1 Soccer Rules SMU Intramurals Any rule not specifically covered will be governed in accordance with the USA Soccer Rules. Modifications have been made to suit the Southern Methodist University Intramural Program. Rule 1: Eligibility Any individual with an active Dedman Center membership is eligible to participate in intramurals. This includes all full time students enrolled at SMU and faculty, staff, alumni, and community members who have purchased a Dedman Center membership. Additional parameters are set for collegiate and professional players: Varsity Athletes: Current varsity soccer athletes are ineligible to compete in intramural soccer. A varsity athlete s status is determined by the official roster after the team s first contest of the year. Former varsity soccer athletes must sit out for a full academic year prior to participating in that intramural soccer. Professional Athletes: Professional soccer athletes are ineligible to compete in intramural soccer. Once a professional soccer athlete completes their career, they must wait two academic years prior to participating in intramural soccer. Identification: All intramural participants must present their SMU ID at every game to intramural staff in order to check in for play. If a participant does not have their SMU ID, but already appear on the roster, they may check in utilizing any state issued ID. Social media sites will not be an acceptable form of check in for intramural play. If a participant attempts to utilize an ID that does not belong to them, it will be confiscated by intramural staff. The rightful owner may come to the game site or the intramural office to pick up their ID. Each participant involved must meet with the Assistant Director of Intramurals and Sport Clubs in order to discuss further participation in the intramural program. Rule 2: Leagues Open: Teams may be comprised of any gender ratio. A player may compete on two open teams unless they also compete on a Fraternity League team. If they compete on a fraternity league team, they are limited to one open team. CoRec: Teams must meet a pre-determined on field/court gender ratio dependent upon the sport. Participants may only compete on one CoRec team. Women s: Teams may only be comprised of women. Participants may only compete on one Women s team. Fraternity: Teams may only be comprised by members of their fraternity. Only one fraternity team is eligible. Any player who participates in the fraternity league may only participate on one open league team. Residential Commons: Teams may only be comprised of residents of the same commons. Each residential common is permitted to enter one team into this league per sport that this league is offered. This league is played by CoRec rules in each sport. Rule 3: Equipment Legal Equipment All players must wear athletic shoes; one-piece molded rubber cleats are legal The goalie must wear a jersey that distinguishes them from ALL other players Shin guards are required and may be purchased from the Dedman Center front desk
2 Knee braces unmodified from the manufacturer s original design Illegal Equipment Hats, caps, or visors Jewelry; including necklaces, wedding rings, bracelets, etc. Casts of any material Rule 4: Team Captain Responsibilities Roster Management Minimum of 6 players (Maximum 4 of one gender in CoRec thus: 4:2 or 2:4) Maximum of 20 players on the roster Add/Delete Players from roster Player eligibility Communication with Team SMU ID check-in policy Game time and location Rules Intramural policies and procedures Sportsmanship Communication with Intramurals Represent team at each contest Review schedule online Turn in Playoff Conflicts Represent team at captain s meetings File any protests regarding rule interpretation or eligibility Share concerns and/or questions Rule 5: Players Each team consists of eight players including the goalie. A team may start a contest with as few as six players. Substitutions All substitutes must receive permission from the referee prior to entering the field of play. Substitutes must report to mid-field and notify the referee that they wish to enter at the next opportunity. A player may enter the contest during the following opportunities: When the ball has gone over the touch line Between halves When a goal has been scored When a player has been cautioned When a player has been disqualified (although the disqualified player may not be replaced) When a stoppage of play occurs for injury During a penalty kick, substitutions may only be made for an injured or cautioned player and this substitute may not take the kick A player must leave the field if the game official notices blood and cannot reenter until the blood has been removed.
3 Rule 6: Forfeits/Defaults In order to keep the intramural schedule running on time, game time is forfeit time. The team or individual present may choose to give the opponent additional time to arrive, however the game clock will start. If the opponent arrives, the game will be played in the time remaining. Once the game is started, the result will be the official score. Any team forfeiting/defaulting two scheduled contests in a major sport will be dropped from further competition in that sport. A forfeit fee of $25 will be charged to the team captain for all contests in which his/her team forfeits during the season. The team will not be permitted to continue play until the forfeit fee is paid. Teams may default one contest per season by contacting the intramural office (intramurals@smu.edu or (214) ) by 3 p.m. on the day of their scheduled contest for week day games or by 5 p.m. on the Friday before a weekend contest. You will receive a loss for this contest but not be charged a forfeit fee. Rule 7: Protests If a team or individual believes that an intramural sport rule or eligibility policy has been violated, they have an opportunity to immediately protest. If it is a rule protest, the team captain or individual must notify the officiating crew immediately that they wish to protest that play. If the desire to protest is not made known to the officiating crew prior to the next play, then the protest cannot be made. If it is an eligibility policy protest, the team captain or individual must make the protest prior to the completion of the contest. If the protest is made after the contest, the score will stand, but the player will still be subject to review by the intramural office for any sanctions. o Exception: If an ineligible player plays in a championship game, if it is protested within 24 hours of the contest, the championship team will be stripped of their title. The runner up will be recognized as the champion. A rule protest will be resolved by the supervisor on duty and a report will be filed with the game time and situation recorded, as well as the resolution to the protest. All protests will be reviewed the next day in the intramural office; if the protest was incorrectly resolved the game may be replayed from the point of interruption by the protest. Rule 8: Play Start of Contest A coin toss between captains shall determine which team will kickoff to start each half The referee will sound the whistle for play to begin. The ball is in play when it is properly kicked in any direction. The kicker may not touch the ball again until it has been touched by another player. o Penalty: Indirect Free Kick Timing Games will consist of two 20 minute halves Half time shall be no longer than five minutes Time shall be extended if a penalty kick is awarded prior to the expiration of a half If a game is interrupted at any point after the first half and cannot be continued, it will be considered a complete game There will be no overtime during regular season Overtime Procedures for Playoffs:
4 o A ten minute golden goal period will be played immediately following the expiration of the regular time o If the game is still tied, it will move to a five player shoot out: Team must select five players who were in the contest at the conclusion of the golden goal ten minute period The goalie at the end of the golden goal ten minute period will be the goalie for the shoot out If at the end of five players, the score remains tied it will move to single rounds of shoot outs until a winner is declared Scoring A goal is scored when the entire ball crosses the goal line between the goal posts and under the crossbar. The team with the most goals at the end of a contest shall be the winners. A goal may be scored during normal play directly from: o Direct Free Kick o Penalty Kick o Corner Kick o Drop Kick o Goalie s throw, punt, or drop-kick o Goal Kick o The Kickoff A goal may not be scored during normal play directly from: o Indirect Free Kick o Throw-in o Free kick into a team s own goal (if untouched by goalie) Mercy Rule If a team is ahead by five goals or more with 10 minutes or less remaining in the 2 nd half, the game shall be over. Types of Kicks Free Kicks o Direct free kick: a kick from anywhere on the field from which a goal can be scored directly against the offending team. The offending team must be at least 10 yards from the ball until it is kicked. o Indirect free kick: a kick from anywhere on the field from which a goal cannot be scored unless the ball has been touched by a player other than the kicker before entering the goal. The offending team must be at least 10 yards from the ball until it is kicked. Penalty Kick o A direct free kick taken at the penalty mark. All players except the player taking the kick and the goalie must stay outside the penalty area and at least 10 yards from the ball. All players must also remain behind the penalty kick spot. The goalie may move as long as they are in contact with the goal line. Goal Kick o When the ball has wholly crossed the touch line after being last touched by a player from the attacking team. It is put back into play by a kick from the goal area on the side where the ball went out by the defending team. Opponents must be outside the penalty area until the ball comes out. Corner Kick o When the ball has completely crossed the goal line after being last touched by a player from the defending team it is put back into play by a kick from the corner on the side the ball went out by the attacking team. Opponents must be at least 10 yards from the ball.
5 Drop Kick o When two opponents simultaneously kick the ball over the sideline, following an injury when neither team has obvious possession of the ball, or when there is a simultaneous foul, the ball is put into play by a drop kick. It is taken by two opponents at the point of the infraction, but not inside the penalty area. NOTE: The ball must hit the ground before it can be kicked. Throw-Ins When the ball has completely crossed the sideline it is put back into play by a throw-in from the spot where it went out and by a player from the opposite team that last touched it. A goal cannot be scored directly from a throw-in. The following items are required of a proper throw-in: Both hands must maintain contact with the ball The ball must be released from both hand simultaneously The ball must go straight over the top of the head Both feet must remain in contact with the ground until the ball is released The body must face the direction of the throw Offside The offside rule is not utilized in intramural soccer. Goalie The following restrictions apply to the goalie: May not have possession of the ball for more than six seconds Possession includes holding, bouncing, or throwing the ball in the air to catch it again Once the goalie places the ball at their feet, the goalie may not pick the ball back up The goalie may not handle any ball passed directly to them from a teammate, unless the teammate utilized a body part above the waist to make the pass Penalty for a goalie infraction: Indirect free kick at the spot unless it is in the goal area, then it will be taken just outside the goal area. Fouls Fouls that will be penalized by awarding a direct free kick include (if they occur in the penalty box by the defending team, a penalty kick will be awarded): Kicking, Striking, Tripping, or Jumping Intentionally handling the ball Charging violently or charging from behind Holding or Pushing Illegal Slide Tackling Yellow Card Red Card Fouls that will be penalized by an indirect free kick include: Dangerous plays Obstruction Conduct warning to bench players See the next section for misconduct and sportsmanship penalties. Rule 9: Sportsmanship Yellow Card A yellow card will be assessed to any individual who commits the following actions: Persistently infringing on the rules of the game Unsporting conduct on or off the field Arguing with officials Any persistent use of vulgar or profane language
6 Any disorderly conduct to the opposing players The team may receive a caution for spectator behavior Dangerous Slide Tackle A player receiving a yellow card must be removed from the game until the next substitution opportunity. The team is not required to play down a player if they have a substitute available. Red Card A red card will be assessed to any individual who commits the following actions: Kicking the ball when the goalie is in possession of the ball Flagrant unsporting conduct Violent conduct Vulgar language directed at the official(s) Intentional tackle from behind Flagrant play with intent to injure Handball preventing score Receives a second yellow card A player receiving a red card must be removed from the game and they may not be replaced. The team is required to play down a player. The player must leave the facility immediately. Rule 10: CoRec Modifications Number of Players Each team will consist of eight players and may begin a game with as few as six A team may play with a maximum of four women and four men on the field at a time Scoring Any goal scored by a woman is worth two goals. During a shootout or for in game penalty kicks, goals scored by a woman is worth two goals Rule 11: Playoffs Teams who do not forfeit/default more than twice during a season AND have a minimum 3.0 sportsmanship rating average will qualify for playoffs. The sportsmanship rating average is based on the regular season contests. Playoffs consist of a single elimination bracket for each league. Games will be scheduled on Sundays between the hours of 3:30 and 11:30 p.m. and Monday through Thursday between the hours of 6:30 and 11:30 p.m. Captains will have an opportunity to provide their teams conflicts. While the intramural office cannot guarantee that all conflicts can be avoided, it will do it s best to accommodate team schedules.
