1 REGULATIONS AND SPECIFICATIONS FOR THE 2018 SHORT CIRCUIT SUPER KARTS CLUB CHAMPIONSHIP MSA WESTERN CAPE MOTORSPORT CIRCULAR 61/ CONTROLLERS OF THE CHAMPIONSHIP The Controllers of the Championship will be the Sporting Committee of the Western Province Motor Club (herein referred to as Sportcom), who have delegated the management, control and day to day running to the Short Circuit Committee. 2. AIM OF THE CHAMPIONSHIP a. This is a Club status championship. b. The aim of the championship will be to declare a Western Province Motor Club SUPER KARTS SHORT CIRCUIT Club Champion for 2018 and class champions as applicable. c. The Western Province Motor Club Sporting Committee, in its sole discretion, is responsible for declaring the winner of each championship or to withhold such declaration. 3. REGULATIONS a. All qualifying races will be held under these rules, the General Competition Rules (GCR s) and Standing Supplementary Regulations (SSR s) of Motorsport South Africa (MSA) and all of the Standing Regulations and the event Supplementary Regulations (SR s) issued by the WPMC. b. No rule is intended to exist in a vacuum; each rule should be read in the context of all rules. If there are two possible interpretations to a rule, and one interpretation conflicts with another rule, or makes another rule meaningless, that interpretation will be rejected in favour of an interpretation that is not in conflict with any other rule or makes another rule meaningless. c. If a specific rule or latitude is not found in these regulations, whether stated it is or is not allowed, that will mean it is not allowed. The MSA GCR s or SSR s, as applicable, will then apply. d. The Controllers reserve the right to amend these rules at their discretion. Any recommendations to amend the rules by the sub section committee will only become effective when approved by the WPMC Sportcom. e. All and any notice or circulars in respect of this championship will be notified to all competitors in an electronic format ( or similar). Any notice or circular will be notified no less than 7 (seven) days prior to any race meeting. The onus is on the Competitor to ensure that he has familiarized himself with such a notice. 4. NUMBER OF EVENTS a. The 2018 Motorsport Calendar and Races per Category as published by the WPMC gives details of all championship event race dates.
2 b. A minimum of 6 race meetings shall be run for a champion to be declared. Should less than 6 race meetings be held, then the championship shall be null and void. 5. ELIGIBILITY a. The Championship is open to: i. Paid up members of good standing of the WPMC (and Parent/Guardian if the competitor is under 18 years old); and who are ii. Holders of a valid MSA competition licence valid for Karting; b. Competitors are only eligible to score points from the time that they became members of good standing of the WPMC and the sub section. c. Invite drivers/riders are welcome to race and are eligible for trophies on the day but will not be eligible to score points in the championship. d. Vehicles competing in the championship shall comply with these rules, the General Competition Rules (GCR s) and Standing Supplementary Regulations (SSR s) of Motorsport South Africa (MSA) and all of the Standing Regulations and the Supplementary Regulations issued by the WPMC. 5.1 ELIGIBILITY OF DRIVERS The age of the driver is determined as at 1 January of the current year. The original birth certificate or certified copy thereof shall be produced when applying for a new competition licence. a. The Championship shall be open to all drivers resident with the area controlled by MOTORSPORT SOUTH AFRICA WESTERN CAPE. b. The Super Karts Short Circuit class shall be open to all drivers 20 years and older OR at the discretion of the CONTROLLERS. c. New Drivers are advised to get track experience prior to their first race to ensure the safety of the new entrant as well as the rest of the competitors. The Committee may require that an on-track assessment and theoretical presentation be attended prior to a first race entry is accepted. 5.2 ELIGIBILITY OF KARTS Engine and chassis: a. 125cc normally aspirated two-stroke motor with gearbox. Motorcycle or kart. b. 125cc recognized gearbox chassis only complete with the correct braking systems Tyres: a. Bridgestone, Mojo, Vega or similar locally available kart tyres are allowed. (Proof of purchase must be provided should the need arise). b. New tyres can be used but must be suitably scrubbed in prior to race day qualifying. c. Wet weather or semi-slick tyres are allowed and can be used at the discretion of the driver, irrespective of whether or not the race meeting has been deemed wet by the race officials.
3 5.2.3 Bodywork: a. We encourage the competitors to install full body kits complete with rear wings and floor pans. This is a performance aid only and is optional. b. The body kits are to be installed in a sensible and secure manner as to not endanger yourself and your fellow competitors. c. Should any aerodynamic aid protrude or be deemed dangerous then the necessary action will be taken by the standing committee. d. No Carbon Fiber is allowed. e. In the interest of safety, rear bumper bars are mandatory, these are to cover a minimum of 50% of the width of the back wheels on either side Competition Numbers: Competition Numbers must be displayed in accordance with MSA GCR's, SR's and applicable Bulletins issued by MSA, in ALL regards a. Front numbers will be Black b. Front number sizes will be a minimum of 14cms length X 1.7cms width/stroke per digit. c. Front numbers will be on a sensible white background only. d. Karts with no body work must have a rear facing number plate, yellow kart number plates are permitted but the digits must comply with the above points. e. Karts with rear wings must have numbers on the side plates which must be a minimum of 20cms length X 8cms per digit. f. No 1 is reserved for the competitor finishing 1 st in the previous season s championship. g. No 1 may be in red on a white background. h. If the champion decides not to carry # 1, they may use their own number in red on white background. i. Any competitor who stops racing can request their number be reserved for 12 months, after which it will be made available to others. j. Numbers may only be changed at the end of a season Fuel: Refer GCR SCRUTINEERING a. Karts and drivers are to be scrutineered prior to qualifying on the race day. b. Karts must be presented for scrutineering in a clean condition and ready to race together with approved helmet, suit, boots and gloves, all in good condition. c. Karts and drivers are scrutineered with safety being the primary objective. d. No open ended pipe in any way connected with the lubrication or cooling system, sump, catch tank or other oil or water reservoir, is permitted. All such pipes must terminate in a plastic or metal container of adequate capacity, firmly secured to the kart and
4 acceptable to the scrutineers at pre-race scrutiny. All such containers must be empty at the start of the race. e. All karts will be scrutineered in such a means as to comply to the MSA appointed scrutineer s satisfaction. f. The scrutineer s word is final. g. Self-scrutineering may apply as seen fit by MSA. h. Competitors must fill in a self-scrutineering form and hand this to the scrutineer before the kart is scrutineered 7. RACE DISTANCE a. All classes to run 3 heats per race day to count towards the Club Championship. Race distance to be covered will be as per Supplementary Rules and Regulations. b. A competitor whose lap that takes more than twice the time of the winner s fastest lap will be disallowed. 8. GRID POSITIONS a. Qualifying will be run in 1 session on race morning. The grids will be according to the lap times or positions achieved, irrespective of class. b. Grid for heat 1 will be determined by the fastest lap times recorded in qualifying. Grid for heat 2 will be according to the finishing order of heat 1. Grid for heat 3 will be according to the finishing order of heat 2. c. Pole position and second may opt to start at the back of the grid, should they wish to do so. 9. STARTING PROCEDURE a. Rolling starts will be used for all long circuit events due to the long gear ratios used. b. Standing starts may be entertained on the kart circuit providing our shorter gear ratios will safely allow for this. On the day of the event, after assessing the conditions, the standing committee can apply to the Clerk of the Course for an amendment. c. Competitors, after receiving the starting signal and crossing the start line, may not receive assistance of any nature whatsoever in contravention of these rules and shall automatically be excluded for receiving assistance, whether solicited or not. d. All starts will be Rolling Starts e. There are 2 warm-up laps f. The first is to allow all competitors to warm up engines, tyres and brakes. g. The pole sitter is NOT permitted to hold the field back at a speed which does not allow the other competitors to warm up tyres, etc. h. Passing is permitted on the opening lap, as long as all competitors take up their CORRECT grid positions before the midway point on the straight before the final corner approaching the startline.
5 i. The field is to commence forming up approaching the first corner on the 2 nd lap, trying to be in formation before entering the final straight. Any competitor unable to do so by the midway point of final straight, will start at the back of their class. j. Pole sitter will control the speed of the start, ensuring it is slow enough to bunch the field, but not slow enough to cause others to become fouled. k. The onus is on the rest of the field to ensure they are properly bunched and in formation (2 parallel rows). l. Competitors are to maintain their relative positions in a staggered formation (the front wheels of the 2 nd kart is not to pass the rear wheels of the kart in 1 st position, the 3 rd not past the rear wheels of the 2 nd, and so on, all the way through the field). m. Two Clear and parallel lines (1 st, 3 rd, 5 th, 7 th, 9 th and 2 nd, 4 th, 6 th, 8 th,10 th ) must be maintained until the start signal is given. n. Drivers are not permitted to break formation until the start signal is given (no breaking out of the parallel lines or improving position in any way) o. Competitors are NOT permitted to lag and then accelerate before the start to gain an advantage. p. If a competitors kart fouls up and cannot get going, they are to raise their hand and immediately pull off to the side, staying off line until the entire field is past. The competitor behind MAY NOT take up this space. q. Racing only starts when the start flag drops. Any infringement of the above will be deemed a starting infringement and will incur a penalty of 20seconds added to their race time. Observers may be appointed to watch the starts. 10. POINT SCORING Points towards the Championship will be scored per heat - all to count and on the following basis: Number of Starters 6 (or Position more) 1 st nd rd th th th 7 7 th 6 8 th 5 9 th 4 10 th 3 11 th 2 12 th 1
6 11. SEPARATION OF TIES A tie will be resolved in favour of the competitor having the greater number of Firsts. If a tie is not resolved then the greater number of seconds will count, failing this, thirds and so on. If a tie still remains, THE CONTROLLERS shall declare the winner on any basis it may deem fit. 12. GENERAL RACE CONDUCT: a. The Super Kart class does not have a Rubbing is racing policy. b. Contact is not allowed and is to be avoided at all costs. c. Anyone who is found to be constantly bumping into others, on purpose or by accident, will be brought before the Clerk of the Course by the class committee for further action. d. Complaints of this nature should be brought to the committee before taking to the Clerk of the Course to be dealt with. e. No competitor is permitted to resort to social media to resolve/publicise any issues. f. Accidents do happen and a small amount of courtesy goes a long way. If you bump someone, apologise afterwards. g. If, for some reason, your kart is not handling well, do not race it like you normally would. Back off and take it easy. You will only cause an accident, damaging yourself and fellow competitors. Should your kart not run properly, ensure you stay well out of the way without impeding safe racing conditions for the other competitors. h. Corners, as well as the approach and exit zones thereof, may be negotiated by the drivers in any way they wish, within the limits of the track. Overtaking, according to the possibilities of the moment, may be done either on the right or on the left. However, manoeuvres liable to hinder other drivers, such as premature direction changes, deliberate crowding of karts towards the inside or the outside of a curve or any other abnormal change of direction, are strictly prohibited and shall be penalised, according to the seriousness and repetition of the offences, by penalties ranging from a fine to exclusion from the race. The repetition of dangerous driving, even involuntarily, may result in exclusion from the race. i. The repetition of serious mistakes or the appearance of a lack of control over the kart (such as leaving the track) may entail exclusion of the driver/s concerned. j. A competitor shall at all times drive in a manner compatible with general safety and may be halted by the Clerk of the Course for failure to do so. Any penalty incurred under these regulations shall not prevent any further appropriate action by MSA. k. A driver may not maintain contact with or push a kart in front of his own during a race. l. Competitors, after receiving the starting signal and crossing the start line, may not receive assistance of any nature whatsoever in contravention of these rules and shall automatically be excluded for receiving assistance, whether solicited or not. m. During both practice (unofficial and official) and racing, drivers intending to leave the track to enter the pits or are experiencing difficulties MUST INDICATE THEIR INTENTION BY RAISING ONE ARM. THEY MUST LEAVE THE TRACK ON THE SIDE THAT WILL GIVE THEM AN UNINTERRUPTED RUN INTO THE PIT OR PADDOCK ENTRANCE WITHOUT CROSSING THE PATH OF A FOLLOWING KART. On anti-clockwise layouts, you will not be permitted to enter the pits, but may stop in the oval corner until the marshals signal that it is safe to enter the pits.
7 n. All persons shall conduct themselves in an orderly manner. Any disorderly conduct or any failure to obey official instructions or any breach of these regulations by entrants, drivers, or their assistants, shall make the entrant concerned liable to a penalty and/or fine. o. If the offence occurs during a race, the kart and driver concerned may be excluded from the race, or entire event and/or a penalty and/or a fine may be imposed. Failure to report at a specified time shall be a breach of the regulations and may be subject to a penalty and/or a fine. p. Wild or disorderly driving shall be subject to exclusion from the race or entire event/meeting, and/or a penalty and/or a fine. q. Outside assistance: No driver may receive outside help on the track once the karts have started the race. From the commencement of the official timed practice only authorized officials are allowed on the track. The penalty for receiving outside assistance, whether the assistance is solicited or not, is automatic exclusion from that particular heat or time trial. r. Only an entered driver may be in a kart during the race or official practice and may not permit any person, who has not entered, to drive their kart. s. Where orange traffic cones are utilised to demarcate sections on the circuit, any competitor clipping these cones may be subject to a 3 point penalty. 13. BLUE FLAGS: The white books states, that if racing a car with mirrors, you are to move out of the way of competitors that are lapping you when shown the blue flag. This does not apply to us. We do not have mirrors so cannot see what is going on behind us. We cannot change our line to get out of the way. If you do, and there are two faster karts passing either side of you, you will cause an accident by leaving your line and moving into the path of one of the faster karts. You do not have to move over for karts that are lapping you, keep your line. It is up to them to pass when they feel it is safe to do so. If you know there are faster karts approaching, and are able to move aside safely, they will appreciate it. 14. ANNOUNCEMENT OF POINTS AWARDED: Scoring will be available from the Secretary of the Short Circuit Section of the WPMC no later than seven (7) working days following the event. The secretary must receive any objection concerning the scoring, in writing, no later than seven (7) working days following the publication of the scoring. 15. AMENDMENTS: The Controllers reserve the right, to introduce new regulations and or amend the existing regulations. Any such amendment/addition to the regulations shall, however, only come into effect once it has been published in an official MSA circular/bulletin. Such changes to these Regulations shall be issued at least SEVEN (7) days prior to the next event being held. All additions / amendments will also be published on the official notice board at the next event.
