1 The High School Sailing Championship at Fort Monroe MASSA Fall Fleet District Championship II Hosted by Youth Sailing Virginia at 100 Stillwell Drive, Hampton, VA October Notice of Race 1. RULES 1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) , the Prescriptions of US Sailing, the Mid- Atlantic Sailing Association (MASSA) Procedural Rules, the Inter- Scholastic Sailing Association (ISSA) Procedural Rules (PR), this Notice of Race, and the Sailing Instructions The Organizing Authority is MASSA in conjunction with host Virginia High School Sailing Foundation RRS Appendix P is in effect modified per ISSA Procedural Rule 14(c). 2. ELIGIBILITY 1.1. Competing schools must be members of ISSA and meet ISSA eligibility rules as prescribed in the Procedural Rules as modified by the MASSA Procedural Rules Teams must be accompanied by a designated adult team leader, who may be an advisor, coach, or parent recognized by the school Selection of competing schools will be by League elimination. Allocations will be determined by the MASSA Procedural Rules. Schools should contact their League directors to find out details on League qualifiers. 3. REGISTRATION 1.1. Qualifying schools must notify regatta contact of intent to participate before October 12, Teams unable to compete must notify the Regatta Chairperson and their League Director as soon as possible. MASSA will reallocate vacant district quotas. 4. BOATS FJ s provided by YOUTH SAILING VIRGINIA. Boats will be sailed as provided Collisions causing damage will be dealt with by jury with regard to RRS rule 14, 68 & SCHEDULE OF EVENTS

Trophy presentation will be ASAP after racing concludes. 6. SAILING INSTRUCTIONS 1.1. Sailing Instructions will be available at Registration. 7. RACING AREA 1.1. The Racing Area will be in Mill Creek. 8. EVENT SITE 8.1 Registration will be in the Fort Monroe Community Center, 100 Stilwell Drive, Hampton, VA Locker rooms with showers are available in the community center on Saturday. Following the competitors meeting at the community center, sailors will be shuttled from the Kayak dock to the anchored floats holding the 18 FJs This event is part of SAIL FORT MONROE which also includes a cruising boat race and other activities. (see attached notice) 9. PRIZES Prizes will be awarded for 1st, 2nd, and 3rd in the regatta. 10. TRANSPORTATION AND HOUSING A block of rooms is being arranged at the Crown Plaza Hotel in Hampton, with a discounted rate (not including taxes) under High School Sailing Championships. 3 Host is not responsible for reservations or payment. Other hotels are available in the Coliseum Central and Power Plant areas that are close to Fort Monroe. The Norfolk International Airport (ORF) is 15 miles from Fort Monroe. Newport News Airport (PHF) is 16 miles from Fort Monroe. 11. COACHING Coaching may only take place from a designated area or host provided boat. 12. OFFICIAL NOTICE No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1(b). If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and, where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site. 13. WAIVER OF LIABILITY Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law.

REGATTA CONTACT: Kevin Eley Phone: Venue Website: Sailing Events Saturday, October 17 October 17 & 18, 2015 Mid-Atlantic Sailing Association Fall Fleet District Championship, Youth Sailing Virginia, Mill Creek 10:00 am 4:00 pm. Bring your chairs and enjoy high school sailing at its finest on the shores of Mill Creek. Top sailors from Virginia, Maryland, New Jersey and New York will be competing in this two day event. Visitors are encouraged to park at the Fort Monroe Community Center at 100 Stillwell Road. Round the Lights Race, Old Point Comfort Yacht Club, 100 McNair Drive, 10:00 am 6:00 pm. The race starts and ends in Mill Creek, by the Old Point Comfort Yacht Club and Old Point Comfort Marina. This race is designed for all types of sailors from competitive racers to dedicated cruisers. The challenge is for boats to sail around both the Middle Ground Lighthouse and Thimble Shoals Lighthouse. Each boat is granted a start time and it is up to the Skipper to determine how best to navigate the course and which light to go around first, based on wind, tide and current. This is a Chesapeake Bay Yacht Racing Association (CBYRA) sanctioned long-distance race that draws participants from Hampton Roads and beyond. Start times are staggered between 10:00 and 11:30; the race ends when all boats have crossed the finish line or 6:00 p.m., whichever occurs first. Fort Monroe is the perfect location to see boats racing from the start, around each lighthouse and to the finish line. 5 Sunday, October 18 Mid-Atlantic Sailing Association Fall Fleet District Championship, Youth Sailing Virginia, Mill Creek 10:00 am 4:00 pm. Day two of competition. Things to do: The Casemate Museum, 20 Bernard Road, chronicles the military history of Fort Monroe from the construction of Fort Algernourne, the first defensive fortification at the site in 1609, through the US Army s deactivation of the post in The museum also highlights the site s Civil War history, including the 1861 Contraband Decision and the imprisonment of Jefferson Davis in Open Tuesday-Sunday, 10:30am 4:30pm. The museum is free and self-guided.
