8 URBAN ECOLOGY : NATURE IN THE URBAN FABRIC PUTRAJAYA LAKE AND WETLANDS Largest man-made wetlands in the tropics The Wetland is 200 hectares in size Wetland functions as a natural filtration system for the lake Planted with more than 70 species of wetland plants totaling 12 million altogether The Lake covers an area of 400 hectares, creating 38 kilometers of shoreline

12 THE PUTRAJAYA LAKE & KEY ISSUE Putrajaya has been developed as a City in a Garden, with the Putrajaya Lake as the central theme in the Putrajaya Masterplan 2. Putrajaya Lake Management Guide (1998) has set the ambient Water Quality to a standard that is slightly higher than Class IIB for the Lake 3. About 30% of the upstream areas of the Putrajaya Lake Catchment lies in the State of Selangor, where the level of enforcement is not as integrated and focused as that within Putrajaya 4. There is a need to enhance the enforcement and monitoring of the 30% through new institutional development and increased legal measures using the LUAS Enactment 1999

14 THE PUTRAJAYA LAKE & KEY ISSUE Perbadanan Putrajaya completed a Catchment Development and Management Plan for Putrajaya Lake (CDMP) in The CDMP recommended development of an institutional framework to facilitate implementation of the developed CDMP 3. There is a need to identify the relevant clauses in the LUAS Enactment and develop the required institutional framework to enable LUAS to work with Perbadanan Putrajaya to protect Putrajaya Lake 4. There is a need to update the CDMP to incorporate 7 years of implementation experience and the latest policy, legal, current and future landuse plans of catchment stakeholders
15 THE PUTRAJAYA LAKE & KEY ISSUE Successful implementation requires coordination, co-operation and collaboration between existing planning authorities and between different interest groups and stakeholders; 2. CDMP is more than a technical & engineering solution to catchment management, providing a platform for integration of various stakeholders interest, beside establishing an overall guidance for consistent implementation of policies; 3. Legislative and institutional framework have to be put in place to establish the discipline and direction; 4. It is necessary to establish a mechanism that can merge co-ordination and seek cooperation not only across sectors, but also political and administrative borders

17 IMPLEMENTATION OF LEMBAGA URUS AIR SELANGOR (LUAS) S 1999 ENACTMENT FOR INSTITUTIONAL DEVELOPMENT AND INTEGRATED CATCHMENT MANAGEMENT FOR PUTRAJAYA LAKE Perbadanan Putrajaya Lembaga Urus Air Selangor
18 1. Study Goal is to Ensure that the water quality and quantity in the Putrajaya Lake Catchment are managed and controlled up to Putrajaya Lake Water Quality Standard (Class IIB level). 2. Two main focus of study: (a) (b) Development of institutional structure and identification of necessary legal provisions in LUAS Enactment to enable management of the 30% of the Putrajaya Lake Catchment, in Selangor, to be upgraded to the same level as that implemented by Perbadanan Putrajaya. Updating of CDMP so that an integrated lake catchment management and monitoring system can be implemented by the developed institutional structure and legal provisions
