1 2017 Gillette Little League General Complex Rules Local League Rules and Regulations for all Divisions 1. No alcohol may be used at the Little League complex by anyone, including managers, coaches, parents, or fans. Public intoxication is also not allowed at the Little League complex. Violation of this rule will result in that person being asked to leave the Little League complex. If the person does not leave they will be ejected from the Little League complex. 2. No tobacco products (including cigarettes, chewing tobacco, cigars, and pipes) may be used at the Little League complex by anyone including, Managers, Coaches, Parents, or Fans. The exception to this is that tobacco products may be used in the parking lots. Violation of this rule will result in that person being asked to leave the Little League complex. If the person does not leave they will be ejected from the Little League complex. 3. No unruly behavior will be tolerated at the Little League complex by anyone, including Managers, Coaches, Parents, or Fans. Violation of this rule will result in that person being asked to leave the Little League complex. If the person does not leave, they will be ejected from the Little League complex. 4. Upon ejection from the Little League complex by an umpire or the Board Member on duty of anyone including Managers, Coaches, Parents, or Fans they must leave the entire Little League complex including the parking lots. 5. Any ejection from the Little League complex will be for a minimum period of twenty-four (24) hours. 6. Violation of the alcohol, tobacco products, or unruly behavior rules by a Manager or Coach will also result in a one game suspension for that Manager or Coach. A second violation of these rules will result in that Manager or Coach is being removed for the remainder of the season.
2 Game Rules 1. The Board Member on duty will have FINAL AUTHORITY on calling games for weather or unsafe conditions. Depending on conditions, there may not be time to confer with Mangers or Umpires prior to calling games. 2. When games are cancelled, it will be announced on the radio if possible, the red flag will be flown on both fields, and it will be posted on the Gillette Little League facebook page. 3. All teams will clean up their dugout and bleaches area after the game. The penalties for not following this rule are as follows: a) A warning will be issued to the Manager for the first offense. b) The second offense will result in a one game suspension of the Manager. 4. Home team will occupy the third base dugout. The HOME team must provide the official scorekeeper, and home plate umpire. The VISITING team will provide the field umpire and a person to run the scoreboard. Umpires and Scorekeepers must be present at least ten (10) minutes prior to the scheduled game time. 5. Roster cards (batting order) must be provided to the scorekeeper and opposing manager ten (10) minutes prior to the scheduled game time. In addition to the players last names, their uniform numbers, league age, and position are to be included. Every player on the roster is to be listed in the batting order and if a player is not at the game, the reason for his/her absence is to be included. 6. Game times will be strictly enforced! Game length will be called at time limit but inning will be finished. Game time is the scheduled time the game is supposed to start, not the time it actually begins, with the exception of overruns from the previous game. The board member on duty will call official start time to the scorekeepers. No innings in regular season will start after 10:00 PM. The next inning starts at the time of the third out. Tee-Ball...1 hour or 4 complete innings, whichever comes first. Farm League... 1 hour 30 minutes (Must finish the inning started.) Minor League... 1 hour 45 minutes (Must finish the inning started.) Major League...1 hour 45 minutes (Must finish the inning started.
3 Player Eligibility 1. Age Requirements: Tee-Ball... 4, 5, and 6 years old Farm League... 6, 7 and 8 years old Minor League.. 9 and 10 years old Major League... 10, 11 and 12 years old 2. Rosters will be filled in both the Major League and Minor League Divisions by a draft process according to Sections V and VII of the Little League Operating Manual. Farm League and Tee-Ball teams will be made up from neighborhoods as much as possible. 3. Replacement of players for the Major League will be filled by a players wait list handled by the designated Player Agent. All players registered prior to draft will be placed on a team if possible. All players registered after the draft will be placed on a wait list. 4. Any Major League manager needing a replacement MUST go through the Player Agent. Major League managers and their coaches are not allowed to approach the player or the player's parents, as all contact MUST be through the Player Agent. Violation of this rule will make that player ineligible for that team but retain his eligibility for any other Major League team. 5. Major League teams in need of a replacement player must request a player with in seventy two (72) hours of a player being lost. Negligence of reporting could lead to a one game suspension of the coach. 6. The manager will notify the Board of Directors, a minimum of eighteen (18) hours in advance, when he intends to discipline a player. The manager will also notify the player and official scorekeeper before the start of the game. Player Requirements 1. A minimum of two (2) practices will be held prior to the start of the season. Sunday practices are not recommended. Managers need to hold and encourage practices in all leagues. 2. Batting helmets must be worn by batters, base runners and player base coaches at all practices and games. A\l league furnished batting helmets will have faceguards. Faceguards will not be required on personal helmets. Faceguards are not required in the T-Ball league. 3. All players must tuck their shirts in and their legs must be completely covered. All players must wear their team hat at all times while on the playing field, unless they are wearing a batting helmet. All rings, earrings, watches or other fashion accessories are to be removed during the game. Placing tape over the item is not acceptable. All players must have their numbers on the back at a minimum of 8 ' tall.
4 4. Pitchers may use black/brown multi colored gloves, but they must not be gray or white in color. If a pitcher wears a batting glove under his mitt, it must be dark in color and have no white showing. 5. All catchers in Farm League, Minor League and Major League must wear protective cups. Each player must participate for a minimum of six (6) consecutive defensive outs and bat at least once. In the minors, farm and t-ball divisions players must participate for a minimum of six (6) consecutive defensive outs and the team must continually bat the batting roster.
5 MAJOR & MINOR LEAGUE 1. If the manager has a question for the umpire, he/she may ask permission to discuss it with the umpire. 2. The chief umpire (home plate umpire) shall have complete control of the game and time limits will be strictly enforced. 3. All teams will clean up their dugout and bleacher area after the game. The penalties for not following this rule are as follows: a. A warning will be issued to the manager for the first offense. b. The second offense will result in a one game suspension for the manager. 4. Batting orders must be provided to the scorekeeper and opposing manager ten (10) minutes prior to the scheduled game time. In addition to the players last names, their uniform numbers, league age, and position are to be included. For the Major League, every player on the roster is to be listed on the batting order and if a player is not at the game, the reason for his/her absence is to be included. 5. If a team can only field 8 players it will not be considered a forfeit but they must field at least 8. However they must take their 9th time at bat as an out. Managers who know they will be short players must call the scheduler twenty-four (24) hours prior to the start of the game to reschedule. The managers of the two teams will reschedule the game at a mutually agreeable time and notify the scheduler. 6. Each player must participate for a minimum of six (6) consecutive defensive outs and bat at least once. In the minors division players must participate for a minimum of six (6) consecutive defensive outs and the team must continually bat the roster. If this does not occur, the player will start the next game and play any accumulated missed innings and at bat in addition to the current game requirements. 7. Managers, coaches, adults may not warm up pitchers during games. 8. Once a pitcher has pitched more than 40 pitches, that player CAN NOT become the catcher that in game. Once a catcher has caught in 4 innings, he cannot become the pitcher. 9. A player in the starting line-up who has been removed for a substitute may re-enter the game once in any position in the batting order, provided his/her substitute has completed one time at bat and played the minimum of 6 consecutive defensive outs. 10. Base coaching: Two (2) adult base coaches will be allowed, however, there must be an adult in the dugout at all times. [Little League Rule 4.05] Three (3) adults only will be allowed in the dugouts, these may be approved coach, parent volunteer or team mom. (Board Member on Duty may approve a parent volunteer prior to game time if necessary).
6 11. Ten (10) run rule is in effect. [Little League Rule 4.10 (e)] If one (1) team has a lead of ten (10) runs or more after four (4) innings, three and one-half (3/) if the home team is ahead (visitors must bat 4 innings), the manager of the team with the least amount of runs will concede. Minor League and Major League games will be played to the 2017 Edition of Little League International s ' Official Regulations and Playing Rules unless modified by these Local League Rules and Regulations. 12. Major League will keep standings. 13. Minor League games will be limited to five (5) runs or three (3) defensive outs per halfinning for the first three innings of the game there after it will be three outs per inning. 14. Both managers, or their designated assistants, and the home plate umpire must sign the official score book for the game. No changes can be made to the official score book unless all three (3) persons are present and agree to the change. If it is not signed, then that party is in agreement with the book. 15. Games that are postponed due to weather in all leagues will be rescheduled. Games will be rescheduled to the first available field time. 16. The Major League will follow the new third strike rule. Rule 6.05(b) in the Baseball Rule Book has been amended to read: A batter is out when - (b) Little League (Majors)/Junior/Senior/Big League 1. A third strike is legally caught by the catcher; 2. A third strike is not caught by the catcher when first base is occupied before two are out. Minor League and Tee Ball: A third strike is caught or not caught by the catcher. Option: A local league may elect to apply the Minor League and Tee Ball rule for the Little League (Major Division) for the regular season. Summary and Implementation: During the 2016 season, for the Major Baseball Division, players may advance on a third strike that is not caught in flight by the catcher. In Tournament play, the rule will be implemented as noted above for the Majors Division. 17. All leagues will follow a local league option rule 6.02 (c). This rule mandates batters to keep one foot in the box during their at-bat. See page 92 of the Little League Rules Manual for exceptions. Penalty: 1st offense, umpire shall warn batter. Subsequent offenses, strike per offense.
7 FARM AND T-BALL LEAGUE 1. All teams will clean up their dugout and bleacher area after the game and practices. The penalties for not following this rule are as follow: a. A warning will be issued to the manager for the first offense. b. The second offense will result in a one game suspension of the manager. 2. Batting orders must be provided to the scorekeeper and opposing manager ten (10) minutes prior to the scheduled game time. In addition to the players last names, their uniform numbers, league age, and position are to be included. 3. There is no forfeit because of the lack of player in Farm and T-Ball. 4. The entire roster of players present at the game shall bat. 5. All players present may play in the field at one time for T-Ball. Farm will play the traditional 9 positions during the game. 6. Base advancement: a. T-Ball: Base-to-Base b. Farm: NO restriction on a batted ball. c. Runners will be limited to a single base on overthrows. d. The play shall end when the pitcher has possession of the ball within ten feet (10 ) of the pitching rubber. The outfielders should be throwing the ball in to make the play, not to the pitcher to stop the play. 7. Farm will keep s c ore during the game and final scores and standings will be kept. The scoreboard will never show a team with greater than a 5 run lead but actually score will be maintained in the official book. No standings will be kept for T-Ball. 8. Farm games will be limited to five (5) runs per half-inning or three (3) defensive outs per half-inning the entire game. T-ball will bat the roster regardless if 3 outs have been made. 9. Farm league team may elect to use a pitching machine or coach pitch. The at-bat teams coach will run the pitching machine and the pitcher will stand to either the right or left of the pitching machine. If coached pitched: the coach will kneel on a knee at the designated marking on the field (roughly ft from the plate) and throw a sharp toss to the batter (no lobs or soft tosses should be made just so the batter can hit). The batter will receive up to five (5) pitches in his/her attempt to hit a fair ball. If the fifth pitch is fouled off, the batter will receive another pitch. The batter will continue to receive pitches as long as they continue to foul the last pitch.
8 10. The batter will be considered out if he/she misses the fifth pitch. 11. The pitching machine shall be set at forty-five miles per hour (45 MPH) for the entire season. Please use the correct numbered machine matching the scheduled field you re on!! (Example: #3 machine goes on Field 3).
