Obamacare remains the law of the land. The new nomination for the Supreme Court is in review. Russia connections are being investigated. The Trump Administration s budget has been proposed One hot political issue, among the many, that is significant to us as sportsmen concerns how Trump budget proposals could affect anglers. The proposed cuts to the EPA and natural resource agencies are alarming. Programs such as the Land and Water Conservation Fund (LWCF), which enhances angler access and trout and salmon habitat through the Forest Service and BLM, would have significant funding cuts. In addition, energy development on public lands has been given priority over public land access even though statistics show there is already more access to energy resources on public lands than industry has use for. For instance, in 2015, BLM approved 3508 applications to drill, yet industry only drilled 1621 new wells. That same year, there were oil and gas leases in effect, but only of those leases were producing. When there is already more access to energy resources than industry has use for, we as sportsmen should ask why programs to provide access and land acquisition for sportsman are being cut. Our own club s affiliating national group, the IFFF, passed a board approved policy statement in February 2017 stating, It is our position that any proposal to change, transfer, or liquidate ownership and or management responsibility of public lands has a significant likelihood to adversely affect the biological health, function, and wellbeing of natural systems and the wildlife species they support our position that any such proposed action should receive full evaluation for public review and comment in the form of an Environmental Impact Statement under provisions of the National Environmental Policy Act. Trout Unlimited is taking a similar stance at the national level, as well. These Federal budget cuts and proposals are not final. They will have to be ratified by Congress before taking effect. This gives us, as sportsmen, a limited amount of time probably before this Fall to make our voices heard. Contact your elected officials and tell them to support the programs which protect our land and water. Speak up. Be heard! Jim invited the president to speak at our meeting and he has graciously accepted. Although not widely known, he is an accomplished fly fisherman who often ties his own flies. He has even made modifications to the standard Royal Humpy and has named it the Presidential Trumpy. He did say he would limit his comments to fly fishing and would like to make it a non-political evening. That being said, I must point out that by now the only people believing this are the same members who are still hoping to catch the New Zealand brown trout that Stephen Aspinwall caught and released in the Spokane River as reported April Fools Day In reality this is our annual Washington Department of Fish and Wildlife update meeting. Randy Osborne will be our main speaker with information regarding the condition of our fisheries. We will also be treated to an update on water conditions by our own Guy Gregory. Conditions should be much better than recent years and we look forward to a great year of fishing in This should be a great meeting. And.Happy April Fool s Day!! He related that, unfortunately, in the only match his mother was able to attend he was TKO d at the beginning of the first round by a guy from Priest River. The special Ronald McDonald House session of kids fishing will be on Friday, May 5th from about 2:30 pm until 5:00 pm. We will again be transporting the families to attend. The main Kids Fishing will be on Saturday May 6th from 8:00 am to about 4:00 pm. Volunteers for the Ronald McDonald House should Dick O Dell with a happy group of fishers show up at the RMH by 1:30 pm on Friday. Volunteers for the Kids fishing on Saturday should show up by 7:30 am and Randy Osborne will tell us what is to go on for the day. There will be rod building on Wednesday the 19th of April at the Inland Northwest Wildlife Council from 6:00 pm to 9:00 pm. The volunteers who show up on Saturday may come and leave at any time as we realize that not every one can spend a whole day. We do appreciate everyone s participation in this great event.

BIGHORN SHOW By Jim Athearn If you didn t have a chance to make it to the Big Horn Show this year and to see all of our members in action teaching the kids to tie flies, you missed a lot of fun.

Our new booth location proved successful at attracting a lot more attention and our volunteers responded with a great effort to entertain and teach our young visitors.

Not only did the kids have a good time but a lot of our guys said they enjoyed the opportunity to spend time with other club members getting to know them better.

Our new booth location proved successful at attracting a lot more attention and our volunteers responded with a great effort to entertain and teach our young visitors. This was our best show ever thanks to their efforts. Not only did the kids have a good time but a lot of our guys said they enjoyed the opportunity to spend time with other club members getting to know them better. It especially was nice to see a lot of returning kids, some who have been back for several years now and never seem to get enough. The book is presently available for all to see. LIVING TO FISH: TALES OF YOUTH, WAR AND OUTDOOR WRITING (Kindle Edition ) Fenton Roskelley wrote about fishing, hunting and other outdoor sports for over 60 years as outdoor editor or contributing editor for Spokane's two daily newspapers. From the time he was a young boy growing up in Utah and Idaho to his death at 96, Fenton lived the ideal life. Three days a week, he either tossed a fly onto regional lakes, rivers or steams, or pursued wily pheasants, elk and deer throughout the Pacific Northwest. When Tom Brokaw wrote his book about the "Greatest Generation," Fenton was the poster child for whom Brokaw had in mind. In "Living to Fish", Roskelley writes about growing up fishing on Idaho's Salmon River; as a Master Sergeant for an armored battalion fighting through France and Germany during World War II; his talented fishing and hunting pals; his favorite outdoor haunts; and reflects on a long and storied history in the outdoors from the 1920s to present. The group is raising funds to continue their work to save wild steelhead. The showing is scheduled for Thursday, April 27th at Lincoln Center of Spokane, located at 1316 No Lincoln. FLY OF THE MONTH Carey Special April 2017 Jim Athearn Originally called the Monkey-faced Louise, it was subsequently named the Carey Special by its originator, Colonel Carey of Quesnal, B.C.. It was designed as a dragonfly nymph or an emerging sedge pupa which would be slowly retrieved through still waters.

The Carey is by far one of the most popular lake fishing patterns. It is a great searching pattern.

At other times, success can be found while trolling the fly at other water depths. Often variations in the retrieve action will elicit strikes.

Hook: Mustad 9672 3XL, 6 10. Most popular is size 8. Thread: Black Uni 6/0 Tail: Pheasant Tail Body: Peacock Herl Hackle: Pheasant Rump Wrap thread along shaft to hook bend.

Tie the fibers on the top of the hook to form a tail beginning at the hook bend. The tail length should be about the same length as the hook shaft.

5 FLY OF THE MONTH Carey Special April 2017 Jim Athearn Originally called the Monkey-faced Louise, it was subsequently named the Carey Special by its originator, Colonel Carey of Quesnal, B.C.. It was designed as a dragonfly nymph or an emerging sedge pupa which would be slowly retrieved through still waters. This fly can also simulate other organisms, including caddis nymphs, mayfly nymphs and leeches. By wrapping the collar hackle sparsely, it makes an excellent damselfly nymph imitation. The Carey is by far one of the most popular lake fishing patterns. It is a great searching pattern. The most common way to fish the Carey Special in lakes is to troll the fly on or near the bottom with a full sink line. At other times, success can be found while trolling the fly at other water depths. Often variations in the retrieve action will elicit strikes. Short tugs of about 2 to 3 inches, or long slow pulls of about 8 to 12 inches, followed by a pause should be tried. If a particular color or size doesn t work, try another. Hook: Mustad XL, Most popular is size 8. Thread: Black Uni 6/0 Tail: Pheasant Tail Body: Peacock Herl Hackle: Pheasant Rump Wrap thread along shaft to hook bend. Pinch 8 to 10 pheasant tail fibers together so that the tips are even. This is easiest if they are pulled straight from the feather shaft. Tie the fibers on the top of the hook to form a tail beginning at the hook bend. The tail length should be about the same length as the hook shaft. Wrap the thread forward over the fibers on top of the hook shaft to a point about two hook eye widths from the eye. Trim the tail fiber excess and wrap the thread back to the hook bend. Select 3-4 peacock herls and tie them on tip first. Do not use the first 1/2 inch or so of the tips as they are fragile. Secure the herls. Hold the herl ends along the hook shaft and secure them with several thread wraps. Trim the excess herl and wrap the thread back to the hook bend. Wrap the peacock herls around the thread about 8 turns. This will reinforce the herls as they are wrapped on the hook to form the fly body. Form the body by wrapping the herls forward. Continue to wrap the herls around the thread as you progress forward forming the fly body. Leave a space equal to at least one hook eye width so there will be room to tie on the hackle. Trim off the loose herl ends. Select a pheasant rump feather for the hackle and carefully peel off the fluffy fibers on the lower part of the feather shaft. Gently hold the tip of the feather and stroke the fibers down to prepare the feathers. Tie in the hackle feather by the tip. Wrap 2-4 turns of hackle with each successive wrap forward of the other. Tie off with several tight turns of thread and trim off the remaining feather tip. Form a head with thread wraps and whip finish.
