1 2018 Red Land 7U Tournament Rules June 23 24, 2018 I. Team Rosters, Eligibility and Registration Requirements a. Each team will be able to roster 15 players. Each team will also consist of 1 manager, 3 coaches and 1 scorekeeper. Rosters with names, uniform numbers and date of birth must be turned in before team s first game. b. Any player who did not reach the age of 8 before 5/1/2018 is eligible. c. Birth Certificates are not required, but must be available upon request. If a team protests the age of an opposing player, it will require $ in cash before the protest is reviewed. d. Teams finishing 1 st and 2 nd will receive trophies or medals. All other teams will receive participation medals. e. Please or bring a copy of your Certificate of Insurance with the following named as an additional insured: Red Land Little League, P.O. Box 456, Lewisberry, PA f. Team registration fee is $ Once you register online your team will be listed as Registered on the website. Your spot will be guaranteed once your payment is received, as long as the age group bracket / division you signed up for is not full at the time the payment is received. Once your payment is received, your team s, status will be changed from Registered to Accepted on the website. II. Pitching a. A coach will pitch to his own team. If a batted ball hits the pitcher/coach, it is a dead ball and it will be played over. b. The umpire will call play before the coach can throw a pitch. c. The coach will pitch from a minimum distance of 35 feet from the plate. This line will be marked on the playing field. d. Pitcher/coach must pitch overhand to the batters. e. Pitcher/coach shall remove themselves from fair territory after a ball has been hit. f. Pitcher/coach may not tell the batter to swing or not swing. One team warning will be given. After the warning, batters will be out on each infraction. III. Games/Schedule a. No Live Draw. A bracket will be sent Monday prior to start of tournament b. Each game will consist of five innings. A complete game will be four innings. If a game is called before it is an official game, because of rain or darkness, the game will be suspended. 1 05/08/18

2 It will be resumed from that point at the earliest possible date and time. We may not be able to complete or make up pool play games if rain washes out the rest of a day. Please be prepared for schedule changes necessitated by the weather. c. Home team will be determined by a coin flip or other method used by the umpires. d. Official Little League baseballs will be used. e. All bats must be official league approved with USA Bat standard stamped directly on the bat by the manufacturer. No post-manufactured stickers are permitted. f. Two coaches are permitted on the field with defensive team. They must remain behind the infielders. They are not permitted to touch the ball or the players in the field to assist them. g. Three strikes and you are out. Only swinging strikes are called. A foul tip caught by the catcher on strike three is not an out. h. No walks, bunting or hit by pitch. i. No infield fly rule. j. No tees will be used. k. No batting out of order. l. Each team will have a scorebook and must be kept. After each inning, the scorekeepers should confirm the score with each other. Please alert the umpires immediately if there is a discrepancy. m. A tenth fielder must be used as a fourth outfielder. Teams can t deploy a fifth infielder. n. A 10 radius circle will be marked around the pitcher s mound. The player/pitcher must have both feet within the circle until the ball is hit. o. Batting helmets must be worn at all times by batters, base runners and bat boys/girls. p. An on-deck batter will not be permitted at any time. q. Batters cannot throw the bat after hitting. One team warning will be given. If any batter throws the bat after the team warning, they will be out. r. All games during pool play will not go longer than the regulation length of five innings. So, if tied after five innings, the game will be considered a tie. All games during the singleelimination portion of the tournament will be played until a winner is decided. If tied after five innings in an elimination game, the extra inning will start with a runner on second base and nobody out. The runner on second will be the batter who made the last out in the previous inning. Each extra inning will be an unlimited inning. IV. Scoring 2 05/08/18

3 a. Runs per Inning Allowance - Max of 5 runs per inning or 3 outs, whichever comes first. For the last inning, as called by the umpire or tournament director, unlimited runs can be scored until the final out of their at bat is recorded. V. Base Running a. DEAD BALL RULE - ENDING A PLAY (Infield Control - DEAD BALL RULE): Note: The intention of this rule is to foster team play by encouraging players to make the appropriate play by throwing the ball to a base and attempting to get an out. Players running the ball across the infield or running the ball from the outfield, without involving their teammates, is to be discouraged. 1. A play ends either when the ball is in the control of any infielder covering any base or acting as the cutoff while in the infield base paths. 2. The base path determination is solely within the discretion of the umpire. 3. Once control is there established, then the play is dead; unless, the player with the ball makes an immediate move to make a play on a runner by throwing the ball or attempting to tag a runner. Any delay in making the play by the player in control should be interpreted as the play happening after the dead ball, and runners cannot advance, nor can they be put out. 4. The determination of control and whether an immediate move by a player extends the play is solely in the discretion of the umpire. 5. If a play results in a rundown play, then play will be maintained until the player involved in the rundown is either put out or successfully advances to the base he was attempting to reach. b. DEAD BALL RULE - ENDING A PLAY (Out of Play Overthrows - DEAD BALL RULE): 1. An overthrow that leaves the field of play is a dead ball. 2. An overthrow that leaves the field of play will result in all base runners moving up one base from their placement at the time of the dead ball. 3. On an overthrow where the ball remains in play, runners may advance at their risk of being thrown out. c. Placement of Runners 1. The base paths will be marked with a halfway line. This will help umpires decide where the runners will be placed when play is dead and time is called. 2. Runner must be completely past the line when play is called dead, in order to advance to the next base. If not they must return to the previous base. 3. If the lead runner is sent back then all runners will have to move back as well if the preceding runner occupies the base they were to advancing towards. 4. Placement of the runners shall be in the sole discretion of the umpire(s). 5. If the play ended due to an out of play overthrow, the umpire must then award an additional base from the achieved base d. No runner may leave the base until the ball is hit into play. One warning will be given. After the warning, they will be out. e. A runner is out when the base runner runs more than 3 feet out of the base line to avoid being tagged unless runner is avoiding interference with a fielder (Umpires discretion). 3 05/08/18

4 f. If a runner misses a base he is out. Play will continue until time is called and then the umpire will call the player out. This is not an appeal play. g. No stealing or leading is allowed. h. No head first slides are allowed unless the base runner is returning to the base. One team warning. After one warning, it is an out. VI. Lineups and Courtesy Substitution a. All teams will bat their entire lineup. All players must play a minimum of two innings in the field unless the game is shortened by rain or the player becomes injured or ill. b. A courtesy runner for the catcher is permitted at any time, regardless of the number of outs. The player that made the last out must run for the catcher. VII. Seeding We will use the following criteria to seed teams after pool play is completed: a. Winning percentage b. Head to Head (only if two teams are tied and have played each other) c. Lowest total runs allowed d. Lowest runs allowed in a single game e. Run differential (maximum +/- 10 runs per game) f. Coin flip VIII. Officials a. All umpires for this tournament are volunteers. Please remember that when coaching the games. b. Any appeals or protests during the game will be settled right away by the Tournament Director or other Red Land Little League official. The decision rendered is final. IX. Conduct a. Only Managers or coaches may occupy the coach s box. b. Any discussion with umpires shall be discussed by Manager in charge only. The umpire s decision is final. If the Manager is ejected or leaves, he shall designate an assistant as Manager and inform the umpire. If a manager or coach is ejected from a game, they will serve a one-game suspension. A second offense will result in the coach s dismissal from the tournament. 4 05/08/18

5 c. Manager is responsible for conduct of coaches, players and fans. e. Please pick up trash after games. f. Only coaches and players allowed in dugout areas. g. No dogs permitted on West Shore School District Property h. No smoking permitted on West Shore School District Property 5 05/08/18
