reporting infringements of the laws of the game shall, along with the written submission, include a lodgement fee of five hundred dollars ($500). If the complaint is validated by the League the lodgement fee shall be refunded. If the complaint is deemed by the League to be frivolous the lodgement fee shall be forfeited to the League. No accused person or Club or accused persons Club or representative shall be entitled to vote on a complaint of which he or it is the subject of.

23 The League, at its discretion, may refer any complaint lodged in accordance with this By-Law to the Independent Investigation Committee. All complaints against decisions of the League or the Management Committee shall be directed to the Independent Investigation Committee and such complaints must be lodged. Complaints under this By-Law may be made by an umpire, an official of a Club and/or an official of the League. In the event of any Club official, Club member and/or Club player taking out legal action in respect of the League Constitution, Rules and/or By-laws; that official, member or player may be liable for all costs incurred by the League. These costs include costs incurred by any League officials or members of any League Committee. 4.0 MATCH AND GROUND CONDITIONS 4.10 Ground Requirements AFL Townsville will carry out ground inspections prior to the commencement of the season (including practice matches) and detail a report, based on the AFL Queensland Risk Management Policy (AFL Queensland website Policies, Rules and Regulations), for appropriate action. Clubs are required to abide by the stipulated requirements of ground presentation as detailed by AFL Townsville. Any club not complying with the directions given will forfeit the right to have games played at their ground until the facility complies with the required standards. Should any ground be declared unfit for play, as per the guidelines contained in the AFL Queensland Risk Management Policy ( then the game will be transferred to the ground of the opposition or another appropriate venue. The declaration of a ground being unfit for play due to safety matters would not necessarily require consultation. AFL Townsville may inspect a ground at any time and determine whether or not the ground is fit for play Coaches Box Player/Coaches boxes must be situated in an approved recessed position and be enclosed on sides and back to prevent supporter viewing and to accommodate a minimum of six (6) people. The closest portion of a coach s box to the boundary line should be no closer than four (4) metres from the boundary line. Where there is no permanent coach s box an area conforming to the dimensions and position of a coaches box should be clearly marked four (4) metres from the boundary line. The coach s boxes for opposing teams should be separated by the interchange area plus an extra five (5) to ten (10) metres minimum on either side of the interchange area. Only persons listed on the team sheet should be in the Player/Coaches box and/or inside the perimeter fence. Water carriers and trainers (except those attending to an injured player) should not be within fifteen (15) metres of the Player/Coaches box whilst the match is in progress. Players warming up/stretching inside the perimeter fence should do so as far away from the boundary line as possible. This will assist the boundary umpire to make adjudications as to whether the ball is in or out. Players should not stretch within two (2) metres of the boundary line. During play coaches are to remain in the designated coach s box area which includes; the coach s box, plus a distance of 5 metres on either side of the coach s box, and no closer than within 2 metres of the boundary line. Adherence to regulations mentioned above, will be enforced in junior and youth competitions for U12 matches and above. U11 coaches and below are exempt in accordance with the Junior Match Guide Scoreboard

24 The scoreboard must be situated to enable players and spectators clear viewing at all times. Numbers on the board must have a vertical size of at least 50 cm. Clubs are responsible for the maintenance and upkeep of names and numbers used on their scoreboards. Clubs must provide personnel over 14 years of age with no more than two (2) persons to operate the scoreboard at any time. The team listed first in the draw is responsible for the scoreboard for matches played at any neutral venue Boundary Fence Requirements The perimeter of the playing surface must be enclosed with either a wooden picket fence or galvanised wire fence with, if needed, zinc annealed metal signs covering the fence. Where signs are erected there should be no protruding edges and no loose flapping metal. Wooden and wire fences must be in good repair and no pipes or objects are to protrude from any part of the fence. Appropriate padding should be added to any areas considered of a risk to participant health and safety Ground Markings Clubs are responsible for the ground markings to be checked prior to the commencement of any play and ensure that all marking lines are complete and clearly defined. All major markings must be in white and must be a minimum of 4" (10 cm) in width. All ground markings must conform to the current standards listed in the Laws of Australian Football. Ground markings and sizes for junior matches are to be in accordance with the Junior Match Guide Boundary Line The minimum distance between the fence and boundary line will be no less than three (3) metres. It is recommended (if possible) that four (4) metres be used. Any concerns regarding this regulation should be referred to the AFL Townsville Operations Manager Ground Lighting AFL Queensland, in accordance with the Australian Standards relating to sports lighting, requires a minimum of an average of 100 lux illumination and that at no point on the playing surface is the illumination to be less than 50% of the average illumination, this is a uniformity of 0.5 or higher. For example if the average illumination across the entire playing surface is 120 lux then at no point on the playing surface can the illumination be less than 60 lux (50% of 120 lux). For amateur and semi-professional games the recommended lux is; 200 lux for competition games, 100 lux for club match practice, and 50 lux for ball training. Any club wishing to play football under lights must first supply a letter accompanied by a lighting chart from an accredited lighting company testifying to the strength of the lighting. This must be done for every new season (see AFL Queensland, Ground Lighting Policy at Clubs must also take into consideration the lighting of adjacent areas such as change rooms and car parking facilities with particular attention to public safety Extreme Weather For match management guidelines in relation to extreme weather refer to AFL National Extreme Weather Policy and AFL Queensland Lightning Policy on the AFL Queensland website (

25 5.0 GENERAL 5.10 Home and Away Matches The home and away matches shall consist of all premiership matches played before the first semi- final. In the home and away matches the clubs shall play as arranged in the League fixture drawn up by the Match Committee. The Management Committee reserves the right to change the fixture at its absolute discretion. The League Secretary shall retain a copy of the fixture for reference purposes. In all home and away matches four (4) points shall be awarded for a win, forfeit or bye and two (2) points shall be awarded for a tie. No points shall be awarded for a loss. If, at the conclusion of the home and away matches, any two or more Clubs have obtained an equal number of points, the position of such Clubs on the Premiership Ladder shall be determined by the percentage or points kicked for and the points kicked against such Clubs Premiership Ladder At the conclusion of the home and away fixture all clubs shall be positioned on the Premiership ladder in order of points gained during the home and away matches, with para 2.17 being used to determine position of clubs with equal points. The top four positioned clubs shall then be determined and compete in the League finals series Admission to Grounds Admission prices to the public sections of AFL Townsville affiliate grounds will be advised by AFL Townsville prior to the commencement of the season. AFL Townsville Senior matches the admission prices for 2016 are; adults six dollars ($6) under 16 free after 11.00am AFL Townsville Junior and Youth matches the admission price is $2 per adult over 16 up to 11.00am. Any club who is in breach of a current agreement with the League's major sponsor in respect to promoting and using other companies products may be liable to a penalty League Club Colours Every Club, upon admission to the League, shall apply for and obtain the permission of the League to use the uniform, colour and design under which the Club proposes to play and the same, once approved, shall be registered by the League Secretary. This clause also applies to any League Clubs which desire to alter existing playing uniforms, colours and designs. Registration of such uniforms, colours and designs of Clubs shall give such Clubs the exclusive right to such uniforms, colours and designs over any other club subsequently attempting to register the same uniform, colour and design. No Club shall be granted permission to use a uniform, colour or design if such uniform colour or design conflicts in any way with the registered uniform colour or design of another club Club Uniforms Each club shall have the exclusive right to wear such colours approved by AFL Townsville from time to time and no club shall alter its course without the approval of AFL Townsville. All clubs are required to adhere to the AFL Queensland Licensed Suppliers Guidelines 2016 posted on the AFL Queensland website under Policies, Rules and Regulations. Refer to the Licensed Suppliers Guidelines 2016 for details regarding the size, placement etc. of logos for on and offfield apparel. AFL Townsville reserves the right to nominate the colour of the shorts worn by the team in the finals series. The licensed suppliers for 2016 are:

AFL Townsville will determine all playing apparel for competing teams during finals series matches. Unless otherwise determined, one competing team shall wear a home uniform and one team shall wear an alternate uniform approved for away games. Club shorts shall be allocated to match player jumpers and shall not be necessarily determined as per the home and away season. Where there is deemed to be a clash of jumpers AFL Townsville will provide a set of jumpers to the scheduled away club or determine the matter as deemed appropriate Committees / Appointed Officers 5.61 Facilities Committee The Facilities Committee shall consist of at least two persons and is responsible for: (a) The inspection of each and every ground prior to the start of the season, reporting to the League on any improvements that it deems necessary to bring the grounds up to a satisfactory condition, and (b) Any other tasks which the Management Committee from time to time may decide falls in the scope of this Sub-Committee Football Operations Committee The Football Operations Committee shall consist of at least two persons and shall be responsible for: (a) Arranging the programme of matches and grounds for the season and submission of the programme to the League. (b) Submitting to the League its recommendations for the starting times of matches. (c) In the event of unfavourable weather or adverse conditions on the morning of any match or if unfavourable weather prior to the date set for the match shall have so affected a ground or grounds that it is not practical, in the Committee s estimation, to play the matches arranged thereon, the Committee shall give its decision to the Secretary of the League no later than 9:00am on the day on which the match/es are to be played, and (d) Any other tasks which the Management Committee from time to time may decide fall in the scope of this Sub-Committee. NOTE: If the weather or ground/s is declared adverse, the match or matches concerned or all matches to be played on that day may be postponed and any matches so postponed shall be played on a day or days to be determined by the League. When it is considered that the ground may be unfit for play and no decision has been given by the Football Operations Committee a majority of the field umpires and both team captains, all of whom shall confer at the same time, shall determine whether the match shall or shall not be played (without the sanction of the Management Committee) and may award the match points equally should it not be considered convenient to play the abandoned match at a later date. When all matches are cancelled by the decision of the Football Operations Committee a reduction shall be made accordingly in the number of games necessary for players to qualify for finals series matches. This reduction is to be ratified by the Management Committee.

28 If matches are commenced and later abandoned owing to adverse weather conditions the matches shall be cancelled and a decision regarding a replay left in the hands of the Management Committee Permit Committee The Permit Committee will comprise at least two persons, its duties shall be: (a) Deal with registrations of and the issue of permits to players. (b) Grant or refuse permits. The power to refuse such permits may be exercised on any ground that the Permit Committee deems proper. (c) Hear and adjudicate upon and determine all matters and disputes relating to an application for the granting or refusal of any such permit. (d) Keeping a proper record of the Clubs Premiership points including percentages and a Premiership Ladder. (e) To deal with irregularities reported to it by the umpires, including but without derogating from the generality, the determination of fines/penalties, the reinforcement of match results, annulment of the score or censorship as the Committee in its absolute discretion thinks fit. With respect to matters which have been referred to it by the umpires there shall be no appeal whatsoever, either by the League or to any other body or part body. (f) Carry out any other tasks as the Management Committee may, from time to time, decide fall into the scope of the Permit Committee. NOTE: The matter on which such adjudication, determination or decision which is given as aforesaid, shall not be heard again by the Permit Committee during the same season, unless sufficient reason or evidence is shown to the Committee to make it proper and right in its opinion for it to rehear the matter and make such further adjudication, determination or decision as it may deem fit. Clubs found guilty of playing unregistered players will incur the loss of all match points and the scores the Club attains for all games in which the said player/s participated shall not be counted in determining percentage on the Premiership Ladder but the scores attained against the Club shall be counted in determining percentage. In addition the Club will be fined $200 per game per unregistered player. Every adjudication, determination or decision of the Permit Committee on the matters of registration and permits shall be final, and every adjudication, determination and decision shall be reported to the League at the next General Meeting and also to the Club/s concerned and shall be received without comment. NOTE: The Chairman for the time being of the Management Committee may also refer questions concerning a breach or breaches of the Laws of Australian Football as issued by the AFL, the Permit Committee may deal with, hear and determine such questions. There shall be no appeal Representative Selection Committee The Representative Selection Committee shall comprise at least two persons, its duties shall be: (a) Select all teams to represent the League in all interstate, intrastate and combined and/or representative League matches. (b) Supply in writing to the League Secretary within the times set down from time to time by the League, a list of names and other relevant particulars of all players and other officials selected for training squads and/or combined or representative League teams. (c) To attend to the election by the players of a League team captain (except when the appointment of a coach shall be a playing coach, which in that case shall automatically become the team captain) and a team vice-captain and (d) Carry out any other tasks that the Management Committee, from time to time, deem within the scope of the Selection Committee. (e) 5.65 Sponsorship & Marketing Committee The Sponsorship & Marketing Committee shall comprise at least two persons, its duties shall be: (a) (b) (c) The promotion of the game of Australian Football in general, The promotion and publicity of the League, and Any other tasks that the Committee of Management may, from time to time, deem within the scope of the Sponsorship & Marketing Committee Junior Director

29 A Junior Director will be appointed at the Annual General Meeting of the League each year. The Junior Director may form sub committees as required to facilitate the management of the junior competition and events as required from time to time. The Junior Director shall attend all League meetings and submit reports where warranted or required. The Junior Director is a member of the Board of AFL Townsville Appointed Officers (a) Independent Investigator AFL Townsville will appoint an independent person to investigate any matters which AFL Townsville refers to them. This person will have the full backing and support of AFL Townsville. Their brief will be to gather all relevant facts regarding the matter and give a written report to the CEO of AFL Queensland, Integrity Manager and/or AFL Townsville Board Chairman to help facilitate any further action that needs to be taken. The investigator has no power to hand down fines or suspensions. He/she can, however, make recommendations to AFL Queensland or its affiliated League. (b) Independent Tribunal An Independent Tribunal, consisting of a minimum of three members who shall not be officials or directors or registered playing members of a club or of an affiliated League or association club, shall be appointed by AFL Townsville. Proxy members who shall not be officials or directors or registered playing members of an AFL Queensland club or an affiliated League or affiliated club shall be appointed to the Independent Tribunal and shall act on the Independent Tribunal in the absence of any of its members. The AFL Queensland tribunal guidelines, tribunal rules and appeal rules form part of this document Attendance at Meetings - Players, Coaches and Officials Any player, coach or member of the staff of a club who shall neglect or refuse to attend any meeting of the competition or any meeting of any committee of the competition to which they may have been summoned by not less than twenty-four hours notice by the competition manager shall be dealt with as the league may think fit. Nonattendance at league meetings (no apologies accepted) 5.75 Players Expelled or Disqualified An AFL Townsville club expelling or disqualifying a player shall forward, within one week of such expulsion or disqualification, the name of such player and their address together with particulars of the offence for which they have been expelled or disqualified to the Football Operations Manager of AFL Townsville. On receipt of such notice the Football Operations Manager will inform the player in writing of their expulsion or disqualification and that if they wish to appeal against the decision they must notify AFL Townsville, in writing, of their intention to do so, within fourteen days of the date of the said notice. An affiliated League disqualifying a player must refer such disqualifications to AFL Queensland for ratification by AFL Queensland. The player shall not be allowed to play with any AFL Queensland affiliated club until such disqualification is removed by the body which enforced the disqualification or by appeal to AFL Queensland. No player shall play with or coach any AFL Queensland club or clubs in an affiliated League while the term of any such expulsion or disqualification lasts. Any player so offending shall be dealt with as AFL Queensland may deem fit. A record of ratified player expulsions and/or disqualifications will be entered on Sportingpulse by AFL Townsville 5.80 Coaching Accreditation All coaches across Queensland, at both junior and senior level, must be accredited to at least Level 1 Senior (Colts seniors), Level 1 Youth (Under 12 Under 16) or Level 1 Junior (Under 8 Under 11). Accreditation is valid for four years; a course update must be completed after four years to retain the accreditation. For more information regarding coaching accreditation contact the State Training Manager. All coaches are required to complete a coach nomination form and lodge it with the League prior to the commencement of the season (Appendix D). Non-accredited coaches are not permitted to have any official coaching role in AFL Queensland affiliated competitions.

32 6.0 FINALS 6.10 Finals Eligibility Once a player has played in nine (9) senior (A grade) games he must play five reserve grade games to be eligible to play in reserve grade finals. If a player plays in both grades in the one round he will be deemed and credited to have played in the higher grade. No player may take part in any finals match who has played less than three (3) home and away matches during the current season. A senior (A grade) player who has played twelve (12) games or more in that grade may not drop back to play in reserve grade finals unless both sides are playing on the same day. A player dropped back to reserve grade when both sides have played in a finals match on the same day is eligible to play in further reserve grade finals even though he may not have played the required three games in the reserve grade Finals Series Fixtures Clubs must be financial in respect to the League to be eligible to compete in the finals series. At the conclusion of the home and away fixture the first four clubs shall play off for the Premiership in the following manner. (a) The club occupying third position shall play the club occupying fourth position in the First Semi- Final (loser eliminated). (b) The club occupying first position shall play the club occupying second position in the Second Semi- Final. (c) The winner of the First Semi-Final shall play the loser of the Second Semi-Final in the Preliminary Final (loser eliminated). (d) The winner of the Second Semi-Final shall play the winner of the Preliminary Final in the Grand Final Drawn Matches Finals In the event of a tied game in any finals match (except the grand final) a further 10 minutes plus time shall be played in 2 x 5 minute halves (teams change ends for the start of each half). Coaches may only address players at the start of the 2 x 5 minute (plus time on) period. Teams change straight over after the first five minutes have elapsed. If scores are still tied at the end of the extra time, a second period of extra time will take place (10 minutes plus time on, 2 x 5 minute halves). If after the second occurrence of extra time the match is still drawn, the Golden Point Rule will apply. The Golden Point Rule: after the goal umpires have consulted, both teams remain in the positions they were in after the last period finished. The time keepers will allow play to continue until the next score when they will sound the siren. The team that scores first is the winner. End of game 1 st extra time 2 nd extra time 1. DRAW 2. 33 GRAND FINALS Drawn Finals In the event of a tied Grand Final, the game will be replayed, at a time and venue decided by the AFL Townsville Match Committee Arrangement of Grounds for Finals Series Matches The finals series matches shall be played upon such ground or grounds as shall be determined by AFL Townsville 6.50 Dressing Room Allocation As per section 2.25, the allocation of the dressing rooms will be at the discretion of AFL Townsville. If a club has both seniors and reserves playing on the same day the teams will share the rooms that would be allocated to the seniors Footballs Finals Matches During finals series AFL Townsville will provide one new (1) football for each finals match. AFL Townsville will also supply a spare football for each finals match which is to be left with the interchange steward. Suitable footballs of approved endorsement acceptable to the umpires may be used 6.70 P.A. System Clubs which secure finals games at their home ground must provide a suitable P.A. system for ground announcements Emergency Umpires Reports Authority - Finals Emergency field umpires appointed for any finals matches shall have the authority to report players and/or club officials

34 7.0 REPRESENTATIVE FOOTBALL 7.10 Code of Conduct All representative players and officials participating in AFL Queensland sanctioned representative fixtures will be required to adhere to a code of conduct. Any breach of this code of conduct (appendix H), or any other codes of conduct specific to the level of representative football and as modified from time to time, may result in disciplinary action Representative Matches (All Grades) The Representative Selection committee (refer 5.64) shall select the coach for any representative teams. The coach of a representative team shall also be an automatic inclusion on the selection committee of the team. The Management Committee shall appoint the team manager, assistant team manager, head trainer and assistant trainer. A training squad (for a representative team) shall be selected by the selection committee after consultation with coaches and clubs. Training venue and times shall be issued by the representative team coach. All clubs shall be notified in writing of players selected for the training squad and also the location and times for training sessions. Clubs shall instruct the selected players to attend the training sessions and the procedure if any players are unable to attend any particular training sessions. All players selected for the training squad shall make themselves available. Failure to do so shall incur an automatic two (2) weeks match suspension. Any player who is unavailable shall: (a) (b) (c) NOTE: Notify the selection committee prior to the selection of the representative team, If he is unavailable due to illness or fitness, present himself to a doctor appointed by the league or to the appointed representative team trainer, at a time and place notified to him by the League, and Present his case to the selection committee if unavailable on compassionate grounds. The decision of the doctor, team trainer and/or selection committee shall be reported to the Management Committee for final deliberation. The selection committee shall select the team squad and the players in the squad shall select a captain and vicecaptain. All Guernsey s, socks, shorts, footballs and other League property shall remain the property of the League. The cost of replacing any League property lost or stolen, regardless of the condition of such property, shall be the responsibility of the members of the squad and the liability of individual player shall be their clubs responsibility to the league. All representative players and officials participating in AFL Townsville sanctioned representative fixtures will be required to adhere to a code of conduct. Any breach of this code of conduct may result in appropriate disciplinary action.

35 8.0 UMPIRING 8.10 Umpires Association Any League or Association formed by the Umpires shall be affiliated with the League and be entitled to have a representative at League meetings. The Umpires Association representative at League meetings shall, generally, not be entitled to vote, however he/she may be given the right to vote at meetings pursuant to the voting rights as outlined in the Constitution. The Umpires Association representative at League meetings shall be, if possible, independent of the position of Umpires Advisor Regional Umpires Manager The position of Regional Umpires Manager shall be advertised each year and the remuneration for the position shall be determined from time to time by the League. The Regional Umpires Manager shall be entitled to attend meetings of the league. The Regional Umpires Manager shall, generally, have no voting rights at meetings unless the league, pursuant to the Constitution gives such voting rights Payment of Umpires League appointed umpires are to have their fees for umpiring paid direct by the League to the Umpires Association Treasurer, after the completion of each 5 rounds and upon presentation of an invoice to the League Treasurer. The umpiring fees for matches conducted under the auspice of the League shall be determined by the League (at a general meeting) before the commencement of the season and such determination shall be reviewed annually. The Umpires Association is allowed input when umpiring fees are to be determined Goal Umpires At all home and away matches, where official goal umpires have not been appointed by the League, it shall be the responsibility of the clubs participating in such matches to provide personnel to carry out the goal umpiring duties. Goal umpires provided by clubs shall be conversant with the duties of goal umpires as outlined in the Laws of Australian Football and they shall be neatly attired (and as near as is practical to the dress adopted by official League goal umpires). Club provided goal umpires shall report to the field umpire before the commencement of the match and on completion of the match. Goal umpires are to use the official League score card and are to check scores together at quarter time, half time, three quarter time and on completion of the match Boundary Umpires At all home and away games, where official boundary umpires have not been appointed, it shall be the responsibility of the clubs participating to provide properly attired and equipped boundary umpires, such boundary umpires being conversant with their duties as outlined in the Laws of Australian Football.

36 Club boundary umpires shall report to the field umpire before the start of the match and enter and leave the playing arena with the field umpire Club Criticism AFL Townsville club officials, players and coaches shall not engage in public criticism of umpires and/or AFL Queensland or its affiliated League. Should clubs have concerns regarding umpires, these concerns are to be communicated in writing (on-line) on club letterhead and addressed to the Operations Manager Umpires Escorts For Junior and Youth matches the Umpire escort duties are to be performed by the Ground Marshal. Clubs are responsible for providing an escort for umpires for both home and away matches. Umpire escort armbands are to be worn by the relevant officials. The League provides umpire escorts for all finals games. NOTE: The umpires escort is only required to escort the umpires off the ground. At the completion of the second quarter and at the end of the match the escorts are to join the umpires as soon as possible to escort them from the ground. They must escort the umpires to the door of the umpires change rooms. For finals matches escorts are required to be on the field with the Umpires during first quarter and second quarter time breaks. The umpire escorts duty is to protect the umpires from abuse and deter fellow club members and members of the public from possible unnecessary actions. It is imperative that a competent person is appointed in this important role. Failure to provide an umpire s escort is considered a serious breach. Note that goal umpires are entitled to the same protection as field and boundary umpires Reported Player/Club Requirement Team Managers from both teams MUST attend the Umpires room no later than 15mins after the game to get the all clear. Where a player(s) has been reported, the completed report(s) should be made available to the club representative (Team Manager) attending the umpire s room, within fifteen (15) minutes of the conclusion of the match. In extenuating circumstances, as determined by the umpire, notification shall be given by the umpire to the club's representative attending the umpire s room that further time shall be required to complete the report forms. As soon as possible, at the completion of the report process with clubs, the reporting umpire is to notify the AFL Townsville Regional Umpire Manager of the details of the report and of any matters that are referred to the Tribunal. In situations where the umpire offers a set penalty, the offending player and a club official must attend the umpire s room within fifteen (15) minutes of the conclusion of the game to confirm that they either accept or reject the set penalty. Confirmation of acceptance is by way of the player signing the set penalty sheet. Should player reject the set penalty then the matter is referred to an AFL Townsville constituted Tribunal. In cases where the set penalty results from a breach against an opposition player then this player or their representative must attend the umpire s room to confirm that they accept (signature on the set penalty sheet) or reject the set penalty. Should the offended player reject the set penalty then the matter is referred to the Tribunal, even if the offender has accepted the set penalty. In the event that a player/club requests time to consider a response to the offer of a set penalty, the player/club has until am on the Monday following the game in question to advise AFL Townsville of its response. AFL Townsville will invoke the set penalty if the player/club fails to advise of its intentions prior to the am deadline Order Off Law

37 AFL Townsville has adopted for all affiliated club games the following order off law using a system of yellow and red send off cards. YELLOW CARD (i) A yellow card is issued should a player/official be found to have breached the laws of the game and given away a free kick in a deliberate, intentional, reckless, or undisciplined manner or behaved in a manner that the umpire believes is detrimental to the game. The period of time off the field for a yellow card misdemeanor shall be (10) ten minutes of playing time. A player sent off under the yellow card system may be replaced. (ii) (iii) NOTE (iv) The field umpire shall show the yellow card to the offending player, point to the interchange area, then show the yellow card to the timekeeper. The timekeeper acknowledges the umpires signal (via reciprocal showing of yellow card) and is in charge of ensuring that the send off period of playing time is (10) ten minutes. The timekeeper should make due notation of the players number, time of send off, and time of return to ground on the provided timekeeper sheets. The player must remain off the field for (10) ten minutes playing time. Off the field means the player must serve the time in the offending players change room. Players sent off must not cross the line through the interchange area until advised that their send off period has expired. A sent off player is not permitted to enter the field of play during breaks between quarters. A player/official that is sent off via a yellow card for (10) ten minutes of playing time must exit the ground through the interchange area. If they fail to do so they are not permitted to return to the field of play after (10) ten minutes of elapsed playing time but may be replaced by another player. RED CARD (v) (vi) (vii) Any player/official reported under laws of an offence as per the current Laws of Australian Football, in particular Law 20.2 and Law 20.3 will be sent off for the remainder of the match. The umpire will show the offending player a red card and point them to the interchange area, then show the red card to the timekeeper. The timekeeper must acknowledge the umpires signal (via reciprocal showing of red card) and make due notation on the timekeeper sheet, the players number, time of offence, and begin to time the (10) ten minutes of playing time that must elapse before the sent off player can be replaced by another player. Any player/official receiving a red card SHOULD be reported and a report sheet must be completed by the umpire post match. (viii) NOTE: (ix) A player/official sent off under the red card system must not at any time return to the field of play especially at breaks or intervals between quarters. The player/official must serve the time in the offending player/official s change room. Where a sent off player, or his replacement goes back on the field before the penalty has expired, and a count of players has been called, which results in a team having the incorrect number on the field, then such team may be penalised by way of reverse of match results, annulment of score or part thereof, fine or censure, as the affiliated league executive shall consider proper Melees A melee is an incident involving three (3) or more players from each team whom are involved in behaviour which is in breach of the Laws of Australian Football including verbally abusing, grabbing, pushing and/or wrestling opposition players. Players whom are attempting to remove teammates from a melee will not be counted as being involved in a melee. A melee could occur: (i) Prior to, (ii) During (including the quarter time, half time and three quarter time interval), or (iii) Following the completion of, an AFL Townsville match, and if, in the opinion of AFL Townsville, such incident is likely to: (a) Prejudice the interests or reputation of AFL Townsville, or (b) Prejudice the interests or reputation of the AFL Townsville competition, or

38 (c) Bring the game of Australian Football into disrepute, the club(s) involved in such incident shall be sanctioned by AFL Townsville by way of a fine. These incidents may not necessarily be referred to the Tribunal. Any amount payable by a club, under this rule, shall be paid by the club to AFL Townsville within 14 days. Individual players may still be reported under the Laws of Australian Football Set Penalties AFL Townsville provides players with an opportunity to accept a set penalty via the Set Penalty/Report Sheet (appendix I) for a reportable offence as opposed to having the matter heard by a Tribunal. The policy to be implemented by all Tribunals is that if a player is offered a set penalty, refuses to accept the set penalty, takes the matter before a Tribunal and the reportable offence is sustained then the Tribunal will be free to apply any sentence it sees fit under the circumstances. If a club does not accept the set penalty and wishes to have it heard by the Tribunal and the Tribunal finds the player guilty, the Tribunal will be free to apply any sentence it sees fit under the circumstances. The set penalties are drafted to reflect a benefit, or discount, to a player who accepts his guilt in relation to a reportable offence and spares the League the necessity of a Tribunal being convened. There is always an opportunity for a player, who is willing to admit to the conduct which constitutes the report, to come before a Tribunal and enter a plea of guilty and then make submissions as to why the set penalty would have been too harsh given the circumstances. Issues of significant provocation may be relevant to the determination of penalty. Any player, who comes before the Tribunal and satisfies the Tribunal that the argument they put forward, so far as a reduction of the set penalty offered is concerned, is valid, will obviously receive the benefit of a reduction in penalty. Those players, who come before the Tribunal, plead guilty and put forward an argument that is without merit for a reduction in penalty, are subject to the condition that, the Tribunal will be free to apply any sentence it sees fit under the circumstances. Where a reported player and their club have accepted the offer of a set penalty but it has been rejected by the opposing club, and therefore referred to the Tribunal, the Tribunal will take into consideration the reported player s admission of guilt and acceptance of the set penalty when deliberating on the matter. Time Served In circumstances where a reporting umpire believes that a reported player, sent off the ground via a red card for half or more of a game, has served his/her time, then the umpire will check the time served service box on the Set Penalty/Report Sheet. No further penalty is to be recorded on the set penalty sheet. A player having being regarded by the umpire to have served his/her time will not miss the next scheduled match but will be deemed to be guilty of a reportable breach of the Laws of Australian Football.

39 9.0 AWARDS 9.10 AFL Merit Awards An AFL merit award certificate may be awarded on the recommendation of affiliated bodies to persons who have rendered outstanding service in the interest and development of Australian Football. Nominations should be sent to AFL Queensland s CEO by 30 June of any football season Life Membership As per the constitution of AFL Townsville W.E.Williams Medal and Other Best and Fairest Awards In any football season, a player found guilty and suspended (including time served suspensions) of a reportable offence under the Laws of Australian Football shall be ineligible to win the Best and Fairest award for any grade. A player found guilty and later determined not-guilty on appeal shall be eligible for Best and Fairest awards. Best and Fairest votes, in all grades, are based on home and away matches and should a player be reported and found guilty in subsequent matches (including finals) of the same season they shall not be deprived of their award but shall be ruled ineligible for any such awards for the following season. The AFL Townsville Best & Fairest medal awards are not to be determined on a count-back in the case of tied voting. Medals will be presented to all eligible winners Goal Kicking Award The leading Goal Kicking Award will be counted on the home and away games only. Should the player with the most amounts of goals at the end of the home and away games play in any finals games, the goals he kicks in finals matches shall be added to his tally. Players who have finished the home and away games with a lesser total than the leader shall have any goals scored by them in finals matches added to their record but such end tally shall not affect the Goal Kicking Award SPORTINGPULSE Sportingpulse is an AFL managed Sportingpulse internet site and includes a match day management IT system that is used in the AFL Queensland and affiliate competitions. The major functions of Sportingpulse are to: 1. Enable clubs to register and transfer players on-line, and 2. Enable clubs to record and disseminate match results and associated information on-line. It is the responsibility of clubs to operate all Sportingpulse lodging of clearances and registrations on behalf of their club. It is the responsibility of the home club to enter match day results, including any team sheet changes for both teams, and associated information on Sportingpulse by no later than 7.00 pm on the day of the game.

40 Match Day Team Sheets, Results Sheets and Player Game Counts can all be generated using the Sportingpulse system. Clubs are provided with codes and passwords and the system can be found at Clubs/Leagues needing assistance and/or experiencing problems with Sportingpulse should contact the AFL Townsville Operations Manager SPECIAL REQUIREMENTS Gender regulation policy In accordance with the Queensland Anti-Discrimination Act (1991): (a) A person may restrict participation in a competitive sporting activity to: (i) either males or females, if the restriction is reasonable having regard to the strength, stamina or physique requirements of the activity; or (ii) people who can effectively compete; or (iii) people of a specified age or age group; or (iv) people with a specific or general impairment. (b) Subsection (a) (i) does not apply to sporting activity for children who are less than 12 years of age. (c) Subsection (a) does not stop participation in a competitive sporting activity being restricted on the basis of gender identity, if the restriction is reasonable having regard to the strength, stamina or physique requirements of the activity. (d) In this section competitive sporting activity does not include: (i) the coaching of people engaged in a sporting activity; or (ii) the umpiring or refereeing of a sporting activity; or (iii) the administration of a sporting activity; or (iv) a sporting activity prescribed by regulation. AFL Queensland will exclude females who reach fourteen (14) years of age as at 1 January in the year of play from playing in any competition that is not a female competition. Transgender Policy The legislations which apply to this policy are contained in the Commonwealth legislation entitled, Sex Discrimination Act 1984 and Queensland Anti-Discrimination Act The regulation is that whether or not a person is a recognised transgender person (that is, whether or not the person has altered their genitals or gender characteristics so that the person will be identified as a person of the opposite sex), it is not unlawful to prevent such a person playing in a competition which is only available to persons of the opposite sex and where the strength, stamina or physique of the person is relevant to participation in the activity. There is little doubt that a transgender female would have a significant performance advantage in playing football as a result of previously being a male. To be eligible to play in the AFL Queensland Women s competition the player must be female, which would not include a gender re-assigned person.

The Club shall pay to the League on or before 31 January in each year an annual licence fee as determined by the League from time to time. A Ground Marshall is a representative of the home club and is the first point of contact for visiting teams, parents and umpires. A Ground Marshall oversees the Codes of Conduct on match day and reports to AFLT any breaches and is the first point of contact for any disputes/indiscretions that may arise. A Ground Marshall has sufficient maturity to be able to communicate in a firm but polite manner and not be over officious when speaking to persons regarding breaches of codes of conduct. A Ground Marshall recognizes the jurisdiction of Umpires for all that happens on the field as part of the match. Communication with coaching staff or team officials should only be conducted via team managers. Communication with Umpires should only be conducted at quarter breaks or after the match unless a serious breach to the codes of conduct involving injury to players is witnessed. Less serious breaches are to be reported to AFLT after the match. A Ground Marshall at all times encourages parents and spectators to display positive behavior and demeanor. Ground Marshall Responsibilities 1. Inspect the ground on match day to ensure it is prepared to an acceptable level. Ensure a JLT ground report form has been completed 2. Ensure games commence at designated times. In consultation with coaches and umpires length of quarters can be adjusted to keep timetable on track when required. Standard game timings included over. 3. Ensure First Aid Attendant and stretcher is in place. 4. Be in attendance to the Umpires to ensure they are escorted on and off the ground. 5. Be a pivot point for visiting teams, parents and Umpires. 6. Oversee the Codes of Conduct and report any breaches to AFLT. 7. Be aware of the location of the clubs copy of AFLT Bylaws, Match Bylaws and copies of the Player and Coaches Codes of Conduct for reference if required.

Players who breach the Representative Football Code of Conduct will be referred to the Tribunal. Penalties will apply according to the guidelines contained in the AFL Queensland Competition Rules and Regulations. CODE OF CONDUCT: Players must: 1. Adhere rigidly to the preparation and travel arrangements of the representative squad as defined by squad managers. 8. Respectfully wear the prescribed representative squad attire for travel, functions, casual activities and matches. 9. Refrain from non-prescribed or scheduled activities that might compromise the ability to perform to potential as a player in representative matches 10.
