1 UAC Easter Stages Rally Friday 6th & Saturday 7th April 2018

2 Organised by the Ulster Automobile Club and promoted by UAC Easter Stages Ltd, this event will be held under the General Regulations of The Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these. 1. Introduction 1.1 There will be 2 separate rallies: The UAC Easter Stages Rally (National A and B combined),which will take place on Friday 6 th and Saturday 7 th April. The Easter Stages Saturday Rally (National B), which will take place on Saturday 7 th April. 1.2 Both rallies will be amalgamated and run as one field. 1.3 Modifications, amendments and / or changes to these will be announced only by numbered and dated bulletins (issued by the organiser or Stewards). 1.4 The event will take place in the County Antrim area. 1.5 Road Surface: 100% Tarmac 1.6 Overall special stage distance and total event distance: UAC Easter Stages Rally Easter Stages Saturday Rally 6 th & 7 th April Dates 7 th April 300 miles Total distance of course 105 miles 95 miles Total distance of special stages 45 miles 12 Number of special stages 6 6 stages Friday none 6 stages Saturday 6 stages 2. The location and time will be advised in Final Instructions. 7. Entrants 7.1 Entry s open Monday12 th Febuary at 09: Entry s close Friday 23 rd March at 12: Entry procedure. All entries must be made using the on-line entry system at and accompanied by complete payment of any fees due, using the online Stripe payment system. Notice of acceptance, or refusal, of individual entries will be ed no later than 28 March and pending this notification to entrants each entry is accepted only as subject to consideration.

5 7.4 Number of entrants accepted Maximum number of entrants: 100 Should the number of applications exceed 100 a selection Committee acting on behalf of the Organisers will choose entries using the following criteria: 1. ITRC points scorers on previous rounds 2. Non-championship registered competitors requesting entry for UAC Easter Stages Rally. 3. Non-championship registered competitors requesting entry in the Easter Stages Saturday Rally. If more than 100 entry applications are received the Organisers will nominate 20 reserve entries. Such reserves may replace withdrawn entries up to a maximum of 100 starters. Reserve entries will be taken in numerical order for this purpose. 7.5 Entry Fees UAC Easter Stages Rally (Nat A & B) 600 Easter Stages Saturday Rally (Nat B) Payment Details All payments must be made using the Stripe system, connected to your online application. 7.7 Refunds policy Withdrawn entries must be completed, in writing, and sent to the Entry Secretary. These will be subject to the below fees: Withdrawal made before 8 th March: Full Refund Withdrawal between 8 th March and 22 nd March: 75 administration fee Withdrawal made after 22 nd March: Refund at the Organisers discretion The club will pay any refunds required via Stripe, after the rally has taken place. 7.8 Any queries regarding entries should be addressed to: The Entry Secretary, Jenny Frater, jenny.frater@hotmail.com, (available 7pm to 9pm weekdays or at weekends). All vehicles in this category must be in compliance with the scrutiny.

7 Eligible cars (TROA Junior Championship) Open to any Driver, who must be under 26 years of age on the 1st January 2018, not registered for any championship detailed in Art 2.1 other than the TROA Junior Championship and entered in cars listed in Art Class J 1 J 2 Cars up to 1450cc, 2 wheel drive, Normally Aspirated Cars from 1451cc up to 1650cc, 2 wheel drive, (incl. Super 1600 and Kit car variant 1600) Normally aspirated 8.2 The Easter Stages Saturday Rally will be divided into the following classes: Class S 1 Group N cars up to and including 2000cc S 2 Group N cars over 2000cc S 3 Cars up to and including 1450cc and cars from 1451cc up to and including 1650cc having not more than 2 valves per cylinder. Two-wheel drive only S 4 Cars from 1451cc up to and including 1650cc, having more than 2 valves per cylinder. Two-wheel drive cars only, including R2 cars (VR2C) S 5 Cars from 1651cc up to and including 2100cc, having not more than 2 valves per cylinder. Two-wheel drive cars only. S 6 Cars from 1651cc up to and including 2100cc, having more than 2 valves per cylinder. Two-wheel drive cars only, including R3 cars (VR3C) S 7 Cars over 2100cc Two-Wheel drive only S 8 Any 4wd car not classified in Class S 9 or S 10 S 9 S2000-Rally: 1.6T engine with a 30mm restrictor, S2000 Rally 2.0 Atmospheric, Group R5 (VR5), Group R4 (VR4) and all current and previously homologated WRC Cars S 10 Historic rally cars registered before 31/12/90 (MSA Cat 1, 2, 3, 4a and 4b. Ref: R MSA Blue book.) and historic rally cars complying with FIA Appendix K. (Ref: R49.4 of 2018 MSA Blue book.) 8.3 Vehicles with forced induction (except diesel engines) and rotary engines will have their engine capacity increased by 70% to establish their class. (J5.4.1) 8.4 Should fewer than 5 cars be entered in any one capacity class, the organisers reserve the right to amalgamate this class with the next higher class. 8.5 All Championships - Where classes in the various championships differ from those for this event, the relevant Co-ordinator / Secretary will be responsible for the allocation of points. 8.6 All cars competing in the National A and National B status events must have a valid MSA or MI Competition Car Logbook (CCLB). 8.7 Seeding All cars from both Rallies will be combined so as to start in order of anticipated performance. The restart order for Leg 2 will be based on the provisional overall classification at the end of Special Stage 6 and will include any competitors entered in the Easter Stages Rally based on their anticipated performance. 8.8 Re-starting times will be posted in the Rally Office on the official notice board no later than 00:00 hours on Saturday 7 April 2018 and at the re-start Control at least 15 minutes before the scheduled re-start time of the first car. 8.9 All competing cars will start at intervals of one minute

8 9. Administrative Checks 9.1 Documents to be presented Administrative Checks for all Competitors will take place at Reconnaissance Registration. This will allow a member of the support team to take the car to be scrutineered, if the crew is on reconnaissance at the appointed scrutiny time. The following documents will be required plus any information missing from your Entry Form: a. Entrants Licence b. Competition Licences required for Driver and Co-driver c. If using your own Road Traffic Insurance, details must be provided (if not previously submitted) d. Make, model, colour, registration number and name(s) of driver(s) of Service vehicle and Motorhome vehicle. (if not previously submitted) e. If either Driver or Co-driver has any particular medical details, then such details should be enclosed in a sealed envelope addressed to the Chief Medical Officer. (if not previously sent to the Secretary of the Meeting) 9.2 Final administrative checks Final Administrative Checks must be completed after Vehicle Scrutineering at the place and times detailed below. The following must be presented: a. Scrutineering Card b. Reconnaissance Authorisation Card (if reconnaissance is undertaken) c. Any information or documents not previously provided or checked. When all procedures are complete the Time Card Book will be issued. Note: All checks must be completed by hours on Friday 6 th April. 10. Scrutineering, Sealing and Marking 10.1 Scrutineering venue and timetable Location: Sixmile Leisure Centre, Ballyclare Time: Thursday 5 th April 17:00 to 20:30 The scrutineering schedule will be issued with the seeded Entry List 10.2 All vehicles must be fitted with mud flaps complying with MSA Regulation R (also Appendix J Article ) 10.3 Side windows if of glass must be of laminated or toughened glass and if of toughened glass must be coated on the inside with a clear transparent safety film (Appendix J Article ) 10.4 Driver s safety equipment Control of the drivers helmets and equipment Drivers helmets, overalls and the Frontal Head Restraint will be checked, examined and authorised at pre-event Scrutineering. Each crew member must submit for examination his/her crash helmet which comply with FIA requirements. Any helmets and/or overalls not to these standards and/or in poor condition or with structural modifications may be impounded by the Organisers. Competitors who do not comply with these requirements may not be allowed to start by the Stewards Helmets, Overalls and Front Head Restraint Failure to wear helmets, overalls and the Frontal Head Restraint on a special stage will be reported to the Stewards, which may result in exclusion It is mandatory for all competition cars to carry an environmental fuel and oil spillage kit. These kits are lightweight and easily attachable to the roll cage.used Spill Kits are to be disposed of in accordance with the guidelines issued by the Environmental Scrutineer.

9 10.7 Sound Levels: A sound level check will be carried out to ensure compliance with FIA Regulations, Appendix J Article Sound levels may also be checked at any point during the event. Failure to comply may result in exclusion or start refused by the Stewards Competitors wishing to carry an in-car camera during the event must obtain written authority from the Clerk of the Course and present this to the Chief Scrutineer, on arrival at scrutineering. The in-car camera form is available from (webpage link to be inserted) this must be completed and ed back to the Secretary of the Meeting, no later than 28 th Match Permission for an in-car camera may only be granted under the agreement that material gathered are for the competitors own private use and all commercial rights remain at all times the property of the event promoters Any competitor deemed to be in breach of SR 10.8 and SR 10.9, will be reported to the Stewards where the penalties imposed may be a reprimand and/or a fine and/or exclusion and/or suspension MSA regulation C Reconnaissance The use of pace notes is permitted during the event providing that they have been made in accordance with Article 11 of the supplementary regulations Procedure for registration Details of the reconnaissance car and occupants, including telephone numbers at which they can be contacted during the reconnaissance period, must be submitted to the organisers for registration at the Rally Office. If approved, the organisers will issue a Reconnaissance Authorisation Card, which cannot be amended or altered in any way. If the crew making a reconnaissance wish to change the car or vary the occupants a new card must be obtained by personal application to the Rally Office and upon surrender of the original card Schedule Competitors may make low speed reconnaissance of all the special stages. Between: 10:00 and 19:00 Saturday 31 st March Between: 10:00 and 19:00 Sunday 1 st April Between: 10:00 and 19:00 Monday 2 nd April Between: 10:00 and 19:00 Tuesday 3 rd April Between: 10:00 and19:00 Wednesday 4 th April Between: 10:00 and 19:00 Thursday 5 th April 11.3 Number of passes Competitors are not limited to the number of passes through each stage Direction Each crew may drive the special stages only in the direction of the rally and must always enter and leave the special stages through the start and stop control locations Restrictions This reconnaissance may only be carried out in a car registered with the organisers and accompanied by a Reconnaissance Authorisation Card and Reconnaissance Car Plates. Once a car has been registered by a competitor the responsibility for that car is entirely the competitor's. If the car is observed on a Special Stage or part thereof outside the permitted times the associated competitor will be deemed to have contravened the reconnaissance regulations on that occasion.while engaged in reconnaissance the Reconnaissance Car Plates must be displayed one on the top corner of the windscreen of the car and one on the rear window. Failure to do so will be deemed to be a breach of the reconnaissance regulations.

10 A Reconnaissance Official who believes that a competitor is engaged in reconnaissance may ask that competitor to produce his Reconnaissance Authorisation Card. Failure to produce this card at that time, amendments to the card, or discrepancies (e.g. non authorised car) on the card will be deemed to be a contravention of reconnaissance regulations. If amendments or discrepancies are evident on the card the official may retain the card. If a competitor elects to undertake reconnaissance and obtains a Reconnaissance Authorisation Card then this card must be surrendered at Final Administrative Checks. Failure to do so will be deemed to be a breach of the reconnaissance regulations. If any competitor or his representative drives on a Special Stage in a manner liable to cause distress, in the opinion of the Clerk of the Course, to an official of the event, to a resident of the Special Stage, to other road users, or to the Police, then this will be deemed to be a breach of the reconnaissance regulations. Any competitor deemed to be in breach of reconnaissance regulations will be reported to the Stewards where the penalties imposed may be start refused and/or a fine and/or exclusion Subjective Route Notes Competitors may purchase from Pattersons Pacenotes or Killian Duffy, a choice of subjective route notes. In all circumstances, competitors are advised that the organisers accept no liability or responsibility in the use of the subjective route notes. 12. Refuelling 12.1 Competing cars may only be refuelled using the facilities available at roadside filling stations along the route (pump fuel only), or in the service area provided by the Organisers Refuelling at any other location is strictly prohibited Penalties Failure to comply with these refuelling regulations will be reported to the Stewards who may apply/impose a fine up to 500 or exclusion. Each crew is responsible for the actions of their Service Crew, and any breach of these regulations. 13. Starting system of special stages Stage starts will be by electronic clock and traffic lights. The starting for special stages will be given by means of start lights which will work as follows: 30 seconds RED lights will be displayed 15 seconds RED and AMBER lights will be displayed 10 seconds RED light will go out 5 seconds Amber countdown 5, 4,3,2,1. START TIME Green light goes ON 5 seconds after the time Green light goes OUT. The system is electronically coupled to a start line detection device that records any situation where a car leaves the start line ahead of the correct signal. In the event of failure of the electronic system the timekeeper will count down aloud 30" - 15" - 10" and the last five seconds one by one and then raise a flag or hand.

11 14. Vehicle tracking UAC EASTER STAGES RALLY For the purposes of vehicle tracking on this event and under the supervision of the Clerk of the Course, Strode have been employed to provide the safety radio. Strode operators will man radio point at the beginning and end of each stage, as well as designated mid-points, which will be noted in the road books provided. They will record each vehicle as it passes their location, so that if required they can narrow the search for unaccounted for competitors. As well as assisting with the flow of information if incident management procedures are required 14.2 A last car number system will be in operation on competitors time cards, to be reviewed by the accountability marshal at the end of each special stage. 15. Emergency Procedures 15.1 Crews must carry an OK / SOS Board, which will be checked at scrutineering. If a crew stops on a stage for any reason (puncture, accident, breakdown, retirement etc), and they are able, they must immediately display the OK or SOS board The OK board should be displayed, if there are no injuries and the vehicle has not blocked the stage for following competitors. The OK board should be displayed to the following 5 competitors, so that other competitors do not need to stop to check they are accounted for Competitors will be supplied with a self-adhesive OK sticker. This must be affected to the most visible part of the rally car, to allow competitors further down the field to pass without the potentially delay of stopping to check that the crew are alright. This will also allow the competitors to leave the scene, if it is safe to do so In the event of serious injury and the SOS board is displayed or if a crew come appon an accident that the crew have been unable to present the OK board it is MANDATORY for the following competitor to stop and assist the crew requiring your help. First crew on scene must: Stop and render assistance as required If possible, phone the Rally HQ emergency number (printed on the bottom of every page in the road book) and advise details of the incident Second crew on scene must: Gather the following information and proceed to the next safety radio location (which may be a mid-point or at stage end) to insure incident has been reported to rally control. o Competition number of the crew involved o If and how many crew or spectators are injured o If the crew or spectators are trapped inside or outside the car o Location of the accident, i.e. closest road book junction o Any other vital information If possible, phone the Rally HQ emergency number (printed on the bottom of every page in the road book) and advise details of the incident All following competitors must stop, parking their cars in such a way that it does not obstruct emergency vehicles from reaching the incident The controlling official at the scene will release any held competitors when it if felt that it is safe to do so If a competitor stops to give assistance in the event of serious injury or unaccounted for crews as mentioned in Article 15.4, the Clerk of the Course may at their discretion adjust that competitor's penalties. However, if a competitor fails to stop in accordance with Article 15.3, the Stewards may impose a penalty, which may go as far as exclusion.

12 15.7 In a case of emergency, a stage Emergency Team may join a special stage at, and only at, a radio location. If this occurs, marshals wearing clearly identifiable tabards will display a yellow flag. On passing a yellow flag displayed by a marshal wearing a marshals tabard, the driver MUST immediately and significantly reduce speed as well as being prepared to stop at any time; at no time must they overtake any safety vehicle that they encounter on the special stage route. The driver must then follow the instructions of any marshals and/or safety personnel and maintain this reduced speed until leaving the special stage. The Clerk of the Course may determine a time for the stage for that crew in accordance with SR Should a driver fail to reduce speed in accordance with this rule the Stewards may impose a penalty, which may go as far as exclusion Accident Reporting, if a driver taking part in a rally is involved in an accident in which a member of the public sustains a physical injury or property is damaged the driver concerned must stop at the scene and follow the procedures outlined in If he fails to observe this rule, the Stewards may impose on the crew responsible a penalty, which may go as far as exclusion. The laws of the country in which the event is run must also be complied with in relation to procedures at accidents. 16. Results Provisional results will be published as soon as possible after the event. Protests must be made in accordance with C5.1.2, C5.2.1 and C Queries will only be accepted on the Official Query form and must be forwarded through the Competitor Liaison Officer (CLO) up to and no later than 30 minutes after the posting of provisional results. Official Query forms can be obtained from CLO. All protests must be made through the CLO and must be in accordance with the MSA Yearbook Withdrawal on event A competitor who has withdrawn from the rally must notify their retirement immediately to Rally Headquarters by phoning the retirement number, which will be confirmed on the final instructions. 18. Restart after retirement 18.1 Any crew which has failed to complete a loop can re-start the rally from the start of a following loop, only if they confirm in writing their intention to the Clerk of the Course one hour prior to the publicised start times of the subsequent loop Each loop will start at service out or restart on day 2. Loops are defined as follows: UAC Easter Stages Rally Easter Stages Saturday Rally Friday 6 th April Saturday 7 th April Loop 1 special stage 1 / 2 Loop 1 special stage 1 / 2 / 3 Loop 2 special stage 3 / 4 Loop 2 special stage 4 / 5 / 6 Loop 3 special stage 5 / 6 Saturday 7 th April Loop 4 special stage 7 / 8 / 9 Loop 5 special stage 10 / 11 / The competitor must advise the organiser of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered This shall apply to any car which has been not classified on the grounds of exceeding the time limit or has failed to report to a control, but shall not apply where the car has been excluded for breach of eligibility requirements, traffic infringements or by a decision of the stewards. For all crews which restart a time penalty will be applied. This time penalty will be as follows: 15 minutes plus the stage maximum, for every stage missed 18.5 Competitors restarting must present their cars to the scrutineer at least 30 minutes before the start time ofthe first car, on the loop they are re-joining on. The car must retain its original shell and engine block as marked at prevent scrutineering.

13 18.6 Any crew which has retired from the final leg will not be classified as a finisher. 19. Penalties 19.1 Jump Start - ONE MINUTE 19.2 Achieving a time, which is less than the minimum time stated on the time card - MINIMUM TIME FOR STAGE 19.3 Achieving a time which is greater than the maximum time stated on the time card - MAXIMUM TIME FOR STAGE plus 10 seconds penalty per minute over the stage maximum 19.4 Achieving a time, which is between 2 and 3 above - ACTUAL TIME IN MINUTES, SECONDS AND TENTHS OF A SECOND Failure to attempt a special stage EXCLUSION 19.6 Failure to follow specified stage route - MAXIMUM TIME FOR STAGE 19.7 Failure to start a special stage when instructed - 10 MINS 19.8 Any competitor or any person acting on behalf of a competitor found on any stage, after the publication of the regulations, until the finish of the event will be excluded. The person or persons will be reported to the MSA/MI for possible further penalties This excludes any period of recce allowed by the organisers Reporting at any Control after due time - 10 SECONDS PER MINUTE Reporting at any Control before due time - 20 SECONDS PER MINUTE Not reporting at a Control EXCLUSION Wrong approach or departure at a Control - 10 MINUTES Servicing outside designated service area(s) EXCLUSION Reporting at a Control, 15 or more minutes after due time EXCLUSION Absence of a recorded time on a time card EXCLUSION Failure to produce or surrender any Time Cards on request EXCLUSION Misconduct by any member of a service crew or competing car EXCLUSION Making a false start on a stage - ONE MINUTE Breach of statutory requirement concerning the driving of a motor vehicle EXCLUSION Receiving assistance contrary to R38 EXCLUSION FAILURE to attend Competitors Briefing EXCLUSION A random selection of drivers and co drivers may take place Not complying with a requirement of the road book - 10 MINS Excessive speed or conduct likely to bring motor sport into disrepute 1 st offence - 10 mins / 2 nd offence EXCLUSON Excessive noise in breach of MSA limits EXCLUSION Refuelling a competing vehicle in breach of the event regulations - EXCLUSION 20. Damage Declaration form The Damage Declaration Form, on the rear of each time card book, MUST be completed by the competitor. This form refers to any third party damage the competitor may have contributed to whilst driving on the road sections of the rally. The Damage Declaration Form must be handed to the Official at the final control. 21. Interpretation of regulations It is not the duty of any Marshal to interpret regulations or any written instructions to a competitor or to explain the meaning and/or explain the meaning/or effect thereof. It is the responsibility of the competitor to read and understand the regulations and other written instructions.

Organisers liability UAC EASTER STAGES RALLY 2018 The organisers decline liability in any accident or situation caused by, or to competitors, and the competing cars during the whole of the event. The organisers also decline any liability for breach of the laws and regulations of Northern Ireland covered by the itinerary. Competitors shall be held responsible for any accident on public or private land. Competitors must declare to the organizers any breach of laws in which they may be involved and shall also declare to the organisers the particulars of any incident from which liability may arise i.e. via damage declaration. They shall have no claim against the organizers arising out of any action of the organizers, their servants or officials, during the course of the rally. 23. Abuse of officials Any competitor, or member of a service crew, who directly or indirectly abuses an official of this event either verbally or by any other means will be excluded and reported to their relevant ASN. 24. Reference numbers All reference numbers relate to the MSA Competitors Year Book Trophies / Awards 25.1 The following awards will be made in the overall classification in the UAC Easter Stages Rally Overall Classification** 1 st Overall UAC Challenge Trophy and two trophies 2 nd Overall 3 rd Overall Group N Category 1 st Overall W.J. (Bill) Kinnear Trophy* and two trophies Class Awards 1 st in each class Two trophies (if more than 3 starters in class) 2 nd in each class Two trophies (if more than 5 starters in class) 3 rd in each class Two trophies (if more than 8 starters in class) Ladies Awards (Both crew members must be female) - and two trophies 1 st The O Connor Rourke Trophy* H.A. Bryson Trophy* - and two trophies Awarded to the highest placed Northern Ireland crew Castlereagh 1996 Trophy* and two trophies Awarded to the highest placed Republic of Ireland crew Oonagh Reid Trophy* - and two trophies To the first named driver whose normal place of residence is England, Scotland or Wales and whose car is placed highest other than first in the overall finishers list. The Swedish Drivers Trophy* - and two trophies To the crew placed highest in the overall finishers list whose place of residence is the Continent of Europe, excluding the United Kingdom and the Republic of Ireland. Loughridge Spirit of the Rally Award* - and two trophies To be awarded at the discretion of the Organisers * All named trophies will be retained by the Ulster Automobile Club following presentation and official photographs. ** The 1 st three overall crews forfeit Class awards

Insurance The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership s Declaration: - - I do not have the Third Party Road Section extension on my current Motor Insurance. - I am aged 20 or over. - I have had no more than 1 fault claim in the last three years - I have no more than maximum of 6 conviction points on my UK driving licence - I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over I have no physical or mental disabilities - I have no other material facts to disclose - Anyone aged less than 20 years old will also be accepted at the same price should their codriver be a more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued.
