Fishing Regulations Established at September TFWC Meeting GATLINBURG, Tenn. --- The Tennessee Fish and Wildlife Commission established the state s sport fish and commercial fishing regulations at its September meeting which concluded Wednesday at the Edgewater Hotel and Convention Center. The establishment of next year s sport fish regulations and commercial fishing proclamations were among the items on the agenda and the two-day meeting held for the first time in several years in Gatlinburg. Tennessee Wildlife Resources Fisheries Division Chief Frank Fiss had presented proposals at the August meeting. ( Fishing Regulations... con t from p.3) The changes to the sport fish proclamation include closing upper Cherokee Reservoir to snagging from March 1 through May 31, except during the snagging season (April 1-15). Another change reduces the area on the Elk River of Watauga Reservoir that has a hook restriction during January through April. The change allows anglers to use all types fishing gear in this section of the river year round. An additional change opens delayed harvest trout fishing areas on Doe River in Carter County and Buffalo Creek in Grainger County. (Con t on p. 5)

Fishermen would need landowner permission and have to tend their gill-nets at all times. 8 HIWASSEE / OCOEE RIVERS Chickamauga Reservoir Fishing Report: Reservoir Conditions: Summer normal elevation: feet. Winter normal elevation: feet. Current elevation: feet. The water surface temperature is 67. Largemouth Bass: Fair. Most anglers struggle to catch fish. Some big fish are being caught including an eleven pound fish caught in a dogfight. Fish the grass with topwater baits or plastic worms. Smallmouth Bass: Fair. Upper and lower reservoir anglers are catching a few fish while using crankbaits. One angler reported catching a couple of good fish early while using a topwater bait. Crappie: Good. Fish deeper docks in the creeks and river. Use minnows or jigs. Striped bass: No reports. White Bass: Slow. A few fish are being caught by anglers using spoons, jigs, or crankbaits. Bluegill: Good. Use worms or crickets in the river bends. Catfish: Good. 17 2017 Tennessee Elk Hunts Come to a Conclusion NASHVILLE --- The 2017 Tennessee elk hunts have come to a conclusion with a total of eight elk harvested during the three segments. Participants could hunt on North Cumberland Wildlife Management Area and surrounding private lands, although none of this year s hunters chose to hunt on private lands. The elk archery-hunt was the first segment held Sept. 30-Oct. 6 with three of the seven participants recording harvests. Dickson resident Larry Rosenbaum was the first person to check in an elk during the archery hunt on the first afternoon. It was also the first elk taken by archery since the hunt was launched in He harvested a 5x4 elk that weighed 378 pounds in Elk Hunt Zone 2. Live Bait - Fishing Supplies BOAT STORAGE - BOAT REPAIRS Later that day, Johnny Delaney (Chattanooga) checked a 5x5 elk that weighed 486 pounds taken from Massengale Mountain in Elk Hunt Zone 4. Matthew Meyer (Knoxville) harvested the third and final bull elk of the archery segment on the second day. His harvest was 5x5 and weighed 397 pounds taken in Elk Hunt Zone 1. Reed Johnson (Manchester) was this year s recipient of the tag permit winner to participate in the Young Sportsman Elk Hunt. The Tennessee Fish and Wildlife Commission voted to allow a full week for the youth participant for the first time this year rather than a two-day weekend hunt. However, Reed only needed the first day on Oct. 7 as he harvested his 4x4 elk that field dressed at 316 pounds. The Oct hunt was open for seven participants with the option to use gun, muzzleloader, or archery equipment. One of the hunters selected in the draw did not participate due to a conflict. Alabama resident Tim Fisk had the first harvest in the gun hunt. He took a 6x7 elk in Elk Hunt Zone 4 that weighed 702 pounds. He was the successful bidder of the permit that is annually presented to a non-governmental organization. Fund-raising proceeds from the auctioned tag are designated for the elk restoration program. The second elk to be taken by a gun was harvested by Gary Ownby (Clinton) on Oct. 16 in Elk Hunt Zone 7. This was the first elk taken from the Tackett Creek area. It had an antler size of 5x6, but no weight was measured. Also taken on Oct. 16, was a 5x5 elk that weighed 510 pounds partially field dressed. Floyd Road (Knoxville) made his harvest in Zone 1. The final harvest came on the final day of Kimberly Mayfield (Etowah) recorded her harvest in the morning, taking a 6x6 elk with a field dressed weight of 625 pounds. Since the first managed hunt in 2009, 41 elk have now been legally harvested. 19 Annual Beyond BOW Muzzleloader Workshop Scheduled Nov NASHVILLE --- The 2017 Beyond Becoming an Outdoors-Woman Muzzleloader Workshop will be sponsored by the Tennessee Wildlife Resources Agency Nov in Humphreys County. NORRIS LAKE Female hunters 18 and older will have the opportunity to learn about hunting deer during the weekend. The workshop will be held at Buffalo Ridge Refuge which incorporates a variety of wildlife management practices and totals more than 2,000 acres of prime deer habitat. Along with the hunts, a variety of topics including deer biology, deer management, and hunting ethics will be covered. Registration for the workshop is on a firstcome, first-serve basis. However, two weeks priority will be given to first-time participants. The cost of the workshop is $225, which includes meals and camping, if participants wish to camp. Campers must provide their own gear. A list of local hotels will be included with the registration packet. TWRA Fisheries Division Announces Annual Awards NASHVILLE --- Duane Oyer and Rob Theurer have been honored by being named the Tennessee Wildlife Resources Agency s Fisheries Division s biologist of the year and fisheries technician of the year, respectively. The recipients of the award were announced and introduced during the September meeting of the Tennessee Fish and Wildlife Commission held in Gatlinburg. Frank Fiss, TWRA Fisheries Division chief, made the presentations. Oyer serves as the manager of Buffalo Springs Hatchery in Grainger County in TWRA Region IV. Theurer serves on the Tellico Hatchery staff in TWRA Region III. A native of East Tennessee, Oyer began his career with TWRA in 1975 following his graduation (Con t on p. 22) 21

He worked as a fish culturist at Buffalo Springs for five years before becoming a wildlife manager in 1980 working in both fisheries and wildlife programs. In 1986, he was promoted to manager of Buffalo Springs, a position he has held ever since. During his tenure, he has overseen many hatchery improvements and upgrades through the years. These include a new water supply line, new raceways, and the liquid oxygen system, all of which have improved the hatchery s overall production. Largemouth Bass: A few largemouths are being caught while fishing grass with frogs in the back of the creeks. Crappie: A few crappies are being caught on minnows while fishing grass and laydowns in 15 feet of water. Walleye: A few walleye are being caught during the day with night crawlers in 30 feet of water. (Huntfishbuddy.com) Sam Venable Honored With Induction into Hunter Ed Hall of Fame GATLINBURG, Tenn. --- Knoxville resident Sam Venable was honored for his induction into the Tennessee Hunter Education Instructor Hall of Fame during the recently-held meeting of the Tennessee Fish and Wildlife Commission held in Gatlinburg. Venable was announced as an inductee in August, but was unable to attend the annual awards banquet. An award-winning outdoors writer and author of 13 books, he was outdoors editor of the Knoxville News-Sentinel when he helped start the Knoxville News-Sentinel Hunter Safety Clinic in The clinic became an annual event that proved to be quite popular with the newspaper s readers. Thousands of East Tennessee residents earned their hunter safety card through this process and helped students develop a responsible attitude toward firearms and hunting ethics. Venable is the 20th instructor to be inducted into the TWRA Hunter Education Hall of Fame. The inaugural class was in 2010 with six inductees. In addition to his induction into the Tennessee Instructor Hall of Fame, he is a member of the East 24 (Con t on p. 18)

25 ( Fisheries Awards... con t from p. 22) the stocking program for the West Prong Little Pigeon River. In addition, he provided much-needed assistance to the city of Gatlinburg with its trout program that was significantly altered when the trout facility was damaged by the wildfires in late He continues to routinely provide fish for special events throughout the years. A youth fishing event is held at the hatchery each year. CENTER HILL LAKE (Con t on p. 27) ( Sam Venable... con t from p. 24) Tennessee Writers Hall of Fame and the Tennessee Journalism Hall of Fame. He is the recipient of more than three dozen state, regional, and national writing awards. He has compiled more than 150 periodical credits. In recent years, Venable has become popular as a comedic entertainer and currently teamed with TV personality Bill Landry, singer/storyteller Elizabeth Rose, and hillbilly funnyman Jim Claborn on the Talk Is Cheap comedy tour. Walleye and Sauger: A few sauger are being caught near Gainesboro while fishing jigs in the main river channel in 40 feet of water. Crappie: A few crappie are being caught on jigs in sunken brush in 10 feet of water. Black Bass: Several big bass are being caught around grassbeds on zarzar spooks. Striped Bass: A few striped bass are being caught near Gainesboro while fishing shad at the mouths of the creeks. Bluegill: Several bluegills are being caught on night crawlers and crickets while fishing bluff walls in 5 feet of water. Catfish: Several catfish are being caught near the dam while jug fishing. ( Fisheries Awards... con t from p. 25) Theurer joined the TWRA in His years of experience in hatchery operation enables him to perform and teach other staff members the processes necessary to produce and maintain healthy fish populations in a cold water hatchery. At Tellico Hatchery, he contributed in numerous ways to help the hatchery run smoothly. He used his fabrication skills to repair the intake and construct an elevated catwalk to allow staff access to safely remove debris. He is also playing a critical role in the design and operation of low head oxy-generators, and degassing columns to provide better water quality. He also designed and constructed the beds of the hatchery s new stocking truck. ---TWRA--- 27
