4 This profile of the SNSW Membership, from the 2013 Annual Report, shows a distribution ib ti of the Age of our Membership. Key features: Bulge 5-12 years then a drop off in membership. It is probably reasonable to assume these are Swimmers, Next Bulge is 36 to 60. It is probably reasonable to assume these are nonswimmers Compare this to the number of Technical Officials by Age. Key features: Accreditation guideline is High School age, hence Tech Officials from 13 years onwards, The growth in Technical Officials Numbers 17 to 20 years is contrary to drop off in membership, There appears to be a correlation in Technical Official numbers & those that are probably parents, There appears to be a correlation to the drop of membership 51 to 60 years for both Membership & Technical Officials Probably more relevant is the % of members that appear to be Technical officials. It would appears to be reasonable to assert that Membership retention appears to be higher for Technical Officials. 4
5 It is suggested that Officiating Pathways is an opportunity to increase total membership, by retaining people in the sport. In particular, in the 17 to 35 years age groups. Could this potentially provide a pathway back to Swimming for the children of these people in future years? In summary: As above, Membership retention 17 to 35 years would appear to be an opportunity for SNSW S (Officiating Pathway) This is not inconsistent with strategies employed by other sports. Cricket, for example, Paul Riefel has undergone an accelerated pathway to International Appointment, Steve Roach from SA is another. CA have Shaun Craig on the 2013 NOS, it is expected he will make the National Panel for Other Some other stats t included d for information. Of personal interest t is the slightly higher number of female officials, but as officials age, the relativity changes (i.e. female participation appears to fall away). Is this a lag associated with times when officiating was more dominated by males? Or is it that there is still male dominance? It would be interesting to further numbers of female Referees & Starters, at L1, L2 & L3, to search for trends. 5

7 A word of caution. When we use Athletes, ex-athletes or any younger person. The (ex-) athletes understand the sport & are probably better at understanding what is happening than the older officials. Older officials need to respect & acknowledge those athletes that choose the officiating pathway. Be aware of patronising these people, show trust in their capabilities, given them opportunities. And understand their needs - such as more of a need for variety. 7
8 Hopefully this illustration is not new to you Interestingly this shows General Principles as being the first module in the journey. <INVITE PARTICIPATION AGAIN - BRIEFLY> Can I have a show of hands who actually assesses people for this competency? Or even considers it? How many are aware this can be done on line? How important is this module? My personal opinion if you can not get on with people, you shouldn t be an official this is all about helping & interacting with people, managing situations and yourself. The competency can be assessed during the first few credentials. It may be considered this competency is subconsciously evaluated during the each assessment <BRIEF DISCUSSION AROUND THE CHART> 8
9 Key elements of this chart There is nothing prescriptive about which credentials come first, other than The pre-requisites to Level 1 Referee & Level 1 Starter (Timekeeper => Chief Timekeeper seems logical. What about Check Starter => Starter? How many actually enforce this? Is this important?) The certificated courses do not have pre-requisites nor appear to be requirements for other credentials. However, consideration is suggested: Announcer especially at State level and higher Should have a very sound appreciation of the conduct of the meet, Advantageous to be a referee with a sound knowledge of the rules, AOE Operator Advantageous to have a sound appreciation of The conduct of a meet and the layout of a pool, The roles and functions of: Timekeeping, Check Starting & Starting Recording, Pool Deck Protocols, Refereeing Conversely, it would be advantageous to Level 2 Referees to have at least an appreciation of AOE Operator Meet Manager Computer is not mentioned. Should Recorders & Referees have at least a working knowledge & appreciation of the operation of this software? The Self Management for Advanced Technical Officials, before moving to Level 2 Starter / Referee (discuss later) The Pathway to Open Water is via Pool Swimming The Specialist Extension for SWD is shown as shown as an alternative path. However, advanced officials may also consider this to be a very good training ground, for State & National level officiating 9

16 This module covers: Physical preparation Swimming officials are considered Static officials. None-the-less, a JOS could walk 10-15km a day meet, an IT 200+ sitting up, step up, step down, sit down down. There is a correlation between fitness & better decision making We walk on hard surfaces (concrete / tiles). Who ends up with tight or sore calf muscles after a session on pool deck? Preparing for meets equipment, clothes, getting therefore Developing & Monitoring Mental Skills Motivation Goal Setting Anxiety / nerves excitement. It could be considered that a person that is not excited, may not be interested or even consider the meet ho-hum. I rationalise my nerves as this is important to me. Perhaps those that claim not to be nervous should consider if they should be there. Balancing nerves ensures an appropriate level of arousal, Time management very important, striking a balance between an appropriate time frame to consider a decision, being impulsive and procrastination. It is also vital, where there are big meets, or meets at outdoor venues at the mercy of fickle & changing weather, that events & heats are pushed through with appropriate speed. Long meets are not conducive to athlete & parent participation seconds per heat, by 200 heats, adds up to an extra ~ 35 minutes to an already long day. 16
17 Self Analysis & Development Self concept / awareness know yourself, then understand yourself, Self analysis Mentor Workshop peers / friends Officiating diary Video Analysis This module is probably best undertaken with a group of like-minded officials, in a workshop scenario. Other resources officials could call on include Mentors, Level 3 Referees / Starters, Referees / Starters that are on a current FINA list or have been on a FINA list, or a SAL Assessor. This is an example of Video Self Analysis using FPV, or First Person Video With the permission of my own Club, the host Clubs & Area Management, I have used the video glasses provided under the National Officiating Scholarship to record my Refereeing and starting at a number of Club Nights, Qualifying Meets and Area Meets. Ideally, this video would be supplemented by someone in the grandstand videoing me during each race, as well as coming behind me & looking over my shoulder to record what the camera would see from the same apparent position. This camera is recording from the bridge of my nose effectively a direct line in front of my eyes. It is a useful tool for checking, amongst other things, how I position my head. Indeed, my first trial use of FPV was during my Karate Kata, to ensure my head was looking straight ahead & not down, with my eyes looking up. 17
18 This is just one aspect of the self analysis where my head is pointing. In the first still (page 17), I am using my peripheral vision to observe lane 1. This appeared to be a consistent theme when I analysed my performances during May. I worked on this late May & early July, at Club Night and some other Qualifying meets. The second still (page 18) is where I was consistently positioning myself during the Coast & Valley Championships, just 4 weeks after the above still. This is short section of a video I have taken to review my performance, here a 100 metre breast stroke race There has been a quick scan of the swimmers & the check starter is observed to be in position. At the start, after I have blown the whistle, my head drops slight just before I hand over. I have used my peripheral vision to check the scoreboard comes up with the correct event & heat. After the start the swimmers are watched until their heads break the water, there is a look to check the clock is running there is another glance to check the noneexistent ITs & CIT, then the JOS are watched, with my head generally watching the JOS. The first turn is observed, followed by a scan across the non-existent ITs & CIT, & continual glances to the JOS. 18
19 The swimmers are followed to the turn, the re is a quick scan to check the timekeepers have not got up early, the non-existent ITs are in position, the next heat is behind the blocks, the touches are checked on the scoreboard, there is a scan across the non-existent ITs & Chief IT. The scanning of JOS continues, through to the final turn, again checks of non-existent ITs. The swimmers are followed to the finish, the timekeepers are observed to be getting ready for the finish, the non-existent ITs are checked, the places are observed, the no-existent start end ITs, JOSs 3 & 4, non-existent turn ITs, JOS 1 & 2, for any late reports, nod to AOE / Recording, next 4 places check, scan of competitors for next heat, check of check starter, confirm with starter the start system is ready, and the next heat is blown onto the blocks. For level 3 & higher referees, there are some further, more subtle, opportunities to improve performance based on this video 19
20 Level 3 Referees and Starters are the source of the next FINA-listed Referees and Starters. Demonstrated commitment by regular attendance at National-level meets, is considered a prerequisite. It provides opportunities for / exposure to Demonstrated commitment to be available Commitment to travel Nominees for every position at National Meets should be at least Level 1 Referees National Appointing Body (TMAC) to observe how an official interacts with other officials. TMAC Manager is invariably the Technical manager for each Meet Networking for further Personal Development of the officials (e.g. potential Interstate Mentors). Note the comments in the video by Stephanie. During my 2013 NOS, I can honestly say Queensland have been outstanding in their support of me as a scholarship holder Workshopping & discussing relevant officiating matters & issues, with new set of Officials Developing a familiarity with working at higher level Working with (initially) unfamiliar people & developing a rapport with these people More experienced Higher level l officials i Level 2 from other States, Level 3 & FINA (& ex-fina) Listed Different Venues / Pools Will have a full complement of officials, including Reserve Officials Different Swimmers / Coaches <2-3 minute invite one of the current FINA Referees to talk on key differences, in the context of National Open Long Course> 20
