2 ESF GENERAL TOURNAMENT RULES The General Tournament Rules are applicable to all age sections Please read in conjunction with the appropriate Age Section Rules 1) The tournament is for club or school teams in the U7 to U16 age sections, who must be affiliated to a county or schools' football association. All clubs or schools from outside England must have the permission of their home national association to attend the festival. "Representative" sides and teams affiliated to professional clubs will not be permitted to enter the tournament. 2) Players registered with an FA Premier League or Football League Academy, under the Elite Player Performance Pathway, will not be permitted to participate in the 2015 ESF Festival of Football. 3) The format of the festival for each age section will be advised in the ESF Festival Format document. Teams will normally play in groups on a league basis, with the top team(s) in each group going through to a final knock-out stage. This format may vary according to the total number of teams entered in each age group. 4) The duration of each game will be indicated in the ESF Festival Format document. 5) In all group matches, three points will be awarded for a win and one for a draw. In the event of a tie on points between two or more teams, then goal difference will decide group winners and runners-up. In the event of a tie on goal difference, group winners and runners-up will be determined by the team scoring the most goals in their group matches. In the event of a tie on goals scored, the results between the teams who are tied will be used to determine the group winners and runners up. In this situation, in the event of a tie on points between 2 or more teams, then goal difference will decide group winners and runners-up. In the event of a tie on goal difference, group winners and runners-up will be determined by the team scoring the most goals in the matches between the tied teams. If this does not separate the teams, then a penalty shoot-out will decide the group winners and runners-up, with each team taking five penalty kicks. If this results in a tie, the shoot-out will continue on a "sudden death" basis, with alternating penalty kicks, until a winner is found. This method of deciding matches by the taking of penalty kicks will be carried out in accordance with the International Football Association Board decision contained in the Laws of the Game. 6) Teams qualifying from their group matches will go forward to the final stages where the tournament will proceed on a straight knock-out basis. In these matches, in the event of the scores being level at the end of normal time, the winners will be determined by a penalty shoot-out. This method of deciding matches by the taking of penalty kicks will be carried out in accordance with the International Football Association Board decision contained in the Laws of the Game. 7) The winning team of each age group at each venue will receive a trophy which they will keep. The full squad of the winning team and runners up of each age group will receive mementoes. 2

3 8) All players participating in the 2015 ESF Festival of Football will receive a memento of the occasion. 9) Official referees will be appointed for all tournament matches. They will be paid a fee of 80 for officiating at the festival by the organising committee. 10) Each team must report to the ESF Administration desk in the holiday centre before departing to matches. The first named team in the fixture will be responsible for collecting the referee if he/she needs transport to/from the match. 11) There will be an ESF match card for each fixture at the festival, which will be held by the match official. After the fixture, the match card must be signed by both team managers and the referee to confirm the result. Referees should return the completed match card to an ESF Official immediately after each fixture. 12) All teams must be ready at the appointed time and venue of each match, otherwise they will be liable to forfeit the match. A maximum of 15 minutes will be allowed in the event of unforeseen circumstances delaying a team, after which time their opponents will be entitled to claim the three points for a win in that match, with a 2-0 scoreline awarded. 13) All teams must have a change strip in the event of a colour clash, when the first named team in the fixture will be required to change. 14) Any cases of player misconduct during the tournament will be reported by referees to the appropriate county football association of the player concerned, or, in the case of teams from outside England, to the national association to which that team belongs. 15) Each team will be held responsible for the behaviour of its parents and supporters on the touchline during tournament matches. Any cases of misconduct will be reported by referees, and will be dealt with by the committee and reported to the appropriate county football association. 16) In the event that a match is abandoned under any circumstances, the outcome of that match will be decided at a meeting of the tournament committee. 17) A player's age group refers to the age group in which he/she plays for the 2014/2015 season. This requires that he/she was under that age on August 31 st ) No player can be registered for the tournament in an age group that involves players who are two or more years older than himself/herself. 19) Mixed teams of boys and girls are permitted in all age groups at venues under the jurisdiction of the English Football Association. 20) A player can be registered for one team only in the tournament. Once his/her team has been eliminated, he/she can take no further part at any age group. 21) Any team found guilty of breaking rules 17 or 20 will be eliminated from the tournament. 22) Teams will be required to pay a Team Registration Fee to be registered for the ESF Festival of Football. Under no circumstances will the refund of Team Registration Fees be made to teams who withdraw from the tournament. 23) All players to be registered for ESF must be currently registered for that club in their league at home, and teams should bring their own league registration documents with them to the festival to prove that that is the case. Those teams who do not have access to their league registration documents will be required to bring proof of players dates of birth with them to the festival. The only exception to this will be in the event that several of a team's players are unable to attend the festival, leaving that team short of a full squad. In this case, that team would be allowed to bring with them a maximum of two "guest" players, providing that those players are of the 3

4 correct age, and bring proof of their date of birth with them to the festival. Each team must complete and return an ESF Player Registration Form, with full details of all players. The secretary of the club will be required to certify that the details quoted for each player are correct. A passport-size photograph of each player to be registered for the festival by each team is to be attached to the Player Registration Form, alongside the players name and date of birth, which will be embossed by the ESF Festival Committee. A copy of the Player Registration Form will be retained by the ESF Festival Committee for the duration of the festival. In the event of a query about a player's age during the course of the festival, it will be investigated further by the committee in order to verify that his/her date of birth as shown on the Player Registration Form is correct. If this should prove that a false date of birth has been quoted, then the committee will report this to the county football association of the offending club, or in the case of foreign teams, their home international association, for disciplinary action to be taken against that club. All committee copies of the Player Registration Form will be destroyed following the festival. 24) All complaints should be made in writing and handed in at the football administration desk at the holiday centre as soon as possible after the game concerned, and by 7.00 pm on the day of the game at the very latest. Complaints should be addressed to the ESF Festival Committee, whose decision will be final. The committee will not accept complaints relating to referees' decisions. 25) At each venue of the ESF Festival of Football, an ESF Festival Committee will be in place, comprising of ESF Officials. Representatives from participating clubs and match officials may also be co-opted to the ESF Festival Committee if required. 26) Any appeal against a decision of the committee must be made directly to The Football Association within fourteen days, and must be accompanied by a fee of 50. An appeal to an Appeals Board of The Football Association shall be made and be conducted only in accordance with the Rules and Regulations of The Football Association that relate to appeals to an Appeals Board as are in force at the time (see Appendix 1). 27) The ESF Festival Committee shall have the power to deal with any matters arising not provided for in these rules. 28) The ESF Festival Committee reserves the right to amend these rules. However, no rule amendment can be made without prior notice to participating clubs, or during the actual tournament. 29) Public Liability Insurance covering the 2015 ESF Festival of Football has been taken out by the tournament organisers. The committee regret that they cannot accept liability for injuries to players or spectators, or loss of, or damage to property. The committee strongly recommend that all participating clubs should take out appropriate insurance cover for their players and touring party. 30) If anyone is found causing wilful damage to property, the club associated with the offending person(s) will be responsible for him/her, and any damage caused. Should the players, officials or supporters of any team be found to be responsible for misconduct at the holiday centre, that team would be liable to be expelled from the tournament, and required to leave the holiday centre after a hearing before the ESF Festival Committee. 31) All rules not covered above will be as per the F.A. Handbook. 32) The rules of the ESF Festival of Football are binding on all teams taking part. 33) Matches will be played under the rules of the International Football Associations Board (IFAB) (edition 2000) as far as no other article describes anything else. 4

5 5-A-SIDE TOURNAMENT RULES U7 & U8 Boys Age Sections This guide provides the Laws for U7 and U8 boys age sections at the 2015 ESF Festival of Football. Please also refer to pages 2 4 in the General Festival Rules section. Unless otherwise specified in these rules, the Laws of Association Football will apply. Law 1 Playing Area The dimensions of the pitch, which must be rectangular, will be: Maximum length: 40 yards Maximum width: 30 yards The penalty area will extend 9 yards from the goal line and will have a width of 16 yards. There will be no restrictions on the number of players allowed in the penalty area. The penalty mark will be 7 yards from the goal line, opposite the centre of the goal. Halfway Line The field of play is divided into two halves by a halfway line. The centre mark is indicated at the mid-point of the halfway line. This is also used as the retreat line when restarting play with a goal kick. Goal Size The distance between the posts is 12ft and the distance between the lower edge of the cross bar and the ground is 6ft. Law 2 The Ball The ball should be size 3 for U7 and U8 It should be safe and made of leather or another suitable material Law 3 Number of Players The maximum number of players allowed on the pitch at any one time, including goalkeeper, is 5 players per team. A match may not START if either team consists of fewer than four players. The minimum number of players in a team required for a match to CONTINUE is also four. Players must play with and against players only from their own age range, as per Football Association and Competition rules. The age boundaries for each age section at the festival are detailed on the ESF Player Registration Form. 5

6 Each team must not have a squad greater than double the size of the team per age. Therefore, a maximum of 5 substitutes can be nominated for each fixture. Any number of substitutes may be used at any time with the permission of the referee. A player who has been replaced may return to the playing area as a substitute for another player. It is recommended that, where possible, all team members should receive equal playing time, with a best practice recommendation of at least 50% per player for each game. Law 4 Playing Equipment Players must wear shin guards and goalkeepers must wear a distinguishing playing strip. Shin guards must be covered entirely by the socks. Players must wear the appropriate clothing dependant on the weather. Correct footwear must be worn for the surface of the pitch e.g. no metal studs on artificial grass pitches. Law 5 Referees The Authority of the Referee Each match is controlled by a referee who has full authority to enforce the Laws for Mini-Soccer in connection with the match to which they have been appointed. Furthermore, referees should also recognise their role is to facilitate learning of the players, for example, allow young children to take a second attempt at a throw-in if the first is not within the Laws. Law 6 Assistant Referees Assistant referees are not required. Law 7 Duration of the Game The duration of each match will be detailed in the ESF Festival Format document. The half time interval must not exceed 5 minutes. Law 8 Start and Restart of Play Procedure A kick-off is taken at the centre of the playing area to start the game and after a goal has been scored. Opponents must be a minimum of 5 yards away from the ball and in their own half of the field. The ball must be played forward. In Mini-Soccer a goal cannot be scored directly from a start or restart of play. Special Circumstances A dropped ball to restart the match, after play has been temporarily stopped inside the penalty area, takes place on the penalty area line parallel to the goal line at the point nearest to where the ball was located when the play stopped. A goal cannot be scored direct from a dropped ball. Law 9 Ball In and Out of Play 6

7 Law 10 Method of Scoring Law 11 Offside There is no offside. Law 12 Fouls and Misconduct However, in 5v5 Mini-Soccer all free kicks are direct. A free kick is awarded to the opposing team if the goalkeeper: Takes more than 6 seconds to release the ball from his/her hands Touches the ball again with his/her hands after it has been released from his/her possession and has not touched any other player Touches the ball with his/her hands after it has been deliberately kicked to him/her by a team mate Touches the ball with his/her hands after he/she has received it directly from a throw in taken by a team mate For all these offences, the free kick should be taken from the penalty area line, parallel with the goal line, at the nearest point to the offence. Law 13 Free Kicks For all free kicks opponents must be a minimum of 5 yards from the ball. Law 14 Penalty Kicks Position of the Ball and the Players All players except the defending goalkeeper and kicker must be outside the penalty area and at least 5 yards from the penalty mark. Law 15 Throw-ins In addition, U7 and U8 children are permitted to roll the ball underarm with one or both hands into the field of play and it is the player s choice whether to do this. The role of the referee is to also allow young players to learn the game. This may involve letting players take throw-ins again, if incorrect technique is used. The referee should ensure the same player attempts a second time, with guidance and help from the match official. Law 16 Goal Kicks Procedure A player of the defending team kicks the ball from any point within the penalty area. Opponents must retreat to their own half until the ball is in play. The defending team does not have to wait for the opposition to retreat and has the option to restart the game before should they choose to. The ball is in play when it is kicked directly out of the penalty area. Law 17 Corner Kicks The opposing players must remain at least 5 yards from the ball until it is in play. All other normal rules apply, as per Laws of Association Football. 7

The centre mark is indicated at the mid-point of the halfway line. Goal Size The distance between the posts is 16ft and the distance between the lower edge of the cross bar and the ground is 7ft. Law 2 The Ball The ball should be size 4 for U11 U12 It should be safe and made of leather or another suitable material Law 3 Number of Players The maximum number of players allowed on the pitch at any one time, including goalkeeper, is 9 players per team. A match may not START if either team consists of fewer than six players. The minimum number of players in a team required for a match to CONTINUE is also six. 12

18 REGULATIONS FOR FOOTBALL ASSOCIATION APPEALS COMMENCEMENT OF APPEAL 1.1 An appeal shall be commenced by lodging a notice of appeal ( the Notice of Appeal ) with The Association. 1.2 The Notice of Appeal shall be lodged within 14 days of the date of notification of the decision appealed against. In the case of an appeal from a decision of a Regulatory Commission, the date of notification of the decision shall be the date of the written decision or, if applicable, the date of the written reasons for the decision. In relation to any other decision, the relevant date shall be the date on which it was first announced. 1.3 The Notice of Appeal must: (1) identify the specific decision(s) being appealed; (2) set out the ground(s) of appeal and the reasons why it would be substantially unfair not to alter the original decision; (3) set out a statement of the facts upon which the appeal is based; (4) save for where the Appellant is The Football Association, in which case no deposit will be payable, be accompanied by any deposit prescribed by the relevant Rules of The Association or Regulations. Where an appeal is lodged by fax or or other electronic means, the deposit must be received not later than the third day following the day of despatch of the fax, or electronic notification (including both the day of despatch and receipt); (5) where appropriate, apply for leave to present new evidence under 2.1 below. 1.4 The grounds of appeal available to The Association, shall be that the body whose decision is appealed against: (1) misinterpreted or failed to comply with the rules or regulations relevant to its decision; and/or (2) came to a decision to which no reasonable such body could have come and/or (3) imposed a penalty, award, order or sanction that was so unduly lenient as to be unreasonable 1.5 The grounds of appeal available to Participants shall be that the body whose decision is appealed against : (1) failed to give the appellant a fair hearing and/or (2) misinterpreted or failed to comply with the rules or regulations relevant to its decision; and/or (3) came to a decision to which no reasonable such body could have come and/or (4) imposed a penalty, award, order or sanction that was excessive Where an appeal is brought against a decision of a Regulatory Commission by FIFA, UKAD or WADA pursuant to the Doping Regulations, any and all of the appeal grounds set out at Regulations 1.4 and 1.5 above may be relied upon. 1.6 Once an appeal has been commenced, it shall not be withdrawn except by leave of the Appeal Board, with such order for costs as the Appeal Board may consider appropriate. APPEAL PROCEEDINGS 2.1 An Appeal Board shall proceed as set out below. 2.2 Reference to a party or parties means: (1) the appellant (the Appellant ); and (2) the respondent (the Respondent ), which shall be either the Participant and/ or The Association in the case of an appeal against a decision of the Regulatory Commission, or the Affiliated Association or Competition whose decision is appealed against (the Respondent ). 2.3 The Association, whether acting as Appellant or Respondent, shall nominate an individual or individuals to represent it before the Appeal Board. 2.4 The Respondent shall serve a written reply to the Notice of Appeal (the Reply ) on an Appellant and the Appeal Board within 21 days of the lodging of the Notice of Appeal. Where appropriate, the Reply must include any application for leave to present new evidence under 2.6 below. 2.5 The parties shall be entitled to make oral submissions to the Appeal Board but an appeal shall be by way of a review on documents only, without oral evidence, except where the Appeal Board gives leave to present new evidence under 2.6 below. Appeal Board proceedings shall be conducted how, when and where the Appeal Board considers appropriate. Reasonable notice shall be given by the Appeal Board of the date, time and venue of the appeal. An Appeal Board shall not be bound by any enactment or rule of law relating to the admissibility of evidence in proceedings before a court of law. An Appeal Board shall proceed as follows 18

19 2.6 The Appeal Board shall hear new evidence only where it has given leave that it may be presented. An application for leave to present new evidence must be made in the Notice of Appeal or the Reply, setting out the nature and the relevance of the new evidence, and why it was not presented at the original hearing. Save in exceptional circumstances, the Appeal Board shall not grant leave to present new evidence unless satisfied with the reason given as to why it was not, or could not have been, presented at the original hearing and that such evidence is relevant. The Appeal Board s decision shall be final. 2.7 The chairman of an Appeal Board may upon the application of a party or otherwise, give any instructions considered necessary for the proper conduct of the proceedings, including but not limited to: (1) extending or abridging any time limit; (2) amending or dispensing with any procedural steps set out in these Regulations; (3) instructing that a transcript be made of the proceedings; (4) ordering parties to attend a preliminary hearing; (5) ordering a party to provide written submissions. The decision of the chairman of the Appeal Board shall be final. 2.8 The Appeal Board may adjourn a hearing for such period and upon such terms (including an order as to costs) as it considers appropriate. 2.9 The Appellant shall prepare a set of documents which shall be provided to the Appeal Board and Respondent at least seven days before the hearing and which shall comprise the following (or their equivalent): (1) the Charge; (2) the Answer; (3) any documents or other evidence referred to at the original hearing relevant to the appeal; (4) any transcript of the original hearing; (5) the notification of decision appealed against and where they have been given the reasons for the decision; (6) any new evidence; (7) The Notice of Appeal; (8) The Reply. Where the Regulatory Commission or other body appealed against has not stated the reasons for its decision, either (i) the Appellant shall request written reasons from that body which shall be provided to the Appeal Board; or (ii) the Appeal Board shall require that a member of the body that made the decision shall attend (in which case, questions may be put by the Appeal Board at a hearing to satisfy itself as to the reasons for the decision. Cross-examination by the Appellant or Respondent shall not be permitted. Representations may be made by the parties to the Appeal Board who may then put questions to the member of the body that made the decision) Appeal hearings shall be conducted how, when and where the Appeal Board considers appropriate. Reasonable notice shall be given by the Appeal Board of the date, time and venue of the appeal. Where an application to present new evidence has been made, the party making the application shall address the Appeal Board in support of the application and the other party may respond; the Appeal Board shall then determine whether or not it will receive the new evidence. The following procedures shall be followed at an appeal hearing unless the Appeal Board thinks it appropriate to amend them: (1) The Appellant to address the Appeal Board, summarising its case; (2) Any new evidence to be presented by the Appellant; (3) The Respondent to address the Appeal Board, summarising its case; (4) Any new evidence to be presented by the Respondent; (5) Each party to be able to put questions to any witness giving new evidence; (6) The Appeal Board may put questions to the parties and any witness giving new evidence at any stage; (7) The Respondent to make closing submissions; (8) The Appellant to make closing submissions The Appeal Board shall proceed in the absence of any party, unless it is satisfied that there are reasonable grounds for the failure of the party to attend, and shall do so in such manner as it considers appropriate The Appeal Board may, in the event of a party failing to comply with an order, requirement or instruction of the Appeal Board, take any action it considers appropriate, including an award of costs against the off ending party. APPEAL BOARD DECISIONS 3.1 A decision, order, requirement or instruction of the Appeal Board shall (save where to be made under the Rules of The Association by the chairman of the Appeal Board alone) be determined by a majority. Each member of the Appeal Board shall have one vote, save that the chairman shall have a second and casting vote in the event of deadlock. 3.2 The Appeal Board shall announce its decision to the parties as soon as practicable in such a manner as it considers appropriate; and unless it directs otherwise, its decision shall come into effect immediately. 19

20 3.3 The Appeal Board shall have power to: (1) allow or dismiss the appeal; (2) exercise any power which the body against whose decision the appeal was made could have exercised, whether the effect is to increase or decrease any penalty, award, order or sanction originally imposed; (3) remit the matter for re-hearing; (4) order that any deposit be forfeited or returned as it considers appropriate; (5) make such further or other order as it considers appropriate, generally or for the purpose of giving effect to its decision. (6) Order that any costs, or part thereof, incurred by the Appeal Board be paid by either party or be shared by both parties in a manner determined by the Appeal Board. 3.4 Decisions of the Appeal Board shall be final and binding and there shall be no right of further challenge, except in relation to appeals to CAS brought by FIFA or WADA pursuant to the Doping Regulations. OTHER COSTS 3.5 Any costs incurred in bringing, or responding to, an appeal shall normally be borne by the party incurring the costs. In exceptional circumstances the Appeal Board may order one party to pay some or all of the other party s costs. Such costs will not include any legal costs. Any applications for such costs must be made at the Appeal Board and must include details of the exceptional circumstances. WRITTEN DECISION 3.6 As soon as practicable after the hearing, the Appeal Board shall publish a written statement of its decision, which shall state: (1) the names of the parties, the decision(s) appealed against and the grounds of appeal; (2) whether or not the appeal is allowed; and (3) the order(s) of the Appeal Board. The written statement shall be signed and dated by the chairman of the Appeal Board and be the conclusive record of the decision. 3.7 The Appeal Board shall, upon the request of the Appellant or the Respondent (such request to be received at The Association within three days of the date of the announcement of the decision), give written reasons for the decision. 20
