1 Smithsburg Little Sluggers Minor League (9-10) Division Regular Season Rules The Smithsburg Little Sluggers (SLS) Cal Ripken Baseball League will follow the official Babe Ruth League, Inc. Baseball Rules and Regulations and Official Playing Rules except as modified below. SLS baseball reserves the right to amend these rules at any time after appropriate review and approval by the SLS Board of Directors. During tournament play, regular season rules may be adjusted as needed. In such case, tournament rules will supersede regular season rules. Any changes for tournament play will be provided to all managers. Minor League 9-10 Division Regular Season Modified Rules: General Rules Two offensive coaches will be allowed on the field and must remain in the coaches boxes during play. (Exception for trips to the mound during called time out) Only the Team Manager is allowed to make an appeal to the umpire. Any coach can request time out but it is the umpires discretion to grant the time out. Six (6) innings (a game can go to extra innings if the time limit has not been reached), or a 2 hour time limit, will constitute a complete regulation game. See page 21 of the Official Baseball Rulebook. All games, regardless of start time or field availability, will have no new inning started after the 2 hour time limit. o The umpire will determine the official game start time and will notify the score keeper to notate the start time in the scorebook. The game ball shall not be delivered to the starting pitcher until the umpire officially starts the game. o If play is in the middle of an inning upon the 2 hour time limit being reached, play can continue until the inning has been completed in full. Upon completion of said inning, the field shall be immediately vacated by both teams and made available for the following scheduled game. o Scores of games that end in a tie will be recorded as a tie. o A game that has been completed or has reached the time limit will be considered an official regulation game regardless of the number of innings played per the Official Baseball Rulebook page 21. 1

2 No Games will be allowed to continue after the Town of Smithsburg curfew of 11:00 PM. All field lights must be turned off by 11:00 PM. NO EXCEPTIONS! Games that are not officially complete due to suspension for reason of curfew or weather reasons shall fall under the rules of a suspended game per OBR 4.12(1) or 4.12(5). SLS Minor League note If there is no game following, yet the time limit has been reached, the following is permitted: Upon completion of the current inning, the umpire shall confer with both managers at home plate and inform them and the official scorekeeper that the time limit has been reached and the game score at that time is the official score to be recorded in the scorebook. If both managers and the umpire agree, play may continue un-scored. All other playing rules shall be enforced as relating to the 5-run rule, pitching limitations, etc. Managers, please inform parents of this so there is no confusion. Five (5) runs maximum per inning not including the 6 th (or umpire announced final) inning o In order to avoid lopsided games, a maximum of five (5) runs can be scored per inning in the first through the fifth inning. Play is encouraged to continue until the play in which the fifth run was scored is completed. In other words, don t give up on the play just because the fifth run has scored. Continue the play until an out is made or the play is dead with the ball back to the pitcher. For example, the game in the third (3 rd ) inning with no outs and bases loaded and the team at bat has already scored 4 runs. A ball is hit deep into center field and the fifth run crosses the plate. The defensive team should continue to try to make a play on the ball and the remaining runners. The remaining runners are encouraged to continue to try to advance until they are either put out or have scored. At the end of play, either by the ball being returned to the pitcher, or all runners having scored, or a stoppage due to injury, the umpire shall declare the side retired. A total of eight (8) runs have crossed home plate but only five (5) will be counted towards the official score. o The sixth (6 th ) (or umpire announced final) inning is all you can get. The five (5) run rule does not apply and play will continue until the last out is made or time has expired. Ten (10) run mercy rule o If one team is ahead by 10 or more runs after four (4) innings, or three and one half (3 ½) if the home team is ahead, the game shall be officially over. o Unofficial play may continue if it is within the time limit allowed and both coaches agree to do so with is the recommendation of SLS. The score will be recorded in the official book and the scoreboard will be reset to all zeros. No 2

3 other runs will be counted. The scoreboard can be used to keep track of balls, strikes and outs for the remainder of play. All eligible players must play a minimum of six (6) defensive outs. This rule shall not apply in the event of injury or illness forcing a player to be sidelined. Failure to abide by this rule will be considered a forfeit by the offending team. This is considered an appeal play and must be addressed during game play. Any coach found to violate this rule may be suspended for a minimum of one game by the SLS Board of Directors. No player that is not at a defensive position, or a batter, or a runner shall be allowed on the field of play while the game is in action. This includes on-deck batters and batboys. All players not actively engaged in the game while the game is in action shall remain in the dugout with the exception of an on-deck batter. An on-deck batter shall be allowed to warm up within the confines of the on-deck area. All batters, on-deck batters, and base runners must wear approved protective headgear while out of the dugout while the game is in action. Rules Pertaining to Offense, Batting, and Base Running All players will bat in a continuous rotation regardless of defensive position. Any players arriving after lineups have been submitted to the official scorekeeper shall be added to the end of the lineup. Coaches are responsible for informing the official scorekeeper of the players arrival to ensure they are added to the lineup. An optional courtesy runner may be used for the catcher of record when there are two (2) outs to speed up game play. This runner shall be the player that was most recently put out. Bunting is allowed. o Coaches are encouraged to instruct players in the correct form of bunting. Slash bunting (squaring to the ball in bunt form, then, swinging the bat) will not be allowed. Any player attempting a slash bunt shall be warned by the umpire. Batters shall not throw the bat at any time. o First (1 st ) offence Warning by the umpire o Second (2 nd ) offence The batter will be called out regardless of count o Third (3 rd ) offence The batter will be ejected from the game. Base runners shall not lead off while the pitcher is on the pitching rubber with the ball in his possession. o Base runners may not leave their occupied base until the ball has crossed home plate, or has been hit by the batter, or the batter has been awarded a base on balls. 3

4 o Any runner who leaves the base early must return to the previous occupied base. If the previous base is subsequently occupied by the batter-runner, the runner who left his base early shall be limited to one base beyond that of the previously occupied base. If the runner is put out on the play, the out shall stand. Stealing of second (2 nd ) and/or third (3 rd ) base is allowed. o No runner, attempting to steal a base, shall leave his occupied base until the pitched ball has crossed home plate. Stealing of home, in and of itself, is not allowed. o A base runner on third base may, at his own peril, attempt to score during an attempt by the catcher to throw out another runner stealing. Example: Runners on first (1 st ) and third (3 rd ). The runner on first (1 st ) attempts to steal second (2 nd ). If the catcher attempts to throw out that runner, the runner on third (3 rd ) may attempt to score at the risk of being tagged out due to the catcher putting the ball onto play. On an overthrow of an infield play, runners may attempt to advance at their own risk. o There is no limit to the number of bases a runner may advance on an overthrow and runners can score. There is a must slide rule. o Unless advancing past, runners must slide into base with the exception of first (1 st ) base. This is to protect the runner and the defender in the event of contact. o No runner is to slide into first (1 st ) base. Runners may overrun first (1 st ) base turning into foul territory without being put out provided the runner made contact with the base before the defender made a play on the base. o Head first sliding shall not be allowed when advancing to any base. A player that is retreating to a base may dive head first to the base in an attempt to avoid a tag out. o Any runner that the umpire determines to have violated this rule may be called out and, at the discretion of the umpire, ejected from the game. This is a judgment call by the umpire and is not appealable. Plays are considered dead only when so called by the umpire. o Base runners that are off base at any time, unless play has been stopped by the umpire, are at risk of being put out. Base runners shall not run out of the baseline. o Any runner running out of the baseline to avoid being tagged out shall be called out by the umpire. o Exception: A base runner may run around a defensive player, who is not involved in the play, in order to avoid collision. 4

5 o Any calls shall be by the umpire. This is a judgment call by the umpire and is not appealable. Runners must touch each base. Missed bases are an appeal play and must be appealed before the next play. All appeals are at the umpires discretion. o No base runner shall pass another runner in front of him/her. If a runner passes the runner in front of him/her and touches the base first, he/she shall be called out. This is an appealed play and all appeals are at the umpires discretion. Infield fly rule is in effect. Rules Pertaining to Defense and Pitching There shall be no more than ten (10) defensive players. If ten (10) defensive players are fielded, there shall be four (4) outfielders as follows: one (1) right fielder, one (1) centerright fielder, one (1) center-left fielder, and one (1) left fielder. o One (1) of the center fielders may shift to short fielder only after the ball has been pitched. o If one (1) of the center fielders has shifted after a pitched ball, he/she must return to their original position before the next ball is pitched. There shall be no fewer than eight (8) defensive players allowed. o If a team cannot field more than eight (8) defensive players, two players shall be used in the outfield. o If a team cannot field eight (8) players, they may recruit a temporary player for the game provided the recruited player is not older than the playing age of this division. They may recruit a younger player from the Rookie division if so choosing. No one, specific player may not be recruited multiple times by the same team. If a player who is on the team roster arrives after the game in underway, that player shall be put into the game per the playing rules of six (6) defensive outs and one (1) at bat minimum. If a team cannot field the minimum of eight (8) players, a forfeit will be declared. The goal with using temporary players is to avoid a forfeit only, not to supplement a team. So, for example, if a team can only field seven (7) players, the team may recruit up to two (2) players in order to field nine (9) players. There is no obligation on the part of the opposing team to only field an equal number of players at any given time. 5

6 Infield and outfield balls are allowed in between innings for the purpose of warning up the players. o All balls, with the exception of the game ball, shall be removed from the playing field before game play resumes. Players may be substituted freely without penalty with the exception of the pitcher (see Pitching Guidelines below). o Substituting of players shall not affect the batting order. Defensive players may not block the baseline unless they are in possession of the ball or in the process of receiving the ball. Stopping the current play: o The current play will end upon the umpire calling time or declaring a dead ball. o If the pitcher has possession of the ball but the umpire has not called time, the play shall be considered live and runners may advance at the risk of being put out. o The umpire may call time at any point for safety reasons while a play is live. If a catcher is not ready between innings, a coach shall be used for warming up the pitcher so as not to delay the game. Dropped third strike rule is not in effect. Therefore, if a dropped third strike occurs the batter is out regardless of bases loaded or number of outs. Pitching Guidelines: o A single pitcher shall not pitch more than three (3) innings per day. A pitcher that delivers one official pitch, not counting warm up pitches, shall be recorded as pitching one inning and it shall be counted against his/her pitching limitation. Example: Pitcher one (P1) pitches two and one half (2 ½) innings before being pulled. He/she is charged for three innings. Pitcher two (P2) relieves P1 and retires the side. P2 does not return to the mound in the next inning but he/she is charged with pitching for one inning. o A single pitcher shall not pitch more than six (6) innings per calendar week, which is defined by Cal Ripken Baseball as Monday Sunday. Any pitcher that has pitched for three innings must rest for two days before he/she is available to pitch again. Any pitcher that has pitched two or less innings in a day before being pulled is eligible to pitch the following day. o Each team is required to keep records as to innings pitched and required to adhere to the pitching limitations. 6

7 o Pitchers are not allowed to wear white long sleeve undershirts, jewelry, sweat bands, or batting gloves. o The balk rule is not in effect. o Pitchers shall be allowed a maximum of eight (8) warm up pitches, if needed, before the game or when entering the game in relief or when starting a new inning as a new pitcher. Managers, it is recommended that your starting pitcher come to the mound ready to go. The official game ball will be delivered to the pitcher at the start of the clock and any warm up pitches will be taken under time. This is simply an effort to keep things fair to both teams such that the home team is not afforded something that the visiting team is not. o Existing pitchers shall be allowed maximum of five (5) warm up pitches between innings. o Any pitcher that hits two (2) batters in the same inning or three (3) batters total must be removed as the pitcher. o A pitcher must be removed after two trips have been made to the mound by any coach. o A pitcher that has been removed from the mound is not eligible to return to the game as a pitcher. o A pitcher that has been removed from the mound is eligible to be freely substituted into any position other than pitcher. The removed player does not have to return to the dugout for the remainder of the inning. The manager may place the removed pitcher into any other defensive position and call any defensive player of his choosing to the mound as a relief pitcher. The removed pitcher does not have to take the position of the defensive player called upon in relief. 7
