1 2015 BVSBL MAJOR DIVISION RULES SECTION 1: PLAYERS AND TEAM MAKEUP 1-1 PLAYERS Ages fifteen (15) and sixteen (16) as of April 30th of the current year will be eligible to play in the minors. 1-2 CALL-UPS Each town may use fourteen (14) year olds as call-ups in order to field a team and avoid a forfeit situation (see Section 3-4). In the event that a call-up is present and a team has nine (9) players, the team may elect to use the call-up and play with an EH. Call-ups cannot be used as a pitcher or catcher, and must bat from the bottom of the order. The maximum amount of call-ups that may be used is seven (7). 1-3 TEAMS In the event that a town enters more than one (1) team, the town is expected to distribute the talent as evenly among the teams as possible. The executive board has the right to rule on any towns that seem to have ignored this rule. SECTION 2: GAME SCHE DULES AND GUIDELINES 2-1 SCHEDULE The league secretary will distribute a game schedule at least two (2) weeks prior to opening day. Special requests can be made from teams but NO guarantees can be made as related to the final schedule. The schedule that is distributed is considered final barring any errors made by the secretary. Any teams that wish to reschedule games must do so at least one (1) week ahead of the game with approval by the Umpire Coordinator. 2-2 UMPIRES Umpires will be scheduled by the UIC. Each team will be responsible to pay half of the umpire fees for each game. For two (2) umpires, the fee will be $130 ($65 paid to Home plate Umpire by the Home team and $65 to the Base Umpire by the Visiting Team). For an umpire doing a solo game, the fee will be $100 ($50 from each team). 2-3 RAINOUTS Games that are rained out during the week will be made up during the week of the rainout if at all possible. The home team will inform the visiting coach and umpire coordinator of the cancellation. In the event that a game cannot be made up during the week of the rainout, there will be a rainout period prior to the playoffs. The secretary will attempt to maintain fair and even guidelines in rescheduling with regard to games in a week and pitching availability. 2-4 MAKEUPS The teams MUST reschedule a postponed game within two (2) days and inform the secretary and umpire coordinator. Once the two (2) day period has lapsed, the league secretary will reschedule the game. Again, the secretary will attempt to maintain fair and even guidelines in rescheduling with regard to games in a week and pitching availability. 2-5 DARKNESS The top half of a new inning may not start past two hours and fifteen minutes (2:15) from the start of the game. In the case that the umpire calls a game in the middle of an inning, the score reverts to the end of the LAST FULL INNING. If, in an umpire s discretion, a team is intentionally stalling to prevent an inning from completing, the umpire will issue a warning to the manager. After a second infraction, the umpire may rule a forfeit for the opposing team. The umpire will not be held responsible for the game result, the BVSBL executive board will rule on the game s final score. 2-6 TIE GAMES Tie games CAN occur and will be entered as such. 2-7 REPORTING SCORES Each manager is responsible for entering the score, pitching innings and EH used (if applicable) within 24 hours of the game at risk of forfeit of present or future games. Any disagreement will be handled by the executive board. An incorrect score can only be authorized to be changed by the league president. Individual player statistics will be entered but will not fall under the 24 hour umbrella. Managers have one week to enter individual statistics. Should a team s statistics not be updated in a timely basis, that team will not have any players be eligible for postseason awards.

2 SECTION 3: GAME RULES 3-1 OFFICIAL RULES The current year s Babe Ruth rule book will be the guideline for all rules not explicitly covered in the league rules. Any misinterpretation will be brought to the attention of the league president and rules committee. A game result CAN be altered by the league president s approval only. 3-2 GENTLEMEN S RULE If a manager or player from a team is aware of a potential rules infraction, that person will bring it to the attention of the umpire or opposing coach. We are not promoting ANY wins via forfeits. 3-3 PROTESTS All protests MUST be declared at the time of the infraction to the opposing coach and the home plate umpire. Both scorebooks need to be initialed by the umpires and opposing coach at the spot of the protest. The protesting coach must the umpire in chief (John Taddei johnltaddei@gmail.com) the reason for the protest within 24 hours of the game including a phone number to be easily reached for follow up. The must also be sent to the secretary (Rob Fraser rfraser1414@gmail.com), your town coordinator and the opposing coach. The opposing coach will also respond to the UIC, he will contact all necessary parties and send it to the executive board for a final ruling. That decision will be final. ** Note Judgment calls are not subject to protest, only rule interpretations are subject to protest. 3-4 MERCY RULE If a team is ahead by twelve (12) runs after five (5) innings or ten (10) runs after six (6) innings, the game will be considered complete. The game will be considered complete if the home team is ahead by such margins after the top half of the inning. There is no rule for maximum runs per inning. 3-5 FORFEITS A team must start a game with a minimum of nine (9) players and cannot end a game with less than eight (8) players. A team that drops to eight (8) players during a game MUST take an out in the order in the vacated spot. Any team may add players during the game; including call-ups (see Section 1-2). The new player would enter in the vacated player s spot and the team would no longer have to give up an out. In the case of a forfeit, the umpire(s) will be paid and will NOT regulate the game. A scrimmage will be played and the managers or a parent will call the game. 3-6 EJECTIONS In the event of an ejection of a player or coach, the individual in question must leave the field completely immediately at risk of forfeit. Penalties will be enforced as published in the BVSBL Code of Conduct. SECTION 4: PLAYER PARTICIPATION RULES 4-1 PLAYING REQUIREMENTS Each player must play at least six (6) outs in the field and have one (1) plate appearance for a regulation length game. In the event that a player does NOT fulfill the minimum requirements due to a shortened game, the player(s) involved will bat in the top third of the order for the next game and start the game in the field. Player s names should also be entered on the game logs on the website for clarification. 4-2 SCOREBOOKS The home team s scorebook will be considered the official scorer s book for the game. The visiting scorekeeper is urged to check with the home team to avoid discrepancy. Each scorekeeper is required to inform the opposing team of any changes to the batting order or any pitching changes. Players changing positions other than pitcher during the game do not need to be reported. A team s scorebook may be requested by an executive board member at any time to verify any rules infraction. 4-3 DOUBLE SLOTTED PLAYE RS A coach may elect to use two (2) players in the same spot in the batting order. The two (2) players will alternate at-bats and will play the minimum of six (6) outs in the field. THIS RULE IS OPTIONAL, NOT MANDATORY. 4-4 RE-ENTRY Any of the nine (9) starting positional players may withdraw and re-enter once provided such player occupies the same batting position whenever he/she is in the lineup. A substitute that is replaced may NOT reenter the game except in the case of an injury. A starting player removed from the game more than once may not re-enter. 4-5 RE-ENTRY FOR INJURED/EJECTED PLAYER In the instance that a player in the lineup is injured or ejected and the manager has no substitutes remaining on the bench, a player that has previously been removed from the game will be allowed to be used as a substitute for the injured player. In such an instance, the original starter who is now coming off the bench will go back into his or her original batting spot in the order and the substitute for the original player will now occupy the injured player s spot in the order.

3 SECTION 5: PITCHING 5-1 WEEKLY LIMITATIONS A player may not pitch more than ten (10) innings in a week. The pitching week begins on Sunday and is completed with the end of play on the following Saturday. One (1) pitch in an inning constitutes a full inning. A pitcher may not pitch more than seven (7) innings in a single game. 5-2 PITCHING REST A pitcher may pitch in consecutive days after pitching two (2) innings or less. A pitcher must have two (2) days rest following three (3) or four (4) innings. A pitcher must have three (3) days rest after pitching five (5) or more innings. 5-3 REMOVAL A pitcher must be removed from the game (as a pitcher only) after a manager/coach has made two (2) trips to the mound in an inning or three (3) trips to the mound in any game. A trip to the mound is considered any communication to the pitcher from outside the dugout. A pitcher must also be removed from the mound after three (3) hit batters in one game. 5-4 BALKS No warnings are used. SECTION 6: BASE RUNNING 6-1 SLIDING See attached rules. 6-2 HEAD FIRST SLIDE S Head first slides ARE permitted at any time during the game SECTION 7: BATTING 7-1 BATS Bats must be BBCOR certified AND be a -3 (length minus weight). 7-2 SLASH BUNTING Slash bunting, which is described as a player beginning the simulation of a bunt and then pulling the bat back and taking a full swing, is NOT permitted. In the instance of a slash bunt, the batter will be called out and any base runners will be returned to their bases. If a player should attempt a second slash bunt in a game, an immediate ejection will occur. 7-3 EH (EXTRA HITTER) A manager may elect to use an EH. The team will bat ten (10) players AND the EH may play in the field as long as it does not void another player s minimum requirements (see Section 2-1). In the event of an injury with no substitutes available, the EH will take the injured player s spot in the field and the injured player s spot will be skipped in the batting order at no penalty. SECTION 8 POSTSEASON 8-1 TIEBREAKERS (TWO TEAMS) 1. Head to head record. 2. Fewest runs allowed in games against each other. 3. Fewest runs allowed for season. 4. Coin flip. 8-2 TIEBREAKERS (MULTIPLE TEAMS) ** 1. Record in games between tied teams. 2. Fewest runs allowed in games between teams. 3. Record in common games (games played by all tied teams against common teams). 4. Fewest runs allowed in all games. 5. Coin flip. 8-3 TIEBREAKER RULES - Once a team has won a tiebreaker between multiple teams, the process begins over. 8-4 Each year, dependent upon the number of teams, the BVSBL executive board will decide number of teams making playoffs and format. This will be decided by May 1 st so teams may plan accordingly. ** - If all tied teams did not face each other during regular season, skip to tiebreaker #3

4 MIAA FORCE PLAY SLIDE AND COLLISION RULES The rule explained below has been in effect since It was adopted in 1995 by the MIAA Board of Directors at the request of the Baseball Committee and supported by the Sports Medical Committee. The intent of this rule is to encourage base runners and defensive players to avoid unnecessary and violent collisions with the catcher at home plate (see below). FORCE PLAY-SLIDE RULE The intent of the Force-Play-Slide Rule is to ensure the safety of the defensive player. This is a safety as well as an interference rule. This rule pertains to a force-play situation regardless of the number of outs. (Language is from the NCAA baseball code.) A. On a force play at any base, including home plate, the runner must slide on the ground and in a direct line between the two bases. This is a legal slide even if contact is made with fielder. 1. On the ground either can be a head first slide or a slide with one leg and buttock on the ground. 2. Directly into a base means that the runner s entire body (feet, legs, trunk, and arms) must stay in a straight line between the bases. Approved Ruling- A runner need not slide directly into a base as long as the individual slides or runs in a direction away from the fielder to avoid making contact or altering the play of the defensive player. A. Contact is allowed if the runner: 1. Makes a legal slide directly to the base, or 2. Is on the ground at the time of the contact and the fielder moves directly down the line between the two bases to attempt a play. Interference shall not be called. A. It is an illegal slide if: 1. The runner slides or runs out of the baseline in the direction of the fielder. 2. The runner uses a rolling, cross-body or pop-up slide into a fielder. Approved Ruling. A pop-up slide is a legal slide as long as the runner does not make contact with or alter the play of the fielder. 3. The runner s raised leg is higher that the fielder s knee when in a standing position. 4. The runner goes beyond the base and makes contact with or alters the play of the fielder. Approved Ruling. Beyond the base refers to any part of the runner s body that makes contact with or alters the play of the fielder beyond the base. 5. The runner slashes or kicks the fielder with either leg, or 6. The slide is flagrant. NOTE: If the runner s slide is flagrant, the individual shall be ejected from the game. A. If the runner, on a force play, makes an illegal slide at any base including home plate, interference-shall be called Penalty With less than two outs, the batter-base runner, as well as the interfering runner, shall be declared out and no other runners shall advance. With two outs, the interfering runner shall be declared out and no other runners shall advance. COLLISIONS A. When there is a collision between a runner and a fielder who clearly is in possession of the ball, the umpire shall judge:

5 1. Whether the collision by the runner was avoidable (could the runner have reached the base without colliding) or unavoidable (the runner s path to the base was blocked), or 2. Whether the runner actually was attempting to reach the base (plate) or attempting to dislodge the ball from the fielder. Penalty - If, in the umpire s judgment the runner a.) Could have avoided the collision and reached the base, or b.) Was attempting to dislodge the ball, the runner shall be declared out even if the fielder loses possession of the ball. The ball shall be declared dead and all other base runners shall return to the last base touched at the time of the interference.
