SPORTING REGULATIONS - GENERAL 1.1 Title & Jurisdiction SHENINGTON KART RACING CLUB LTD The ABkC Rotax Open Championship And Rotax Festival in association with JAG Engineering 26/27 th September 2009 Shenington Kart Racing Club Ltd The ABkC O Plate and Rotax Festival in association with JAG Engineering is organized and administered by Shenington Kart Racing Club Ltd in accordance with the General Regulations of the Royal Automobile Club Motor Sports Association (MSA) (incorporating the provisions of the International Sporting Code of the FIA) and where applicable the MSA Kart Race Yearbook 2009 Regulations and these Championship Regulations under the MSA permit number TBA and any other final instructions issued by the organisers. It is the competitors responsibility to ensure they have all these publications and have read them thoroughly. Race Status National A ( O Plate classes) Race Status National B (Festival classes) 1.2 Officials Secretary of the Meeting: Mrs Sonja Game Eligibility Scrutineer: Mr P Klaassen Club Stewards TBA and will be shown in the programme. 1.3 Competitor Eligibility Entrants must be in possession of a valid MSA Entrants Licence Drivers must be fully paid up members of an MSA approved Kart Club affiliated to the ABkC and in possession of a valid MSA Kart License, minimum National A for the O Plate classes, minimum National B (Novice) for the Festival classes, or in possession of a valid licence of the same grades and medical issued by MotorSports Ireland [C(a)51]. Novices will be permitted in the Festival classes and will start from the back of the heats. Competitors are permitted to enter more than one class. All members of ABkC affiliated clubs are invited, ABkC permission has been given. All necessary documentation including ABkC club membership card must be presented for checking when signing on. 1.4 Registration The secretary of the meeting, to whom all entries must be sent is: SONJA GAME, 16 GRAHAM ROAD, BICESTER, OX26 2HP Please enclose an SAE for acceptance of entry The entry fee for the O Plate classes is and 80 for the Festival classes, which includes official practice on the morning of Saturday 26 th September. Practice will be available from 0945 am to 1300 approx. All cheques /postal orders should be made payable to SKRC Ltd. The club has the right to refuse any entry not accompanied by the correct fee or not on the correct entry form. Entry fees will only be refunded if withdrawn prior to the closing date, minus an administration charge of Entries withdrawn after the closing date will not be entitled to a refund. Late entries may be admitted at the discretion of the competition secretary at an extra cost of 10. All competitors will receive one free commemorative T-shirt Unofficial free practice will be available on Friday 25 th September at a cost of Entries open forthwith and close on Monday 14 th September Championship Rounds The JAG Engineering Formula Rotax Max, Rotax Junior Max, MiniMax and DD2 ABkC O Plate and the Rotax Max, Junior Max and MiniMax Festival classes will be contested over one round on Saturday 26 th & Sunday 27 th September In each Rotax Max class there will be a prize trophy for drivers aged 35 years and over on the date of the event. Eligible drivers must state their date of birth on the entry form The meeting will take place at Shenington Kart Club, Shenington, Oxfordshire. The track measures 1018 meters the number of corners are 10, the surface is tarmac and the track licence number is K/ The event will be organized by Shenington Kart Racing Club Ltd Timetable: 1

2 Friday Unofficial Free Practice Control fuel and tyre issue times tba in final instructions Saturday Signing on and scrutineering Drivers Briefing Heats will commence in the afternoon, times tba in final instructions Sunday Times of remaining heats and finals tba in final instructions Prize Giving 30 mins after result of last race 1.6 Scoring All karts must be fitted with a TranX160 transponder provided by the entrant at all times during practice and racing on Saturday and Sunday. This must be fitted in accordance with MSA Kart Race Yearbook Appendix 4 Section F. It is the responsibility of the driver to ensure that the transponder is working correctly, the signal is not obscured by chassis parts or bodywork and the battery is sufficiently charged Points in the heats will be awarded 0 for the winner, 2 for second, 3 for third and so on down to last place. A DNS, or disqualification will take one point more than the largest start grid used in that class. From the heat points calculated as per Kart Race Yearbook App 4 Section E the top 26 drivers in each class will progress directly into the A Final. The next 26 (30 if no C Final) drivers will go directly into the B Final, of which the top 4 finishers will take the last 4 positions on the grid for the A Final. Any further drivers will progress into a C Final with the top 4 finishers progressing onto the back of the grid for the B Final and so on. The organizers reserve the right to cancel any final lower than the B Final if deemed necessary In the event of 2 or more drivers having the same points after all the heats are finished the driver who finished highest in their best heat will be awarded the higher grid position, and if a further tie, the next highest position in their second best heat and so on If through force majeure the final in any class is not held, the result will be declared as per the grid positions earned for the A Final. 1.7 Awards All awards to be provided by Shenington Kart Racing Club Ltd. First prize for the winner in each of the O Plate Max, Junior Max and MiniMax classes from JAG Engineering (details in the programme). First prize in Max 177 and DD2 tba (details in the programme). Prizes for the Festival classes will be shown in the programme. A full list of sponsors and any additional prizes will be provided to all entrants as shown in the race programme Trophies will be provided at a ratio of 1 4 for overall positions. First place trophy in each O Plate Class is courtesy of ATOL. The winner in each O Plate class will be entitled to use the O Plate at all ABkC Clubs for 12 months, or until the 2010 O Plate meeting for that class if earlier. Perpetual trophies remain the property of the ABkC and must be returned, in good condition, when requested. Competitors are obliged to collect their awards personally at prize giving In the event of any Provisional Results being revised after any provisional presentations and such revisions affect the distribution of any awards the competitors concerned must return such awards to Shenington Kart Racing Club Ltd in good condition within 7 Days. 1.8 Entries In all classes there is a minimum entry of 10. For the race meeting there is a minimum entry of 100. In the event of either of these numbers not being met Shenington Kart Club and the ABkC reserves the right to cancel the meeting or amalgamate classes or not award the O Plate. 2. SPORTING REGULATIONS JUDICIAL PROCEDURES 2.1 Rounds: In accordance with Section C(d)39 of the MSA Yearbook, penalty C shall not apply for minor infringements such as a driver being underweight, a failure of a clutch to pass the regulatory test, or in the case of technical infringement due to an incident during a race, such as an airbox, exhaust etc, falling off or a clutch failing the movement test. The penalty for these infringements shall be exclusion from the heat or final. 2.2 Championship: In accordance with Section O of the MSA Yearbook. 2.3 Judges of fact will be - the chief lap scorer (judging laps completed and judging jump starts), the Start Line Officials (judging jump starts), the Chief Scrutineer/Eligibility Scrutineer (on technical matters) and one or more noise officials (judging kart sound levels). 3. TECHNICAL REGULATIONS All kart, general and technical Regulations to conform to relevant sections of the MSA Competitors Yearbook 2009, MSA Kart Race Yearbook 2009 and the ABkC Class Regulations and tyre nominations contained therein. All class Regulations to conform to the MSA Kart Race Yearbook 2009 (Gold Book) except as set out below: - 2

3 3.1 Tyres One set of slick tyres will be allowed per competitor for the event (heats and finals only practice and warm-up not applicable), plus one front and rear. These extra tyres may only be allowed at the discretion of the event scrutineer if in his opinion either one front or one rear tyre is un-safe to use. It is the competitors responsibility to make sure that the scrutineer inspects a faulty tyre before leaving the parc ferme area. These parc fermé tyres will not be available for practice and warm-up. In the O Plate classes all tyres (slicks and wets) will be kept in parc fermé at all times. No extra tyre will be allowed after the kart has returned to the pit area. Tyres may be marked. Wear is not considered a reason for allowance of an extra tyre One set of Slick tyres and one set of wet control tyres must be purchased at the circuit from the kart trader nominated by the organising club for the O Plate classes only. The nominated trader is Spellfame. They will be supplied at a price not exceeding the JAG/ABkC recommended retail price. Competitors are responsible for supplying tyres for the Festival classes. Only one set of new wet tyres are permitted, further sets of part-worn wet tyres are permitted in the Festival classes Approved tyre compounds will be lodged with an independent rubber laboratory for comparison purposes. Should any dispute over tyres arise, competitors tyres may be taken and if proven to be illegal that competitor will pay the cost of the analysis. Tyres may be impounded at any time if the Clerk of the Course has reason to believe that the tyres do not conform to the regulations. Tyre tests may be carried out by a portable volatile organic compound (VOC) detector used to detect the application of illegal chemical substances applied to tyres, in contravention of MSA regulation K134 as per Kart Race Yearbook Appendix 4 Section G. 3.2 Fuel The only petrol to be used in the O Plate classes during racing will be that petrol nominated by the ABkC and available from the appointed distributor at the circuit during the event or at Super 1 events (Note: Fuel sourced at Stars meetings is NOT eligible). This supplier will be ATOL. The use of any other petrol will result in exclusion from the event. Competitors in the Festival classes are responsible for their own fuel which must conform to MSA regulations. The only additive to this petrol that is allowed is the addition of freely available brands of oil. If you have fuel samples taken for further analysis you will be required to make written declaration to the scrutineer stating the make and type of oil that you have used in your petrol and the mix ratio. If your samples do not conform to your written declaration you will be excluded from the event. 3.3 Clutch Competitors should be aware of MSA regulations [A.60(k)]. and [C(d).54] with reference to the costs involved in eligibility checking and note that these regulations will be extended to tests or checks made on fuel or tyres. Failure to pay these costs will result in the exclusion and/or being not permitted to enter any future ABkC championship Only the 2009 new steel clutch is eligible in the O Plate Rotax Max, Junior Max, MiniMax and Max 177 classes. 3.4 Scrutineering Scrutineering will be on Saturday morning as per the timetable. All Competitors will be given a scrutineering card. It is their SOLE responsibility to fill in this card correctly and to hand it to the Scrutineer with all engine logbooks as per MSA K124 and Kart Race Yearbook App 4B. This card must contain the following information:- Drivers name, class and race number, the unique chassis number, each engines unique number and the numbers of any chassis or engine seals used. The driver and if under 18 the parent or guardian must sign the card. It must be stressed that both the correct completion and handing in of this card is the sole responsibility of the competitor. These cards will be the only method used to check that each competitor is using at all times the equipment declared and presented by him/her at pre race scrutineering. At any post race scrutineering the chassis, engine and seal numbers (if used) must be those stated on the scrutineering card. Should it be found that the chassis or engines do not comply with the above requirements it will be considered a matter of fact for which there is no appeal. Any competitor protesting an engine or chassis, will be responsible for any costs incurred during both stripping down and rebuilding Prior to the first heat commencing a driver may substitute an engine and or chassis after obtaining the permission of the Chief Scrutineer. During the meeting should a chassis be damaged beyond repair on the recommendation of the Chief Scrutineer and at the discretion of the Clerk of Course a second chassis will be permitted At the direction of the Chief Scrutineer, standard parts (e.g. ignition), clutch or tyres (similar or better tread depth) may be supplied by the organisers and must if requested by exchanged. These parts/tyres must be returned in good working condition at the end of the meeting. The original parts may be impounded for testing. 4. SPORTING REGULATIONS RACE MEETING PROCEDURES 4.1 Grid Positions The grid positions will be randomised on a system which gives each driver an approximately equal share of the grid positions. 3

4 4.2 Heats and finals There will be four heats for each driver in the O Plate classes and three heats for each driver in the Festival classes. The race lengths for the O Plate classes will be heats 10 minutes plus 1 lap, B and C Finals 10 minutes plus 1 lap, A Final 15 minutes plus 1 lap, and for the Festival classes heats 9 minutes plus 1 lap, B Final 10 minutes plus 1 lap and A Final 14 minutes plus 1 lap. Races may be reduced in duration subject to weather conditions or other reasons at the discretion of the organisers. Changes can also be made during races for safety reasons. Drivers who fail to take their correct positions on the dummy grid when instructed will start at the rear of the grid. Grids will close at the start of the proceeding race. If more than one formation lap is called, then the drivers will use the cut-through between the exit of Café Corner and the Bruno Chicane. The Safety Line (K67) is designated as a white line across the track. The acceleration line may be marked across the track prior to the start line. 4.3 Races Starts will be by slow rolling start. Penalties may be imposed on the pole position driver for speed considered to be too fast or too slow, where reference may be made to a speed indicator device. Penalties may also be imposed on the No 2 position driver if considered to have broken formation prior to the start line. Excessive weaving to warm up tyres is forbidden. Any driver missing out part of the circuit, whether deliberately or not, may be penalised up to the equivalent of one lap in a time or place penalty. Time penalties of up to 30 seconds, or one lap, may be applied if a driver is deemed to have gained an unfair advantage Race stoppages will be as MSA K Any competitor involved in the incident MUST report to the medical personnel before being allowed to take part in any further racing. The Black/Yellow flag may be deployed. All laps count towards race total. Should the Red flag be shown all competitors will stop racing immediately, slow down and proceed to a position just prior to the pits entry, unless the circuit is blocked, and stop Any karts involved in incidents resulting in damage must be re-presented to the scrutineers before continuing in races or practice Once taking the Chequered Flag drivers are required to slow down progressively and safely and proceed to the weighing area or parc ferme as directed by a marshal Results: All times/results will be published as soon as possible after each timed practice/race and displayed on the notice board at Race Control. All grids, race results are deemed to be provisional until all vehicles are released by Scrutineers after post practice/race scrutineering and/or after completion of any judicial or technical procedures and including any tests on fuel or tyres. Rule C(d)48-50 applies. Protests and appeals must be made in accordance with MSA C(d) and with the appropriate fee Competitors must use allocated race numbers during ALL practice sessions, warm-up and races. These must be displayed on all four sides of the kart The scales provided for competitors use are deemed correct on the day On responding to a black flag, a driver may be permitted to carry out a slow drive through on the pits repair lane, if so directed by a Clerk of the Course. In which case the driver must report to the Clerk of the Course at the end of the race. 5. COMPETITORS PROMOTIONAL OBLIGATIONS 5.1 Competitors may be required to carry sponsors badges, which will be supplied and must be fitted to competitors race suits. Competitors may be required to remove non-abkc championship material from their race suits, helmets and karts. 5.2 Competitors may be required to display sponsors decals / stickers, which will be provided, on their karts, helmets and visors in a position as requested by race officials. 5.3 Competitors in the top three positions must present themselves for the podium prize-giving in their race suit and if requested by the organizers wear only the hat provided. 5.4 Competitors may be required to take part in further promotional activities during the event. 5.5 Failure to comply on request to 5.1, 5.2, 5.3 or 5.4 could result in immediate exclusion from the event, or forfeiture of any prize or award. 5.6 In case of video or television coverage, tobacco related advertising is forbidden on karts, drivers or mechanics apparel. It is a condition of acceptance of entry that a driver will, when so directed, by the Chief Scrutineer or his deputy, carry mini-video cameras and recording equipment upon their kart. Otherwise video cameras on karts are not permitted..film or video of any part of the event for commercial purposes or publication in any form is forbidden, unless with specific written permission of the organizers. 6. SHENINGTON SUPPLEMENTARY REGULATIONS 6.1 The running of engines for any reason within the circuit confines, except on the track or by permission of the Chief Scrutineer for a noise check, is forbidden failure to follow these instructions will result in exclusion from the meeting. 6.2 Junior incident officials will NOT be allowed on the circuit at any time during Saturday and Sunday. 6.3 Drive by sound levels will be carried out at the point designated on the track between Café and Pits corners by overhead microphone at a height of 3.6 meters plus or minus 0.1 meters. Any kart exceeding the class limit of 103dba (Rotax Max, 177 and DD2) or 100dBA (Junior Max and MiniMax), will receive the black flag or mechanical flag signal and must return to the pits immediately and report to the Clerk of the Course. If the scrutineer requests further tests the kart must remain in parc ferme until permitted to leave. Karts within 1dba of the limit 4

5 may receive a warning notice and should take steps to reduce the sound level output before the next race. Any kart that loses a noise intake box must return to the pits immediately. Any kart that has a breakage or excessive leakage in the exhaust system must immediately stop racing and park in a place of safety and not attempt to return to the pits. Karts over the noise limit may be excluded and will only be permitted to return to their next race if they have clearly shown an improvement or modification likely to reduce noise output. Warning flags may be given at the noise monitoring station in addition to the start / finish line. 6.4 All competitors and there team members are forbidden from entering the following areas Shenington Village (except when using the facilities within the village), lap scoring, the field between the dummy grid and the track, the farm equipment area, the noise test area (other than the driver), parc ferme (other than the driver and a maximum of one mechanic), the track itself and its surrounds (unless given permission by the Clerk of the Course). 6.5 Karts must not be lifted over fences, all karts must be returned from the circuit by an official exit. 6.6 By signing on as parents/guardians/guarantors of minors they agree they have no objection to still or moving images being taken of the driver / volunteer official undertaking their sporting activities. The Club Protection Officer (CCPO) is Mr. T. Whitehouse. 6.7 Caravans and motor-homes must not be parked in the pits areas unless they can prove they are the sole means of providing awning cover for the kart and at the discretion of the organiser with permission. Cars must not be parked in the pits area unless used in conjunction with a small trailer for mechanical support for the kart, and only with the permission of the organisers. If requested to move by the organising club official competitors will do so. Failure to move on request may result in exclusion from the event. 6.8 Generators must be switched of between the hours of 2300 and The riding of motorised scooters, gopeds etc by any competitor or team member in the pits is strictly forbidden at any time. Bicycles and non-motorised scooters may be permitted outside the hours of 8 am to 6 pm on Friday, Saturday and Sunday. Access on to the racing track without permission is prohibited, and entry to the racing track is prohibited from the end of racing until the following morning. Access for dogs, bikes etc is prohibited at all times. Dogs on leads are permitted in the paddock. Dog waste must be bagged and binned. No vehicle must be driven in the pit area unless the driver has a valid RTA licence and is insured. Maximum speed in the Paddock is 10 mph. The use of stakes driven into the hard standing in the paddock is forbidden. Stepladders or temporary structures for viewing adjacent to the track perimeter are forbidden. Tyres must not be left at the circuit under any circumstances. The penalty for all of the above is up to and including exclusion from the meeting. 6.9 The gates to the circuit will be closed at and reopened at Competitors are prohibited from entering the circuit before noon on Thursday 24 th September. 5
