2 The aim of Spots op West 2015, Official AITA/IATA Festival of International Amateur Theatre is to host a variety of performances that reflect the cultural diversity of the international amateur theatre community and that present a global picture of the high quality of amateur theatre practice. CHAPTER 1: GENERAL RULES Article 1 The theme of the event is 'On The Run'. Spots op West 2015 International Theatre Festival benefits from the effective support of the Flemish Ministry of Culture, the province of West-Flanders and the community of Heuvelland. Spots op West 2015 World Congress and International Theatre Festival takes place in Ieper/Ypres and Westouter, Flanders, Belgium in the period 6 th 13 th July Article 2 In accordance with decisions taken by the General Assembly at the 31 st World Congress of AITA/IATA asbl 19 th August 28 th August 2013 in Monaco, OPENDOEK, Flanders was unanimously elected to host the AITA/IATA asbl World Congress and International Theatre Festival Spots op West Article 3 Spots op West 2015 International Theatre Festival will take place in Westouter, Flanders, Belgium between Monday 6 th July Monday 13 th July The 32 nd World Congress will take place in Ieper/Ypres, Flanders, Belgium between 6 th 10 th July CHAPTER 2: AIMS Article 4 The aim of Spots op West 2015 is to present a global picture of high quality amateur theatre with an emphasis on young adults, site specific theatre and the theme 'On The Run'. A second aim is to encourage encounters between theatre amateurs. Article 5 Spots op West 2015 wants to pay special attention to young adults between the ages of 16 and 26, but participating groups are not bound by this rule. People of any age can apply. Article 6 Spots op West 2015 focuses on site specific theatre, which means that, in contrast to previous Festivals, companies won't perform in fully equipped theatres, but in sheds, a church, warehouses or barns, the open air... Basic technical equipment will be provided, but companies are advised to keep the technical requirements to a minimum. This also means that the size of the stages is limited. 2
3 Article 7 The theme of the festival is 'On The Run'. Between 2014 and 2018, the First World War is commemorated everywhere in Europe and especially in West- Flanders, where forces on both sides of the front line faced immense losses on the front line between 1914 and Thousands of people fled the war, but today too, people are "On The Run", looking for a better life. They fled from something: too poor, too hungry war, recession, or who knows what reason causes someone to leave, to grab everything they have and say goodbye to friends, family and loved ones. Spots op West 2015 wants to pay attention to all these ways and reasons for being "On The Run". Not only from war, but from religious and economic circumstances, or from yourself Article 8 In order to justify its presentation at Spots op West 2015, each performance has to be of the highest artistic quality, guaranteed by the official authority or the representative organisation of amateur theatre of the country concerned, in accordance with the selection procedures below. Since the audience will be international, participating groups are strongly advised to present predominantly visual performances. Article 9 In accordance with the decision of AITA/IATA asbl, Spots op West 2015 is not competitive and no prizes or monetary awards are given. Article 10 To promote education and cultural and artistic development, the Festival will organise workshops of a high international standard. These workshops will be free of charge to all the participants of the 2015 AITA/IATA asbl World Congress and Spots op West The Organising Committee of Spots op West 2015 will define the subjects of the workshops and appoint the workshop leaders. CHAPTER 3: CONDITIONS OF PARTICIPATION Article 11 The number of participants at Spots op West 2015 is determined by the Organising Committee. There will be at least 20 participating groups. Amateur theatre companies in countries with no AITA/IATA asbl National Centre, can also be invited by the Organising Committee to take part in the Festival, after consultation with the Joint Committee (composed by the Organising Committee and AITA/IATA asbl). 3
4 Article 12 The participation of each country is limited to one amateur group which will present a theatrical performance in Westouter, Flanders, Belgium during the Festival. Article 13 Each participating company will present a complete theatrical performance from the national or international repertory, experimental or traditional, classic or modern, published or unpublished and not longer than 45 minutes duration, bearing in mind that Spots op West 2015 is a site specific theatre festival. Exceptions to this last rule may be granted by preliminary decision of the Joint Committee. Article 14 The Organising Committee will pay for all, or some of, the accommodation costs of the groups participating in the Festival depending on the choice of accommodation the participants make. Spots op West 2015 offers three options for accommodation in Ieper/Ypres: - Youth hostel: Spots op West 2015 will pay all the accommodation and meal costs of up to eight participants during the whole festival period. - Inexpensive lodge: Spots op West 2015 will pay all the accommodation and meal costs of up to eight participants for four nights. Participants can stay up to three additional nights at cost price. - Comfort offer: Spots op West 2015 will pay the accommodation and meal costs of up to eight participants for three nights. Participants can stay up to four additional nights at cost price. The number of participants in each group is not limited, but the Organising Committee will only pay for the accommodation and meals of eight people per group. The eight people involved can be actors, a director or technicians of the presented performance. The number of technicians should not exceed three people. All financial transactions must be settled prior to arrival in Belgium. Travelling expenses to and from Lille (FRANCE) will be the responsibility of the participating group. The organisation will take care of further transportation from Lille to Ypres and back. Article 15 The companies are required to bring any special sets, furniture and properties needed for their performance. Bear in mind that Spots op West 2015 is all about site specific theatre and that the facilities we can offer are limited (simple stage, no or limited backstage, limited lighting possibilities ). We recommend participating groups restrict their set design to a minimum. Set up time for sets, furniture and props on stage is limited to 60 minutes. Article 16 The available stages will be shown on the festival s homepage after 1 st April 2014 to allow participating groups to have an overview of the sites / locations prior to the arrival to Westouter. 4
5 Article 17 If necessary, each company is responsible for obtaining, in accordance with the legal requirements for performance in the relevant country, from the relevant agent, written permission or documentation to present their performance at Spots op West The organisers will pay any necessary fees, or reimburse a company if they have paid the performing fee. This authorisation must reach the Organising Committee by 1st June 2015 at the latest. Article 18 For publicity purposes, if necessary, each company should try to obtain authorisation for the live or recorded radio/television transmissions of either extracts or of the whole of their performance, subject to the same time limits and conditions. Article 19 Each company must supply the Organising Committee, within the deadline, with the information and documents requested in Festival questionnaires and circulars. Failure to do so could result in the company losing its right to participate in the Festival. Article 20 It is the group s sole responsibility to obtain an appropriate VISA for Belgium (Schengen zone). If groups need any material from the Organising Committee (i.e. invitation letter), please contact us as soon as possible. CHAPTER 4: PROCEDURE OF ENROLMENT Article 21 In countries with an AITA/IATA asbl National Centre, the principle request to participate is formulated by the National Centre. They should inform the Organising Committee no later than 1 st May 2014 of their formal intention to select one group for Spots op West Theatre groups from non-aita/iata asbl member countries or Associates of AITA/IATA asbl or any other cultural representative organisation of amateur theatre may also present requests for participation. These requests for participation imply acceptance, without reservation, of the rules of the Festival, as well as the commitment to guarantee both a high level of artistic quality and the representation of that country s national amateur theatre. Article 22 In Accordance with the article 21, requests for participation should be addressed to the Organising Committee: Post OPENDOEK vzw (Spots op West 2015) Zirkstraat Antwerp Belgium 5
6 Deadlines Intention to engage in selection: no later than 1 st May 2014 (National Centres only) Complete dossier: no later than 1 st Octobre 2014 Confirmation of participation: 15 th November 2014 A request to participate does not automatically imply acceptance of the application to perform at the Festival. Article 23 The decision of final selection belongs to the Joint Committee mentioned in Article 27 of these rules. Countries will be informed of the Joint Committee's selection before the 15 th November Article 24 Countries requesting participation, in accordance with articles 22 and 23, will have to submit a complete dossier on the proposed performance to the Organising Committee no later than 1 st Octobre This should include: 1. all information asked for in the subscription form which is found on 2. the detailed technical design; 3. ten different photographs (colour and/or black and white) of the production; 4. unless there is a strong reason not to do so, a recording on DVD/USB/YouTube (eventually accessible via internet) of the entire play, taken in wide shot with a fixed camera. Article 25 The Joint Committee will make the final selection before 15 th November 2014, after viewing the proposed performances. The decisions will be notified to the National Centres and to the involved groups, by 15 th November Official invitations will be sent by the Organising Committee not later than 15 th November CHAPTER 5: ORGANISATION Article 26 The responsibility for the organisation of Spots op West 2015 is entrusted to OPENDOEK, Flemish National Centre of AITA/IATA asbl, in accordance with decisions made at the 30 th Congress of AITA/IATA asbl, which took place in the Principality of Monaco, 19 th August 28 th Article 27 In accordance with decisions taken by the General Assembly at the 10th Congress of AITA/IATA asbl held from August 26th to 29th, 1971 at Västerås (Sweden), a Joint Committee will assume the responsibility for the general 6
7 concept of Spots op West 2015 and will decide on all important questions submitted either by AITA/IATA asbl or by the Organising Committee. The Joint Committee is composed of four members of AITA/IATA asbl and four members of the Organising Committee. Article 28 The Organising Committee is headed by a producer with the help of a management team. They will be entitled to appoint various members from OPENDOEK to official responsibilities. They may also call upon other colleagues who have the required skills. Article 29 The Organising Committee will decide the date, time and place of the performances according to the requirements of the program. The Organising Committee sets the planning of the Festival activities which are notified to the participants by means of circulars. Participants must conform to the rules and most importantly to the timetable. Article 30 The interpretation of the general rules is the responsibility of the Joint Committee, except for matters of a financial nature which remain the prerogative of the Organising Committee. Points not covered in the above articles will be subject to the Organising Committee's decision. These decisions will be communicated to the participants by circulars. Article 31 Each company invited to take part in the Festival (actors, technicians or producers) is duty bound to respect these rules. Serious infringement or non-application of these rules may, depending on the Organising Committee's decision following consultation with the Joint Committee, entail the immediate withdrawal of the invitation and the cancellation of the official presentation. Companies that do not respect the above rules will be subject to sanctions decided by the Joint Committee. 7
