1 PARTNERSHIP AFRICA CANADA Engagement with the ICGLR to Address Illegal Exploitation of Natural Resources Partnership Africa Canada s (PAC) support to the ICGLR and ICGLR Member States to address the illegal exploitation of natural resources is part of five-year funding provided by the Government of Canada through Global Affairs Canada. Dependent on complementary funding, PAC hopes to engage with the remaining Member States, to support their efforts to implement the Regional Certification Mechanism (RCM), the OECD Due Diligence Guidance, to formalize the artisanal mining gold sector, and to promote women s economic empowerment as relates to natural resources. Regional Database of Mineral Flows Partnership Africa Canada (PAC) is collaborating with the ICGLR Secretariat to support the development and implementation of the Regional Database on Mineral Flows. Expected outputs for 2016: Design and architecture of the Regional Database on Mineral Flows. Technical assistance to ICGLR and Member States on data transmissions to the Regional Database. Operationalization of the Regional Database. Democratic Republic of Congo Partnership Africa Canada (PAC) is currently in the final stages of signing a Memorandum of Understanding with the Congolese Ministry of Mines after which a detailed work plan will be elaborated. In collaboration with the Ministry of Mines, PAC expects to continue to pilot and share best practices to introduce chain of custody measures applicable to artisanal gold in the country. PAC will also provide training on the implementation of the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict-Affected and High Risk Areas. Another area of focus is women s economic empowerment, beginning with field-based research that is currently underway The accomplished activities in 2015 and 2016 include: March (2016): Introductory training on RCM and OECD Due Diligence was held for mineral exporters, policymakers, and civil society in Bunia, Ituri province. Key Output: Mineral exporters policymakers received guidance on the ICGRL RCM and complying with the OECD due diligence. In addition, discussions on countering the illicit gold trade, such as promoting legal taxation were held.

2 Ongoing (2015) & (2016): Development of the Just Gold pilot project that aims to bring artisanal conflict-free gold to international markets. Pilot in Ituri is active and groundwork is being laid for work in South Kivu. Key Output: Piloting of a chain of custody model for artisanal Congolese gold. As a result of the project, the first gold exporter in DRC in Bunia, Ituri has undertaken a due diligence review and taken action to comply with the RCM and OECD Due Diligence Guidance. Partnership Africa Canada and Democratic Republic of Congo will formalize its cooperation, with the signing of a Memorandum of Understanding. Technical assistance to the Ministry of Mines to effectively lead RCM and OECD Due Diligence implementation in the Democratic Republic of Congo, with the development of a work plan and road map for implementation. Ongoing pilot of the Just Gold project that tests a chain of custody for artisanal gold, complying with the RCM and OECD Due Diligence. The project promotes formalization of the artisanal mining sector, as well as women s economic empowerment in the sector. Training civil society organizations and private sector actors to understand and fulfill their defined roles and responsibilities for successful RCM implementation in the Democratic Republic of Congo. Kenya Partnership Africa Canada (PAC) is collaborating with the Ministry of Mines to enhance the Republic of Kenya s ongoing preparations to implement the endorsed six tools against illegal exploitation of Natural Resources in the great lakes region. The scope of PAC engagement is particularly focused on the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict- Affected and High Risk Areas. The accomplished activities in 2016 include: February (2016): PAC conducted a two day training on RCM and OECD Due Diligence for the Kenyan representatives to the ICGLR steering committee and audit committee. Key Output: Participants were provided with guidance on the RCM s scope and procedures. Steps were put in place for development of Kenya s work plan on the implementation of the RCM.

3 RCM and OECD Due Diligence introductory training is planned in June 2016 for key RCM stakeholders including mine inspectors, government agencies, civil society groups and industry players. The development of an RCM and OECD Due Diligence implementation work plan and road map for Kenya is expected out of this training. Technical assistance to the Geology and Mines Department to effectively lead RCM implementation in Kenya. responsibilities for successful RCM implementation in Kenya. Rwanda Partnership Africa Canada (PAC) is collaborating with the Rwanda Natural Resources Authority (RNRA) to enhance the Republic of Rwanda s ongoing implementation of the endorsed six tools against illegal exploitation of Natural Resources in the Great Lakes Region. The scope of PAC s engagement is particularly focused on the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict-Affected and High Risk Areas. The accomplished activities in 2015 include: August 31 & September 1 (2015): Introductory training on RCM was provided to mineral exporters in Rwanda alongside an OECD-facilitated training on due diligence. Key Output: Mineral exporters received guidance on the complementary relationship between the ICGLR RCM and OECD Due Diligence Guidance for responsible mineral sourcing from conflict affected and high-risk areas. In addition, mineral exporters received introductory guidance on the RCM in preparation with how to comply with a government directive to buy tin, tantalum, tungsten and gold solely from certified mines starting in January September (2015): In depth training on the RCM was conducted for mineral exporters in Rwanda. The training focused on ensuring mineral exporters understood the steps to comply with the RCM. Key Output: Mineral exporters were provided with the required knowledge to integrate RCM requirements into their activities, supporting their compliance by the January 2016 deadline to commence buying tin, tungsten, tantalum and gold from certified mines in Rwanda. Technical assistance to Rwandan mineral exporters to effectively comply with government directive to only buy tin, tantalum, tungsten and gold originating from certified mines.

4 Training on RCM for customs and police officials in Rwanda to support successful RCM implementation in the country. Facilitating increased transparency in RCM processes and particularly to boost market confidence in Rwanda s ICGLR certificate. Technical assistance to Rwanda s mineral certification unit to effectively support the RCM implementation process in the longer term. responsibilities for successful RCM implementation in Rwanda, and to enable their participation in Rwandan mine site inspections. Tanzania Partnership Africa Canada (PAC) is collaborating with the Ministry of Energy and Mines to enhance the United Republic of Tanzania ongoing preparations to implement the endorsed six tools against illegal exploitation of Natural Resources in the Great Lakes region. The scope of PAC engagement is particularly focused on the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict-Affected and High Risk Areas. The accomplished activities in 2015 include: October (2015): PAC conducted an RCM and OECD Due Diligence introductory training to key RCM stakeholders including mine inspectors, government agencies, civil society groups, and industry players. Key Output: The development of an RCM and OECD Due Diligence implementation work plan and road map for Tanzania is in progress as a result of the training. Uganda Partnership Africa Canada (PAC) is collaborating with the Ministry of Energy and Mineral Development to enhance the Republic of Uganda s ongoing preparations to implement the endorsed six tools against illegal exploitation of Natural Resources in the Great Lakes region. The scope of PAC

5 engagement is particularly focused on the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict-Affected and High Risk Areas. The accomplished activities in 2015 and 2016 include: October (2015) and February 1-5 (2016): PAC facilitated two trial RCM mine inspections conducted at the Nyamuliro tungsten mine (February 2016) and African Panther cassiterite mine (October 2015) in Kabale and Isingiro Districts in South Western Uganda. The ICGLR Technical Unit participated in the trial inspection at Nyamuliro tungsten mine at the invitation of the Government of Uganda. Key Output: A team of government mine inspectors have acquired experience on the scope and conduct of RCM mine inspections. In addition, a draft mine inspection template has been tested in the field and is being harmonized to further satisfy RCM standards and requirements. A draft reporting template for RCM mine inspections has been developed and is further being refined to satisfy RCM standards and requirements. January (2016): PAC participated in the drafting of the statutory instrument to adopt the RCM manual and standards and OECD Due Diligence into the Mining Act 2003 and Mining Regulations This statutory instrument is being fast-tracked in order to achieve the necessary domestic legal framework to implement RCM and OECD Due Diligence in Uganda. Key Output: The draft statutory instrument is complete and has been submitted to the Permanent Secretary in the Ministry of Energy and Mineral development for additional technical input before it is forwarded to the Minister for consideration. RCM technical assistance and training to 3T&G mining companies to prepare them to comply with requirements of the RCM legislation that is being considered in Uganda. Technical assistance to the Geological Survey and Mines Directorate for successful RCM implementation process in the longer term. responsibilities for successful RCM implementation in Uganda. Zambia Partnership Africa Canada (PAC) is collaborating with the ICGLR National Coordinator to enhance the Republic of Zambia s ongoing preparations to implement the endorsed six tools against illegal exploitation of Natural Resources in the Great Lakes region. The scope of PAC engagement is particularly focused on the Regional Certification Mechanism (RCM) and Organization for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Sourcing from Conflict-Affected and High Risk Areas.

6 The accomplished activities in 2016 include: February (2016): PAC held discussions on RCM and OECD Due Diligence implementation with the ICGLR National Coordinator in the Republic of Zambia. Additional discussions were held with civil society organizations engaged in the extractive sector and the ICGLR Levy Mwanawasa Center for Democracy and Good Governance. Key Outputs: A preliminary list of civil society organizations engaged in the extractive sector was developed for planned training and capacity-building to understand their role in the RCM processes. In addition, a comparison of training priorities was developed together with the ICGLR Levy Mwanawasa Center and increased possibilities for cooperation. RCM and OECD Due Diligence introductory training is planned in early 2017 for key RCM stakeholders including mine inspectors, government agencies, civil society groups, and industry players. An RCM and OECD Due Diligence implementation work plan and road map for Zambia is expected out of this training.
