4 NFHS Interpretation Policy Each state high school association adopting these NFHS soccer rules is the sole and exclusive source of binding rules interpretations for contests involving its member schools. Any person having questions about the interpretation of NFHS soccer rules should contact the soccer rules interpreter designated by his or her state high school association.

5 NFHS Interpretation Policy cont. The NFHS is the sole and exclusive source of interpretations of NFHS soccer rules. State rules interpreters may contact the NFHS for soccer rules interpretations. Soccer rules interpretations from other rule making bodies should not be considered.

6 Substitutions Rule 3-3-2b(2) If the referee stops the clock for an apparent injury to a field player or goalkeeper, the field player or goalkeeper will have to leave the field. The field player may be replaced and the goalkeeper must be replaced.

7 Concussion Lawsuit Seeks to Force Rule Changes in Soccer Filed in United States District Court in California, the suit also names American soccer organizations, including U.S. Soccer and the American Youth Soccer Organization, charging that they and FIFA have been negligent in monitoring and treating head injuries. There is an epidemic of concussion injuries in soccer at all levels around the world.

8 General Rule The jurisdiction of the officials shall begin on their arrival at the field of play and its immediate surroundings (to begin their official responsibilities), which shall be no later than 15 minutes prior to the start of the game.

10 Sportsmanship Players, coaches, game officials and spectators must use appropriate language and refrain from insulting, offensive and/or abusive language and gestures. Behavior on the field should be consistent with athletics as an extension of the classroom.

11 Communication Game officials are encouraged to effectively communicate with one another as well as with players and coaches throughout the game.

12 Concussion Management The NFHS Sports Medicine Advisory Committee recommends that no athlete return to play or practice on the same day after suffering a concussion. No athlete should return to sport or other at-risk participation when symptoms of concussion are present and recovery is ongoing. Please see the NFHS Suggested Guidelines for Management of Concussion in Sports at for further information. (See Page 111).

13 Penalty Kick PENALTY KICK CONTINUOUS FORWARD MOTION Once the approach to the ball has started, the kicker s movement may not be interrupted. A continuous forward motion throughout the approach is necessary. If continuous forward motion does not occur, the restart is a retake of the penalty kick regardless of whether a goal is scored or not.

14 Goalkeepers Goalkeepers can wear the same colored socks as their teammates but not their opponents.

15 Goalkeepers Goalkeepers must have a number on the front of their jerseys or shorts/pants and on the back of their jerseys.

19 House Arrest Anklet This is permitted, but must be covered with padding and then athletic tape.

20 Inadvertent Horn Situation this past year where a horn went off during play and some of the players hesitated for a moment, but officials called out to play on. A goal was scored moments later. The goal was then disallowed. What is the proper procedure?

21 Inadvertent Horn The officials should have stopped play when they saw any hesitation or confusion from the players. Restart would be an indirect free kick to the team in possession or a drop ball.

22 Inadvertent Horn Include this type of incident in the pre-game discussion with the coaches and captains. It needs to be made very clear that outside agents such as noisemakers, substitution horns, and/or whistles from adjacent fields are not part of the game and should be ignored by all participants.

23 Inadvertent Horn However, in the event that one of these outside agents clearly has an effect on the game/players the play should be whistled dead immediately.. If the referees chose to let play continue because they feel the game was not affected then the resultant subsequent play will stand.

24 End Of Game We had a situation last year were the timer was calling off the last 10 seconds: The clock went to zero, but the timer was still at 2 seconds in his count down and he did not sound the horn until he got to zero. Naturally a goal was scored in that 2 seconds of extra time. Should the goal stand?

25 End Of Game As indicated in Rule 7-1-4, a period ends at the expiration of time and in this case when the clock hit zero. In most instances, the clock and the scoreboard horn are synchronized so that the horn sounds when the clock goes to zero.

26 End Of Game The referee should cover this rule and the sounding of the horn when time expires in the pre-game meeting The 10 second countdown is to alert the officials and the teams that the period is ending.

27 End Of Game At that time the officials (especially the trailing official) should be watching the clock to make certain when the game ends and when play is to stop.

Referees would verify the score and cards, if requested Referees are not to oversee the post game handshakes. Meet at mid field and find the best way to avoid contact with Coaches, Players and Spectators and promptly leave the field together Do not hang around for any reason after the game. It is not the time nor place to talk to Coaches, players or spectators.

32 Connecticut Soccer Officials Association - Post game protocol: It is recommended, that if jackets or bags are at the scores table, the referee on that side of the field should bring them to mid field, meet the other referee and then leave the field together Coaches are to be informed of this new protocol, during the pre-game conference, at the time when they are asked about player equipment.

34 Other Equipment Rule Tooth and mouth protectors are permitted (required by some state associations), but they should be of a readily visible color. They may not be completely clear or completely white.

35 Penalty Kick Rule The opposing goalkeeper shall stand on the goal line, facing the kicker, between the goal posts, until the ball is kicked. Lateral movement is allowed, but the goalkeeper is not permitted to come off the line by stepping or lunging forward until the ball is in play.

48 NFHS Injury Surveillance High School RIO data shows that soccer has the highest injury rates among the gender comparable sports (soccer, basketball and baseball/softball) of the nine original study sports under surveillance. While boys soccer injury rates have dropped significantly over the past eight years, girls soccer injury rates have not changed significantly. The most common injury diagnosis for both boys and girls soccer during the 2012/13 academic year was sprain/strain (boys: 42.4%; girls: 45.6%) followed by concussion (boys: 20.2%; girls: 29.5%).
