1 2014 SUMMER BASEBALL LEAGUE PACKET League Dates: Entry Fee: League Site(s): Team Registration: Starts May 31, 2014, teams to be scheduled based on availability. Championship Weekend July 10-13, $ Your fee includes umpires, awards, scheduling and league insurance. Your entry fee must be mailed in the form of CERTIFIED CHECK or MONEY ORDER. Team checks, business checks and personal checks will be accepted as payment, but keep in mind that your team is not registered until your check clears the bank. A $50 fee will apply for each instance on a non-sufficient check. Your team may pay by credit card; but entry fee for credit card payments are $ Teams that register will be required to host games, some teams will host more than once. Teams that are not able to host will need to advise DH Recreation Services, so that we can make sure we have enough host sites for the league. The higher seeds will automatically host the playoffs; if that team is unable to host, it will be passed down in seed order until a host site(s) is determined. Registration begins March 1, Teams will be required to send in payment along with registration forms and calendars. Once payment is received teams will be considered registered so that their players may register online by their parents. Reminder teams maybe limited so hurry before your team is left out.
2 Player Registration/Roster: Once your team is registered, parents will then be required to go the DH Recreation Services website and click on Player Registration. They will be required to register their child and electronically sign the liability waiver. Once the parent register s the player, that player will be automatically assigned to the team s roster. Teams may have up to 20 active players on their roster. Rosters will freeze on July 1, Once rosters freeze your team will not be allowed to register new players, so please register your players even if they are not playing now as you can t add players after July 1, League Meeting: Sunday May 11, 2014 Garlic Knot Bear Creek 2:00pm 3200 S Wadsworth Blvd Lakewood, CO League Director/Office: David Hermosillo PO Box 2056 Englewood, CO League U.I.C.: League Rules: Home team: Protests: Baseballs: Schedule: Awards: Dave Schroeder The league will be using the 2014 NFHS Baseball Rule book. Teams may use the EH rule and bat all players with open substitutions. You may start and finish a game with 8 players, keeping in mind that you will take an out in the 9 th spot or the vacated spot. During league play home team will be declared on schedule; during Championship Bracket play, the higher seed will be the home team. Protests are not allowed on rule interpretation but are allowed on player participation. All player protests must be handled through the league office, and must be done prior to first pitch. If a team wishes to protest a player, the umpire is advised to see players Identification and record name, (if the player does not have his/her identification, the protest is ignored and the player is not allowed to play the game). The team filing the protest will give the umpire the $100 player protest fee. The game will then be played under protest, if the player is on the roster, the game will count and the team protesting will lose their $100 protest fee. If the player is not on the team roster, the team will forfeit the game and the protesting team will get their $100 protest fee refunded. Baseballs are not included in the entry fee. Teams are required to supply the umpire 2 baseballs for each game, 1 new and 1 used. It is required that balls must be stamped with the NFHS logo. Schedules will be handed out at the team meeting if the league is full and the schedules are ready, but they will be released no later then May 18, st & 2 nd place team plaques will be awarded. Champions awards will be announced at a later time. We hope your experience with DH Recreation Services will be a good and enjoyable one!!
3 DH RECREATION SERVICES It is the purpose of DH Recreation Services (DH REC) to conduct the best possible league from all aspects. To achieve this objective, DH REC must have the cooperation of each player, manager or coach and sponsor. We are guests at our host fields that the league is conducted and nothing should occur that would reflect adversely on your team, players, our host fields or DH REC. Therefore, it is required that all teams, players and guests associated in the league comply with the following rules: 1) Team Coaches must have full control of their players at all times. 2) Coaches and players are not to fraternize with spectators while on the playing field. At no time will participants or spectators be allowed to smoke on the host site field campus. 3) Coaches are to report any unsportsmanlike or derogatory acts by players or spectators to the league director. Host sites are given authority to act to the safety of everyone involved; this may include calling the police to help out with the situation. 4) Mangers, coaches, players, sponsors and teams are liable for suspension by not adhering to the league rules in effect. This could mean suspension for a game, games, or the rest of the league or a longer duration depending on the act or violation. 5) A player, coach, manager or sponsor may be suspended for fighting, abusive tactics or unbecoming acts that are detrimental and not in the best interest of DH REC and league play. No refunds will be given at any time in regards to unsportsmanlike conduct, no exceptions! 6) DH REC has the sole authority to ban players, coaches and spectators from DH Recreation League play. 7) Any player, coach, or manager that is ejected from the game, will automatically receive an additional one game suspension. NO EXCEPTIONS!!!
4 2014 DH Recreation Services Summer Baseball League Rules Coaches shall see that all players are familiar with these rules and regulations. All provisions in DH Rec Serv Rules and Code of conduct regarding behavior and actions of players, managers and coaches apply to the entire ball field area before, during and after the game. 1. The rules of the National Federation of High Schools (NFHS) will govern play. The conduct of players, Managers and coaches are governed by the players Code of Conduct and the Rules and Regulations is approved by DH REC. Any Violations of the Rules and Regulations or the Players Code of Conduct, unless otherwise noted, will result in forfeiture of games. 2. All games must start on time; coaches shall see that their players are ready to start play on time. All teams must have proper playing attire. Managers are required to meet umpires at home plate for the pre-game conference. Home team is to supply the official scorer at all times. A. Regular season games will have a 2 hour time limit. No new inning will start after 2 hours. If a game is tied after a regulation game, one extra inning will be played, if game is still tied, it will be declared a tie. Run rules will apply during all league play. B. Bracket games do not have a time limit. Games will play full 7 innings, if the game is tied after 7, play will continue until a winner is decided. Run rules still apply during the playoffs. 3. BATS MUST BE NFHS APPROVED! 4. JEWELRY: All jewelry is deemed unsafe and is required to be removed before the player takes the field. If a player is caught playing with jewelry he/she will be asked to remove it without penalty. If it becomes an issue umpires have sole authority to not allow the player to play and the batting spot will be an out unless a sub is available. 5. REGULATION GAME: A regulation game shall consist of five (5) full innings or 1:45 minutes of play. Games that are not considered a regulation game, as defined, shall be replayed based solely on the League Office determination. A regulation game that is called will be declared a final. The game will be reverted back to the last completed inning. 6. RUN RULE: a) If a team is ahead by ten (10) or more runs and you have completed five (5) full innings, the game will end.
5 7. All steps possible shall be taken to speed up the games by the managers, players, umpires and field supervisors. Managers must HUSTLE players at all times. a) All players are to warm up outside of the playing field prior to and during the games. Players must warm up fifty (50) feet from the spectator seating area for safety purposes. Please be careful. There will be no warm-up on the infield during the pre-game conference, but can be done in the grassed outfield area. b) Hustle in and out between innings. c) Five warm up pitches will be given unless it is start of the game or a new pitcher enters. d) Items of delay such as frequent huddles of infielders around the pitchers. e) A team will not make a travesty of the game by intentionally allowing an opposing team to score runs in order to prolong the game. Failure to comply could result in forfeiture of game. 8. PROTESTS: Protests are not allowed on rule interpretation, but are allowed on player eligibility. Protests on player eligibility will be handled by the league office. Protests will be accompanied by $ cash paid to the umpire, the umpire will then check the player who is being protested, record the player s name. Note: If the player doesn t have his/her identification, then the protest is automatically awarded. The player will not be allowed to play and the game will continue as normal. If the player has his/her identification, the umpire will record the name, the game will continue. The umpire will report to DH Rec the players name, if the player is on the team s roster the protest will be denied and the outcome of the game will stand. If the player is not on the team roster, the game will be declared a forfeit and the protest money will be refunded to the protesting team. 9. In case of dispute, the umpires are instructed to talk to the managers only. Team captains may represent the manager (one, not both). All others will return to the dugout or to their field positions. Prolonged arguments will not be allowed. Any player/coach/manager that are ejected from the game by an umpire, for any reason, shall leave the premises immediately and will automatically be suspended for that team s next league or tournament game played. NO EXCEPTIONS. 10. Managers are responsible for keeping players bench clear of all persons except players and those who are directly associated with the team. Umpires and Field supervisors are to enforce this rule. Players of other teams may not sit on the bench. Bat boys/girls are not allowed on team benches due to insurance reasons. 11. RAINOUTS AND MAKE-UPS: a. Rain out and make-up games will be scheduled as soon as possible, Championship week is scheduled for July DH Rec will reschedule rain outs and make up games based on teams calendars given at registration. If rain outs build up please be prepared to play on any day as the league must be done by July WAIVER ROSTER: Once a team pays their entry fee for the league, parents are required to electronically sign the waiver roster online by registering their child on the league website. The numbers of players on team rosters are limited to 20 active players. Players are not considered eligible to play until they are registered on the website by their parent/legal guardian.. YOUR ROSTER S WILL BE FROZEN AFTER JULY 1, 2013; IF YOU NEED TO ADD A PLAYER TO YOUR ROSTER AFTER JULY 1, 2013 YOU MUST GO THROUGH THE LEAGUE OFFICE TO SUMMIT YOUR ADDITION!!! AT NO TIME ARE YOU ALLOWED TO BE ON TWO DIFFERENT ROSTER S NOR ARE YOU ALLOWED TO PLAY ON A DIFFERENT TEAM IN YOUR LEAGUE. PENALTY: YOUR GAME(S) WILL BE DECLARED A FORFEIT IF THE OPPOSING TEAM PROTESTS! EXCEPTION: 15yr olds are allowed to play on both B Division team and C Division team for their respective team! (IE: Don who is 15 is registered on Conifer s B team but is also registered on Conifer s C team) This is ok, as long as Don is not registered on Conifer s B team but then is registered on DenChristian s C team, this is not allowed!
6 13. Age (Grade) Determination: Senior s that have just graduated in 2014 and those who are 18 years of age, are not allowed to participate in this league. All other players including those incoming freshman are allowed to participate, as long as they are added to the team roster. Age date determination for all others is May 1, Responsibility for players being informed regarding this rule rests with the manager. Any player not properly registered shall be considered INELIGIBLE and any team using an ineligible or an illegal player shall be subject to section b of this rule. Penalty for violation of this rule: a) Any player giving false name or address will not be allowed to participate in any DH REC leagues this season. Any games the player was involved in will be considered forfeits. b) Any player not listed on the waiver/roster form will be declared ineligible and the team will forfeit all games in which that player played along with being automatically eliminated from Championship Bracket play. 15. IDENTIFICATION: a) Photo identification (i.e. driver s license, military identification or State of Colorado identification card, school identification) for all players competing in leagues or tournaments will be mandatory for inspection by the field supervisor prior to or during any game. Please have available on request. b) Any player who refuses to or cannot show proper identification will not be allowed to play and such action may result in player being declared an ineligible player resulting in forfeiture of game(s). c) Any violation of this rule will result in forfeiture of game(s). 16. DH REC reserves the right to create special rules, additionally, DH REC may enact new rules or change rules at any time during the season with proper notification to all affected teams.
