2 STATEN ISLAND YOUTH SOCCER LEAGUE HOUSE RULES The FIFA Rule Book as of 6/12 or current will be basic rule for the league with the following changes (which are grouped by topic). CONDUCT 1. Each coach is responsible for the conduct of their assistants and parents. If either becomes abusive to the referee and/or interferes with the playing of the game a red or yellow card is to be issued and noted on the line-up sheet. If a coach has been red carded, he must leave the area of the field and play can continue if an assistant coach is listed on the line- up sheet. If no assistant coach is listed or the situation is out of control, the game is to be terminated. A report is to be filed with the league immediately, giving the details. Clubs are responsible for fines that are levied against coaches or parents. 2. If a red card is issued to a player, coach or assistant coach, the coach s pass is to be pulled by the referee, noted on the line-up sheet and USSF Supplemental Report Completed and sent to the Scheduler and the Discipline Committee Chair 3. Zero Tolerance The SIYSL has instituted a Zero Tolerance policy. The policy is as follows: Abusive and obscene language, violent play/conduct, fighting and other behavior (including, but not limited to sarcasm, taunting, etc.) deemed detrimental to the game will not be tolerated. The ultimate responsibility for the actions of coaches, players and spectators resides with all SISL member clubs. It is the responsibility of the coaches to provide referee support and spectator control, and it is the responsibility of the SISL member club to provide instructions to their coaches on how to implement sportsmanlike behavior. This policy applies before, during and after the sanctioned event at the soccer field and its immediate surrounding areas. Remember; the referee does not have to show a yellow card before showing a red card. Parents & Spectators No parent or spectator shall persistently address the referee or assistant referees at any time. This includes, but is not limited to: a. Parents and spectators shall not dispute calls during or after the game. b. Parents and spectators shall not make remarks to the referee(s) or advise the referee(s) to watch certain players or attend to rough play. c. Parents and spectators shall never yell at the referee(s), including criticism, sarcasm, harassment, intimidation or feedback of any kind before, during or after the game. Additionally, parents and spectators shall not make derogatory comments to players, spectators or coaches of either team.
3 Penalties (Parents & Spectators) In the opinion of the referee, depending on the severity of the offense, the referee may take any of the following actions: a. The referee may issue a verbal warning to the coach of offending party's team. b. The referee may stop the game and instruct the coaches to direct the parent /spectator to leave the field. c. The referee may abandon the game if the parent/spectator does not leave the field which will result in the offending team forfeiting the game and being assessed the appropriate fees and/or fines. The ultimate responsibility for the actions of the spectators resides with SISL member clubs. Clubs will be held accountable for the actions of their parents/spectators and may be subject to penalties and/or fines for grievous actions. A club taking NO action with a parent/spectator after being issued a warning by SISL may be put in bad standing with SISL. Additionally a team, player or coach may be suspended from all future competitions until such time appropriate action has been taken with the parent/spectator to the satisfaction of the SISL. Players The conduct of the players is governed by the Laws of the Game as stated by FIFA and USSF. The Laws themselves describe penalties associated with violating the Laws of the Game. Additional penalties for players who engage in misconduct may be established by the club or SISL but may in no case be less severe than penalties established by FIFA, USSF, ENY or the SISL. In severe cases of unsporting behavior and violent conduct players will be called into a hearing with either SISL arbitration and or the SISL supervisory committee with his/her coach and/or parents for further disciplinary action. A club may also be fined for such matters. A player called to a hearing that does not appear, will be suspended from play until such time of appearance. Coaches, Assistant Coaches & Trainers It is the responsibility of all coaches to maintain the highest standards of conduct for themselves, their players and supporters in all matches. Failure to do so undermines the referee's authority and the integrity of the game resulting in a hostile environment for players, the referee(s), coaches, assistant coaches, trainers and parents/spectators. As role models for all of the participants and spectators, coaches participating in a SISL, ENYYSA or USYSA sanctioned event are expected to be supportive of, and to acknowledge the effort, good play and sportsmanship on the part of ALL players from either team in a game. By example, coaches, assistant coaches and trainers are expected to show that although they are competing in a game, they have respect for their opponent, referees and spectators at all times. The Staten Island Soccer League will not tolerate negative behavior exhibited either by demonstrative actions and gestures, or by ill-intentioned remarks, including those addressed toward the referees or members of an opposing team. Coaches exhibiting hostile, negative, sarcastic or otherwise ill-intended behavior toward referees, opposing players or coaches will be subject to disciplinary action by the Staten Island Soccer League. Additional sanctions may be imposed by the club that the coach or assistant coach represents, or as allowed by Staten Island Soccer League policies.
4 Coaches shall not interact directly or indirectly with the coaches or players of the opposing team during the game in any manner that may be construed as negative, hostile or sarcastic either by way of demonstrative actions and gestures or by ill intentioned remarks. Coaches shall not offer dissent to any call made by the referee(s) at any time Coaches are not to address the Referee(s) during the game except to: a. Respond to a referee who has initiated a conversation. b. Point out emergency or safety issues. c. Make substitutions. Absolutely no sarcasm, harassment or intimidation is allowed. NOTE: It is recommended that coaches or other team members do not engage in any conversation with the referee(s) once the game has concluded. Penalties (Coaches, Assistant Coaches, Trainers) In the opinion of the referee, depending on the severity of the offense, the referee may take any of the following actions: a. The referee may issue a verbal warning to the offending coach, assistant coach or trainer. b. The referee may eject the offending coach, assistant coach or trainer. Once ejected, the individual will be required to leave the field immediately. c. The referee should abandon the game, if the coach, assistant coach or trainer does not leave the field or any immediate adjoining area after having been instructed to do so. Additional penalties associated with the ejection of a coach, assistant coach or trainer may be assessed by an SISL member club in accordance with their documented policy. These penalties may be no less stringent than sanctions and/or fines as may be imposed by SISL following a review of the incident. All cases of alleged assault of a referee shall be reported to the ENYYSA Office and State Referee Administrator within 48 hours of the match. SISL will also conduct a verification of the complaint and subsequent actions and may at their discretion impose additional penalties to the coach, assistant coach, trainer and or club. SISL member clubs are responsible for the behavior of their coaches, assistant coaches, and trainers at all times. Match Abandoned Prior to the Conclusion by the Referee: When a match is abandoned by the referee prior to its conclusion due to unsporting behavior on the part of one or both teams, the SISL will conduct an investigation and will issue a forfeit to either one or both teams and possibly from further competitions. The offending club(s) will also be assessed a fine which must be paid prior to the next team registration or the SISL member club will be put in bad standing with SISL. In cases of extreme unsportsmanlike behavior, in the opinion of the SISL, a team, player, coach, assistant coach or trainer may be banned from any further SISL or ENY sanctioned events and competitions. Suspension, Banning of Players, Parents/Spectators, Coaches, Assistant Coaches or Trainers If a player, parent/spectator, coach, assistant coach or trainer is suspended/banned
5 by SISL or any SISL member club he/she is not be allowed to participate or have any interaction with their team until they are reinstated. If a player, parent/spectator, coach, assistant coach or trainer is suspended they are suspended from all SISL and ENY sanctioned events. If a player, parent/spectator, coach, assistant coach or trainer wishes to attend a tournament they may request a temporary pass in writing from either the player or coach arbitration committee. The arbitration committees reserve the right to refuse to issue a temporary pass for a tournament if the suspension has resulted from a grievous action or the issuance of a temporary pass could endanger the health, welfare and safety of those attending the tournament. Tournament games missed will not be considered as part of the suspension. SISL as a youth organization reserves the right to suspend/ban any participant that endangers the health, welfare and safety of its membership. THE GAME Pre-Game: 1. All players must appear on the official APPROVED game photo roster with uniform numbers posted before the game with full first and last names.this will be returned to the coach prior to the match. Teams are also required to have two (2) copies of their game roster printed with the week of the game. Game rosters will be delivered to the referee and the opposing team. No player can play unless the referee had their equipment checked. A team lacking game roster will forfeit games. Coaches and assistant coaches are also required to have proper passes.the pass will have the coach's name, photo, license and number, signature and club name
6 2. Coaches are responsible to make sure that their players, parents and assistant coaches are not on the same side of the field as the opposing team. Notify referee of any violations before the game or when a violation is discovered. No one is allowed behind the goal lines during the game. A verbal warning will be issued, then a yellow card. 3. Play can be started with only seven (7) players for full sided games. Play must begin within fifteen (15) minutes of the starting time. There will be no stoppage of game time or extension of game time except for serious injury, which will be solely at the discretion of the referee. *Pass Back - a deliberate pass to the goal-keeper which the keeper handles the ball. An indirect kick at spot where the keeper handled the ball. If foul is committed inside the 6-yard box the kick is taken just outside the 6-yard area. 4. Each team must supply a linesman; the referee will instruct them and will supply flags. 5. If a game starts late, each half may be shortened in order to maintain the schedule. The referee must advise each coach, prior to the start of the game, how much each half has been shortened. Both halves must be shortened by equal amounts but not more than five (5) minutes per half. 6. If there is no referee, the game must be played. Any licensed referee, mutually agreed upon 3 rd party or each coach will share half the field. If game is not played, both teams will receive a forfeit.
7 7. Player Equipment: a) Shin guards and soccer cleats are mandatory. (No sneakers) b) The following equipment is allowed by the Staten Island Youth Soccer League: A. Glasses with wire encased by plastic or sport glasses. B. Shin guards or a cup worn to prevent injury. C. Soft bandages such as ace bandage, elbow or kneepads that are soft without hard objects underneath. c) The following are not permitted: A. Hard or soft casts or splints. B. Chains, rings, watches. C. Earrings and beaded hair restraints
8 Game: 1. Blood Rule: In the event a player draws blood (cut, bloody nose, etc.), the referee must stop the game and the following must occur: a.) The injured player must immediately leave the field of play. b.) The injured player must be attended to on the sidelines before being allowed to re-enter the game. Cuts and surrounding areas must be cleaned of all blood and the wound bandaged. In the case of a bloody nose, bleeding must be stopped and the surrounding area cleaned entirely. 2. The four step rule will NOT be enforced 3. The offside rule will be enforced in under 9 through 15 divisions 4. Game is official when the second half starts (roll of ball). 5. Substitutions Substitutions made be without limit, with the permission of the referee, as follows: a. After a goal has been scored. b. At the beginning of the second half c. At either team s goal kick. d. At a throw-in by the team in possession. e. If the team in possession at a throw-in makes a substitution, the other team may also make a substitution. f. After a field player has received a yellow card, a substitution must be made for the carded player. The carded player may re-enter the field of play at the next allowable substitution. g. There will be no substitution for a field player who has received a red card and has been ordered
9 from the field by the referee. h. In 5U, 6U, and 7U games only, substitution is on the "fly. The procedure: a. The referee must be informed before any proposed substitution is made. b. Await the referee s signal to substitute player(s). c. Call off all players currently on the field d. The substitute can only enter the field of play after the player being replaced has left and after receiving a signal from the referee. e. The substitute(s) can only enter the field of play at the halfway line. f. The substitution is completed when a substitute enters the field of play. g. Goalkeepers: any of the other players may change places with the goalkeeper, provided that the referee is informed before the change is made and you follow the procedure as described above. 6. Excessive Win Rule: a. The penalty for an excessive ( greater than a 6 goal differential) win is only 1-point is awarded for the win b. This is applicable for Non-competitive Divisions as well c. In an effort to reduce the amount of excessive win violations, the following procedures are in effect Excessive Win Rule Penalties a) U7 and below (Referees submit scores to League) 1. 10 7. Fines Schedule Related Fines: 1. Add team after placements - $ Drop team after placements - $ Shift Age/Div after placements - $ Drop Team after schedules - $25 for each game not played. 5. Shift Age after schedules - $ Drop Team after first weekend - $1000 plus $25 per game not played. 7. Add team after schedules - $150; **need executive board approval. Game Related Fines: 1. Canceled Games: a. At least five (5) days prior to the scheduled date - $ b. Less than five (5) days - $50.00 fine plus the entire referee fee. c. Within 24 hours of game day a $ fine plus the entire referee fee. d. Forfeited games will result in a two point deduction from the standings 2. Not Enough Players at Game Time: any team that does not have the minimum number player to start the game and the referee declares the game over, will be issued a $50.00 fine plus the referee fee for both teams. 3. No Show: any team that does not show up for a scheduled game will be issued $ fine plus the referee fee for both teams. 4. Abandoning a match - Team: any coach that withdraws their team from the playing field prior to completion of the match is subject to a $400 fine and may be subject to further forfeit related fines. 5. Planned Forfeits: any team that intentionally forfeits consecutive games or the remaining games on their schedule, the club will be assessed fined $200 plus $25 for every game forfeited thereafter. The club and team will undergo review, by the executive board, as to their standing in the league for the next season. ** All fines double for the last weekend of the season. Other Fines: 1. Red Cards - Any coach who receives a red card during a match will receive a $50 fine plus a minimum of 2 games of the team he or she were issued the card. The incident will under go review by a separate committee and further penalties may be issued. 2. Meetings - All clubs are required to have representation at the League Monthly Meetings. An attendance sheet is filled out to verify attendance. A $25.00 fine will be issued to the club that does not have a representative attend. The fine increases by $25.00 for each infraction thereafter. 8. APPEALS a. Appeals of disciplinary sanctions may be granted only if the the following actions have been completed: b. Written notification must be sent to the SIYSL Executive Board within 2 weeks of the disciplinary notification c. Payment of $150 is made to the SIYSL for administrative services related to processing the appeal and establishing a time and place for the appellate hearing.
11 9. Game Changes PLEASE NOTE: GAME CHANGES WILL ONLY BE ACCEPTED WHILE THE SCHEDULE IS IN A DRAFT PERIOD. ONCE THE SCHEDULES HAVE LOCKED DOWN NO CHANGES WILL BE ACCEPTED. REQUIREMENTS FOR SUBMISSION/APPROVAL: - CHURCH OR SCHOOL EVENT WHERE PLAYERS ARE REQUIRED TO ATTEND AND THE TEAM IS UNABLE TO FIELD WITH THE MINIMUM NUMBER OF PLAYERS. REASON FOR DENIAL: - SCHEDULES HAVE BEEN LOCKED DOWN. - CONFLICT WITH ANOTHER SPORTING EVENT (I.E., TRAVEL SOCCER, BASEBALL, BOWLING, BASKETBALL, FOOTBALL) - NON-SPORT RELATED ACTIVITY (I.E. DANCE, SCOUTS, PARTIES, PICNICS) - COACHING CONFLICTS. - SIBLING S EVENTS. - SHARING PLAYERS. - NOT ENOUGH NOTICE TO EXECUTE THE CHANGE. - ABLE TO FIELD A TEAM WITH THE MINIMUM PLAYERS. PROCEDURE FOR A GAME CHANGE: a. Submit your request for a change with reason for the change. b. You will receive acknowledgment once request is received. c. Your request will be reviewed d. An stating whether request has been approved or denied will be sent. 10. Club 1. All postponements should be requested prior to the schedules being prepared for final distribution prior to each season at the league meeting for postponement. Remember seven (7) players constitutes a team. 2. Fines levied against a club due to a grievance must be paid within two (2) weeks of notification or the offending club will forfeit all future games. 3. The final standing will be decided on the basis of total points first. If two teams have the same number of points, the tie will be broken in the following manner and in this order: A) Most wins B) Head to head. If more than two teams are tied, this criteria will be eliminated. C) If the teams are still tied, first place will be shared by the teams. 4. Exception to 1 Player : 1 Team Per Age Group a) A girl playing in an all-girls division would be permitted to play on a co-ed team in the same club
12 11. Scores Scores should be submitted within 24 hours of the match.both the home and Away teams have the ability to enter scores and scorers on the TSI scheduling site. Scores will be cross checked with referee game reports and then verified.
