2 Chairman s Report 2013 Season 2013 Season I think many will agree with me that the 2013 fishing season is one better forgotten. For those who like the raw statistics, the total salmon and grilse catch at 1541 was just under 57% of the running 10 year average with the higher proportion of the reduction reflected in a grilse catch which was 43% of average at 496while salmon catch managed 66% at None of this will surprise those of you who know the river. The Findhorn, particularly the middle and upper sections, has always been dependant on reasonable water levels and in 2013 the sun came out at the end of April and stayed out until after the end of the season with a predictable effect on river levels right through the summer and early autumn. There were some high points, perhaps the most notable being a spring week on the Darnaway Home Beat which produced over 20 fish including one of 40lbs and 2 in the 30lb bracket (all three fish returned). Overall, however, 2013 will not go down as a classic year. Given the conditions, it is difficult to know whether the low catches in 2013 reflect a real drop in fish in the river or are more a function of the water levels that prevailed. Being an optimist I am inclined to the latter view. The Findhorn Nairn and Lossie Trust samples juvenile stock in its rivers on a rolling basis and it is the Findhorn s turn in 2014; that survey will give us a much more accurate picture of the true health of the system. Conservation Code Release rates achieved in the 2013 season were: Salmon 76%. Grilse 68% Sea Trout 68%. Evidence is becoming increasingly strong that the early running fraction of the salmon population has, for reasons we do not fully understand, reached a level that may not be self-sustaining. As many of you will be aware, ASFB is now recommending that all fish caught up to the 15 th May should be released and this recommendation has been included in the Board s conservation code for In addition, the Trust will be collecting data which will help the board assess whether further action is required. Hatchery Following the decision to mothball the Lethen hatchery in 2013 a change of ownership means that the Tomatin hatchery will no longer be available to the Board. As it happens, this has coincided with further evidence that questions the rationale for running hatcheries and the Board has decided that is should maintain the Lethen hatchery on a care and maintenance basis only for the moment. AGM The AGM was held at Logie Steading on the 21 st August and was attended by 9 proprietors. The tri-ennial elections were held and the following are now members of the Board: Upper proprietors - Andrew Howard, Diana Usborne, Ewen Brodie, Julie Balgonie, Colin Cawdor, Philip Mackenzie, Alistair Gordon Cumming, Rob Hoskin, Alasdair Laing, Lower proprietors - Anthony Laing (Findhorn Salmon Fishings), David Sneddon (Forres Angling Association). 3 FINDHORN DISTRICT SALMON FISHERY BOARD 2014 CONSERVATION CODE RELEASE Anglers must release: All fish caught up to 14 th May inclusive From 15 th May: All fish over 9lbs / 28 inches (4 Kg / 72 cm) All coloured, stale and gravid fish As many hen fish as possible All sea trout RELEASE RATE Anglers are asked to achieve a minimum of: 70% of all fish caught from 15 th May. KEEP RATE Guidance only; Release Rate above should take priority A maximum of 1 salmon (under 9lbs) or 2 grilse (fish under 4lbs) per rod per 6 days. METHOD Before 1 st May fly fishing is encouraged. Most beats are fly only all season. From 1 st May it is mandatory. Pinched or barbless hooks are recommended. Avoid using triple hooks.

4 6 SIMPLE STEPS: Use the strongest practical nylon cast to aid quick landing of fish. Long playing leads to the build-up of harmful metabolites such as lactic acid which kills fish even after they appear to swim away unscathed. Use single or double hooks but avoid using triple hooks. Pinch the barbs by carefully crimping them with slim-jawed pliers. This is better than using barbless hooks. Try and plan your release strategy as you are playing the fish - think where the best area would be to net or beach, unhook & release your fish. Avoid sandy beaches and silty bays, and where there are extensive areas where the water depth is shallower than the depth of the fish. Take great care in handling fish. It helps if there are two of you so try and fish in pairs. Do not pick the fish up by the tail and carry it to the bank for unhooking purposes. If possible use a wide-mouthed small knot-less mesh net to minimise handling and remove the hook and release the fish while still in the water. Wet the hands first or use surgical gloves and wet them as well, avoid the gill area, do not squeeze the stomach and take care not to rub off scales. Turning the fish upside down will often prevent it from struggling. Use your knees or the river bank to keep the frame of the net level and just above the water surface. Use long-nosed artery forceps or slim-jawed pliers for removing hooks. Try to minimise out of water and handling times. Return the fish as quickly as possible. Some photographers keep fish out of the water far too long, considerably reducing their chances of recovery. Support the fish until it has recovered enough to swim away.

6 Findhorn, Nairn and Lossie Fisheries Trust Progress 2013 R. Laughton Findhorn, Nairn and Lossie Fisheries Trust, Logie Steading, Dunphail, Forres, Morayshire, IV36 2QN. Tel: Mob: Web The Findhorn, Nairn and Lossie Fisheries Trust promote sustainable management of river resources and fish populations through research, restoration and education. To achieve this, the Trust works closely with the District Salmon Fishery Board for each river, and other relevant organisations. A charity and company limited by guarantee, the Trust relies on grants, donations and fundraising to implement projects. A key element of the Trust s work is in implementing the Fishery Management Plans (FMP) for each river. These describe the current state of each river and fishery, describe current issues and identify and prioritise actions needed to improve the rivers and fisheries. The plans were developed using funding from Scottish Government and the Rivers and Fisheries Trusts Scotland (RAFTS) and copies can be downloaded from The Trust reviews the FMPs each year. Based on this review, progress made in the most recent year, and emerging issues, the Trust chooses projects to focus on in the next year. The Trust s first FMPs were written in 2010; thus much of the work to be done involves finding out more about the status of the rivers and the salmon, sea trout and other native fish populations. This reports details activities carried out on the River Findhorn during 2013 and where this relates to the fisheries management plan is shown in brackets. Further details of the work of the Trust on the Nairn and Lossie can be found on Juvenile Salmon and Trout Stock Assessment (FMP3.1) Electrofishing surveys have been carried out on the River Findhorn and its tributaries from 1997 up to 2011 and a full catchment wide survey is planned for These surveys provide valuable data on the distribution and abundance of juvenile salmon, trout and other fish within the Findhorn and its tributaries. Contract surveys relating to wind farm developments were carried out during Adult Salmon and Trout Scale Collection (FMP2.1) Basic data from salmon and trout catches is still an important component to managing a river. Catch data is routinely collected for the Findhorn but data from scales, weight, sex ration, fishing effort etc is often absent. Scales in particular provide an important insight into the age structure of the fish population and its growth rate. In time this can also provide an insight in changes in run time and growth within the river and/or the sea perhaps reflecting changes in ocean or climate conditions. A few scales form adult salmon have been collected from the Findhorn but to date no concerted effort has been made to build up a good collection of scales from across the length of the river and throughout the season. In 2013 scale packets were distributed to several beats on the river and anglers were encouraged to collect scales from any salmon retained. Over 40 salmon samples have been submitted, which represents a good start given low flows and generally the poor fishing conditions throughout the season. The Findhorn Board have generously agreed to purchase scale reading equipment and these scales will be examined in the New Year to determine their age structure. Further scale packets will be distributed during the 2014 season. Stocking and Hatchery (FMP5.2) Salmon progeny raised in the hatchery at Corrievorrie hatchery were planted out in to the Allt na Frith in Tomatin. Follow up electrofishing surveys were completed in October 2013 but results indicated only low numbers of salmon fry present, although sampling conditions were poor which may have reduced the success of the survey. There has been a considerable debate as to the success of hatcheries and their contribution to the stocks and fisheries of salmon rivers. During October 2013 the FNLFT provided the Board with a review of hatchery information from earlier work on the Findhorn and a summary of finding from other Scottish rivers. Although some small increases in juvenile salmon were noted after the stocking activities in the Findhorn there was little evidence of longer term benefits to the adult stocks or the fishery. Work from other rivers such as the Spey using up to date genetic techniques also indicate that the benefits of hatcheries to the rod fisheries is very small <2%. In November 2013 a conference drawing together experts from the UK, Ireland and further afield was held in Glasgow. The conference was organised by IBIS/AST and held over two days examined the pros and cons of using hatchery reared salmon to supplement wild stocks and fisheries. Full proceedings will be published in due course but one of the key outcomes was that hatchery releases should not be performed in rivers with viable wild fish populations. Juvenile surveys of the Findhorn and its tributaries indicate that the distribution of juvenile stocks is good and although numbers fluctuate from year to year the river is in good condition. This coupled with a change in the ownership of the Dalmigavie estate has prompted the Findhorn Board to curtail hatchery operations at the Corrievorrie hatchery. The hatchery at Lethen will be maintained in case of an emergency and there is a need to raise salmon fry in the future to compensate.

7 Fish Disease (FMP2.1) Figure 1: Salmon from the Findhorn exhibiting head lesion caught during July No reports of salmon showing head lesions and potential UDN infection were received during the UDN and other fish diseases are still poorly understood in the wild and any further information is extremely useful. Figure 1 shows a salmon caught on the Findhorn from 2012 exhibiting head lesions and a series of photographs, courtesy of Brian Shaw, (Spey Foundation), showing salmon with various stages of UDN is available on the Trust web site ( wp-content/uploads/2012/06/udn-categories1.pdf). If you catch a salmon or sea trout showing these lesions please: Photograph the fish Record the date and location Estimate the fish size The Fish Health Inspectors are keen to obtain samples from infected salmon if they appear on other rivers. Should you catch a salmon with signs of UDN or other infection and have suitable facilities to retain the fish alive, i.e., a keep net, then please contact Bob Laughton, , who will arrange for the fish to be sampled. The fish must be kept alive so if facilities do not exist for this then it should be released. Should any anglers find moribund or dead fish they should, if it is safe to do so, remove the fish from the river. Again contact Bob Laughton on , who will be able to advise on sampling and/or disposal of the fish. Invasive Non-Native Plant Control (FMP4.2) Control of non-native plants continued in Surveys of the Findhorn were partially completed along with control of Giant Hogweed and Knotweed on the Mosset and Muckle Burns during April to June The project is supported by a grant from the Scottish Environment Protection Agency (SEPA) WFD Restoration Fund and is managed by the Rivers and Fisheries Trust Scotland (RAFTS).

This season the Mosset Burn was treated from Rafford and Altyre to Ben Romach Distillery which represents very good progress but given the density of plants downstream from the A96 several years of treatment is still required. Treatment along the Muckle Burn from the Barleymill Bridge to the Abbotsmill Bridge was also carried out under contract with Moray Council and several substantial areas of giant hogweed around Findhorn Bay were also treated. In addition round-up was distributed to the Forres AA, local farmers and proprietors to assist with INNs plant control. However, although progress is being made the sheer density of Giant Hogweed and Japanese Knotweed within the lower Findhorn, is at times, overwhelming. The Trust are delighted with the control of both weeds within the Flood Alleviation scheme and will continue in trying co-ordinating control upstream on the Findhorn in Additional volunteers are always welcome, training will be provided, please contact the office

10 Due to the departure of the RAFTS mink project officer Cat Robinson in late 2012 the FNLFT took over the operation of the Scottish Mink Initiative (SMI) within the rivers Findhorn, Nairn and Lossie. Mink control on the Findhorn and Lossie has been co-ordinated by Findhorn bailiff, Sean McLean, who has successfully developed a network of local volunteers to operate floating rafts and traps. A few sighting were recorded through winter and spring with two mink captured and dispatched. Very little activity was reported during summer but during late autumn mink have been observed around the lower Muckle Burn, Spynie area and on the coast at Burghead. Traps have been moved to the appropriate areas. Elsewhere one additional capture from the lower Mosset Burn was reported, a dead one was found on the Dava Way and two mink have been dispatched on the Lossie. Funding to continue the control of the mink has also been secured from Scottish Natural Heritage (SNH) until March Should you spot a mink please contact the FNLFT office Sean McLean , or report the sighting online through the new MinkApp. Figure 6: Mink with eel near Burghead in October (photo courtesy of Scott Aigas) Sawbill Duck and Seal Management (FMP4.1) Concern remains high among anglers regarding the numbers of seals observed around Findhorn Bay and along the coast. The Findhorn remains part of the Moray Firth Seal Management Plan and a licence is granted each year to control a small number of seals which migrate into the river and affect fish stocks. However, data on the size of the populations is essential in any management and regular counts of these seals colonies will be organised in Sawbill ducks (goosanders, mergansers) and cormorants can also affect juvenile and smolt stocks. However, without data on the population size of these birds there is no possibility of gaining any control methods. A trial count was organised by the Trust during March 2013 and 14 mergansers, 13 goosanders and 2 cormorants were observed from Drynachan to Findhorn Bay. The majority of Mergansers were observed in the Bay while the goosanders were along the mainstem. Counts were carried out by walking the various beats and I am very grateful to all the estate staff and keepers who joined the bailiffs to complete the counts. Further counts are planned for winter 2013 and spring 2014 to improve our data on the sawbill and cormorant populations. A review of the current seal management plan is underway and plans are also afoot to establish a sawbill monitoring plan for the Moray Firth and we hope to report on progress soon.

11 Wind Farm Monitoring (FMP1.3) Berry Burn Wind Farm Monitoring Plan Construction of the wind farm site began in November 2012 and was completed in October During construction is the most likely time to find any adverse effects on the burns draining the site. Water monitoring continued throughout the construction period with weekly samples collected from the Berry Burn and the comparison burn the Ourack. Data on turbidity and other environmental factors (temperature etc) are also collected routinely and analysed by Ian Malcolm and his team at the MSS Freshwater Laboratory, Pitlochry. Invertebrate samples were collected by Chas Emes, Aquaterra Ltd. Juvenile fish surveys were completed at all ten electro-fishing sites during September and initial results indicate very good salmon and trout densities. Mcleods have carried out construction to the highest standards with only one small pollution incident, relating to blue clay entering the burn via pumping from a turbine foundation coupled with heavy over- night rain, observed. The incident led to an increase in turbidity for several hours which was detected by our monitors and also inspected by SEPA. However, the developers moved quickly to solve the problem by blocking up the drain from the foundation and pumping and installing straw bales plus filter screens to contain the blue clay. Thus apart from the discolouration to the burn for a few hours there was no damage to the invertebrates or fish populations within the burn. Construction is now complete and soon the turbines will be contributing electricity to the National Grid. Monitoring will continue for another two years to ensure there is no long term change in water quality or effects on the invertebrates and fish populations within the Berry Burn. Pipe culverts can be problematic for fish access but the lower end of this culvert was laid within the bed to ensure trout could migrate through successfully to their spawning areas. Other Wind Farm Developments Several other wind farms are also planned for the Findhorn catchment at Tom nan Clach, Cairn Duhie, Kylachie, Moy and through 2013 the FNLFT has provided comments on their planning application and provided baseline data and advice to ensure water quality and fish populations are not harmed by these developments. 14 RIVER SUPERINTENDENT S REPORT 2013 Fishing Season The season started on 11 February 2013 with the opening ceremony for the Forres Angling Association at The Stoney Pool. Even after nineteen years, it never fails to amaze me how well attended the ceremony is and how enthusiastic the anglers are for the forthcoming season. Unfortunately hopes were not fulfilled as you will see by the statistics for catch and release. Poaching Once again we kept a very high profile to deter poaching activity on the river and coast line. Although we were called out on a few occasions, no evidence was found. On one occasion it was reported to us that a net had been put out off the harbour at Burghead. It turned out to be fishing creels. The police were involved and are still investigating an incident at Logie Bridge on 27 October We are awaiting the outcome. We worked in conjunction with the Nairn Bailiff and the Scottish Fishery Protection vessel on two occasions in July and August, patrolling the coastline from Burghead to Nairn. Although it was fruitless in finding any nets, it was a beneficial exercise in deterring poachers. Seals The Moray Firth Seal Management Plan is still on-going and was carried out over the period March /April and once again I must stress my concerns at the population of grey and common seals at the entrance to Findhorn Bay. Hatchery The Lethen Hatchery was mothballed in the 2012/13 season. Broodstock was collected for the hatchery at Corrievorrie. It was very successful producing good fed fry which were released into the Distillery Burn at Tomatin as instructed by B Laughton. I would like to thank members of the Forres Angling Association, Head Keeper from Kellas and Allan Hodgson and his team for their help. Owing to personal circumstances I had to take a time off in July and August.
