1 OUA BADMINTON RULES AND REGULATIONS CHAMPIONSHIP HANDBOOK Each year, the OUA provides teams with the opportunity to compete in the OUA Badminton Championships. The OUA is committed to offering quality events with the objective of fostering growth in the number of participating teams while providing the participants with positive and rewarding experiences.. The Focus of the OUA Badminton Championship is to be the Premiere University Badminton event in Ontario. (Updated July 2012) 1

4 KEY DATES AND DEADLINES 2013 OUA Badminton Championships Date: March 15-17, 2013 Location: Ryerson University Toronto, Ontario Host: Ryerson University Convenor: Chris Nadavallil If not already entered in the sport institutions must declare their intent to enter at the preceding OUA AGM in order to be guaranteed participation in the OUA Championship The host institution must confirm the OUA Championship date(s) with the OUA office by June 1 st Each year institutions entered in the sport must then confirm their intent to participate in the OUA Championship with the OUA office and the host institution a minimum of 30 days prior to the Championship through the use of the championship entry form. Institutions not entered in the sport by the preceding AGM may still enter the sport and attend the championship up to 30 days prior if the host can accommodate the additional entry Registration forms and fees are due 30 days prior to the Championship each year exact dates will be located within the Championship bulletin. Championship player roster forms are due to the Championship Host Director 72 hours prior to the start of Day One of the OUA Championship competition. Entry and roster forms are included in the Appendix of this Handbook (Updated July 2012) 4

5 1. Governance SECTION A Governance, Categories, Definition, and Registration 1.1 OUA general rules and regulations for eligibility, appeals, discipline, sanctions, etc shall apply. 1.2 There will be competitions for women s teams and for men s teams with Championship banners awarded to each. 1.3 The OUA badminton championship will be held on the second weekend of March each season if possible and will be a three day event. 1.4 All entries must be submitted to the Championship Host by the date outlined by the host. 2. Categories of Play 2.1 OUA events will be played in the following categories: Women Men 3. Definition Doubles Mixed Doubles 3.1 Participants in the OUA Championship shall be understood to include: Players, coaches, referees, managers, chaperones, medical personnel, minor officials and volunteers. All participants must be in good standing with the OUA. 4. Entry Format 4.1 Any team wishing to enter the OUA Championship must be entered in the sport with the OUA Office through the OUA Intent to Enter Form. If not already entered in the sport this form should be completed by the preceding AGM to guarantee participation in the OUA championship. Participants may enter the sport after AGM and up to the 30 days prior to the championship however their participation is dependent on the host being able to accommodate additional participants 4.2 Each institution must then complete the Championship Entry Form and submit it to the OUA curling convenor. The Entry Form must be received by the specific set deadlines. No late entries will be accepted. 4.3 Participating Athletes must be eligible according to the Athlete Participation Rules of the OUA found under Unit III, Rule II, sections in the OUA constitution. The eligibility of each athlete will be confirmed prior to the OUA Championship by the convenor (see Host responsibilities) (Updated July 2012) 5

6 4.4 The full names (first and last) of all participants must be included on the Roster Form. An OUA roster must be submitted by the set deadline to the OUA convenor. 4.5 Changes to the entry are permitted until 12:00 noon 10 days prior to the championship tournament by to the OUA Convenor Host from the institution s badminton head coach. 7 SECTION B General Rules 1. Rules of Play 1.1 The rules of play for all divisions at the OUA badminton championships shall be in accordance with Badminton Canada regulations, except where specified elsewhere in this document. 2. Categories 2.1 The OUA badminton championship will include the following five categories: (i) men s singles, (ii) women s singles, (iii) men s doubles, (iv) women s doubles, and (v) mixed doubles. 3. Competition Format 3.1 The OUA badminton championship consists of five (5) events: men s singles, women s singles, men s doubles, women s doubles and mixed doubles. 3.2 Each event consists of a qualification draw and a main event championship draw. 3.3 All qualification draws and main round draws will be created by using appropriate tournament software. 3.4 For any event that has a total number of entries fewer than 32, the qualification draw of the OUA badminton championship will consist of 8 pools with 3 or 4 athletes/teams per pool and one seeded athlete/team in each pool. The within these pools will be complete round robin (Amended May 2012) 3.5 The qualification draws will have maximum separation of each university s entrants among the pools. 3.6 In each of the five events the 1 st and 2 nd place players or teams from each qualifying pool will move into the main event championship draw. The 1 st place player / team will assume the position as determined by the seeding for that pool while the 2 nd place players/teams will be placed in the draw in a normal draw process to ensure maximum separation of players/teams by school. (Amended May 2012) 3.7 Order of play for both qualification round and main event will be singles (male and female) followed by mixed doubles followed by doubles (male and female). 3.8 The OUA championship schedule will be as follows: Friday 10:00 a.m. Registration, coach s meetings and player warm up Friday 11:00 a.m. Qualification Rounds singles (male and female) Friday 4:30pm On court warm up for mixed doubles Friday 5:00 p.m. Qualification Rounds mixed doubles Saturday 9:00 a.m. On Court Warm Up for all teams Saturday 10:00 a.m. Qualification Rounds doubles (male and female) (Updated July 2012) 7

8 Saturday 3:00 p.m. On court warm up for Main Event Saturday 4:00 p.m. Main Event Elimination (all events) Sunday 9:00 a.m. On Court Warm Up for all participants Sunday 10:00 a.m. Main Event Semifinals (all events) Sunday 12:30 p.m. Main Event Finals (all events) Sunday 3:00 p.m. Awards Presentation 3.9 Players are guaranteed 15 minutes rest between matches throughout the OUA championship Failure by any athlete to compete in a match constitutes a late default and shall result in that athlete being defaulted from further play in all events for that day. This also applies to no-shows and unexcused lates An athlete may be officially withdrawn without penalty by the referee if certified to be ill or injured. The athlete may be reinstated later in the championship under the same conditions OUA strongly recommends the use of protective eyewear meeting ASTM Standard F803 to reduce the risk of eye injury from racquet or shuttle impact. 4. Athlete Participation 4.1 Athlete eligibility is as per OUA regulations. 4.2 For the OUA badminton championship each university team has a maximum size of 20 athletes with a maximum of 10 male athletes and 10 female athletes. 4.3 Each participating university may enter a maximum of 4 players or teams in each of the five championship events. (maximum of 4 men s singles players, 4 women s singles players, 4 men s doubles teams, 4 women s doubles teams and 4 mixed doubles teams) 4.4 Individual athletes may compete in a maximum of two (2) events at the OUA badminton championship. (i.e. singles & doubles or singles & mixed doubles or doubles & mixed doubles) 4.5 All players and coaches must check in with the host convener or designate 30 mins prior to their upcoming match. No additional warm up time will be allocated for a player arriving late and if they are not on court for the start of their match then a forfeiture will be the game result. The exception will be made if the player is delayed because of a match they are currently involved with. In this scenario it will be the host convener to determine the new start time for the match and proper allocation of rest/warm-up time. 5. Championship Draw Date 5.1 To Facilitate seeding of individuals/teams for the OUA championship tournament, the following schedule will be adhered to: By noon nine (9) days prior to the OUA championship tournament, the OUA Convenor will distribute to OUA head coaches the fnal list of participating individuals/teams. By noon seven (7) days prior to the OUA championship tournament, OUA head coaches will submit to the OUA convenor recommendations for eight (8) seeds per event. The Convenor will forward these recommendations to the OUA Seeding Chair By noon four (4) days prior to the OUA championship tournament, thje OUA Seeding Chair will distribute to OUA head coaches the draft seedings for each OUA championship tournament event (Updated July 2012) 8

9 By noon three (3) days prior to the OUA championship tournament, OUA head coaches will provide feedback on the draft seedings for each OUA championship event 5.2 The tournament draw will be completed (2) days prior to the OUA championship tournament and posted online at (Added May 2012) 6. Championship Seeding 6.1 The OUA Seeding Chair will be designated each season by the OUA Convenor in consolation with Badminton Ontario. The role of this Chair is to oversee the seeding process for the OUA badminton Championship in consultation with the OUA Badminton head coaches (Amended May 2012) 6.2 Seedings for the OUA badminton championship will be done by the OUA Seeding Chair with reference to input from coaches and the following information in priority order: a) Current Canadian Senior National Rankings b) Current Canadian Junior National Rankings c) Head-to-head results in the current badminton season d) OUA exhibition results in the current badminton season e) OUA badminton championship results from the previous season f) Current Ontario Senior rankings g) Current Ontario junior rankings. In the case of doubles only ranking/results for teams composed of the same two (2) individuals as those competing at the OUA badminton Championship will be considered (Added May 2012) 7. Coaching Guidelines 7.1 Each university team must have a head coach with appropriate certification who will represent that university team throughout the OUA badminton championship. (Recommended certification for 2010 would be NCCP Level I and in 2011 would be NCCP Level II) 7.2 The head coach for each university team will be responsible for that institution s entry into the OUA badminton championship and any changes to that entry. 7.3 Each university shall identify the coaching staff (head coach and assistants) at the Technical Meeting. These will be the only coaches permitted on court during the intervals of match play. 7.4 The maximum number of coaches on court during any interval of any match shall be two coaches. 8. Officials 8.1 A referee and two umpires shall be named by the OBA Director (Officials) for the OUA Championship with duties as per Badminton Canada regulations. 8.2 The referee and OUA Convenor shall draw up the tournament schedule in accordance with the OUA championship regulations as outlined herein. The date, time and location of the championship draw will be publicized so that all participating coaches may be present at the actual draw. 9. Uniforms 9.1 All players are encouraged to dress in the designated university badminton team uniform for all matches. If this is not possible due to the number of matches a player will play during a (Updated July 2012) 9

10 championship weekend (possibility of 10 matches) then officials will allow for school colours (which could be plain white) for pool play and require the school uniform for the main round matches. These uniforms must conform to the current Badminton Canada regulations. 9.2 No sport club insignia is permitted on the team uniform. A sport club is defined as a community, provincially or nationally based organization whose primary purpose is participation in single or multi sport programmes. 10. Scoring 10.1 All matches played in the OUA Badminton Championship shall be 2 out of 3 games to 21 points with rally point scoring. (Updated July 2012) 10

11 1. Pre Competition Technical Meeting SECTION C GENERAL INFORMATION 1.1 The OUA Badminton Convenor will organize and conduct a pre-competition Technical Meeting for coaches and officials. This meeting will take place at the championship site one hour prior to team warmup at the Championship. This meeting must be chaired by the Championship Convenor. 1.2 The OUA Badminton Convenor will send the agenda for the Technical Meeting to the head coaches and championship referee by electronic mail at least one week in advance of the OUA Badminton Championships. 1.3 It is the responsibility of each competing team to ensure that one (1) representative be in attendance at the start of the Technical meeting with the team roster for the OUA Badminton Championship. 1.4 The following agenda items will be discussed at the Technical Meeting: A. OUA Badminton Convenor Introduction and Role of the Tournament Committee Verification of team representatives in attendance Verification of team rosters - head coach, assistant coaches, support staff, captains and players, rookies Review OUA Championship Awards Introduction of Championship Referee and Umpires B. OUA Badminton Championship Referee Tournament procedures - order of play, designated areas for team members; reporting of scores and updating of scores on master draw sheets; local rules in terms of faults; other pertinent information Confirmation of participants in each championship event Review coach s concerns 2. Pre Tournament General Coach s Meeting 2.1 The OUA Badminton Convenor will chair the OUA badminton Coach s meeting at the OUA Badminton Championships at which time an overall evaluation of the tournament may be made and recommendations for changes may also be forwarded. All OUA head coaches are expected to attend this year-end meeting. 3. Team Championship 3.1 For the purpose of determining final team standings for the OUA badminton championship the following points allocation will be used: Main Event Winner 10 points Main Event Finalist 7 points Main Event 3 rd place 5 points Main Event 4 th place 3 points Main Event quarter-finalists 2 points (Updated July 2012) 11

12 Main Event round of 16 1 point 3.2 The OUA Badminton Championship banner and trophy will be provided by the OUA and presented at the awards ceremony by the OUA championship host. 4. Individual Awards 4.1 The OUA will provide medals for the players of the gold medal winning teams. A maximum of twenty medals per team will be provided (Amended May 2012) 4.2 The OUA will provide medals for the individual players who finish 1 st, 2 nd and 3 rd in each of men s singles, women s singles, men s doubles, women s doubles and mixed doubles. 4.3 The champion and finalist in each of the five (5) championship events will be awarded OUA All Star certificates for that event. (Men s Singles, Women s Singles, Men s Doubles, Women s Doubles and Mixed Doubles) An additional three all-stars will be selected by the tournament committee based on nominations submitted by coaches from all flights after round robin play. 4.4 The first, second and third place teams at the OUA Badminton Championships become automatic team entrants into the Canadian University/College Badminton Championship. 4.5 The coach of the gold medal winning team will be awarded the OUA Badminton Coach of the Year Award. 4.6 Male and Female Rookie of the Year awards are given to the male and female athlete that accumulates the most amount of points at their first OUA Championships. 4.7 Male and Female MVP of the Year awards are given annually to the male and female athlete that accumulates the most amount of points at the OUA Championship. Should two (2) athletes be tied in points at the end of the championship then co-winners will be awarded that year. The MVP can also be the rookie of the year. 5. Championship Host Rotation 5.1 The OUA Badminton Championship shall be hosted at a predetermined site according to the following championship host rotation (See OUA Championship Host Rotation Chart): season University of Western Ontario season University of Toronto season Ryerson University season University of Waterloo season TBA season McMaster University season York University (Updated July 2012) 12

13 SECTION D OUA AND CHAMPIONSHIP HOST RESPONSIBLITIES 1. Championship Requirements 1.1 The OUA Badminton Championship will require a minimum of six (6) championship courts (and preferably eight (8)) for the duration of the competition. 1.2 The OUA Badminton Championship will require a hospitality room for officials, coaches and volunteers for the duration of the competition. 2. Convenor/Host Responsibilities 2.1 To designate the Badminton Championship convenor for the duration of the competition with duties as per OUA regulations and Ontario Badminton guidelines. 2.2 To confirm eligibility for all participating athletes on the Championship roster prior to the first day of competition. 2.3 To chair the championship draw making and to publish the draw online at prior to the OUA championship. 2.4 To chair the OUA Technical Meeting at the Badminton Championship. 2.5 To ensure that a minimum of six (6) courts are available for each day of competition at the championship. 2.6 To ensure that an adequate supply of the selected official OUA tournament grade shuttlecocks is available for the OUA Badminton Championship. 2.7 To provide a certified trainer and athletic therapy services for the duration of the OUA championship. 2.8 To ensure the presence of the following minor officials to assist with the operation of the championship: Four draw desk personnel to announce matches, take and record scores and to update the master draw; Minimum of three (3) timekeepers for on court warm up and match interval timing; 2.9 To supply the following equipment for the smooth operation of the OUA Badminton Championship: table for the draw desk minor officials; table for the OUA referee and umpires; laptop computer for the draw table with the appropriate tournament software loaded; stop watches for minor officials; score cards for each court if possible; sound system for announcing available matches during the duration of the weekend; 2.10 To organize the formal awards ceremony immediately after the conclusion of the competition To produce a souvenir programme for the event from championship template provided by the OUA office To circulate the OUA Badminton Championship report to the OUA office and all participants 2 weeks after the championship event. OUA Responsibilities 3.1 To provide the host convenor with the template for the Championship programme. 3.2 To provide the host each of the following: Eighteen (18) of each for the OUA Championship team awards - gold, silver and bronze; Eight (8) of each for the OUA Championship individual awards gold, silver and bronze (1 men s singles, 1 women s singles, 2 men s doubles, 2 women s doubles and 2 mixed doubles); The OUA Badminton Championship banner and trophy for the winning team; Sixteen (16) certificates (eight (8) male and eight (8) female) for the OUA Badminton All Stars; 3.3 To publish the tournament results and information on the OUA website; 3.4 To circulate motions from the coach s meeting for voting and eventual distribution to the OUA Sport Committee for consideration. 4. Individual Team Obligations 4.1 To ensure that all players have registered their entry online prior to the appropriate entry deadline; 4.2 To ensure that a complete team entry form is submitted by electronic mail to the OUA Convenor prior to the entry deadline; 4.3 To ensure that a complete team eligibility roster has been submitted to OUA prior to the entry deadline; 4.4 To ensure that all rules and regulations are adhered to and that the team is in good standing. 5. Cost Sharing Allowances 5.1 OUA Badminton Championship costs will be shared among the participating universities with costs to be determined after the conclusion of the actual championships. Costs to be included for cost sharing include shuttlecocks costs, referee and umpire honoraria, travel costs for the officials and any other OUA approved expenses based on the Competitive Championship Cost Share Chart. 19 CHAMPIONSHIP HOSTING GUIDELINES Ontario University Athletics BADMINTON RYERSON UNIVERSITY MARCH 15 17, 2013 Category: Category I OUA Championship without a league sponsor and or local television BASE REQUIREMENTS For all OUA Championships, hosts will be responsible for the following matters: MEDIA RELATIONS The Host is responsible for the following: o The Host will agree to adhere to the minimum result and media information requirements as established for the event by the OUA office. o The host shall provide the following to the media: A suitable location to report on the event Access to a phone line Reliable power source Acceptable location to view/report on the game o Hosts must be prepared to cater to media by providing rosters, access for interviews or photo opportunities, and technical support during the championship. The OUA Office will be responsible for the following: o OUA Championship Preview Release o All-Star release following the Championship o Recap of the Championship following the event As per the OUA All-Star and Major Award Announcement Policy: Step 1: Convenor must have the names to the OUA office by 12:00 pm the day following the championship Step 2: The OUA office will issue the release by 4:00 pm the following day Championship hosts are NOT to include All-Stars in any releases prior to the OUA release on the Tuesday following the championship. Institutions that knowingly release all-star or major award winners prior to the release date and time established b y the OUA there will be a $500 fine. SCORE REPORTING The host is responsible for reporting all results and statistics into the OUA database and shall follow the same reporting timelines used for all regular-season and playoff events. EVENT REPORTING (Updated July 2012) 19

20 o o o The Host will ensure that all local media relations are executed and that the reporting of all scores is submitted within regulation to local media, the OUA, the CIS and other media outlets. Round summaries must be posted within 2 hours on the host s website and the OUA statistics and schedule database as outlined in the manuals. A copy of all advertising materials must be sent to the OUA office at the end of the championship. PHOTOGRAPHY o The Host is required to have a photographer at throughout the championship (unless OUA specifies that a photographer will be provided) and must provide photos to the league office no later than 10-days following the event. o A selection of action photos OF ALL PARTICIPATING INSTITUTIONS are required in addition to the team championship banner shot. PROGRAMS o For the OUA Badminton Championship, the 17 x 11 foldable OUA Championship Program template shall be used for team rosters, schedules, statistics, or any other pertinent details. EVENT PROMOTION o The Host will assume marketing of the championship event with the goal of building spectator and media interest. o The Host is encouraged to advertise the championship within the local community. o All creative mock-ups must signed off by OUA PRIOR to production of these materials o All championship materials must include the OUA logo or Ontario University Athletics within the context of the written print, promotion or advertising material. o The host is responsible for creating and printing the official championship poster o Posters should be a minimum 11 x 17 and follow the same logo and mark criteria. o The OUA logo must be in a prominent position and shall not be superseded by the host identification o Unless the poster is in full colour process, the use of black ink on light green or light blue background is acceptable, or green or blue ink on a white background. Colour process must incorporate one of the OUA colours of blue and green in any creative way necessary to achieve the goals of the poster. The official OUA colours are Pantone Blue 541 and Pantone Green 356. SPONSORSHIP o OUA Protected Categories (Car Insurance, Petroleum, and Pizza) remain exclusive to the league. No competing sponsors may be a part of the championship. o The OUA will review the hosts potential sponsors and approve those that do not conflict. AWARDS o The Host and/or Convenor will ensure that the championship trophy is present and in presentable condition for display and championship presentations. o The OUA will provide all awards necessary to the championships as per the OUA regulations and awards summary sheet to host the committee in a timely fashion for any host responsibilities to be met. 21 o o o o The OUA will provide support in the development of the championship award presentations and scripts (see below). The Host will ensure that the championship awards presentation is executed properly by following the script and setup for each championship and special event. Championship Awards should be set up on a table with OUA banners, Medals, MVP Awards. Medals are to be presented to each individual winner, by a representative of the OUA and may either be the convenor, staff, host member or sponsor in a dignified way. (Updated July 2012) 21
