1 Fast and Furious Racing Series Regulations PREAMBLE Fast and Furious Racing has been adopted by Highlands Motorsport Club (HMSC) as an all-comers level category to provide and promote racing to a high standard of event and competition by way of running an innovative and enjoyable race in the spirit and betterment of motorsport and racing. Highlands Motorsport Club and Hampton Downs Motorsport Park is ultimately responsible for the approval of the regulations or changes thereto and responsible for publishing the regulations via the HMSC. The Fast and Furious Racing Vehicles shall conform to the General Requirements of Automobiles as laid down in General Requirements for Cars and Drivers in the MSNZ Manual of Motor Sport and these regulations. These articles are at all times to be read in conjunction with: 1. The National Sporting Code (NSC) and its appropriate Appendices and Schedules, 2. The Event Supplementary Regulations issued by Highlands Motorsport Club. 1. INTERPRETATION In these Articles, the definition of terms used within this Schedule shall be referenced from the National Sporting Code, and as detailed below: The Race means any Fast and Furious Racing races; and The Club means the Organising Club, being the Highlands Motorsport Club; and National Sporting Code or NSC means the National Sporting Code issued by Motor Sport NZ from time to time; and HDMP represents the name Hampton Downs Motorsport Park 2.0 DRIVER ELIGIBILITY 2.1 The driver must hold as a minimum a C1 Grade Motorsport NZ Licence, or any CAMS or other FIA licence of equivalent or higher Grade with a VISA issued by the ASN of that country. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. Any [overseas] competitor must provide written confirmation from their parent ASN (in English) that the competitor meets the FIA medical standard for an international licence (see Motorsport NZ Manual #35 page 182 App One Sch L Art 5.3 (4)) 2.2 Drivers: A maximum of one (1) driver is required for each competing vehicle in the Race. 2 3.0 VEHICLE ELIGABILITY 3.1 Eligible vehicles are; Closed Saloons (i.e. Touring cars-styled cars), Open Sports Cars, Closed GT variants and Closed Sports Cars, all of Series Production manufacture with total monocoque construction The Club reserves the right to invite any other vehicle(s) to compete, in addition to those listed in Article 3.3 above. 3.2 All vehicles shall comply with Appendix Two, Schedule A Driver and Vehicle Safety as detailed in the current edition of the Motor Sport Manual All cars that compete in the Race must have a MSNZ approved full roll cage. 3.3 Fuel: The only fuels authorised for use in competing vehicles in the Race is as per Appendix Two, Schedule A - Article 3.9 Fuel. 3.4 All Competitors / Entrants shall agree to submit their vehicle for eligibility / safety Scrutineering inspections as and when required by the appointed Race Scrutineer/s, and/or a Motor Sport NZ licensed Technical Officer. Any costs incurred during disassembly of components shall be met and accepted by the Competitor / Entrant. 3.5 Competing classes will be determined by engine capacity as follows: Class 1: cc and over Class 2: cc to 3500 cc Class 3: - up to 2000 cc Class 4: - GT3 (for any Porsche 997, 991, GT3 or RSR, any Australian/NZ V8 Supercar, any FIA GT3 car at the sole discretion of the Club) Class 5: - GT4 (for any Porsche 996 or any FIA GT4 car at the sole discretion of the Club) Class 6: - Invitational cars accepted at the discretion of the Club Note: Engine capacity equivalence factors will be applied as follows: Forced induction x 1.7 Rotary engine x HDMP reserves the right to amalgamate or reorganise the class structure if insufficient entries are received for any one class. 3.6 Engines: Modifications to all components is permitted. 3.7 Exhaust Systems and Silencing: Free subject to MSNZ regulations. 3.8 Ignition Systems: No restriction 3.9 Fuel delivery System: No restriction 3.10 Suspension: Unrestricted modifications 3.11 Wheelbase/Track: Unrestricted modifications 3.12 Transmission: Unrestricted modifications Highlands Motorsport Park, 1 Sandflat Rd, Cromwell, Page 2
3 3.13 Electrics: Exterior lights: Forward facing lights no restrictions Brake lights must be operational on all cars and must only work as a result of applying the brakes Rain lights must be operational as per Schedule Z Batteries all cars must be fitted with battery capable of restarting the vehicle at all time when on the circuit Brakes: Brake compound and construction are unrestricted Tyres/wheels: Tyre type, choice and dimension is unrestricted Note: Irrespective, the tyre/wheel combination must fit within the confines of the available wheel arch/bodywork The use of tyre heating, heat retention devices, tyre treatments and chemical compounds is prohibited Weight: Unrestricted weight 3.17 Fuel: Unrestricted choice of fuel Exclusions: Nitroso Methanol 4.0 RACE PERSONEL 4.1 At this event the following personnel or their approved assistant/s shall have the responsibilities and authorities set out: Event Manager - who shall have the duties and authority of an Event Manager as set out in the National Sporting Code and who is responsible for and authorised on HDMP s behalf to: (a) Liaise with Competitors on all matters pertaining to these articles Secretary - Who shall have the duties and authority of a Series Coordinator as set out in the National Sporting Code and who is responsible for and authorised on HDMP s behalf to: (a) Deal with all administrative matters including receiving all Round entries. 4 4.1.3 Scrutineer - Who shall have the duties and authority of a Race Scrutineer as set out in the National Sporting Code and who is responsible for and authorised on the HDMP s behalf to: (a) Deal with all technical matters pertaining to the Race, and (b) Affix seals, as and when deemed appropriate, and (c) Inspect any competing vehicle within the Race in order to ascertain compliance with the technical regulations, and (d) Assist competitors with technical inquiries relative to the technical regulations applicable to their vehicle, and (e) To report, to the Race Coordinator, any instances where a breach of the technical regulations has been proven. 4.2 All correspondence shall be addressed to the Race Secretary who is authorised by HDMP to carry out all the necessary administrative duties for the Race. 5.0 SERIES STRUCTURE 5.1 The 2017 Fast and Furious Racing Series will comprise of the following dates: 1. October 28 th, 29 th December 9 th HDMP reserves the right to either cancel or amend any Race/s due to force majeure without in any way affecting its powers to award any title. 6.0 RACE WEEKEND FORMAT 6.1 Testing: (Practice Sessions) will consisting of a minimum of 1 x 15 minute sessions. 6.2 Qualifying Session: will be a minimum of 1 x 15 minute session. 6.3 Race: All races will consist of 7 laps with a safety car intervention at (if possible) the end of lap 3 for 1 lap. Each driver will be awarded points for their position at the end of lap 3 and at the end of lap There will be a minimum of 3 races at each round The series winner will be the driver who accumulates the most points over the series. 6.4 Grid positions: Race 1 - Grid Start based on drivers fastest qualifying lap Race 2 - Reverse Grid Start based on the drivers fastest qualifying lap Race 3 - Grid Start based on combined drivers points from Races 1 & Race 4 (where applicable) - Grid start based on the drivers fastest lap in Race1, 2 or 3 or Qualifying Highlands Motorsport Park, 1 Sandflat Rd, Cromwell, Page 4
5 6.5 Starting procedures; shall be by rolling start in a 2 x 2 formation Refer Appendix Four, Schedule Z Article 8.3. For safety reasons only, the Clerk of the Course may adjust the starting position of any vehicle if they determine that weather or atmospheric conditions have had a significant effect on that vehicle s qualifying position. Any such adjustment shall be published as soon as practicable after the last qualifying session, and in any case no later than thirty (30) minutes prior to the start of the combined Race. 6.6 At all Rounds, the Clerk of the Course and/or the Stewards of the Meeting, reserves the right to shorten and/or cancel any practice/qualifying sessions and/or Races in the case of Force Majeure and a race result may still be awarded. 6.7 During a red flag situation no vehicle may be worked on in pit lane or Parc Fermé. Any vehicle removed from pit lane must be removed to Parc Fermé, unless withdrawing from the race. The only vehicles able to be worked on are those already in the pit paddock when the red flag was first displayed. 6.8 Race finishing procedure: The leader will be shown the last lap board on the completion of their last lap At the completion of the last lap, the chequered flag will be shown to the leading car. 7.0 PENALTIES, PROTESTS and APPEALS 7.1 Penalties shall be applied in accordance with the prescribed articles of NSC Part VIII - Penalties. 7.2 The Series Coordinator shall have the authority as set out in NSC Part VII - Article Any protest or appeal should be lodged in accordance with the NSC and the Competitor shall advise the Competitor Relations Officer. 7.4 Competitors / Entrants have the right to lodge a Protest/s in accordance with NSC Part IX Protests. 7.5 Competitors / Entrants have the right to lodge an Appeal in accordance with NSC Part XI Appeals. 8.0 RACE ENTRY 8.1 Entry into the Race shall be made on the correct entry form and submitted to the Race Secretary for acceptance. By entering the Race, all Competitors agree to comply with these Articles and those of the National Sporting Code. Please request application for Entry from the Race Secretary. 8.2 The Club reserves the right to cancel any the Race if less than twelve(12) entries are received, without affecting in any way it s power to award any title. 8.3 Should entries received be in excess of the maximum number of starters permitted under either the Circuit licence, or maximum number of permitted starters as determined by HDMP, entry acceptance will be at the discretion of HDDMP. 8.4 The Race Secretary will allocate competition numbers to all Competitors who have not submitted a number on their Entry Form. These will be advised on the acceptance of entry. Any duplicate numbers will be allocated on order of entries received. All competition numbers shall comply with the prescriptions of Appendix Two, Schedule A - Article 6.2 Competition Numbers. Highlands Motorsport Park, 1 Sandflat Rd, Cromwell, Page 5
6 9.0 CONDITIONS OF ENTRY 9.1 The Competitor / Entrant, by entering the Race, is deemed to be in acceptance of these Race Articles as they are presented, and shall be at all times responsible for the presentation of their competing vehicle with respect to safety requirements under Schedule A, and eligibility requirements under these Articles. 9.2 The Competitor / Entrant, by entering the Race, is deemed to be in acceptance of, and will at all times comply with, any specific requirements of the official Race Sponsor, as detailed within these Articles. 9.3 The Race Organiser reserves the right to accept or decline entries into the Race as per NSC AWARDS AND PRIZES 10.1 At each round the following awards will be given: 1 - Class 1 Winners 1 st 2 - Class 2 Winners 1 st 3 - Class 3 Winners 1 st 4 GT3 Class Winners 1 st 5 GT4 Class Winners 1 st 6 Invitational Class Winners 1 st 10.2 At the conclusion of the final round, the Prize Draw will be made. This is done by a Marble-draw style and therefore the final points from the series have no bearing on the winner of the Prize Draw To be eligible for entry into the Prize Draw, all drivers must: Pay an entry fee for one or both rounds. (Entry to one round equals one place in the draw, entry into both rounds equals 2 places in the draw) Qualify and start race 1 at either round 1 or PARC FERMÉ 11.1 At the conclusion of all Qualifying Sessions and/or Races, Drivers upon directive from the Race Scrutineer or their appointed assistant, may be required to drive their competing vehicle directly (and without any team personnel/crew intervention) from the track to the designated Parc Fermé, the location of which will be notified on the official notice board of the Meeting The only people allowed into the Parc Fermé area are the driver(s) of the cars and one team member per car who may only assist the driver, take tyre pressures and open the car for ventilation The Race Scrutineer may authorise entry of additional team personnel for the purposes of vehicle eligibility inspections. Note: Drivers should ensure that they and all their team personnel are familiar with the Parc Fermé regulations and limitations as detailed in the NSC - Article 60. 7 TELEVISION AND IN-CAR CAMERAS 12.1 Competitors / Entrants may apply to the Series Coordinator for permission to install an in-car camera for use during the Race on Entry Form All in-car camera installations shall be subject to inspection and approval by the Race Scrutineer and/or Chief Scrutineer of the Meeting HMP reserves the rights to use any in-car footage as it deems necessary TEAM PIT CREW 13.1 Each team is authorised a maximum of two (2) pit crew members who are the only team personnel allowed working on the car (in pit lane) during a pit-stop in the race or qualifying This maximum does not include the drivers of the competing car FUEL TANKS AND REFUELLING 14.1 No refuelling during qualifying or racing is permitted. Note: All competitors, entrants and team pit crew are to be familiar with the MotorSport NZ Code of Practice for Motorsport Fuel Storage and Handling, which may be viewed on the MSNZ website: DRIVING STANDARDS 15.1 Driving standards will be observed in accordance with the MSNZ Code of Driving Conduct document The use of on-board footage will be permitted Any driver seen to be driving in a reckless or dangerous manner will: Be required to report to the Clerk of the Course Be removed from the Prize Draw Highlands Motorsport Park, 1 Sandflat Rd, Cromwell, Page 7
