3 OVERLAND PARK RECREATION SPORTS PLAYER ADDITION FORM March 2014 To make a player addition, this form must be filled in, signed by the player to be added, and returned to the OP event supervisor or front desk at TRCC or MRCC and/or Recreation Services office. Players can be added to a team until the halfway point of league play by the team manager. After the halfway point of league play the team manager must obtain permission from Rex Groom, Recreational Sports Coordinator to remove a player from the team roster so a player can be added to the team roster. The team manager will need a written statement with player s name that is bring removed and why the player needs to be replaced (injury or relocated out of the area). Players that are removed from a team roster will not be able to play for the rest of the session. NO roster changes the final week of competition. 4 OVERLAND PARK RECREATION SERVICES SLOW PITCH SOFTBALL LEAGUE RULES March 2014 The Overland Park Recreation Services, its staff and agents, will not be responsible for any injuries or accidents incurred by players or spectators. CONDUCT 1. Consumption of beer or alcohol beverages by players or spectators in the park or at the playing fields is prohibited -- according to City Ordinance Players or spectators detected drinking alcoholic beverages at the field, by the supervisor or umpire, will result in the team at fault forfeiting the game. 2. A player being ejected form a game will result in immediate ejection and a 2-game suspension. Ejected Players will promptly leave the park. 3. Violation of the Player Code of Conduct can cause a player to be suspended up to eight league games. Depending on the violation, a player can be banned from all Overland Park Leagues. Player Code of Conduct: Every player is expected to show respect and courtesy to Overland Park Staff and game officials. Each player must refrain from addressing or commenting on their decisions during or after the game. Each player is expected to display good sportsmanship at all times as well as maintain control of his/her emotions, avoid the use of abusive or profane language and avoid any taunting or humiliating remarks, gestures and physical contact. This means you will comply with the Code of Conduct or be dismissed from the league. 4. Any fighting or display of poor sportsmanship will be considered a violation of the Player Code of Conduct. Page 1 5. A suspended player will need to fill out and sign a Player Reinstatement Form. After the completion of serving their assigned suspension, the reinstatement form should be signed and turned into OP event supervisor or front desk at TRCC or MRCC and/or Recreation Services office. At that time the player card will be returned and the player will be able to return to league play. 6. Players may not transfer to another team within the league or play on more than one team with the same league. 7. All communications regarding league concerns or problems are directed to me only through team managers, not individual players.

5 Page 2 ELIGIBILITY 1. Players must be at least 18 years of age. FORFEITS 1. Overland Park Recreation Services reserve the authority to forfeit any game in which an infraction of league rules or unsportsmanlike conduct occurs. 2. A team involved in more than one incident, in which a player was ejected from the game or the team forfeited due to either of the two points above, may be subject to automatic forfeiture of all games and expulsion from the league. 3. Game time is forfeit time. The umpire will keep the official time. However, if both teams agree, the game will be played and not officiated with the forfeiture still awarded to the appropriate team. 4. A ten (10) minute grace period will be permissible at the start of a game to allow a team to field a minimum number of players for an official game. The time will be deducted from the one-hour time limit. 5. In the case of the 10 after 5 or 15 after 3 run-spread rule, the team that is behind has the option of completing the game if both managers agree. The one-hour time limit will still apply. The game will be official and officiated. A $20 forfeit fee must be posted for each game forfeited. This fee is to be paid before 5 p.m. on the day preceding the team s next scheduled game. Call about payment for forfeits. Failure to pay forfeit fees will result in the team being expelled from participation in the league until the fee is paid. If office is notified 24 hours in advance of forfeit, forfeit fee will be waived. BATTING 1. All players except the batter, the man on deck, and the coaches must remain on the bench or in the outof-play area. 2. Each team shall submit line-ups to the official scorekeeper ten (10) minutes prior to game time. Lineups should include batting order with first and last names. 3. The team batting will be responsible for retrieving foul balls. EQUPIMENT 1. Teams will furnish their own ball. Only ASA approved Optic colored 12-inch softballs, or 11-inch balls in case of women s or coed leagues as outlined in ASA rules are allowed. The umpire shall be the judge as to whether a ball is playable. If ball is hit out of play, a second ball must be put in play until the new ball can be put in play again. This includes all levels of play. Each team will play their own ball. 2. No metal cleats. Tennis shoes or rubber cleats are acceptable. Street shoes will not be allowed. 3. No titanium bats or other A.S.A. banned bat will be allowed.

6 Page 3 GROUND RULES 1. Ground rules will be discussed before each game by team managers and the umpire. Managers only may confer with umpires. 2. Any overhead obstruction in fair territory will be in play. 3. The out-of-play line will be the backstop extended. 4. Fielding the softball if the Outfielder cannot play the ball due to an obstacle eg: ditch etc. The Outfielder will need to raise both arms above their head immediately, to indicate the ball cannot be fielded. The final call is at the discretion of the Umpire. The Batter will automatically advance three bases if the umpire agrees with the fielder s call. Without the Umpire confirmation of the Outfielder call the Batter may continue to the completion of the play. 5. In all Overland Park Recreation Sports Softball leagues two (2) home plates will used. The regular home plate will be used by the defensive player, with possession of the ball could force an out at the regular home plate. The second home plate will be used for the runner to run to score, called Scoring Home Plate. By using two home plates there should be no collisions at home plate. INFIELD PRACTICE 1. Infield practice will be given each team if time allows. Infield practice will not be granted if time does not allow. A pitcher will be allowed three (3) warm-up pitches prior to the first inning and three (3) pitches or one (1) minute prior to all other half innings. There will be no outfield or infield practice after the first inning. JEWELRY 1. Exposed jewelry such as wristwatches, bracelets, any type earrings, neck chains, or any other item judged dangerous by the umpire may not be worn; they must be taped to the body. NOTE: Players will be asked to remove jewelry and if they fail to do so, will be ejected from the game. LOST AND FOUND 1. Articles found at the fields should be turned in to the Field Supervisor, who will bring all items to the Tomahawk Ridge Community Center, 119th & Lowell. To inquire about lost articles, please call the Community Center at PLAYERS 1. We have accepted the ASA rule into our Men s and Women s Recreational and Competitive leagues, which allows for an eleven-player roster for each team. This player is called and EXTRA HITTER, EH. a. Teams may add an EH after the start of a game and this player must notify the official scorekeeper. b. The EH may be substituted for at any time by a player who has not yet been in the game. c. Only in the event of an injury, you may drop players and still retain the EH position. d. The EH will not be used in coed leagues.

7 Page 4 2. If you are not using the EH, ten (10) players constitute a regulation team. All teams must field at least eight (8) players to start and continue play. If a team is playing with less than ten (10), they must place additional players at the end of the batting order. Players arriving late may enter the game as soon as they have been reported to the scorekeeper. 3. Teams may carry a minimum of 12 and a maximum of 20 players. AMERICAN DISABILITY ACT RULE: a. This rule may be used for a person (s) who has a disability as defined by the American Disabilities Act passed on July 25, b. An extra player (referred to as an EP or designated player (referred to as a DP or defo ) is optional, but if one is used, it must be made known prior to the start of the game and his name listed on the line-up sheet or score sheet in the regular batting order. Either the EP or the DP can be used, however, if a team starts play with one, they cannot change to the other once the game begins. c. All rules governing the DP found under Section 3 and the EP found under Section 4 will apply. d. The Coed division may use the DP rule for both a male and/or female player in the same game, however, batting order must still alternate as outlined in Rule 7, Section 2(e). COMMENTS: This will allow a person defined as disabled, to play slow pitch softball in the ASA program. The person may be able to play defense only (defo), but cannot bat and run. If the person can play defense and bat, or bat only, then the EP can be used. (The remaining sections under Rule 4 will be renumbered.) PROTESTS Any team manager desiring to protest any part of a game must notify the umpire, scorekeeper, and field supervisor at the time of the incident in question. There will be no protests on judgment calls. Any situation being protested in which the umpire, scorekeeper, or field supervisor has not been made aware of at the field site, will not be accepted. The manager must file a formal protest in writing to the Overland Park Recreation Services office. This protest must be turned in within 48 hours of the game in question and must be accompanied by a $25 protest deposit. If the protest is allowed, the deposit will be returned. If the protest is denied, the protest fee is forfeited. RAINOUT PROCEDURES If games are cancelled because of inclement weather or poor field conditions, the Recreation Services office will make a recording on the rainout line, A decision will be determined as least two hours prior to game time. RESCHEDULING 1. Rescheduling will be handled by the Recreational Sports Coordinator. Teams must play at the time designated by the rescheduler or forfeit said game. As a general rule, games will be rescheduled by adding games to the end of the season--as well as Saturday afternoons or some evenings.

8 Page 5 ROSTERS All teams shall submit complete rosters, to include each player s name, address, phone number, and signature. Rosters not received prior to the first game will result in the game being forfeited. New players need to fill out and turn in a PLAYER ADDITION FORM. All games will be governed by ASA slow pitch rules with the exception to league rules. Managers are encouraged to know the ASA rules and to have a copy of the rules on hand. 2. League officials shall have the authority to make necessary decisions to include the conduct and safety of participants and spectators and the general playing conditions. The Recreational Sports Coordinator reserves the right to act, at his discretion, or on any matter not covered in these rules. SAFETY 1. The fitness of the ground for a game shall be decided by the plate umpire. However, Field Supervisors have the right to override their decision when the safety of the participant is involved. SUBSTITUTION 1. Free substitution will be in effect for all leagues with the stipulation that a player must play one complete inning before being removed. Substitutions must be reported to the official scorekeeper before entering the game. TIME 1. Any game called by the umpire or supervisor shall be regulation if five or more innings (four and one-half innings in the event the home team is in the lead) have been completed or the time limitation has been reached. 2. No new inning shall start after 60 minutes. In the event the game is tied at the end of 60 minutes, one additional inning will be played. No more than ten (10) players per team, or eleven (11) with EH, will be allowed to bat during their additional one-half inning. If at the end of this additional inning the game remains tied, it will be recorded as an official tie game. 3. Doubleheader leagues, the second game will be started immediately after the completion of the first game or the designated starting time; whichever is quicker. If the first game of the doubleheader is completed early, the remaining time in that game will be added to the game time of the second, i.e., if the first game is completed in 30 minutes, the second game will have 90 minutes to finish a regulation game. TEN RUN RULE 1. A ten (10) run rule will be in effect after five (5) innings. If at this time, or after any remaining inning, a team had a ten (10) run advantage, the game will be called and the team in the lead declared the winner. The same rule will apply if a team has 15 runs after three innings. If both teams agree, the game may continue but only until the 1-hour time limit or until the team that is behind desires to stop. UNIFORMS 1. Rule 3, Sec. 10 of the ASA discusses uniforms. Our rule does not require that teams follow this; however, we encourage teams to wear shirts of like colors.

9 Page 6 RULES for the COED LEAGUES BATTING 1. In the three-out coed league, the ten-batter rule will not be in effect. A team will bat only until three (3) outs are made. Regulation softball rules will be in effect. The batting order must alternate (male/female). 2. In the coed league, a second home plate will be used for the runner to run to called Scoring Home Plate. The regular home plate will be used by the defensive player, with possession of the ball to force the last out of the inning. INFIELD FLY 1. In three-out and ten-batter coed teams, the infield-fly rule will be followed as in the ASA rulebook (except tenth batter). LINE-UP 1. When playing with a regulation team of ten (10) players, five (5) must be women. Teams must have a minimum of eight (8) players, four (4) men and four (4) women, to start and/or continue play. This year (in ten-batter league only), a team may play with five (5) men and four (4) women, or vice versa when only nine players are available. PLAYERS 1. Teams will send nine or ten players to bat each inning in coed 10-batter play, eight, or nine if team is only playing with eight or nine. Outs are not recorded, only the number of runs scored is kept. In the coed leagues, the batting order must alternate (male/female). 2. Players may play at any position in the infield or outfield regardless if they are male or female. There is no designation regarding how many males or females play the outfield or infield. The pitching battery can be of the same gender, as well. SUBSTITUTION 1. In the ten-batter coed league, free substitution is in effect with the stipulation that a player must play one complete inning before being removed. Once a player comes out of the game, he/she must stay out at least one complete inning. He/she may then re-enter into any position in the batting order. 2. In the three-out coed league, free substitution is in effect with the stipulation that a player must play one complete inning before being removed. A player must stay out two complete innings before returning to the game. A player re-entering the game must bat in the same position in the batting order he/she was in before being substituted.

10 Page 7 RULES for the TEN-BATTER COED LEAGUES 1. In the ten-batter coed league, to retire the tenth batter a defensive player, with possession of the ball, may step on any base not yet reached by the tenth batter. Any runner may also be tagged to end the inning. Any runner not having crossed home plate when the out occurred will also be declared out. Any runners crossing home plate before the out occurs will count as a run. 2. In the ten-batter coed leagues two (2) home plates will be used. The regular home plate will be used by the defensive player, with possession of the ball to force the last out of the inning. The second home plate will be used for the runner to run to score, called Scoring Home Plate. By using two home plates there should be no collisions at home plate. TIME 1. All ten-batter coed games shall be five (5) innings in duration or 60 minutes. In case of a tie after five (5) innings or 60 minutes, the game shall be declared a tie and recorded as such. 2. In the three-out coed league, games will be seven (7) innings or 60 minutes, whichever comes first. In case of tie, one additional inning will be played. If still tied after one extra inning, game will be declared a tie. WALKS 1. In the ten-batter league, the last player to bat during any inning may not walk. NO INTENTIONAL WALKS. If a man walks, the woman following in the batting order will have the option to bat or take a walk.
