On behalf of all of us associated with Huntley Blue Baseball, we would like to wish you good luck this weekend and throughout the remainder of your 2017 season. We look forward to some of the area s best baseball this weekend in a great family atmosphere. Hospitality and service are central to your baseball experience, and our dedicated event staff will be visible and readily available all weekend to assist you and your families. Please check in before your first game to pick up an information packet. Also, please be sure to turn in your scorecards to a member of the event staff after each game. As in years past, we have established a tournament website which will house real time information and allow coaches, players, umpires, parents and fans the opportunity to stay current on all the great activity taking place. 5 Tournament Overview & Rules General Rules All coaches must check in at least 45 minutes prior to their first game at the designated tournament headquarters located in the center of each complex. Each team is responsible for its own insurance. Each team must have copies of their player s birth certificates, roster and insurance readily available upon the request of the Tournament Director. Questions of age eligibility shall be brought to the attention of the Tournament Director. Such matters will be investigated and resolved as quickly as possible. A team found using an ineligible player will forfeit all games and the team will be disqualified from the tournament. All forfeit scores shall be 15-0 for tiebreaker purposes. A player may not be a member of more than one team. No additions will be made to the team roster unless approved by the Tournament Director. The Tournament Director will have final say and determination on the playability of the fields based on weather conditions or other circumstances. The Tournament Director reserves the right, in the best interest of the tournament, to change the game schedule, time limit, match-ups and/or any other operational aspect of the event if poor weather or daylight conditions interfere with the established game schedule or time capacity. In the event of rain, a tournament official will notify each manager via the rainout text line and . The tournament web site will be updated as soon as practical. Huntley Blue Baseball will supply an umpire for each game. Coaches should treat them with respect. With regard to on-field calls, the decision of the umpires shall be final. There will be no infield practice before games. Teams are allowed to play catch in the outfield area if the time allows. Never do flip drills into fences or step on foul lines. Line-ups must be turned in 15 minutes prior to each game. Changes can be made to a line-up prior to the start of the game. Cooking out in the parking lot or in the vicinity of the parks is not allowed. The complex will have concessions serving cooked food, drinks and candy. Refund policy: o A 100% refund will be awarded only if your team did not play a full game and the tournament is cancelled. Once your team has played a game, no refunds will be awarded. o Once an entry fee is paid for an event, there will be no refunds issued for teams who withdraw for any reason. o Tournament officials will make every effort humanly possible to ensure games are played as scheduled. Pre- & Post-Game Conduct and Spectators Teams will play at designated fields and timeslots as directed by the established tournament schedule. Proper, matching game attire must be worn by every player on the rostered team. This includes: o Matching uniforms including hat, jerseys, pants and socks o Baseball glove/mitt, bat, helmet, baseball cleats o Athletic cup All teams must be ready to play 30 minutes prior to the start of their scheduled game. Games may begin early if the field is prepared and both teams are ready to begin the game. You may hit in the outfield grass or away from populated areas (using nets, etc.) This is for safety reasons as the parks will be heavily congested with players, coaches, families and fans. Failure to comply with this rule may result in a forfeiture and possible disqualification. Spectators will not be allowed to sit directly behind the backstop and will be moved at the discretion of the field umpire or tournament director. After completion of a game, please exit the field and dugouts quickly so that the field maintenance crews can begin preparing for the next scheduled game and the next game s participants can get organized. Team meetings can be conducted away from the field after the dugouts are cleared. Please refrain from eating in the dugouts. Please pick up all bottles and trash after your game and dispose of it in one of the provided trash cans.

6 Game Conduct All managers and coaches are responsible for the conduct of their players, parents and fans. All conduct will be carried out in sportsman-like manner; serious offenses will result in disqualification and removal from the tournament grounds. Use of foul language, alcohol and noisemakers will not be tolerated. Removal from the games will be left to the discretion of the umpire. Should any player, coach or fan be removed from the game, it is up to the umpire and/or Tournament Director if that individual needs to leave the park. Players will not throw bats, helmets or any other equipment to display anger, frustration or displeasure. Violators may be removed from the game, at the discretion of the umpire, for flagrant violations. Swearing by managers, coaches, players or parents, on and off the field, during games or warm-ups, will be strictly prohibited. Violations during a game will result in immediate ejection. Influencing the umpires, for example, yelling safe or out before the umpire makes a call or openly questioning or complaining about the umpire s call, will not be tolerated and are subject to removal from the tournament grounds. Tobacco products are not allowed on tournament grounds. Only adult coaches will be allowed to coach in the coaching box and must remain in the coaching area when coaching the base paths. Protests will not be allowed. All decisions made by the umpire(s) will be final. Game Rules For pool games, a coin flip prior to the game will determine the home team. The team traveling the farthest will call the flip. For the bracket, playoff and championship games, the home team will be the higher seed. The home team is the official scorekeeper. We recommend both scorekeepers confer at the conclusion of each inning to insure uniformity. If the field has a scoreboard, the home team is responsible for running it. If the home team is unable to furnish a scoreboard operator, the other team becomes the home team and provides an operator. Game record forms will be provided at check-in. Additional forms will be available at tournament headquarters. The game record form will be completed by the home team and must be submitted to the tournament headquarters within 30 minutes of game completion. Failure to do so may result in forfeiture. Each completed form must contain: o Full team names, field game was played at and scheduled start time of game o Final game score o Winning coach signature o Losing coach signature Rostered Players and Coaches 1. A limit of four (4) team coaches in addition to a team manager or team scorekeeper will be permitted in the dugout at any one time. Only two (2) base coaches will be allowed on the field at any time when a team is batting. 2. Player age: a. 9u division: Each player on the roster must be 9 years or younger as of April 30, b. 10u division: Each player on the roster must be 10 years or younger as of April 30, c. 12u division: Each player on the roster must be 12 years or younger as of April 30, d. 13u division: Each player on the roster must be 13 years or younger as of April 30, e. 14u division: Each player on the roster must be 14 years or younger as of April 30, f. 15u division: Each player on the roster must be 15 years or younger as of April 30, Ineligible players will cause their team to forfeit any and all games they participate in and the team will be disqualified from the tournament. All forfeit scores shall be 15-0 for tiebreaker purposes. A copy of each player s birth certificate must be readily available upon the request of the Tournament Director.

7 Game Structure 1. Game length: a. 8u-12u Division - Games are six (6) innings long or within allotted time frame, whichever occurs first. b. 13u-15u Division - Games are seven (7) innings long or within allotted time frame (see General Rules above), whichever occurs first. 2. Home team is determined by coin flip prior to the start of the game (pool games only). 3. Each team must be ready to play 30 minutes prior to the start of their scheduled games. There will be no infield practice allowed prior to games. 4. Eight players are needed to avoid forfeiture of a game. If a team cannot field a team of eight at game time, the game is forfeited. 5. Warm-ups prior to each half inning will be allowed during pitcher warm-ups, but is solely allowed at the discretion of the umpire. Warm-ups will not be allowed if the game is in extra innings. 6. Bases length / pitching distance: a. 9u/10u division: 65 bases, 46 pitching rubber b. 12u division: 70 bases, 50 pitching rubber c. 13u division: 80 bases, 54 pitching rubber d. 14u division: 90 bases, 60 pitching rubber e. 15u division: 90 bases, 60 pitching rubber 7. No metal spikes are allowed in age groups Metal spikes will be allowed at the 13u and 14u Division. 8. Slaughter Rule for all divisions is in effect when a team is up by 15 runs after the completion of 3 innings, 10 runs after the completion of 4 innings and by 8 runs after the completion of 5 innings. 9. Lineup cards must be provided by each team to the opposing team. It must include first and last name and uniform number for every player (no nicknames). 10. Chanting, singing or other distracting noises during the pitcher s wind-up are NOT allowed. Normal positive cheering from the bench is allowed and encouraged. 11. Anyone under the age of 18 must wear a catcher s mask and protective cup while warming up the pitcher before, during or after game. NO exceptions u-12u - Games are considered official after the completion of 3 innings of play, or if the home team is leading after 2-1/2 innings u-15u - Games are considered official after the completion of 4 innings of play (unless shortened due to slaughter rule), or if the home team is leading after 3-1/2 innings. 14. No new inning may begin after 1 hour and 40 minutes in pool play and playoff games. Championship games will not be affected by time limits. a. A game tied at the end of the allotted time in pool play shall end in a tie. i. During Pool Play, if the time limit expires, the current inning shall be played to completion, unless the home team is winning after the top half of the inning is completed. ii. During Pool Play, if the last inning has been reached PRIOR to time expiring and the game is still tied, one additional inning may be played under the tie-breaker rules. The inning shall be played to completion, unless the home team is winning after the top half of the inning is completed. If the game is still tied after the additional inning then it shall end in a tie, regardless of how much time there may be left on the game clock. b. A game tied at the end of the allotted time in a playoff or Championship game shall use the tie-breaker rules below for completion. c. Individual game tie-breaker rules: i. Should any game (pool prior to time expiring or playoff/championship) be tied at the end of regulation, the following shall occur: 1. The inning will start with one out 2. The last batted out for the previous inning will begin the new inning on second base. 3. Each batter will begin their at-bat with a 1-1 count (1 ball, 1 strike). 15. If, in the judgment of the umpire, a team is attempting to delay the game in order to reach the game time limit, the following penalties may be assessed: a. 1 st Offense: A warning will be given to the manager. b. 2 nd Offense: Game forfeit. 16. If a game is called due to darkness, and it has reached official game status, the final score will be the score at the last completed inning.

8 17. A forfeited game (other than the ineligible player rule) will be recorded as a 7-0 shutout. 18. Any team forfeiting a pool game will automatically be disqualified from participating in the play-offs or Championship games. 19. Forfeiture in the play-offs or Championship rounds will result in elimination. Base Running 1. Runners must slide or otherwise attempt to avoid contact at any base where the defensive player has or is about to receive the ball to make a play. Runners do not have to slide if no play is being made at the base. a. If there is contact, and in the umpire s judgment, the contact interfered with the fielder making the play, the runner shall be called out. The ball is dead and no other runners may advance. b. If there is contact away from the play, which, in the umpire s judgment, was deliberate or malicious, the runner, if at fault, shall be called out. At the umpire s discretion the runner may also be removed from the game. c. If there is deliberate or malicious contact away from the play, which, in the umpire s judgment was the fault of the fielder, the runner shall be awarded a minimum of one base. At the umpire s discretion, additional bases may be awarded to the runner, and the fielder may be subject to removal from the game. d. If there is incidental contact, which, in the umpire s judgment was accidental and did not ultimately interfere with the play, no call shall be made. 2. Obstruction occurs when a defender blocks or impedes the path of the base runner. If obstruction is observed by the umpire, the umpire can award the runner the base(s) he/she would have reached in the umpire s judgment. If a player advances after being obstructed upon and is tagged out at a subsequent base then he will be ruled out. 3. Courtesy runners are allowed at any time for all catchers and pitchers of record. 4. Courtesy runners are also allowed if there is an injury to a player. The courtesy runner must be the last batted out. 5. 9u specific: No lead-offs. No stealing until the ball crosses home plate. Teams will receive one (1) warning for a runner leaving the base early and the runner will be sent back to the base occupied prior to the pitch. A second (2 nd ) offense is an automatic out. Batting 1. Roster batting (continuous batting order) is in effect every game. 15u you may use continuous or bat 9, bat 9 with EH, DH may be used, however, only for your pitcher. 2. Bunting is allowed at any time. 3. NO SLASHING. Batters who show bunt must either bunt or take the pitch. The batter may not square to bunt and take a swing. Penalty for a fake bunt followed by a swing is an automatic out, the player is removed from the game and an out is recorded every time that position comes up to bat. Batters may not throw bats. The first infraction will result in a team warning. The second instance per team shall result in no pitch and the batter will be called out. A third infraction shall result in the player being called out and removed from the game. Each subsequent at-bat for the removed player will result in an automatic out being recorded. 4. Late arrivals to a game will be placed at the end of the batting order. 5. If a player is injured and cannot bat for his designated spot in the order, he must leave the game and no out will be recorded. Exception: If there are only 8 players left in the lineup, an out will be recorded for the 9 th spot. Also, if a player is ejected, an out will be recorded when his turn comes up, regardless of the amount of batters in the lineup still remaining. Pitching and Defense 1. Pitching limitations: None. Managers are responsible for the health of their pitchers. 2. The pitcher must start and deliver the ball from the pitching rubber. 3. There will be no pitches thrown to intentionally walk a batter. Notify the umpire, and the batter will be awarded first base. 4. A pitcher removed from pitching cannot be brought back to pitch during the same game. 5. A pitcher will be allowed seven (7) warm-up pitches in the first inning and five (5) warm-up pitches each of the following innings. Pitchers entering during an inning will be allowed five (5) warm-up pitches. 6. The second trip to the field of play in the same inning must result in a pitcher substitution. Injuries to defensive players other than the pitcher shall not be considered a trip unless there is strategic discussion. 7. Teams are allowed free defensive substitutions to encourage maximum player participation. Announce before a game if a player must leave during a game. 8. Any infielder who fake tags a runner when no throw is made will receive a team warning. Subsequent occurrences will result in the fielder being removed from the game. 9. Pitchers may not wear white wristbands, a white batting or fielder s glove or a white long sleeved undergarment (which may distract the batter). Removal of other items is at the discretion of the umpire.

9 Balks 8u/9u division: No Balks 10u and 12u division: One warning per pitcher, per game. 13u 15u division: No warnings. Balks will be called. Equipment 1. Metal spikes must not be worn at 9u through 12u. Metal spikes are allowed at the 13u-15u Division only NO METAL SPIKES ON ARTIFICIAL MOUNDS. 2. Batters, on deck hitters and base runners must wear helmets. 3. All bats must have the USSSA 1.15 BPF or BBCOR logo, or be wooden. There are no drop restrictions for 9u through 13u divisions. 14u must use a -5 or u must use BBCOR, -3. Tournament Director reserves the right to evaluate bats due to safety. 4. Players may not wear jewelry that is determined to be a safety issue by the Umpire or Tournament Director. 5. For safety reasons, all players must wear a protective cup. Catchers must wear protective catcher s equipment and a protective cup. 6. Only tournament provided baseball may be used during any game.
