2 Dunoon Presents ARGYLL RALLY 23 rd June 2018 FOREWORD Mull Car Club Limited and Dunoon Presents, have great pleasure in presenting to you the Regulations for the 2018 Dunoon Presents Argyll Rally. We wish you all a safe and successful event. Mull Car Club would like to take this opportunity to thank Dunoon Presents and all the member companies for their support, as without their support the event wouldn t be a success. The event for 2018 forms a round of the following championships: ARR Craib MSA Scottish Rally Championship ANWCC Stage Rally Championship SD34 MSG Stage Rally Championship Ecosse Challenge Route Notes will be available from Scotmaps.co.uk Scrutineering and Documentation will take place at the Dunoon Stadium on Friday 22 nd June 2018 from 14:00hrs to 19:00. Results and Servicing will be located at the Service area in Dunoon Stadium for the duration of the event. Our thanks also go to all the competitors, those who travel great distances and our local competitors, and to all the officials who assist in putting the event on. 5 Article 1: ANNOUNCEMENT 1.1 Mull Car Club Ltd will organise a National B Permit Special Stage Rally on Saturday 23 rd June 2018, which will be known as the Argyll Rally. 1.2 The event is a qualifying round of the: (a) ARR Craib MSA Scottish Rally Championship 010/2018 (b) Ecosse Challenge 015/2018 (c) SD34 MSG Stage Rally Championship 092/2018 (d) ANWCC Stage Rally Championship 042/2018 (e) SD34 MSG Inter Club League 1.3 Type of road surface: Gravel forest roads Article 2: JURISDICTION The event will be held under: 2.1 The 2018 General Regulations of the Royal Automobile Club Motor Sports Association Limited (MSA) incorporating the provisions of the International Sporting Code of the FIA. 2.2 Regulations issued by the various Championships, Series and Challenges of which this event forms part. 2.3 These. 2.4 Any written instructions the organisers may issue for the event. 4

6 Article 3: AUTHORISATION Rally of Argyll 23 rd June 2018 MSA Permit Number Scottish Government Authorisation Applied for Applied for Article 4: ELIGIBILITY The event is open to competitors (whether Entrant, Driver or Co-Driver) holding a valid National B or higher grade licence issued by the Motor Sports Association Limited, or a licence of equivalent grade issued by another ASN and bearing the EU Flag. Such competitors will be subject to MSA Regulations whilst taking part in the event. Note MSA GR H Competitors must be either: 4.1 Fully elected members of the organising club; or 4.2 Fully elected members of any club of the SACC, ANWCC or SD34 MSG Note: Membership of Mull Car Club is available for per person. 4.3 Competitors are reminded of the MSA s requirements for entrants licences as laid down on the Licence Declaration Form and in the 2018 MSA Year Book. 7 Article 6: CLASSES 6.1 The class structure of the Rally of Argyll will be: 1 All 2wd cars up to 1450cc. 2 All 2wd cars 1451cc to 1650cc, 8 valves or less. 3 All 2wd cars 1451cc to 1650 cc, more than 8 valves. 4 2wd cars 1651cc to 2050cc, 8 valves or less. 5 Historic Category 1, 2 & 3 Rally Cars as defined in the General Regulations of the MSA. 6 Fwd cars 1651cc to 2050, more than 8 valves. 7 Rwd cars 1651cc to 2050cc, more than 8 valves. 8 All 2wd cars over 2051cc 9 FIA Homologated GpN 4wd cars and cars previously homologated as such, providing these run as per their FIA Homologation papers. 10 Any other 4wd cars not classified in Class 12 or Class 13, without sequential gearboxes. 11 FIA Homologated GpA 4wd cars, FIA Homologated Super 2000 cars and FIA Homologated R4 cars and any cars previously homologated as such, providing these run as per their FIA Homologation papers. All Metro 6R4 s and any derivative therefrom. Any other 4wd car not classified in Class 12, with a sequential gearbox. 12 FIA Homologated WRC cars and cars previously homologated as such and FIA Homologated R5 cars. Any derivative therefrom. For any vehicle constructed in the last 15 years which is, or is capable of being, homologated the minimum weight will be as defined in the FIA International Regulations. For any non-homologated vehicle the minimum weight will be as defined in R Cars with forced induction will have their capacity increased by 70% or a factor of 1.7 to establish their capacity class. All cars must comply with current MSA Technical Regulations and where appropriate to the FIA Regulations. Historic and Post-Historic cars will be seeded within the main field. 6

8 6.2 Should any class have less than 5 entries the organisers reserve the right to amalgamate two or more classes or reduce the awards list as deemed appropriate. 6.3 Championships where classes in various Championships differ from those for the event, the relevant Co-Ordinator will be responsible for the allocation of points. Article 7: IDENTIFICATION 7.1 Competitors must make available to the Organisers of the event and Promoters of the Championships, specific areas (H29) on the vehicle as shown on the diagram (below): B D C A E A B C D E Rally Front Plate (on bonnet) Rally Rear Plate Competition Numbers, WRC Style (both sides) Hi Vis Nubers on Rear Side windows (both sides) SRC Decals 7.2 Competitors will be provided with all rally plates and numbers, which must not be cut or mutilated. This includes rally plates to be affixed to the front and rear of the car and high visibility numbers, to be affixed on the inside of both rear side windows 7.3 Competitors may be requested, but will not be obliged to carry further advertisements in areas other than those specified in Article 7.1 and 7.2 above./ 7.4. Competitors who do not provide the space required in Article 7.1 and 7.2 above will be either REFUSED A START or EXCLUDED from the results as appropriate to the case. 7

9 Article 8: ENTRIES 8.1 Entry fees for the event which includes management service pack are as follows: Standard rate before 23:00hrs on Thursday 31 st May 2018: Late rate before 20.00hrs on Monday 18 th June 2018: Should the number of entries, overall or in each class, not reach the minimum stated the Organisers have the right either to cancel the Event or to amalgamate classes where necessary. 8.3 Entrants are required to indicate on their Entry Form their eligibility for the various Awards and Championships. 8.4 The order of starting will be at the organisers discretion but, to assist seeding, entrants should provide previous results on the entry form. 8.5 Once the entry list has been published, only reasonable and reasoned communication by will be entered into regarding it. 8.6 Competitors are advised that information they provide will be stored in a computer retrieval system and may be used for organisation and publicity purposes. 8.7 N.B Failure to honour payment to the organisers will render the entry null and void and the MSA will be informed. 8.8 The maximum number of entries for the event is 120 plus reserves. The Organisers reserve the right to cancel the event if less than 75 entries are received by the closing date. 8.9 Entries can only be made by completing the on-line entry form via Cheque entry fees should be sent to: Entries Secretary, Cathanne McLean 7 Bentalla Cresent Salen Isle of Mull PA72 6JH 8.10 The entry list opens on 5 th of May and closes at standard rate on Monday 18 th June Late entries will be taken at the increased rate. In the event of the rally being cancelled or postponed, entrants will have their entry refunded less an administration charge of (H (a)) Fees for entries withdrawn up to the closing date for normal entries will be refunded less an administration charge of (H (a)). Refunds made after the closing date of normal and late entries will be refunded at the organisers discretion. Withdrawn entries must be advised in writing to the Entries Secretary by or post; verbal withdrawals will not be accepted 8

11 Article 10: RESULTS 10

12 10.1 Provisional results will be published as soon as possible after the finish of the event, on the Official Notice Board in the Rally HQ. Protests must be made in accordance with C5 and Appeals in accordance with C6 & C Competitors shall ensure that they and their cars are available for inspection, should a protest be submitted in accordance with GCR s of the MSA. If the protested vehicle is not available for inspection the competitor may be penalised as under the MSA GCR s. Article 11: ROUTE / ROADBOOK / DOCUMENTATION 11.1 The event will contain 8 special stages on private land, joined by public highway sections. Cars will start at one-minute intervals. The route will be defined by a tulip road book Full details of the Route and Special Stages will be given in the Road Book issued to Competitors. This document will contain all the necessary information to enable Competitors to comply with R2.3.2 & The route will be contained on Ordnance Survey 1:50,000 Landranger Series, 11.4 map numbers 56 & The route will be consisting of approximately 45 special stage miles gravel roads. Article 12: SCRUTINEERING AND SIGNING ON 12.1 Venue and time schedule: Scrutineering and documentation will take place around Dunoon Stadium Friday 22 nd Jun :00 to 19:00 hrs. Saturday scrutineering will be by special arrangement only. Competitors will be notified of the exact location & time schedule in a bulletin At scrutineering cars will be examined for compliance with the 2018 MSA Tyre Technical and Safety Regulations as well as for class eligibility. Each Entrant and driver will be assumed to have full knowledge of the car and it s eligibility for the class entered Cars must be presented in the same condition as they intend to compete Validated MSA Rally Special Stage Vehicle Log Books must be made available at scrutineering, and on demand throughout the event for each car. Failure to produce this document will lead to a Refused Start or Exclusion. 11

13 12.5 A valid MOT Test Certificate must be produced at scrutineering for any car required to have such a certificate. Failure to produce this document could lead to a Refused Start At the discretion of the Eligibility Scrutineer and the Clerk of the Course certain competitors vehicles will be selected for Post Event Scrutiny. Failure to present the vehicle at the nominated place and at the time designated will be a breach of MSA GCR's No studs or chains are permitted All cars must be taxed and insured for the Public Highway Competitors Tyres must conform to (L3.) Noise: The Organisers will appoint Judges of Fact to adjudicate on any Instantaneous factual occurrence of any other abnormal sound levels. They will report their findings to the Chief Scrutineer who will advise the Clerk of the Course who may then apply penalties if appropriate Competitors should also be aware of R Any crew requiring their turbo sealed must pre arrange a time with the chief scrutineer as this cannot be done during scrutineering. If turbo sealing is required then please contact the chief scrutineer directly. Please note a charge may be applicable at the discretion of the Chief Scrutineer. 12,12 Competitors are reminded that all competition vehicles and service vehicles must carry a small spill kit as per MSA GCR J Article 13: DAMAGE DECLARATION Competitors will be required to complete and sign a report confirming that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or alternatively give details of any such incident where damage or injury has occurred (R40.1.3). Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R32.2 Appendix 1, chart 32.2 and may be reported to the MSA for disciplinary action Competitors who do not report at the finish of the event are required to forward the report to the Rally Secretary within 72 hours of the finish of the event (R40.1.4). Competitors who fail to comply may be penalised by a fine of up to 100. If they have been involved in an accident details must be given to the Organisers the same day. 12

14 Article 14: DRIVING STANDARDS / OBSERVERS / JUDGES OF FACT 14.1 Named Judges of Fact, appointed by the Organisers, will be on duty throughout the event to observe and report on any Competitor considered to be in contravention of R The Chief Scrutineer appointed for the event is a Judge of Fact in respect of Vehicle Eligibility All start officials on all special stages are appointed judge of fact for false starts The Organisers will appoint Driving Standards Observers in accordance with G11 and R24.8-R Any notified offence by a competitor or the service crew which involves speeding, reckless driving or failing to observe road signed will automatically be considered as possible contravention (Any proceeding or act prejudicial to the interests of the Motor Sports Council or of Motorsport generally). The competitor concerned is liable to be penalised in accordance with R32.2 (k), R32.2 (l) and C2 and be called before an MSA Disciplinary Tribunal. For an offence by the competitors service crew, the competitor will be penalised in accordance with R Sound Control: The Organisers will appoint Judges of Fact and / or Driving standard Observers, one of whom will be the MSA Environmental Inspector, to report on sound levels. Excessive sound will include instantaneous occurrences of noise such as that produced by back-firing caused by anti-lag systems. The penalty for excessive sound may go as far as exclusion Modified road junctions/chicanes The officials at these junctions are appointed to be judges of fact for competitors take the correct route. Article 15: CONTROLS AND TIMING 15.1 Timing of the event will use Target Timing Regulations, using digital clocks operated by Officials under the control of an MSA Timekeeper All clocks will be set to Greenwich Mean Time All Controls will open 15 minutes before the Due Time of Car '0' and close 15 minutes after the Due Time of the last Competitor still running (R30.1), having taken into account any delays Timing Controls. All controls other than Passage Controls (PC's) will be Timing Controls. 13

15 15.6 Re-Starts. A crew that retires from Before MTC 2 may restart the rally at MTC 2 subject to being re-scrutineered. This must be arranged with the Chief Scrutineer or Competitor Liason Officer. Both crew and the vehicle must be as the original entry. Missing a stage or control will not be penalised as R32.2a. The crew will be responsible for arranging the scrutineering of their car prior to re-starting. Re-starting crews will be reseeded as per performance at the discretion of the clerk of the course. Article 16: SUBJECTIVE ROUTE NOTES 16.1 Subjective Route Notes are allowed on this event they will be available from scotmaps.co.uk 16.2 Any Competitor found on a Special Stage in a vehicle without having registered their need to, with the Clerk of Course, will not be permitted to start the rally. This will be strictly enforced. Article 17: SERVICING 17.1 Competitors will be issued with one service plate. Servicing is defined as in R Servicing for the event will take place at the Dunoon Stadium Emergency Servicing can only take place in the designated areas. Only vehicles carrying an emergency service plate will be allowed in these areas. Servicing anywhere else is forbidden Competitors may work unassisted on their own cars using equipment carried in the car in 'No Service Areas' except:- (i) Within 100 metres of any Control. (ii) Between the Special Stage Arrival and the Special Stage Start Controls (iii) In any Parc Fermé. The only work permitted in these areas is to carry out the following work unassisted:- Clean lamp glasses, windscreen, windows, identification markings and vehicle registration numbers. (iv) Competitors can be assisted by other competing crews if mutually agreeable Service crews are allowed to go to watch stages, but not with spare parts, fuel or wheels in their vehicles. Service crews are subject to the same regulations as Competitors regarding noise, bad driving manners, etc. 14

16 Officials and Marshals have been instructed to note any infringement of these rules Competitors are responsible for ensuring that their Service crews understand and comply with these regulations and that their Service Crew behave responsibly In any area where Service is not permitted, the presence of a service vehicle, or any vehicle from which equipment or parts are supplied or obtained, or the setting up, or the collection or the use of equipment previously deposited, will be considered servicing A Competitor receiving assistance contrary to these SR's will be penalised in accordance with R32.2 Appendix 1 Chart 32.2 (n) When being worked upon in the Service Area, an oil and fuel resistant ground sheet MUST be placed under the competition vehicle. Failure to comply may be penalised in accordance with R32.2 Appendix 1 Chart R32.2 (cc). 15

18 Article 18: PENALTIES 18.1 This Event will use Target Timing, Competitors will start with zero time penalties. The results will be established by adding together the times taken during the Special Stages and the time penalties incurred on the road sections together with all other penalties expressed in time. The Competitor with the lowest total will be the winner and so on If there is a tie the Competitor who accomplished the best time for the first Special Stage will be proclaimed the winner. If this is not sufficient to be able to decide between the tied Competitors, the times of the second, third, fourth, etc, Special Stages will be taken into consideration The penalties in R32.2 apply unless specifically modified in these SR's. R is amended to 15 min maximum lateness (a) It is at the discretion of an Environmental Scrutineer, a Judge of Fact, a Driving Standards Observer or the Organisers whether a car which causes excessive sound is REFUSED A START/REFUSED PERMISSION TO PROCEED/OR EXCLUDED at any time (R4.1 R4.1.7). (b) A Driving Standards Observer s Report, which results in the imposition of a penalty for excessive speed or bringing the sport into disrepute, shall also be reported to the Stewards of the Meetings (R32.2 Penalties (l)) Competitors are reminded of R24.5 for details of computation of penalties in the event that the normal running of a stage being stopped. Should any Special Stage be cancelled during the event, or deleted from the results after the event, only the Stage penalties will be deleted. Unless an Official Bulletin has been issued to the contrary the cancelled stage must be traversed within the Stage Maximum Time and will in every other respect be treated as a Road Section Causing an obstruction on an access road to or from a Special Stage will be penalised by EXCLUSION from the results Failure to attend Post Event Scrutiny within the time limit specified for those Competitors selected will result in EXCLUSION from the results Failure to report to Scrutineering & Documentation within 15 minutes of the time specified for a Competitor may be penalised by the Clerk of the Course as under R32.2 Penalties (dd) No open fires or barbecues will be permitted in the Service Area DRIVING STANDARDS: Competitors reported to the Clerk of the Course or driving in an erratic manner prior to entering a Special Stage from open roads (e.g. tyre warming / scrubbing will be penalised in accordance with (R32.2 Penalties (l)) and may be reported to the Police for further action. 17

Competitors are reminded that where entered in a championship that has not specified the use of FIA specification fuel; the use of such fuel might affect their championship eligibility. If you are in doubt you should check with the championship co-ordinator. Article 21: INSURANCE Vehicles must have Insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be either, by extending an existing motor policy to cover the event, or, by purchasing additional cover as an adjunct to an existing motor policy. If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor. If a competitor wishes purchase additional cover via the organisers then they can do so prior to the event providing they comply with the following. Age 19 years or over Has held a full licence for a minimum of 6 months Has no more than 6 points on their licence Has had no more than 1 fault claim in the last 3 years The vehicle has valid Tax, MOT and is currently insured for road use Anyone aged less than 19 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25. Any competitor who falls outside these parameters may be offered cover at equivalent terms or an agreed price, if approval from Reis Motorsport Insurance has been obtained by the event organisers, prior to the event. 18

20 Additional cover provided by this scheme is only effective whilst the vehicle is actively competing in the event, and remains under the control or direction of the event organiser(s). Cover will cease immediately if you are precluded, excluded or retire from the event. The Event Organiser s RTA scheme is provided by Reis Motorsport Insurance and underwritten Zenith Marque Insurance Services Limited. Reis Motorsport Insurance is a trading name of the Insurance Factory Limited. Insurance Factory Limited is authorised and regulated by the Financial Conduct Authority (No ). Zenith Marque Insurance Services Limited registered in England and Wales (No ) is authorised and regulated by the Financial Conduct Authority (No 47557) Article 22: ADDITIONAL INFORMATION 22.1 Competitors are reminded that it is STRONGLY recommended to carry a first aid kit All vehicles must carry a small spill kit complying with MSA GR J Photography (i) (ii) (iii) In-car video cameras may only be fitted with the permission of the Clerk of the Course J Any such cameras must be installed prior to scrutineering and mounted to the satisfaction of the Scrutineers, who may refuse to carry out scrutineering or order the removal of any such camera if the necessary approval cannot be produced upon request. It is conditional that a copy of any video images or compilation video of which this event forms a part is supplied free of charge to the Organisers within six months of the event by the Entrant / Competitor if requested, otherwise a fee of maybe be imposed. Competitors who fit on-board cameras must display centrally on the dashboard the Event and Sponsors logo as supplied so as to be visible through the camera lens Crews will be required to register the telephone numbers of any mobile phones they will have with them during the event, at documentation. These must be switched on throughout the event in case the organisers need to contact them urgently. This is for your own and other competitors safety. The organising team are all competitors too and understand that phones can interfere with intercoms, please remember we will only be ringing you if we need to contact you urgently because of a safety issue or something in your interest. 19
