1 2018 SOUTH AFRICAN NATIONAL KARTING CHAMPIONSHIP ROUND 2 SUNDAY 29 APRIL 2018 SUPPLEMENTARY RULES AND REGULATIONS Held under the General Competition Rules of MSA, the 2018 National Karting Regulations V2, the Sporting & Technical Regulations for the SA Rotax Max Challenge 2018, these Supplementary Regulations and any additional instructions which may be issued to the competitors by the organisers, 2018 MSA Handbook as well as any 2018 MSA Karting circulars. The circuit has bitumen asphalt surface of 1,140m and the race will be run in a clock-wise direction. The MSA flag will be prominently displayed throughout the event. 2. 2 3. ELIGIBILITY AND LICENCE REQUIREMENTS: A National licence is required for all national championship classes. A club licence is applicable for supporting classes. All karts are to comply with the 2018 Karting Regulations V2, 2018 Technical Regulations & Specifications as well as any 2018 Supplementary Technical Regulations for all engines. Sponsor stickers, including visor stickers, must be carried if so required by the Organisers, in which case will be supplied by the Organisers. Licence copies are to be ed to Jenny vkartclub@gmail.com along with entry form. Entries will not be confirmed without a copy of the 2018 licence. 4. ENTRANT S LICENCES: Where the entrant is NOT the driver, an Entrant's licence must be obtained from MSA prior to submission of the entry form and presented to the race secretary on the day of the event. Refer GCR 22 of the 2018 MSA Handbook. 5. ALL NATIONAL CLASSES NUMBER OF STARTERS: Minimum of 12, Maximum ENTRIES: Entries open immediately and close on MONDAY 23 rd April No entries will be permitted on race day. Entries are to be submitted (via fax or ) to the Secretary on the Official Entry form provided. Competitors will not be permitted to compete should the entry form be incomplete in any respect. Club membership is to be indicated. Telephonic entries will not be accepted. Entries received after the closing date for entries may be accepted at the discretion of the Clerks of the Course and will incur a late entry fee of R A copy of the deposit slip / internet transfer with the competitor s name and kart number must be submitted with your entry form. The onus lies with the competitor to ensure that his/her entry has been received. The Organisers and Promoters reserve the right to refuse an entry as permitted in GCR s 99 and 100. Competitors who have submitted and entry form but do not officially withdraw from the event will either be invoiced for the entry fee (if not already paid) or will forfeit the entry fee (if already paid). 3 Entries will be accepted in the order that they are received. Should the number of entries for a particular class exceed the permitted maximum number of starters; the additional entries will be placed on a reserve list. The Organisers reserve the right to combine classes (but score separately) should there be insufficient entries for classes that are permitted to run together by the closing date of entries. 7. All karters are to note that the Organisers and race secretary are not held liable for intermittent breaks in the Internet service whereby online entries or s are not received. All entries and payments are dated by fax machine and the ISP, and this will be deemed the date received. 8. SPECTATOR CHARGE: Free of charge 9. PIT ALLOCATIONS: If you would like to reserve a pit for the event please contact Patsy Roos on Pits will be allocated on a 1 st booked and paid basis, if any pits are still available. Only those competitors who have reserved a pit for their trailer may park trailers in the pits. ONLY THOSE COMPETITORS USING THIS AREA AS A PIT, AND WHO HAVE PAID FOR THIS, MAY PARK THEIR TRAILERS THERE. No cars will be allowed in the pit area. Where this instruction is ignored, appropriate action will be taken by the organiser and Clerks of the Course to have these cars removed. Where pits have been left in an untidy and dirty state after the event, action will be taken after the fact by the organiser in conjunction with the environmental officer and Clerks of the Course. The tyre cage is to be used for old and used tyres; these are not to be left in the pit areas after the event. 3

4 Electricity in the pits is for racing purposes only. NO kettles, fridges, frying pans, braaiing or cooking will be allowed. This will be strictly controlled by the Environmental officer on duty. Private catering is not allowed at Vereeniging Kart Circuit VKC is a licensed premises. 10. DOCUMENTATION AND SCRUTINEERING: a) Documentation will start on Friday 27 April from 12h00 16h00 and Saturday 28 April from 07h00 to 10h30 in the Clubhouse. b) Scrutineering will be held on Saturday 28 th April from 07h00 to 11h00 in Parc Ferme. Any competitor unable to present their kart for scrutineering during this period should make alternative arrangements with the secretary of the meeting. A late scrutineering fee of R may be levied, at the discretion of the Clerk of the Course. c) Outside of stipulated times, alternative arrangements for late Documentation and /or scrutineering must be made with the Secretary / Scrutineer and will incur a fee of R d) Scrutineers have the right to refuse to scrutineer dirty equipment. e) Competitors may not take part in timed qualifying or any race prior to the completion of documentation and scrutineering. Attention is drawn to GCR 253 and 254 of the 2018 MSA handbook, as well as Section A, article 12 of the 2018 Karting Regulations V TIMING TRANSPONDERS: It is compulsory for competitors at SA National Championships to have their own personal transponders Refer Section B, Article 15 (y) 2018 National Karting Regulations V2. Competitors must ensure their transponders (connected to kart battery) are connected correctly - competitors with the new re-chargeable transponders must ensure they are placed on charge at least 24 hours prior to race meeting. Transponders must be satisfactorily mounted in the correct position underneath the bib, no further forward than the centre line of the front axle. All competitors MUST have their transponder fitted to their karts by the start of the 2nd practice session Saturday 28 TH April Any competitor not having a transponder on their karts by the 2nd practice session will be black-flagged. The timekeepers building is out of bounds to everyone except for Officials of the meeting. Any queries relating to timekeeping must be directed to the Clerks of the Course. The entire top floor of the clubhouse is out of bounds to all with the exception of officials for the duration of this event unless parties have been called to see officials. 12. DRIVERS BRIEFING: Drivers Briefing will be held on the circuit in front of the control tower as per the time indicated on the program, prior to qualifying. Representatives will not be allowed. Failure to attend Drivers Briefing, at which a roll call may be taken, may incur in a fine of R500. Competitors may not answer for a driver not present at drivers briefing. 4

5 13. PRE-RACE PADDOCK: Ten (10) minutes before the scheduled start time of each race or qualifying session, competitors competing in these sessions shall move to the pre-race paddock, with nose cones removed. Any competitor failing to enter the pre-race paddock on time will not be permitted to start the session or warm-up lap unless specifically permitted by the Clerk of the Course. On receiving the Green Flag or other instruction to commence with a qualifying session or warm up lap, all competitors must proceed immediately onto the circuit in an orderly fashion. At the commencement of a race or heat, starting positions shall be maintained during the warm-up lap. On safety grounds, it is prohibited to scrub tyres in the pits or pre-race paddock by the action of running the engine with the kart stationary and the tyres skimming the ground. Identification will be issued to driver s assistants. Only Officials, drivers and one (1) authorised assistant will be permitted in this area during the entire event. 14. QUALIFYING, GRIDS AND STARTS: Any driver for whom a qualifying time has not been recorded refer Section E, Article 18(xi) (d) of the 2018 Karting regulations V2. The Clerk of the Course has the sole authority to authorise a re-run but will do so according to the time available. Only one re-start per driver is permitted and the kart must remain in Parc Ferme until there re-start and provided such a restart is immediately after the qualifying for his/her particular class. No work may be carried out on karts between runs, excepting with the permission of the Clerk of the course and only in the demarcated area. Qualifying: The format will consist of one qualifying session and 3 heats. a) Qualifying will be the 3 lap system 1 warm up and 2 flying laps. b) The best lap times recorded in qualifying will determine the starting positions for Final 1. c) The best lap times recorded in Final 1 will determine the starting positions for Final 2. d) The best lap times recorded in Final 2 will determine the starting positions for Final 3. Competitors will be lined up on the pre-race grid for qualifying according to their best lap times from the last practice session on Sunday 19 th March the fastest starts last. All classes will qualify by means of an MSA approved Transponder Timing System. Should a competitor post a time in the qualifying practice or qualifying race that is slower than 107% of that of the pole time, he/she will be permitted to start the first race only at the sole discretion of the clerk of the Course. The starting signal for all classes will be by means of the MSA flag. The lowering of the MSA flag will indicate the start of a race. To be classified as a starter a competitor s kart has to cross the start line and activate the timing system after the start signal has been given. Warm-up laps All National classes will have 2 (Two) warm up laps prior to the start signal. Support classes have 1 warm up lap prior to start signal 5

6 15. WEIGHTS / WEIGHING: a) All competitors must compete at the correct weight as specified in the 2018 MSA Karting Regulations V2. It is compulsory for all karts and drivers to be weighed after qualifying and every race. Drivers will not be permitted any outside assistance with their karts until they have been weighed. Any such outside assistance with their karts will result in possible exclusion / penalties. b) The weighing area is restricted to officials and relevant competitors only. Karts may NOT be driven onto the scale. 16. TYRES: It is compulsory for all dry weather tyres to be purchased from the Organisers. No tyre swaps will be allowed. Practice tyres will be available from Friday 27 April h30 to 12h00. Scanned and marked, controlled race tyres, will be issued by the Organisers to all competitors on Saturday from 11h30 to 13h30 after the completion of documentation. The organizers will be implementing 2018 Karting Regulations 2018 V2 Section G Art 20 xv in the following manner: a) Tyre s will be issued at the documentation office where the tyres will be scanned and marked to ensure that all competitors are racing on the same batch of tyres. b) Note: Tyres / wheels must always be fitted in such a way that the direction of the rotation arrow is correct, where this is indicated on the tyre. c) Tyres will be identified by the Scrutineers and competitors found using illegal tyres (wet or dry) will be excluded from prior qualifying or races. d) The number of slick and wet weather tyres Refer 2017 National Karting Circular 1, 20 g, a. e) It is the sole authority of the Clerk of the Course to declare a wet practice/qualifying/race as well as withdraw authorisation for wet weather tyres. f) The organisers reserve the right to replace one or more of any competitor s tyres with a substitute tyre, should they believe such action to be warranted. g) The only substance that may be used to inflate tyres is normal air (compressed or otherwise). Organisers reserve the right to require competitors to deflate their tyres on request and re- inflate them, under supervision, using normal air. 17. FUEL & OIL: Competitors must provide their own fuel and oil following these instructions. a) It is compulsory to obtain your fuel from Maxi Motors, Van Riebeek Street, Vereeniging. b) Pump number 10 (Ten) is identified for the event and only fuel from this pump is permitted. c) The fuel for Qualifying and race must be bought on Saturday 28 th April 2018 to Sunday 29 th April d) The fuel used for this event will be 95 UNLEADED octane fuel. e) Fuel testing/control will be imposed for all classes and will take place in Parc Ferme, both pre and post race. f) Fuel testing will be continuous from qualifying onward. g) No containers or funnels may be brought into the Fuel Control area. Only the competitor may be present in the fuel control area. h) Drums for waste fuel will be provided by fuel control please do not deposit waste fuel in the drains 6

7 ROTAX Classes It is compulsory for competitors to mix their fuel for this event with synthetic ROTAX XPS KART TECH 2 STROKE OIL. The compulsory ratio is: a) 40:1 for Rotax Max Classes b) 40:1 for the Micro Max Class. 18. PARC FERME, POST RACE SCRUTINY & ELIGIBILITY: NO KART IS PERMITTED TO ENTER PARC FERME WITH A NOSE CONE ATTACHED TO THE KART. CIK nose cone regulations will be enforced. Refer 2018 Karting Regulations V2 Art 11 xvi. All competitors are required to leave their karts in Par Ferme immediately after completion of their final race on Sunday 29 th April 2018 unless instructed otherwise by the Clerks of the Course. Competitors who remove themselves or karts without instruction by the Technical Consultant or Clerks of the Course could be served with a penalty or exclusion. The Organisers reserve the right to impound and examine any kart at their discretion. Any driver requesting change of motor, tyres etc. will follow the correct procedure with the Technical Consultant present. Failure to abide by correct procedure in any form will lead to exclusion for the heat, or timed session involved. The competitor and 1 assistant will be allowed in Parc Ferme wearing identification as provided by the organisers. Cadet competitors will be allowed 2 assistants in Parc Ferme area with identification as provided by the organisers. 19. RESULTS: After every race, results posted on the Notice Board, will become final, 30 (thirty) minutes after posting. Refer to GCR 200 (viii) and 276. These results are not to be removed and disciplinary action will be taken against any competitor removing these results without authority. Karters are able to download and print all time sheets from after the completion of the event. NOTICE BOARD: The Official Notice Board is situated in the canteen area. POINT SCORING - ALL CLASSES: 1 st - 35 points 5 th - 28 points 2 nd - 32 points 6 th - 27 points 3 rd -30 points 7 th - 26 points 4 th -29 points 8 th - 25 points, etc A competitor who has come under starter s orders but fails to qualify as a finisher shall be awarded five (5) points less than the last placed finisher in all classes. 7

8 20. PENALTIES, PROTESTS AND APPEALS: Refer to MSA National Karting Circular 04 of 2018 PRIZEGIVING: Prize giving will be held as soon as possible after posting of final results. Trophies for the top 6 finishers of the day in each class will be awarded. The first six competitors in each class must wear their overalls zipped up. If a strip / protest is unable to be resolved on the day of the event, awards for those particular classes will be provisional pending the outcome of strips / protests. Competitors who are not present at the prize giving ceremony may forfeit their award unless prior permission from the Clerk of the Course has been granted. An informal, help yourself dinner consisting of an assortment of Pasta dishes with breads and salads will be available at R per person, and R per child under 12 years of age. Please indicate ticket required on entry form. 21. APRON: a) Refer to GCR 251 and 2018 Karting Regulations V2 Section B Article 15 (vii). b) No Kart may be driven in the pit lane. c) No Kart may travel in the reverse direction to the traffic flow in the pit lane d) No alcohol is allowed in the pit lane/apron or in the pits. e) Smoking in the pits or in the pit lane/apron is prohibited. f) Under no circumstances are j-boards, roller blades, skateboards, balls, etc. permitted in the pit, parc-ferme and prerace areas. Where driving to pits is permitted, a walking speed must be maintained with no passengers on or in the kart. Driver s helmets are to be removed. No motorised bikes, scooters, etc are permitted in the entire karting circuit complex. g) The Organisers reserve the right to confiscate these items, with a R100 fine payable for return of the items. Upon confiscation, the Organisers, race secretary or race officials cannot be held responsible for the disappearance of these items. They will however endeavour, to the best of their ability, keep these items safe from theft. No pets are allowed, whatsoever!! h) Competitor s attention is drawn to GCR 113 (xiv) and 172 (x). 21. SIGNALLING: Competitor s attention is drawn to Appendix H, Article 8 of the 2018 MSA Handbook as well as Section E Article 18 (v), (xx) and (xxi) of the 2018 Karting Regulations V2. Failure to comply will result in penalties applied as per GCR 157 (i). The green flag will not be displayed after the yellow flag to indicate the track is clear of any dangerous situation. 22. SILENCING: Refer to 2018 Karting Regulations V2 and GCR 245 of 2018 MSA Handbook. Any competitor not complying with noise limitations or silencer requirements may be prohibited from starting a race, a qualifying session or a free practice session. Any competitor whose exhaust becomes ineffective whilst driving, for whatever reason, may be black-flagged at the discretion of the Clerk of the Course. 8

9 23. POSTPONEMENT, ABANDONMENT OR CANCELLATION: a. The Organisers reserve the right to postpone, abandon or cancel the meeting or any part thereof. b. In the event of postponement, abandonment or cancellation, the Competitor/Entrant has no right to claim against the Promoter/Organisers in respect of any loss or damage that he may incur, other than as specified in GCR 109 (iv) and GCR 244. c. The meeting will not be cancelled, postponed or abandoned without the consent of the Stewards of the meeting. 24. PROTECTIVE CLOTHING: Refer to Section B Article 15 (iv) of the 2018 MSA Karting Regulations V COMPETITION NUMBERS: All competition numbers are to be obtained from Allison Atkinson at MSA and must conform to regulations as stipulated by MSA. Competitors are strongly advised to ensure that they use numbers as issued and approved by MSA. 9
