Shafter Avenue Repaving Rockridge Community Planning Council January 18, 2018 Sarah Fine, OakDOT
Who Am I? Hi! I m Sarah Fine. I m a team leader in the Great Streets Division of the City of Oakland s Department of Transportation. On this project, I m coordinating with my colleagues in the paving program. I live in Oakland, near Lake Merritt. The last time I was in your neighborhood, I bought some chocolate rugelach. Feel free to contact me: sfine@oaklandnet.com One Smooth Shafter
What s Happening? This spring, OakDOT will be repaving Shafter Avenue between 51 st St and Forest St. This is part of the City of Oakland s 5-Year Pavement Prioritization Plan, adopted in Repaved street Refreshed speed humps New crosswalks New mini planted roundabouts One Smooth Shafter
What s Guiding This Work? Strategic Plan Goals: Bring Oakland s streets into a state of good repair Make walking safe and delightful Green Oakland s streets to improve air and water quality Improve the quality and completeness of Oakland s bikeway network
What s Guiding This Work? Shafter is on the 5-Year Pavement Prioritization Plan Shafter is a Designated Bike Route
What Are the Basics? 1 Keep the existing 4 speed humps Stripe new crosswalks at each intersection Add 3 mini planted roundabouts Switch to two-way stops along Shafter

What Are the Basics? 1 Keep the existing 4 speed humps Stripe new crosswalks at each intersection Add 3 mini planted roundabouts Switch to two-way stops along Shafter
Why Mini Roundabouts? Speed Average % change in speed Volume Average % change in traffic volume Speed Humps -22% -18% -14% Traffic Circles -11% -5% -73% Partial Closures -19% -42% I/D Diagonal Diverters -4% -35% I/D Safety Average % change in annual number of collisions Source: US Traffic Calming Manual, 2009 I/D: Insufficient data
Why Mini Roundabouts?
Community Engagement In August, OakDOT mailed a survey to residents of Shafter Avenue and adjoining streets. OakDOT also provided an web link for anyone to take the survey online. Responses By Month Received by January 17, N= Aug Sept Oct Nov Dec Jan
Community Engagement The survey identified that Shafter was being paved and that some new ideas were being planned, including additional speed humps and mini roundabouts.
Community Engagement OakDOT coordinated with the Rockridge Community Planning Council to publish an article in the Nov. 4, 2017 issue of The Rockridge News.
Community Engagement The majority of survey respondents said they supported planted mini roundabouts. Response to additional speed humps was mixed. Planted Mini Roundabouts No Opinion 2% No 31% Yes 67% N=88 Additional Speed Humps No Opinion 11% No 47% Yes 42% N=88
Community Engagement Support for the mini roundabouts was generally consistent throughout the survey period. Responses By Month & Mini Roundabout Support Aug Sept Oct Nov Dec Jan N=88 Yes, I support No, I don t support No opinion
Community Engagement The majority of Shafter resident respondents (33) support the planted roundabouts. The majority of resident respondents on nearby streets (26) do as well Yes, I support No, I don t support No opinion N=88 62nd 63rd Avon Boyd Broadway Buena Vista Canning Cavour Clarke Clifton Florio Golden Gate Lawton Locksley Manila McAuley Miles Ruthland Shafter (blank)
Community Engagement More than 30 respondents said they would be willing to help maintain the mini gardens. Each mini roundabout has a potential mini garden captain who has volunteered to help organize a maintenance team.
Cost & Schedule Mini roundabouts are about $20,000 each. The Shafter project is about 0.5 mile long and is part of a 5.7 mile repaving project. These 5.7 miles will cost approximately $8.5M, 60k of which is the mini roundabouts. Right Now Before Study Mid- Spring Repaving and other street improvements Late Summer After Study Eliminating the mini roundabouts from this paving project would decrease the likelihood of implementation.
Final Thoughts We think the planted mini roundabouts make sense on Shafter. Benefits Potential to reduce vehicle speeds Added beautification More familyfriendly bike and walk route Creation of new pervious surfaces Potential for diversion (~5%) Reliance on neighbors to maintain gardens Trade-Offs
Thank you!
