2 This booklet contains the rules of the Quebec International Pee-Wee Hockey Tournament, the procedure to follow for the registration of a team and also some general information. Important dates to remember October 15, 2018: December 10, 2018: January 1 st, 2006: October 1 st 2005: January 15, 2019: February 13th to 24th 2019: Participation Deadline for sending application form and payment required to cover all registration fees. Deadline for returning all documents sent with your acceptance letter. Players must be born after January 1st 2005 to be eligible for the Pee-Wee AAA-AA Elite-AA and Inter B (BB). Players must be born after October 1 st 2004 to be eligible for the Pee-Wee Scholar Division. The official schedule is sent to teams. TOURNAMENT The tournament will accept more than 120 teams and unfortunately will have to reject over 150 teams. All documents sent by the tournament must be completed and returned before the deadline, otherwise, the tournament reserves the right to deny entry to a team for failure to meet the deadline date. Registration fees: Quebec Teams : $ can Canadian teams (except Quebec) : $ can U.S. teams: $ u.s. European teams and others : $ can No registration will be considered without enclosed payment of required fees. If a team withdraws after having been officially admitted by the tournament, registration fees will not be refundable. The tournament has the right to substitute any team that withdraws with another team previously rejected in the selection. All teams will be notified whether they are accepted or denied admittance to the tournament by the end of October or beginning of November. 2
3 It is to be noted that teams must select players in an area that does not exceed 100 miles/160 kilometers. This rule is in effect for all teams unless they receive special authorization from the tournament. A maximum of 6 people can be accredited. These people must be duly authorized. Non authorized people will not be accredited. A maximum of 5 people are allowed behind the bench during the game. Anyone behind the bench has to be approved and registered prior of any games. If it s not the case, the team will lose their game if there s an appeal. Lodging of the players If a team requests billeting, all their players must be billeted and must remain with the families for the duration of their stay. Teams residing more than 350 kilometers from Quebec City will be eligible to have their players billeted by the tournament depending on availability of billeting families. The players are billeted in groups of 2 and a maximum of 20 players per team will be authorized. Billeting families cannot take 3 players unless otherwise advised. The billeting of the players will be available 48 hours prior to their first game and until their departure. The tournament has the right to cancel the billeting of a team in the event a complaint is received. Teams interested in having their players billeted by the tournament must check yes for billeting on the application form. A note will be sent to confirm billeting. Meal plan All teams are eligible for the meal plan. Meals hours are: Lunch from 11:00 to 14:00 (11A.M. to 2:00 P.M.) and from 16:00 to 19:00 (4 P.M. to 7 P.M.) for dinner. Meals are served at the Patro Roc-Amadour (5 minutes from the Videotron Center), 2301, 1ère avenue, Québec, Québec G1L 3M9. ( ). The meal plan is offered at $ can or $ u.s. The fee covers both meals (Lunch and dinner) for all players and the coaching staff for the duration of the tournament (12 days). Also available is one meal a day option for all players and the coaching staff for $ can or $ u.s. Parents of the players can get a meal for the price of $7.00 can. or $7.00 us. 3
4 There must be a responsible person/adult with the complete team at all times. Playing rules Playing rules are those of Hockey Canada and Hockey Quebec. All teams are guaranteed 2 games in the tournament, one of which will be played at the Videotron Center. All teams must report to the registration office upon their arrival: QUEBEC TEAM MUST HAVE THEIR TEAM BINDER FOR VERIFICATION AND MUST CONTAIN THE FOLLOWING: THE LEAGUE S CALENDAR OF YOUR TEAM S GAMES, THE TEAM ROSTER, THE TEAM S LAST 5 GAME SHEETS AND THE TOURNAMENT PERMIT. (IF NOT ALREADY SENT TO TOURNAMENT). CANADIAN TEAMS EXCLUDING QUEBEC MUST SEND IN OR HAVE IN THEIR POSSESION A TOURNAMENT PERMIT OR PERMISSION FROM THEIR FEDERATION, THEIR BRANCH OR THE TEAM THAT REGULATES THEM. YOU ALSO NEED THE OFFICIAL TEAM ROSTER. (BIRTH CERTIFICATES REQUIRED IF YOU DON T HAVE THE OFFICIAL TEAM ROSTER). UNITED STATES TEAMS MUST HAVE IN THEIR POSSESSION THE TOURNAMENT PERMIT AND THE USA HOCKEY ROSTER SIGNED BY THEIR DISTRICT REGISTRAR. (BIRTH CERTIFICATES REQUIRED IF YOU DON T HAVE THE HOCKEY USA ROSTER). EUROPEAN TEAMS MUST HAVE IN THEIR POSSESSION THE TOURNAMENT PERMIT AND EACH PLAYER S PASSPORT. EACH PASSPORT WILL BE CHECKED UPON THE TEAM S ARRIVAL AT THE REGISTRATION OFFICE. The jersey color and selection of team bench will be decided by the winner of a coin toss that will take place before each game. Locker rooms are available 1 hour before your scheduled game. A player can only play for one team unless he is an authorized affiliated player that has been approved by the proper authorities. Such exception must be reviewed with the Tournament registration office prior to the game. A player who plays for a regular team which is accepted to the tournament can t play for another team. Body checking is strictly prohibited. Each team is entitled to have 17 players + 1 or 2 goaltenders. The minimum to start a game is 10 players and 1 or 2 goaltenders in uniform. 4
5 A maximum of 5 people are allowed behind the bench. They must be accredited on the roster sheet prior to the game, otherwise; the team will lose the game if there is a contest protest. An injured player is not allowed on the player s bench. Each game consists of 3 periods stop time. (10min-12min-15min) Warm-up time allowed is 2 minute. At the end of the warm-up, a 2 minutes countdown will be on the scoreboard. At the end of the countdown, both teams must ready for the central face-off. If one or both tem are not ready, a minor penalty may be imposed. Resurfacing of the ice will be done between the 2 nd and the 3 rd period. A 2 minutes minor penalty will be in force if a team is late to step on the ice when a minor official will request for. If after the 2 nd period a team is behind by (7) or more goals, the 3 rd period will be played running time (a penalty of 2 minutes will be stop time and a 5 minutes penalty will be stop time). Each team has a 30 second time out per game. (Regular time or over time) Any protest must be filed with a $ non-refundable deposit within 1 hour after the end of the game at the registration office where the game was played. For all games up to the quarter final, if there is a tie after 3 periods, there will be a 5 minute overtime period of stop time three against three. The game will end with the first legally scored goal. If the tie remains, after the 5 minutes a shootout will take place. For the semi-final and the final games, there will be one 10 minute period three against three. If the tie remains, a shootout will take place. Shootout If the tie remains, the referee will ask the coach to designate 3 players for the first round. Should the tie not be broken after the first round, the coach will designate 1 player at a time that will participate in the shootout. All players (except goaltenders) must take part in the shootout before any player does so twice. The receiving team will have the choice to shoot first or not. The penalty shot rules are in effect for the shootout. Shots are taken in turn. The team having scored most goals in the complete round is declared the winner. If additional rounds are necessary to determine a winner, the game will end once the tie is broken and each team has had an equal number of players participating in the shoot-out General information It is very important that all documents be returned on or before the deadline. Unless prescribed by a doctor, the use of oxygen or any other medical substance is strictly forbidden. 5
6 Any player who has been suspended in his league cannot participate in a tournament game unless his suspension has been purged. No suspension can be apply thru an exhibition game. For television purposes it might be necessary to modify the original schedule of some games. Teams affected by these changes will be advised within a reasonable time. Neck protectors are recommended but not mandatory for teams from outside Canada. Mouth guard protectors are recommended but not mandatory for teams from outside Quebec. Using the tournament logo without the Quebec International Pee-Wee Hockey Tournament approval is strictly prohibited. Action will be taken against illegal users. Teams and players accepted in the Quebec International Pee-Wee Hockey Tournament automatically forfeit their photographic and publicity rights for cards reproduction. Teams participating in the Quebec International Pee-Wee Hockey Tournament must be teams playing in an official league. The tournament will reject teams made up of players from different organizations. Only the teams who receive tournament authorization will be eligible to participate with players from different organizations. No registration will be considered without the enclosed payment of required fees. The application form is not considered an acceptance to the tournament.
