1 SOLWAY COAST JUNIOR RALLY 2013 REGULATIONS ARTICLE 1. ANNOUNCEMENT Solway Car Club Ltd will promote a Single Venue (Multi Use) Special Stage Rally the Solway Coast Junior Rally on Sunday 11 August The event will start and finish at the Military Ranges, Dundrennan, near Kirkcudbright. The event will be a qualifying round of the Brick & Steel Junior 1000 Ecosse Challenge and the Mc Grady Insurance junior 1000 rally challenge Ireland. ARTICLE 2. JURISDICTION The meeting will be governed by the 2013 General Regulations of the Royal Automobile Club Motor Sports Association Ltd [incorporating the provisions of the International Sporting Code of the FIA], these Supplementary Regulations, Regulations issued by the Brick & Steel Junior 1000 Ecosse Challenge / Mc Grady Insurance junior 1000 rally challenge, and any written instructions that the organising club may issue for the event. ARTICLE 3. AUTHORISATION 1 M.S.A. Permit No. TBA 2 Brick & Steel Junior 1000 Ecosse Challenge Permit No. 55/ Mc Grady Insurance Junior 1000 Rally Challenge Ireland No. 60/2013 ARTICLE 4. ELIGIBILITY The event is open to: 1 Registered competitors in the Brick & Steel Junior 1000 Ecosse Challenge. 2 Registered competitors in the Mc Grady Insurance junior 1000 rally challenge Ireland. 3 Members of the Formula 1000 Club, who qualify as per the Brick & Steel Junior 1000 Ecosse Challenge regs. Each driver must hold a licence valid to compete in the junior 1000 Championship, as per Article 2 of the 2013 Junior 1000 Challenge Regulations. Each co driver must hold a licence valid to compete in the Junior 1000 Championship, as per Article 3 of the 2013 Junior 1000 Challenge Regulations. Club Membership Cards and Competition and Entrants Licences will be inspected at Event Documentation. ARTICLE 5. EVENT TIMETABLE Entries Open 1 On publication of these SR s. 2 ARTICLE 6. IDENTIFICATION Competitors will be issued with rally plates to be fixed to the front and rear of the car, numbered door panels, high visibility rear side window numbers and sponsor decals by the organisers. The above identification must be carried throughout the event and must be removed immediately upon retiring or finishing. Competitors are reminded that advertising should be in accordance with [H28]. ARTICLE 7. ENTRIES The entry list opens on publication of these SRs and closes finally on Saturday 3 August Regulations can be downloaded from our website or obtained from the Event Secretary, Ruth Peacock by telephone: , or by e mail: wyncumbod@tiscali.co.uk Cheques should be made payable to Solway Car Club Ltd. The entry fee is This includes the following: 1 One Route Book 2 One set of event and sponsor decals [as per SR Article 6] 3 One Service Vehicle Pass 4 Contribution to the Marshals Fund. Entries will be acknowledged in order of receipt. Postal entries must be made on the official entry form and be accompanied by the appropriate fee. Entries will not be accepted without payment. Only entries which have been fully paid by the closing date will be seeded. Entries must be withdrawn in writing, and should be addressed to the Event Secretary. Entries withdrawn before the closing date will receive a refund, minus a fee to cover administration costs. Refunds for entries withdrawn after the closing date are at the organisers discretion. Late entries may be accepted at the organisers discretion, but must be paid in cash and will not be seeded. Should the event be cancelled due to circumstances out with the organiser's control, a full refund less 25 administrative costs will be made to all entrants. Final instructions, containing details of competitor s starting numbers, will be e mailed to entrants by Monday 5th August Please provide an e mail address, written clearly, on your Entry Form. The maximum entry for the meeting is 40. The minimum is 5. The organisers reserve the right to cancel the meeting as required. Seeding will take place in order of anticipated performance. The order of starting will be at the organiser's discretion, but to assist seeding competitors must fully complete the seeding information section of the entry form. First time entrants will be seeded in order of receipt of entry. Once the entry list has been published no correspondence will be entered into regarding it. ARTICLE 8. RESULTS Provisional results will be published at the Girdstingwood Rally HQ Complex as soon as possible following the finish of the event, and Prizegiving will take place here once results declared final. Any protest must be lodged in accordance with [C5]. Appeals must be lodged in accordance with [C6]. All other GCR s of the MSA apply as written except for the following which are modified: [R40.1.2] : Ties will be decided by the least penalty incurred on the LAST Special Stage of the event. Should this also involve a tie then the penultimate stage penalties and so on, in reverse order of running, will apply. ARTICLE 9. ROUTE Ordnance Survey map sheet number 84 (1:50,000 series) covers the route. The event will start and finish from the Silverhill Junior Rally HQ on the Millitary Ranges, Dundrennan, near Kirkcudbright. Cars will start at one minute intervals. The event will have a total mileage of approximately 38 miles, and will contain 10 special stages. The stages will take the form of 95% sealed military range concrete/tarmac roads and less than 5% unsealed, hard surface roads. ARTICLE 11. SCRUTINEERING AND DOCUMENTATION Before proceeding to Scrutineering, competitors must first report to Noise Check and pass the Noise Test [J5.18] prior to presenting the vehicle at Scrutineering. Exact details of locations will be given in the Final Instructions. At Scrutineering cars will be checked for compliance with current MSA Tyre, Technical and Safety Regulations [R46 R49] and class eligibility. Each entrant will be assumed to have full knowledge of the car and its eligibility for stage rallies. Cars must be presented in the same condition as they intend to compete. A validated MSA Rally Special Stage Vehicle Log Book [R25.2] and MOT Certificate where appropriate [R46.1.2] must be produced for inspection at Scrutineering and on demand throughout the event [R25.2]. Helmets and Race suits will be checked for compliance [K10 + K9] and must be worn on Special Stages [R R25.3.2]. All cars must carry an approved Environmental Spill Kit. These will be available for purchase from the Environmental Scrutineer at Noise Check, and will cost approximately 5. Competitors wishing to carry an In car Camera must apply in writing to the Clerk of the Course. The equipment must be fitted when the car is presented for Scrutineering [ J5.20.5]. Competitors carrying authorised cameras may be issued with an event sponsor logo which must be located on the dashboard of the car centrally in clear view of the camera. Failure to comply will result in exclusion from the results. All competitors must have signed on and completed all documentation at least 30 minutes before his/her scheduled start time otherwise he/she may be deemed a non starter, and his/her number allocated to a reserve. ARTICLE 12. CONTROLS AND TIMING Target timing will apply as per [R31]. Timing of controls will be to the previous whole minute. Timing of special stages will be to the previous whole second [R31.1.3]. The Rally will be divided into Road Sections and Special Stages. All controls other than Passage Controls [PCs] will be Time Controls [TCs]. Each road section will be allotted a Target Time based on 20mph average or less and a competitor can calculate his Due Time of arrival at a TC by adding the Target Time to his actual time of departure from the preceding TC. All Special Stages will have a Bogey Time set at 65mph and a Target Time set at approximately 30mph (or less on short stages). Bogey and Target Times will be found in the Route Book. Competitors will receive penalties as follows: 1 Under Bogey Time Bogey Time 2 Over Bogey Time but under Target Time Actual Time taken 3 Over Target Time by up to 15 minutes Target Time 4 Over Target Time by more than 15 minutes OTL Exclusion 3
4 However, excess lateness taken over Target on Road Sections and Special Stages is cumulative and once lost cannot be regained. When accumulated lateness between any two adjacent Main Controls exceeds the permitted maximum of 15 minutes, a competitor will be excluded. Should any recorded time not be legible or not appear authentic the organisers may use any means at their disposal to establish a time. The following titles shall describe the various types of Time Controls: [a] Main Control [MC] Main controls will be situated at the Start and Finish of the rally. Each competitor will be given a due starting time from MC1 and the difference between this starting time and his actual starting time will be counted towards exclusion for overall lateness and a time penalty will be applied. [b] Special Stage Arrival Control [ATC R29.4.1, Appendix 1, Drawing No , Signs 1 and 2] On arrival at the ATC a competitor will receive an arrival time only when he is ready to start the stage [helmets and seatbelts on, etc.] A competitor who is early may wait for his due time outside the control area [R30.2]. A provisional start time for the special stage will also be given [R ]. This will be no less than 3 minutes from the arrival time. Competitors must then proceed immediately to the start line. [c] Special Stage Start Control [SSS R29.4.1, Appendix 1, Drawing No , Sign 3] At the SSS the competitor should be ready to start the stage on the provisional start time given at ATC. Once a competitor has clocked in at an ATC the Start Marshal will assume he is ready to start the stage and will issue a time as soon as the start line is clear, whether the competitor is ready to start or not. The Marshal will inform the competitor at 30 seconds to go. Thereafter, the normal start sequence will be controlled by automatic traffic light. In the event of system failure a verbal countdown and manual signal will be given. As each section is timed separately the time taken from SSA to SSS is Dead Time and delays are automatically allowed for. The control area between Sign 1 at the SSA and Sign 3 at the SSS will be parc ferme. [d] Special Stage Finish Control [SSF R29.4.1, Appendix 1, Drawing No , Signs 4, 5, 6, 7] At the SSF a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be the start time for the following Road Section. Any competitor who fails to stop at the STOP Line must return on foot. Reversing is prohibited and subject to exclusion [R25.6.1]. [e] Service Control [SV] Certain Service Areas will have In and Out Time Controls. A Target Time will be specified between these controls. [f] Passage Control [PC] At certain points indicated in the Road Book the organisers may establish a PC in order to collect Time Cards from competitors, or for other purposes. There will be no official times recorded at these controls, but a competitor failing to provide the necessary documents at any PC will be deemed not to have visited that control. [R12.4.3] It is a competitor s responsibility to ensure that their times are correctly recorded and handed in when and where instructed. Once a time has been accepted by a competitor no further claims will be entertained. Any adjustment caused by a Timekeeper s error MUST be made at the Control in question. [R11.1.4] ARTICLE 13. SIGNS Entrants will be supplied with a Road Book and Time Card at signing on. These documents will provide all the information necessary as per [R R33]. Although all no entries should be blocked as per MSA recommendation, the Stage Route as given will be deemed adequate for competitors to find the correct route through the stage. Stage signs will be as [R29]. 4
5 ARTICLE 14. SERVICING There will be one service area. Servicing will take place at the Girstingwood Rally HQ Complex for the duration of the event. Servicing is defined as work carried out on the car by any person other than the Driver or Co driver, or the use of any part or tool not carried in the competing car [R38]. Safety rules regarding service areas will be contained within the final instructions and will be strictly enforced. Contravention of these regulations will be reported to the Clerk of the Course who may apply the penalty of Exclusion. All servicing must take place on a groundsheet/tarpaulin. Service Crews will be subject to the same regulations as competitors regarding noise, bad driving, manners, etc., and marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service crews understand and comply with this regulation. Crews may work unassisted on their own cars, using parts and tools carried in their rally car, in No Service Areas except for: 1 Within 100m of any control. 2 Between a Special Stage Arrival Control and Special Stage Start Control. The only work permitted in these areas is to be unassisted [R38.2.1]: 1 Replace a wheel with a flat tyre with a wheel and tyre carried in the car. 2 Clean number plates, lights, decals, windscreen and windows. ARTICLE 15. DAMAGE DECLARATION Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or alternatively giving details of any such incident where damage or injury has occurred [R15.1.2]. Any information given will not incur a penalty but failure to hand in a duly completed form will be penalised by exclusion. Competitors who do not report at the finish are required to forward their Damage Declaration to the Secretary within seven days of the event, unless they have been involved in an incident in which case details must be given to the organisers the same day [R15.1.3]. Competitors who fail to reply will be reported to the MSA. ARTICLE 16. JUDGES OF FACT Named Judges of Fact appointed by the organisers will be on duty throughout the event to observe and report upon any Competitor or Service Crew considered being in contravention of [R R R R24.10] as well as breaking Servicing regulations [SR 14]. These Judges of Fact are empowered to exclude competitors on the spot. A list of Judges of Fact will be on display at Documentation. The start officials on all Special Stages will be empowered to judge whether or not a competitor has made a jump start. Any notified offence by a Competitor or their Service Crew which involves speeding, reckless driving or failure to observe road signs will automatically be considered as a possible contravention of [C1.1]. The Competitor concerned is liable to be penalised in accordance with [R32.2, chart 32.2 (l)] and reported to the MSA. ARTICLE 17. PENALTIES Penalties will be applied as [R32.2] except as modified below: The following offences will carry a penalty of EXCLUSION : 1 [1] Not reporting at, or not providing proof of visiting a control or check. 2 [2] Servicing contrary to SR Article [3] Driving in the reverse direction on a Special Stage or reversing to a Stage Stop line after overshooting. 3 [4] Smoking on a Special Stage. 4 [5] Failure to wear properly fastened seat belts and crash helmets on a Special Stage. 5 [6] Causing an obstruction on an access road to a Special Stage or on a Special Stage. 6 [7] Accumulated lateness between adjacent Main Controls in excess of the permitted 15 minutes. 7 [8] Contravention of SR Article [9] Failure to use SOS/OK boards provided by the organisers correctly. To be classified as a finisher, competitors must complete the course without incurring the penalty of exclusion. 5
6 ARTICLE 18. MEDICAL ASSISTANCE Competitors must have an A4 size numbered SOS/OK boards to be used as [R25.4]. Any crew which has the red SOS board displayed to them or sees a car which has sustained a major accident where both crew members are seen inside the car but is not displaying the red SOS board shall immediately and without exception stop to render assistance. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles. The penalty for not stopping at an SOS board or when no board is displayed is exclusion. Competitors involved in an incident where medical assistance is not required must clearly display the OK board. Competitors are asked to make themselves familiar with the rules and requirements of [R25.4] ARTICLE 19, YELLOW SAFETY FLAGS. Yellow Flags will be deployed on all stages. These flags will be sited at Radio points shown in Road Book, the Radio Marshall will be wearing a Pink Radio Tabard. On seeing a yellow flag competitors must and without fail CEASE COMPETITION IMMEDIATELY AND PROCEED FORWARD SLOWLY and until directed to do otherwise. ARTICLE 20. PACE NOTES / PRACTISING [a] Pre event practising or testing on the special stages contained in this event is strictly forbidden [R R26.7]. Any competitor or his/her agent observed on the stages after the publication of these regulations will be refused a start or excluded from the results as appropriate. The only exception to this regulation will be for persons who live on or whose employment causes them to travel on the roads in question. [b] The possession of pace notes by a Competitor during the course of the rally, whether or not they relate to the stages being used on the rally, is forbidden [R25.9]. [c] The use of Routenotes will be permitted in the Solway Coast Junior Rally, with the express permission of the MSA and the Junior 1000 Challenge Co ordinators. Routenotes prepared by Scotmaps [Bill Sturrock] specific to the Solway Coast Junior Rally will be available in selected formats. 9 INDEMNITY I declare that; (1) I have been given the opportunity to read the general regulations of the Motor Sports Association and, if any, the supplementary regulations of this event and agree to be bound by them. I declare that I am physically and mentally fit to take part in this event and I am competent to do so. I acknowledge that I understand the nature and type of event and the potential risk inherent with motorsport and agree to accept the risk. (2) To the best of my belief the driver(s) possesses (es) the standard of competence necessary for an event of this type to which the entry relates and that the vehicle entered is suitable and roadworthy for the event having regard to the course and speeds which may be reached. (3) The use of the vehicle hereby entered is covered by insurance as required by the law which is valid for such part of this event as shall take place on roads as defined by the law. (4) I understand that should I at any time of this event be suffering from any disability whether permanent or temporary which is likely to affect prejudicially my normal control of the vehicle, I may not take part unless I have declared such a disability to the ASN which has, following such a declaration, issued a licence which permits me to do so. (5) Any application form for a licence which was signed by a person under the age of 18 years was countersigned by that persons parent/legal guardian/guarantor whose full names and addresses have been given. (6) If I am the parent/guardian/guarantor of the driver I understand that I shall have the right to be present during any procedure being carried out under the supplementary regulations issued for this event and the General Regulations of the MSA. As the parent/ guardian/guarantor I confirm I have acquainted myself with the MSA General Regulations, agree to pay any appropriate charges and fees pursuant to those regulations (to include any appendices thereto) and hereby agree to be bound by those Regulations and submit myself without reserve to the consequences resulting from those Regulations 9and any subsequent alteration thereof). Further, I agree to pay as liquidated damages any fines imposed upon me to the maxima set out in part 3, Appendix 1. Note where the parent/guardian/guarantor is not present there must be a representative who must produce a written and signed authorization to so act from the parent/guardian/guarantor as appropriate.
