1 NORTH MISSION VIEJO LITTLE LEAGUE LEAGUE ID NUMBER LOCAL LEAGUE RULES 2018 The Official Regulations and Playing Rules from Little League Headquarters is the governing document for all divisions of Little League Baseball. The Board of North Mission Viejo Little League set local rules and policies as allowed by Little League. If these rules conflict in any way with the rules of Little League Baseball, then Little League s rules will be followed. 2 Forward: Following are the Local League Rules for North Mission Viejo Little League (NMVLL). These rules are designed to ensure the safety and playing enjoyment of the maximum number of participants in the league. Participants include players, parents and volunteers. The Board of Directors reviews these rules annually in an ongoing effort to improve the quality of the Little League experience for all participants. Our goal is to provide a safe and enjoyable environment for all participants in the League. While we have had Local League Rules since the inception of NMVLL and they have been amended from time to time, it is not feasible to cover every possible situation with rules. The Board of Directors will not condone win at all costs or it s not against the rules so it s okay attitudes by any participant. Any participant suspended will not be allowed at the fields for the duration of his/her suspension. The Board of Directors expects that all participants in NMVLL will follow these rules and will also be guided by the spirit of fair play and common courtesy. Section 1: Donations Donations of League funds or property (such as equipment, snack bar supplies or excess snack bar food) may be made to worthy causes such as local charities or other leagues that are in need of equipment, etc. Cash donations may be made as long as they support the league and its community and are made to fulfill the objective of NMVLL as outlined in Article II of the NMVLL Constitution. All donations are restricted to the limits set forth below: 1. The maximum the league can donate in any year is $ ; this includes all types of donations, cash, equipment, food, supplies, etc. 2. No recipient can receive a donation of more than $ cash in a year 3. The President may authorize, without Board approval, a donation of up to $150.00, but is restricted to two such donations during a year. The Board must authorize any donation up to $ Any donation in excess of $1000 must be authorized by a majority vote of the membership. All player candidates must try out to be eligible to play Little League. Any player candidate (in all divisions except Minor (Single) A and below) who does not attend tryouts, and who has not received an approved excused absence from the Board of Directors, will have their play time restricted for the player s first two attended competitive games of the season. Said player will be restricted to playing green book minimum play only, (6 outs and one at bat) and may not pitch or catch. 2. Little League Major Division may have a total of 10 year old players equal to 1 times the number of teams in the Division, unless all eligible 11 and 12 year olds have been drafted into the Little League Major Division 3. Minor AAA Division, the division shall have a total of 9-year-old players equal to 2 times the number of teams in the division, unless all eligible 10, 11 and 12 year olds have been draft into the LL Majors or Minor AAA Divisions. 4. At the discretion of the Board of Directors, participant s league age 8 may be eligible to be drafted and participate at the Minor AA level if needed to complete Minor AA teams. There is a maximum of two 8 year olds per AA team with the Board to place additional 8 year olds as needed to fill an player roster. 5. At the discretion of the Board of Directors, league age 9 year olds may be allowed to participate in the Minor A Division, or league age 7 year old may be allowed to participate in the Coach Pitch Division. 6. Juniors will inter-league with other leagues from District 68. There may be three divisions in Juniors a National division team (60/90), a Central division (54/80-60/90) and an American division (54/80). Section 3: Game & Tournament Information 1. Little League Majors, Minor AAA and Minor AA programs will play one overall season 2. Little League Majors and Minor AAA regular season champions receive the automatic bid to play in District Tournament. 3. a. In the event of a tie in AA or below, tie breaker rules, as listed in this section 3 a, determine the champion. For season standings, the following criteria will be used in the following order: i.head-to-head record for the entire season ii.least Runs Against iii. Coin toss b. In the event of a tie in AAA or Majors for season standings, a play playoff game will determine the champion. 4. All make-up games will be played on the first available date within two weeks of the originally scheduled date, as weather and league scheduling permits, and may be determined by the respective Division Representative. 5. In the event of a Major Field weekday double header, the originally scheduled teams will get the choice of which time slot they would like to play in; early or late. 6. NMVLL Local tournament will be double elimination. Seeding is based on season overall records. 7. All NMVLL Local Tournament games will be played using Regular Season and Local League rules. 8. NMVLL Local Tournament winners in Majors and AAA will be the second team representing NMVLL in the District TOC. If the Page 2 of 6 NMVLL Local Rules 2018

3 regular season champions win the local tournament, then the second place team in the local tournament will also go to District TOC. 9. Interleague games forfeited in Divisions AA and below will require Board review and approval. Section 4: Drafting 1. A, AA, AAA, Majors, Junior and Senior Divisions: Manager draft order to be assigned at the draft meeting by lottery. The draft shall proceed in serpentine fashion until each team has the pre-designated number of players. 2. Juniors draft as follows: 1. National division managers will draft complete teams first. Once completed, 2. Central division managers will draft complete teams second. Once completed, 3. American division will draft complete teams. 3. All trades must take place immediately following completion of each draft and will have a 30 minute time limit. Once the draft is adjourned, the rosters are final. 4. All players who played in a division in the previous regular season who have not been drafted in a higher division, must be drafted in the division previously played in. Section 5: Player Loss and Movement 1. Player Agent will accept a waiting list in numerical order based on the time of late registration and will be maintained through the season. For the 2018 season, closure of registration will be May 1, 2018 with the exception of athletes returning from High School Baseball. 1. Any four, five or six year olds who register late will be assigned directly to a Tee Ball/Coach Pitch team, to a maximum of 15 players. 2. Any seven or eight year old that registers late will be assigned directly to a Minor A team. 2. Openings on a Team Roster in All Divisions: 1. When an opening occurs on a team roster (as defined in Regulation III(d) of the Operating Manual governing Little League Major play), the manager must notify the Player Agent within 24 hours of the opening. Reporting should be done by telephone and in writing. 2. This opening must be filled within one calendar week after notification. Managers must submit replacement choices (minimum of three in order of preference) in strict confidence to the Player Agent within 72 hours (excluding Sunday). This process is repeated until the roster spot has been filled. 3. Players selected for assignment must join their new team by the first Monday after selection. 4. Once the opening is filled all Managers in that division must be informed by the player agent via phone and , within 24 hours. 5. If a player selected to fill an open roster spot refuses to move up a division, that player will forfeit the right to play in the upper division and will remain in the same division they were originally drafted into, for the remainder of the season. 3. Openings in Minor AAA 1. Openings in Minor AAA rosters will be automatically filled with the first available 11 year old on the waiting list. 2. If there is no eligible 11 year-olds, available, the manager shall select the next available Minor AAA player from the top of the waiting list and the LL Player agent will contact the parents/player. If there is no waiting list, the manager shall select any active Minor AA player. If a player is selected from the Minor AA Division he or she must be of league age 9 or older, per Section Openings in Minor AA 1. Openings on a Minor AA team roster will be filled from the waiting list. 2. If there is no waiting list and a team is below 11 players, a qualified 8 year-old, per Section 3(G), may be moved to Minor AA. 5. The name of any player missing a combination of three consecutive League games or practices must be given to the Player Agent within 24 hours after the third event missed. Failure to do so may result in the team manager s suspension of three games. 6. The Player Agent is the only person authorized to contact the player or his/her parent involved in any draft to a higher division. Any violation of this may lead to disciplinary action towards the person(s) involved by the Board of Directors. 7. There will be no replacements allowed from a Minor team if either team has two weeks or less of the regular season remaining, excluding make-up games, tie make-up games or playoff games. 8. Medical Release: If a player is unable to play, three or more games, as a result of an injury that requires medical attention, a doctor s release will be required for the player to participate in a practice or a game. Section 6: Managers and Coaches 1. Any manager that does not attend the Rules Clinics offered by the NMVLL or cannot show proof of having attended one offered by another league will be suspended from participating in two of the first four competitive games of the season (to be determined by the board of directors). It is mandatory that approved coaches attend the rules clinic as well or face the same suspension. The suspended Manager or Coach may not be replaced in the dugout. 2. All first time managers to NMVLL must attend the Big Al clinic. 3. All managers and coaches must attend NMVLL coach s clinic and the NMVLL coaches safety meeting. Coaches are highly recommended to attend. 1 Game suspension for each missed mandatory clinic or meeting. 4. Any person involved in manager selection committees; draft proceedings or all-star selection is not to disclose anything regarding the process to anyone outside of these proceedings. Should the Board of Directors determine that any breach of confidence has occurred, they may take disciplinary action, as they deem appropriate, up to and including suspension. 5. All pitching machines will remain at the Youth Athletic Park fields and are only used for practice on the fields at the Youth Athletic Park. No transporting of machines is allowed. 6. No maintenance of the machines will be performed by any managers, coaches or umpires, especially wheel maintenance. The only item to touch the wheel is the pitched baseball and a towel if wheel becomes too damp. Please report any malfunctions to the Equipment Coordinator. 7. Any manager who does not return their assigned equipment bag from the previous year may not be eligible to manage for the current year. 8. A Manager does not have the right to refuse an umpire assigned to their game; doing so will cause an immediate ejection of said manager and a 1 game suspension. 9. The Manager of any team not fulfilling their snack bar requirement as set forth by the Snack Bar Coordinator will be suspended from the first game of the post-season tournament (Local League or TOC). 4 10. The Manager of any team not fulfilling their umpire requirement during the season as set forth by the Chief umpire will be suspended from the first game of the post-season tournament (Local League or TOC). Section 7: All-Stars 1. Teams will roster twelve players with the All-Star Manager having the option to roster up to fourteen. 2. The Little League and Senior League Player Agents will accept all manager candidates via written request. Manager candidates must have been a rostered manager or coach in the respective division. The player agent will present all candidates to the president. The president will preside over the manager advisory committee. The committee consists of the respective VP, UIC, PA, division rep and 3 other persons as appointed by the President. The committees will present their recommendations to the president. The president will choose the all-star managers and will present his/her choices to The Board of Directors for final approval. 3. The Player Agent will conduct a player vote. Players may not vote for players from their own team, except in juniors, nor can they vote for themselves. Managers and two Rostered coaches may vote for all players including players from their own team. Each player, manager and coach may vote for no fewer than seven players and no more than twelve players on one ballot. Votes will be weighted as follows: Player vote = one vote Coach vote = 2 votes Manager vote = 4 votes 4. Players failing to fulfill the previous year All-Star commitment are subject to board approval to be allowed to be eligible for the current year All-Star selection. 5. Prior to the All Star selection process, the respective manager will choose how many players to roster. Once the selection process has started, the number of rostered players cannot be changed. 6. Players must receive at least one vote to be eligible to be selected for All Stars. Votes will be placed in a most votes received order. This order will be used to assist in the All Star draft. If the Selection Committee does not agree with a pick from the All Star Manager, a discussion will be made. If the All Star Manager and the Committee cannot come to an agreement, the decision is made by League President. 7. Players selected to an All Star team may be required to fulfill a secondary uniform fee to be determined by the Board of Directors. This fee must be paid within one week of All Star announcements. In the event of financial hardship, a scholarship request form must be completed within one week of All Star announcements. 8. If a player loss occurs, Replacement players must be selected from the pool of nominated players. A. Intermediate 50/70 Tournament team 1. The All-star manager shall choose the All-star coaches from among the Board approved managers and coaches in the Junior division or Intermediate division. 2. Balloting and drafting will follow the rules of the green book. B. Little League Tournament team 1. The Little League Major All-star selection committee shall consist of the following voting members: The All Star Manager, all managers from the Major division, or approved representative if manager cannot attend, and one (1) manager from the AAA division selected by the Major division representative * The Major Division Representative will be responsible for supervising the selection process and is not a member of the selection committee and therefore cannot vote. C Tournament team 1. The 11 year old All-star selection committee shall consist of the following voting members: The All Star Manager, all managers from the Major and AAA division, or approved representative if manager cannot attend. * The Major Division Representative will be responsible for supervising the selection process and is not a member of the selection committee and therefore cannot vote. D Tournament team 1. The 10 year old All-star selection committee shall consist of the following voting members: The All Star Manager, All managers in the AAA & AA divisions, or approved representative if manager cannot attend. *The AAA Division Representative will be responsible for supervising the selection process and is not a member of the selection committee and therefore cannot vote. E. 9 District Tournament Team 1. The 9 Tournament selection committee shall consist of the following voting members: * All managers from the AAA and AA division or approved representative if the manager cannot attend. * The AAA Division Representative will be responsible for supervising the selection process and is not a member of the selection committee and therefore cannot vote. 2. Only league age 9 year olds are allowed to play on the 9 District Tournament Team. Section 8: Local Playing Rule Variations Local playing rules are rules that differ from the Official Little League Green book, Managers and coaches are responsible for knowing both. All Divisions: 1. Continuous Batting Order will be used. This order written on the line-up card will include all players on the team roster present for the game. 2. If a batter is injured and cannot complete his at bat, the last out will assume the count and complete the at bat. 3. Players repeatedly not attending team practices and just showing up for games may result in the player receiving Little League International s rule book minimum play of 6 outs and one at bat. 4. Minimum play consists of (3) Three defensive innings and at least (1) one at bat 5. Players may NOT sit out in two consecutive innings. Not applicable to extra innings. 5 6. In the case of injury or illness a player may sit out more than 3 innings, however the manager MUST inform the chief umpire and the opposing manager and scorekeeper. 7. Managers must report defensive players sitting out during each inning to official scorekeeper. 8. There is no time limit for games in Minor AAA and above. Umpire may call game over due to darkness. 9. Players, parents, and coaches must read and sign the player code of conduct. The signed sheet will be turned into the player agent. Little League Minor Division 1. To end an inning, offensive team scores 5 runs or defensive team gets 3 outs. Whatever comes first. 2. The five run rule has been lifted in the last inning. To end the last inning, the defensive team must get three (3) outs. Minor AA 1. Runners may advance only one base at a time on a steal during first half of the season. For the second half of the season, a player may advance a second base (to 3 rd ) on an over thrown ball. 2. No stealing home all season. Runners may only advance home on a live batted ball or be forced in on a walk. 3. No infield fly rule. 4. Players must play (1) one defensive inning in an infield position per game. 5. Length of game: At one (1) hour forty-five (45) minutes, teams will finish current inning and umpire will then declare the next inning is the last inning. Minor A Division 1. First half of season is non-competitive, second half score and win/loss record will be kept. 2. Ten (10) players will play in the field, six (6) infield and four (4) outfield positions the entire season, including the post season. 3. There is a two base maximum for both runners and batters all season long. 4. Players must play (2) two defensive innings in an infield position per game. 5. Players may Not sit out a second inning during a game until all other players on the team have sat out, or will be sitting out their first inning at the same time. 6. Pitching Rules A pitching machine operating by the offensive team s manager or coach (known as the offensive pitcher) shall be utilized to provide the pitched balls to the batter 7. The batter will get 5 balls pitched to them, may swing at all of the five pitches regardless of the number of strikes. 8. The batter may not bunt, walk, or be awarded first base by being hit by the pitch 9. The batter shall be out on the fifth pitch if the ball is not hit. A foul ball on the fifth pitch or ensuing pitch allows for an additional pitch unless caught by the catcher. 10. If a batted ball hits the pitching machine or the operator feeding the machine, the ball is dead and the batter will be awarded first base. Any base runners will be awarded one base if forced to advance (ONLY). However, if a batted ball hits any part of a defensive player prior to hitting the pitching machine or the operator feeding the machine, then the ball remains live and in play. 11. If the offensive pitching coach intentionally interferes with a batted ball, the batter will be called out 12. Pitching coach may coach the batter only. Once the ball is in play, the pitching coach must cease from coaching. The pitching coach will receive a warning for first violation. Further coaching from the machine during play could result in the coach being removed from the game and/or being disciplined by the board of directors. 13. If ten or more players are available, ten must take the field during the non-competitive part of the season. Four of these players must play the outfield. Fields will be properly lined, distinguishing the infield from the outfield. If no line, it is left to the discretion of the umpire. 14. Stealing of bases is not allowed. 15. The infield fly rule will not apply to this division. 16. There is no mercy rule for this division. 17. Defensive outfielders cannot make an out by tagging a base or tagging a runner. 18. Outfielders must take a position behind the 15 line until the ball is put in play. 19. Catcher must be engaged in the proper position adult coaches allowed in the dugout. No coaches on the field during defensive play. 21. Field Set up: First game of the day, Home team is responsible for retrieving the pitching machine and extension cords from the shed. Setting up the machine to be ready to play ball. Last game of the day, Visiting team is responsible for breaking down the pitching machine, rolling up the extension cords, and returning all to the shed. 22. Length of game: At one (1) hour forty-five (45) minutes, teams will finish current inning and umpire will declare the next inning is the last inning. Coach Pitch Division 1. Games will be 4 innings with the entire order batting each half inning. 2. First half of the season, the coach pitches 4 balls, if no contact is made then the 5 th ball is hit off the tee. 3. Second half of the season will be machine pitch. If not contact is made after 5 quality pitches, the 6 th ball will be hit off the tee. 4. If a defensive out is made, the player will be removed from the bag. 5. If three outs are achieved before the entire team has batted, the bases will be cleared and play will continue. 6. The inning is over when the last batter reaches home plate safely or the catcher while in possession of the ball, steps on home plate. 7. No contact is to be made with the catcher 8. If the batted ball hits or lodges under the machine it is a dead ball single. 9. No score or standing kept. Coach pitch is instructional only. 10. Coaches allowed on field for defensive outs. 11. Protests are not permitted in the Coach Pitch Division. 12. Recognition There will be no official tracking of a team s win/loss record. Each participant in the NMVLL Coach Pitch program will receive a memento at the League s Closing Day Ceremony. Page 5 of 6 NMVLL Local Rules 2018

6 Tee Ball Division 1. Players will hit off of the tee all season. 2. Games will be six innings with half of the team batting in each half inning. 3. No outs will be recorded in Tball. All batters will remain on base. 4. All players play in the field every inning. 5. Players rotate from infield to outfield each inning. 6. Last batter of each half inning runs all bases for home run and reaches home plate safely or the catcher while in possession of the ball, steps on home plate. 7. No contact is to be made with the catcher. 8. No score or standings are kept. Tball is instructional only. 9. Players will advance one base only after the ball is hit. 10. Protests are not permitted in the Tee Ball Division. 11. Recognition There will be no official tracking of a team s win/loss record. Each participant in the NMVLL Tee Ball program will receive a memento at the Section 9 Refund Policy Due to uniform orders and other operating costs, cancellations are not accepted after January 30th. Exception: If a child endures an injury rendering them unable to play and the written request for cancellation is accompanied by a doctor s report, the request for registration fee refund and cancellation will be reviewed until January 30th. However, $75.00 will be deducted from the registration fee for administrative and uniform costs. NO refunds will be issued after February 1st. Page 6 of 6 NMVLL Local Rules 2018
