1 2017 NORTHERN ILLINOIS PONY BASEBALL LEAGUE REGULAR SEASON RULES & REGULATIONS Online link to 2015 PONY rules lish%29.pdf Changes to the existing rules, April 2017: The slide rule was changed to match the NFHS rule book. No one is required to slide, however, if they do slide, it must be a legal slide. Runners are required to avoid contact. Malicious contact may result in ejection. A pitch count guideline was established, similar to the IHSA rule for 2017: 75 pitch per game limit. 150 pitch per week limit. A week is considered any 7 consecutive day period pitches requires no rest pitches requires a one day rest. i.e.. throws 31 pitches on Monday, must rest Tuesday and can pitch on Wednesday pitches requires a two day rest. i.e.. throws 46 pitches on Monday, must rest Tuesday and Wednesday, can pitch on Thursday pitches requires a three day rest. A pitcher who obtains 75 pitches in the middle of an at bat, may finish pitching to the batter until he is either retired or gets on base. The pitch count does not apply to warm up pitches or pick off attempts. It does apply to all pitches thrown to a batter, including foul balls. The scorekeeper should record the pitch counts every inning and confirm with the opposing scorekeeper after each even inning. If the pitch counts do not agree, then the two counts will be averaged and rounded up to the next whole number ( i.e. team A recorded 27 pitches and team B recorded 30, the average is 28.5 and will be rounded up to 29. Umpires will NOT be involved in the process) The regular season will run from May 7 and end July 2. The season ending NIPL Tournament will start July 8, running through July 15, weather permitting. 1. PLAYER ROSTER A. Team rosters shall not have more than 18 players. An exception may be allowed upon request of and approval by League Director. B. A player may not be a member of more than one league team. C. League age must be born on or after April 1, 2002 or currently enrolled in 7 th or 8th grade. D. All players must be prepared to verify their birthdates with a valid birth certificate available upon request of league officials. If requested the birth certificate must be made available within 48 hours. Failure to do so will result in a forfeit of any games played and the player will be ruled ineligible until proof is furnished. E. No additions to team rosters will be permitted after June 15, 2017 unless a team is shorthanded, with 10 or less players as the definition of shorthanded. Any such additions must be approved by the League Director. F. Temporary callups for shorthanded teams must come from the younger league. Travel or tournament team players are not allowed. 1A. BATTING ORDER / LINEUP (New for 2015) There are now three options for coaches to use when making a batting order or lineup. Option 1: A nine man lineup with re-entry for any starter that has been replaced. This rule is the same as IHSA High school rules and will be the only option used in the post season tournament

2 Option 2: A continuous batting order of all players on the roster with free substitution in the field. Option 3: A nine man batting order with unlimited free substitution in the field for all players. In essence, this creates designated hitters, in a modified form. Any player may play any position in the field, but there will only be nine batters at a time. Substitutions into the batting order will be made the same as in Option 1. ANY ONE OF THESE 3 OPTIONS MAY BE USED BY EITHER TEAM DURING REGULAR SEASON PLAY rule changes: A. Ejected players will be required to sit out the next game, as well as the game they were ejected from. B. When using a continuous batting order, an ejection will result in an automatic out, however a player that withdraws due to injury or illness will not create an automatic out, his spot in the batting order will just be passed over. That player will not be able to return to the game. C. Rainouts: see rule 14 D. Re-entry rule was rewritten to match 2013 PONY rule 9-K. see rule 2 E. Teams must field 8 rostered players to start the game or forfeit the game. After the game starts you may continue a game with 8 players (due to injury, sickness, ejection, etc). In either case, you will be required to take an automatic out whenever the open spot in the batting order is due up. 2012, 2011 and 2010 Rule changes recap The only changes, to the existing rules and regulations, were: 1. Allow a TOURNAMENT game to start with at least 8 players. 2. Teams using a continuous batting order during the regular season will be subject to an automatic out if a player is ejected. Beginning in 2013, an ill or injured player removed from the lineup will not create an automatic out, but will not be allowed to re-enter the game. 3. Temporary callups for shorthanded teams must come from the younger league. Travel or tournament team players are not allowed. No freshman will be allowed to play if he was a member of a High School team, regardless of age. 4. Seeding for the tournament will be a point system for each win-tie-loss. This will encourage teams to play and lose a game, rather than not play a game. An item not previously covered was added to the rules. If a game is scheduled and agreed upon, and a coach wants to change the date because of an inconvenience or lack of players, he shall be subject to a forfeit (loss) if he cannot work it out and reschedule the game with the opposing coach. All coaches should be aware of this stipulation prior to the scheduling meeting and, in the event that conflicts should and will arise, work diligently to accommodate any necessary changes. Good sportsmanship always remains a priority. Remember to have a pre-game meeting with the ump and opposing coach. Go over ground rules, any variations from the real rules of baseball, and what type of batting order you are going to use. One team may want to bat 9 with IHSA substitution rules and the other may want to bat the whole order with unlimited field subs. That is permissible.. DeKalb Prather Field and Sycamore Pony Field Start Times Should be discussed at Pre-game Conference with ump and both coaches Single games: Weeknights: Games should be 7 innings but may be shortened by weather or ten run rule. Games with an 8pm start will not start an inning after 9:45. Weekend: Start times vary by schedule, games should be 7 innings in length. Doubleheaders: Weeknights: 6pm, with no inning to start after 7:45. The second game will start as close to 8pm as possible, with no inning starting more than one hour and 45 minutes after the game started. Warm up times may be cut short or eliminated in order to get the game started as close to 8:00 pm as possible. The teams participating in the second game should be warming up off the field and be ready to go. Friday and Saturday: the second game may run longer with the mutual consent of the coaches. Discretion is advised.

3 Sunday: 5pm, with no inning to start after 7:15. Second game starts at 7:30, with no inning to start after 9: PLAYER RE-ENTRY RULE: A. A starting player may be removed and re-enter once during a game. B. When re-entering, the player must assume the same position in the batting order in which the player started the game. C. A substitute player once removed may not re-enter the game except as a courtesy runner. D. A pitcher once removed from the game as a pitcher may not re-enter as a pitcher. E. Designated Hitters are not permitted, unless using lineup Option 3. F. During the regular season, a coach may choose to use a continuous batting order and free substitution. Therefore, one team may use a 9man batting order and the other team is using a 12man continuous order. G. Once a player has a spot in the batting order, he may not bat in any other spot in the batting order. EXCEPTION for C and G: PONY RULE 9-K: If a team does not have an eligible sub for a player that becomes ill, injured or ejected, the player last removed from the lineup shall be used as the sub and therefore, in this case only, may be batting in a spot other than the spot he previously batted in. 3. COURTESY RUNNERS: May be used for pitchers and/or catchers to speed up the game. Note that it is not mandatory that a team uses a CR, it is only an option for a coach if he wishes. For nine man batting order A. The player used as a courtesy runner must not be in the game at any position at the time he is used as a courtesy runner. B. A player used as a courtesy runner may still be used as a substitute later in the game. 3. continued: For continuous batting order When a team uses the continuous batting order, the courtesy runner is the player that made the last batted out. If no one has made a batted out, then the last man to score becomes the CR. If neither of those exists, then the last man in the batting order becomes the CR. HOWEVER, we don't put the catcher on as a courtesy runner. Remember, the whole purpose of the CR is to speed up the game. 4. TEN RUN RULE: A. If a team is ahead by 10 or more runs after 5 innings of play, or 4 1/2 innings if the home team leads, the game shall be considered over and complete. 5. TEAM CONDUCT: A. Throwing bats, helmets, and similar equipment, swearing or other unsportsmanlike conduct will be cause for an automatic ejection from the game by the umpires if in the umpires judgment a player, manager, or coach's conduct is unsportsmanlike. 6. PITCHING AFFIDAVITS: A. Each team will prepare a pitching affidavit before the game and exchange it with the opposing manager at the game site. The opposing manager is responsible for recording pitchers innings on the affidavits. When making a pitching change the manager must report it to the opposing manager so that it may be properly recorded. The affidavit must be filled out in ink and returned to the opposing manager at the conclusion of the game. 7. PITCHING RESTRICTIONS: A. Pony Baseball pitching rules are in effect in all league play.

4 B. After pitching in 4 or more innings on the same day that pitcher must be given 40 hours of rest before being allowed to pitch again. C. Pitchers shall not pitch in more than seven innings on the same calendar day. D. Pitchers shall be allowed to pitch in no more than 10 innings in any one calendar week. A calendar week is from 12:01 a.m. Monday to 12 midnight the following Sunday. E. One pitch in an inning constitutes a full inning. F. Pitchers in violation of pitching rules shall be considered ineligible with an automatic forfeiture resulting. G. There will not be any warning given for balks. (Unless agreed to by both coaches in early season games) H. A pitcher will be allowed 8 warm-up pitches in the first inning and 5 warm-up pitches each following inning. If a new pitcher enters the game he will be allowed 8 warm-up pitches and 5 warm-up pitches for any additional innings. I. The second trip to the pitching mound in any one inning by the manager or a coach shall result in an automatic removal of that pitcher. The third trip to the mound during that pitcher's time in the game will also result in an automatic removal of that pitcher. 8. INTENTIONAL WALK A. The team manager shall inform the home plate umpire of the intent to walk the batter. No pitches need to be thrown. 9. SLIDE RULE A. The slide rule was changed to match the NFHS rule book. No one is required to slide, however, if they do slide, it must be a legal slide. Runners are required to avoid contact. Malicious contact may result in ejection. 10. TEAM ATTIRE: A. No metal spikes will be allowed B. All shirts must be tucked in at all times during the game. C. No smoking or chewing of tobacco products will be allowed on the fields or in the dugouts by players, managers, coaches, etc. D. All socks and stirrups will be pulled up at all times during the game. E. All uniform jerseys shall be of similar color and each will have a different number identifying the player. F. Beginning in 2012 the max diameter will be 2 5/ HOME TEAM RESPONSIBILITIES: A. It will be the home team s duty to provide a safe and fully equipped playing field including but not limited to bases, dugout facilities, ice packs, and first aid kit. B. The home team will provide 2 new approved Pony League specification baseball per game. C. Two umpires per game is preferred and at least one if not both be certified either IHSA or another umpire association. If one umpire is used that umpire must be certified. 12. PROTESTS: A. For a team to protest a game, the manager or coach must first present $50 in cash to the plate umpire before the next pitch is thrown, and he must also then follow ALL the procedures for protests as outlined in the Pony Baseball Rule Book. Any omission of the proper procedures will cause the protest to be denied. If a protest is upheld the $50 fee will be refunded to the coach. If the protest is denied the $50 fee is forfeited to the league. 13. RULES: A. For all other rules not outlined in this packet we will use the 2015 Pony Baseball Rule Book and Book of Regulations to govern play in our league. The rule book may be obtained by contacting Pony Baseball in Washington Pennsylvania. 14. RAINOUTS:

5 A. In the event of rainout, a make up date will be selected with the mutual consent of the coaches involved. The game will start over, from the beginning, unless both coaches agree to continue from the point of suspension. This decision must be made at the time of the suspension. A complete game will be called if the team behind has completed 5 at bats, similar to the 10 run rule. 15. STARTING A GAME: A. Managers must furnish a starting line-up prior to each game. Teams must field 8 rostered players to start the game or forfeit the game. After the game starts you may continue a game with 8 players (due to injury, sickness, ejection, etc). In either case, you will be required to take an automatic out whenever the open spot in the batting order is due up. Under no circumstances will you be able to start or continue a game with 7 players or less. 16. Should a tie exist after 7 innings of play, the California Tie-Breaker system will be implemented. The eighth inning will start with the next scheduled batter in the lineup at bat and the previous batter (the last batted out) on 2 nd base, there will be one out and each batter will have a 1 ball, 1 strike count. Play will continue until the tie is broken. NORTHERN ILLINOIS PONY BASEBALL LEAGUE TOURNAMENT 2017 RULES & REGULATIONS 1. Managers must furnish a starting line-up prior to each game. Teams must field at least 8 rostered players to start the game or forfeit the game. After the game starts you may continue a game with 8 players (due to injury, sickness, ejection, etc.) However, you will be required to take an automatic out whenever the open spot in the batting order is due up. Under no circumstances will you be able to continue a game with 7 players or less. 2. A 9 man batting order and no designated hitters. 3. Northern Illinois Pony League rostered players only. Players must be on the roster by June 15, No re-entry for substitutes, except as noted in PONY rule 9-K 5. Courtesy runners (CR) for the pitcher & catcher: The CR must not be in the game at the time he is used as a courtesy runner. A CR used for the catcher, can not be used at a later time for the pitcher and vice versa. A team with only 9 players will not be allowed a CR. The CR can be used at any time, regardless of the number of outs minutes of infield will be allowed for each team prior to the start of the game when time permits. 7. The 10 run rule will be in effect after 5 innings. 8. PITCHING RESTRICTIONS: A. No balk warnings will be issued.

6 B. A pitcher will be allowed 8 warm-up pitches in the first inning and 5 warm-up pitches each following inning. Relief pitchers will be allowed 8 warm-up pitches and 5 warm-up pitches for any additional innings. C. After pitching in 4 or more innings on the same day, that pitcher must be given 40 hours of rest before being allowed to pitch again. One pitch constitutes an inning. D. Pitchers may not pitch more than 7 innings in any one game OR day. E. Pitchers may not pitch more than 16 innings in the double elimination round regardless of the number of calendar weeks involved. Pitchers will be allowed an additional 16 innings of eligibility after their team has completed 3 games in the double elimination round. F. The second trip to the pitching mound in any one inning by the manager or a coach shall result in an automatic removal of that pitcher. The third trip to the mound during that pitcher's time in the game will also result in an automatic removal of that pitcher. G. A pitcher removed from the mound during a game may not return to pitch, but may remain in the game. In the case of a double header, a pitcher may be used in the second game even if he was removed from the mound in the first game. H. Pitchers in violation of any pitching rule shall be considered ineligible players with automatic forfeit resulting. 9. PITCHING AFFIDAVITS: Each team will prepare a pitching affidavit before the game and exchange it with the opposing manager along with the lineup card at the game site. Home team in each game will be the highest seeded team and shall occupy the third base dugout. The exception to this is during the 2 nd game of a best of 3 series. 11. Runners are required to slide to avoid a collision with a fielder making a play or be called out if a collision results. (Umpire judgment) 12. Team attire: * No metal spikes * Shirts must be tucked in at all times * No tobacco products allowed on the field or on the dugout. 13. Team Conduct: * Throwing equipment, swearing, or other unsportsmanlike conduct will be cause for ejection from the game if in the umpire's judgment, a player manager, coach, or spectator's conduct is unsportsmanlike they will be ejected and the sight and sound rule will be enforced. Penalty for failing to leave the premises is a forfeit for the offending team. 14. The Official Rules of Baseball, IHSA (National Federation Rules), Pony Baseball Rules, and the Northern Illinois Pony Baseball League rules will govern all play in all tournament games.

7 15. NO PROTEST ALLOWED. Any rule dispute will be settled before the next pitch is thrown by a designated tournament official. All decisions by the named official will be final.
