1 LAKE LEMON REGATTA 2018 Bloomington Yacht Club SAILING INSTRUCTIONS Rules: The Regatta will be governed by the current issue of the Racing Rules of Sailing (RRS) except as modified by the Notice of Race or these Sailing Instructions, in which case the latter shall prevail. Entry: Competitors who have completed their registration form and paid the designated fees are eligible to participate in this regatta. Notice to Competitors: Notices to Competitors will be posted on the Bulletin Board to the right of the BYC clubhouse door. Changes in the Sailing Instructions: Any changes to the Sailing Instructions will be posted before the Harbor Signal on the day that the change will take effect, except any change to the schedule of races on Sunday will be posted by 8:00 PM on Saturday. Schedule of Races: Races will be sailed with no scores excluded (no throw outs). No race will be started after 4:30 PM on Saturday or 12:00 Noon on Sunday. Order of Class Starts will be announced at the Competitor s Meeting. There will be a one minute interval between the Start Signal of one class and the Warning Signal of the next class. 2 Classes: If the Y-Flyers sail their last Mid America Cup Regatta at this regatta, they will start separately and will be scored separately throughout the regatta. Any other classes for which there are eight (8) or more entries prior to the Competitor s Meeting will also be started and scored separately. All other entries will be divided into A and B fleets, based on their overall length of more or less than 14 feet. The A and B fleets will be started after the other classes and will be scored by their finish times as corrected by the Portsmouth Handicap Yardstick. Class Flags: A Class Flag for each Class will be described and/or be exhibited at the Competitor s Meeting. The Class Flag will then be used as the Warning Signal Flag for that Class. Signals Made Ashore: Signals made ashore will be displayed from the Race Committee boat, either in the BYC harbor or alongside the BYC dock. When the AP flag is displayed ashore 1 minute is replaced with not less than 20 minutes in the Race Signals AP. This changes RRS Race Signals. The Harbor Signal will be the Race Committee flag (red letters R C on a white field) displayed from the Race Committee boat, either in the BYC harbor or alongside the BYC dock. This flag accompanied by one sound from the Race Committee boat indicates the next Warning Signal will be at the Starting Line in approximately 30 minutes. This Harbor Signal also ends the postponement previously initiated with the AP flag. Signals Made From The Committee Boat The Race Committee will fly Code Flag L when the timing for a race start is about to begin. The lowering of Code Flag L will be accompanied with 4 horn sounds, one minute before the Warning Signal. If the Race Committee signals Postponement, General Recall, or Abandonment, the lowering of those signal flags will be with 4 horns, one minute before the next Warning Signal. Racing Area: Races are to be held on Lake Lemon, between the BYC shoreline and the opposite north shore, and generally within one-half mile east and west of the Bloomington Yacht Club facility.

3 Course: Courses will be Modified Olympic (triangle-windward-leeward-windward) or Windward- Leeward-Windward with extra legs added as weather and time permit. The Starting Line/Finish Line will be approximately mid-way between the windward and leeward marks. The Starting Line/Finish Line is not sacred it can be crossed at any time during the race. The various classes may or may not race the same course. The designated course for each class will be displayed on the Race Committee boat throughout its start sequence. For example, a display of Δ W L W indicates a modified Olympic course once around the triangle followed by a windward/leeward/windward lap. A display of W L W L W indicates twice around the windward/leeward/windward course. Unless otherwise indicated, all marks are to be left to Port. Marks: Marks of the course will be inflated Orange Balls and displayed at the Competitor s Meeting. Gate marks will not be used. The Starting Line/Finish Line will be between the R C flag displayed at the front of the Race Committee boat and an inflated Orange Ball at the pin end. Check In: Prior to the Warning Signal for the first race of the day in which it intends to compete, each boat shall sail by the Race Committee boat, and hail its sail number, and check in as a starter, until acknowledged by the Race Committee. The Start: Races will be started using RRS 26, 5 minute cycle. The Starting Line will be between the RC flag displayed at the front of the Race Committee boat and an inflatable ball at the pin end. Boats whose Preparatory Signal has not been made shall keep clear of all boats in the starting area (eight boat lengths from the Start Line in all directions) whose Preparatory Signal has been made. A boat starting more than five (5) minutes after its Start Signal shall be scored Did Not Start (DNS) for the race. This changes RRS A4.

4 Recalls: Individual Recalls will be signaled in accordance with RRS 29.1 In addition, the Race Committee will attempt to hail the sail numbers of each recalled boat. Failure of a boat to receive the hail, failure of the Race Committee to hail the recalled boat s sail number, or promptness of the hail shall not be grounds for Redress. Changes of the next leg of the Course: Because of the relatively short courses and multiple classes sharing the same course or portion of a course, the Race Committee will not change the position of marks after the Warning Signal for the 1 st class to start. If necessary, mark locations will be changed between races. The Race Committee may shorten the race course by displaying the S flag at a mark indicating the beginning of the new last lap of the race, ending at the Race Committee from the direction of the mark where the S Flag was flown. This changes RRS 32.1 The Finish: The finish line shall be between the R C flag on the Race Committee boat and the Orange Ball at the pin end. Upon finishing, boats must keep clear and not interfere with boats not yet finished. They should sail on the starboard side of the committee boat, outside the triangle made by the course marks. Time Limit: The time limit for the first boat to reach the first mark is 30 minutes. In any class, if no boat has reached the first mark within this time limit the race will be abandoned. The time limit for all boats to finish in each class race is 2 hours. In any class, boats not finishing within this time limit will be scored Did Not Finish (DNF) and receive one more point than the number of finishers. This changes RRS 35 and A4. If a boat is in or near last place and is unduly delaying the start of another race, the Race Committee may terminate the race and score that boat in the place it would have finished in the opinion of the Race Committee based on the boats position at the time the race is terminated.

5 Protests and Requests for Redress: A boat intending to protest an incident in the racing area shall notify the Race Committee of its intent to protest after crossing the finish line and while still in the area of the Race Committee. The Protest Committee will not hear any protests not so reported. This is in addition to RRS 61.1(a). Protest forms are available in the BYC clubhouse. Protest time ends 30 minutes after the docking of the Race Committee boat. Scoring: The Low Point Scoring system of RRS Appendix A will be used. A DNF will be scored as one (1) point more than the number of boats starting that particular race. A DNS or DSQ will be scored as one (1) point more than the number of boats entered in the regatta for that particular class. This changes RRS Appendix A 4.2. The regatta score will be the sum of all its race scores including DNF, DNS, and DSQ scores. There are no throw-out races. One or more completed races constitute a complete regatta. Scoring for the Y-Flyer Fleet will be in accordance with the Y-Flyer Class scoring rules. Awards: Prizes will be awarded in accordance with the Notice of Race (NOR) depending on the number of participants in each racing class. Disclaimer of Liability: Competitors participate in this Regatta entirely at their own risk. See RRS Rule 4, Decision to Race. The organizing authority, the Bloomington Yacht Club, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after this Regatta.
