2 Background Every year around 19,000 cyclists are killed or injured in reported road collisions Number of cyclists killed increased by 10% from 107 in 2011 to 118 in 2012 Cyclist traffic levels estimated to have risen by 1.2% over the same period Most (92%) of these collisions involve another vehicle Almost two thirds of cyclists killed or seriously injured were involved in collisions at, or near, a road junction, with T junctions being the most commonly involved. Around 80% of cycling collisions occur in daylight Fifth of cyclists injured in serious collisions have been hit by HGVs Most cyclist and Heavy Goods Vehicle (HGV) collisions happen when vehicles turn left at traffic lights or other junctions. In London, HGVs were involved in 53% of cycling fatalities in 2011 despite making up just 4% of the traffic. Study by Transport for London (TfL) showed cyclists involved in collisions with HGVs are 78 times more likely to be killed than those hit by a car.
3 Introduction to New Approach Fed up with lack of a clear and coherent approach being taken by bodies in London to issue of cyclist and HGV collisions A lot of different technologies and methods being promoted which fundamentally disagreed with e.g. cyclist tagging Researched various existing technology for dealing with issue but did not find a comprehensive system that really worked for HGV and cyclist Decided on pulling together a more bespoke package of measures that sought to meet ALL needs Safety Shield Systems came forward as willing partner to build and trial new bespoke package Funding provided by Transport for London to develop the measures Wanted a full proof and intelligent solution that worked in 100% of all situations
4 Ealing Council 6 Month Trial Launched trial in November 2013 Built in a number of features including: Detection and Collision avoidance Lane departure warning Speed monitor and warning Headway monitoring for the vehicle Full 360 degree bird s eye view camera Full telematics system
5 Detection and Collision avoidance for front and left hand side of the vehicle, which only recognised Pedestrians, Cyclists & Motorcycles Collision Warning System
6 Forward Collision Warning To prevent forward collisions in both urban, motorway and all other environments, the Cycle Safety Shield constantly scanned the front of the vehicle to detect anything that may be in its path, including cyclists. If anything was detected and a collision was imminent, the system visually and audibly warned the driver
7 High Beam Control At night, the blinding high beams of approaching vehicles can be not only annoying but dangerous too. To prevent this and allow drivers to use their high beam safely, the Cycle Safety Shield detected oncoming traffic and automatically lowered headlights quickly and effectively
8 Lane Departure Warning Careless lane departures can cause serious accidents, particularly when a driver moves out without indicating. So to prevent collisions, the Cycle Safety Shield read road markings and detected when a vehicle changed lanes without the driver indicating. By sounding an alarm and providing a visual prompt, the system helped focus the driver s attention on the manoeuvre and ensure they alerted other road users of their intentions.
9 One further feature of the Cycle Safety Shield was its Speed Monitoring function. Whatever roads the driver was travelling on, the system kept the driver informed of the maximum speed limit that applied and alerted them should this be exceeded. Speed Monitoring
10 360 Degree Birds Eye View The trial included an innovative 360 degree, 'lookdown' camera system, providing operators with a complete view around the vehicle, eliminating all blind spots. CSS 360+ met/surpassed FORS, CLOCS, Crossrail, Skanska and all other compliancy standards for camera systems. The easy to interpret 'look-down' display, was always displayed helping the driver to manoeuvre in difficult situations and ensuring excellent situational awareness. Additionally, the monitor also displayed a single camera view, in the RH window, which was triggered automatically, i.e. a side-view camera was displayed when indicating, ensuring no blind-spots, and the rear camera was displayed when reversing (the rear camera is also the default RH view).
11 Delivery of Warnings Driver ONLY ALERTED when there is an imminent collision Given up to 2.7 seconds to take evasive action External alert on the outside of vehicle
12 Results of 6 Month Trial Over forty thousand detections by the system of a (PCM) over the trial period BUT the driver was only alerted with an audio and flashing display 15 times during the same period Data showed that the majority of serious collision alerts which were given to the driver (telling them to break) happened on the left hand side of the vehicle when either travelling straight or turning left The driver during the trial reported that the system helped improve his driving by eliminating bad habits, was not annoying like other systems that repeatedly picked up all inanimate objects compared to other standard detection systems on the market, helped avoid several collisions as it gave him time to brake after being warned. The Cycle safety shield potentially stopped 15 serious collisions happening between the HGV and a PCM. Overall vehicle fuel efficiency improved by 8% throughout the trial period Overall safety rating (driver behaviour) improved by 20% throughout the trial period with the driver s behaviour significantly improved in speed reduction, forward collision warnings reduced, lane departure warnings reduced and collision avoidance alerts reduced. The driver s behaviour significantly improved with less aggressive braking and acceleration and less alerts compared to miles driven. By improving the style of driving, fuel efficiency also improved with an estimated 1,000 per year in fuel savings from the improved driver behaviour

14 Driver Feedback - Key part of trial - At start of process driver survey was undertaken to understand current issues and concerns - Selected one driver for whole of six month trial - Informal feedback after three months, full interview after six months - Luke Brown, the Murrills Construction Ltd driver, who drove the vehicle during the trial, commented The system does help with my daily driving and the more I drive with this system the more I am losing my bad habits.
15 Outcomes Since Trial Ealing Council rolled out system to entire main contract fleets Over 100 vehicles fitted System received national and international coverage and awards including the TIDE 2015 Award for Most Innovation Transport Borough Big companies now fitting system including Sainsburys and ASDA European Bus Trial underway Further Development of Software and Options underway
16 Parallel Initiatives Exchanging Places Programme - The Council has trained over 150 goods vehicle drivers since 2013/14. This programme started with main contractors - Murrill Construction and Enterprise but now extended to other freight operators in the Borough. Updated Contracts linked to driver checking, performance and vehicle specification FORS - Worked with Murrill Construction to get them to GOLD Accreditation Freight Officers Working Group Piloting and leading positive change Road Safety Plan - Producing an annual full report on work and trends 20mph Pilot Trial starting summer 2016
17 More Recent Changes and Trials Data software displays potential accident hotspots in real time using the alerts created by the cycle safety shield. The system will show areas of concern with regards to potential collisions with Cyclists, pedestrians or motorcycles and display them on a street map. The end user can click on the hotspot and display the street view. This will help try and determine the reason for the alerts. In the instance displayed above cyclists were being made to swerve into the path of traffic when doors were being opened on the parked cars.
