1 2012 TASO-Baseball Members Clinic Test 1. If a bat is certified as BBCOR after production, a BBCOR label, sticker or decal maybe added to a non-wood bat. 2. In 2-Umpire mechanics R1 is on first and attempts to steal 2nd. U1 moves into position to make the safe/out call. The ball gets by the second baseman and goes into the outfield and R1 goes to 3rd. PL has the play on R1 at 3rd. 3. If each runner advances to or beyond the base, which he would have reached as a result of the award for the illegal use of detached player equipment, the infraction is ignored. 4. If a player has any amount of blood on his uniform, it must be changed or cleaned before he/she can continue to play. 5. Miller comes into the game in the 2nd inning to pinch hit for Jackson. Jackson then returns in the bottom half of the inning. In the 5th inning, the coach sends in Miller to courtesy run for the catcher. This is illegal. 6. After the umpires have left the field the two teams get into a fight that the umpires observe. The umpires have the authority to write up reports that could result in the disqualifications of players and coaches even though their jurisdiction technically ended when they left the confines of the field. 7. Runners that advance due to a steal or wild pitch while an improper batter is at bat must return to the base they occupied at the time of the pitch. 8. When obstruction occurs, it is a delayed dead ball. 9. Bases are loaded and two are out. The B5 hits a ball that is fielded by F1 who throws to F3 to retire the batter-runner for the third out. The pitcher is then discovered, by the umpire, wearing a glove that is twotoned, black and red. The batter-runner is out and the inning is over. The pitcher must replace the glove if it is deem distractive before the next inning. 10. In the 4th inning B5 is discovered to have an illegal bat. The head coach is already restricted to the dugout because B4 was discovered with an illegal bat in the 1st inning. The assistant coach is now restricted to the dugout. 11. With no outs in the top of the 7th, R1 and R2 are on 2nd and 1st. The runners attempt a double steal. B3 swings at the pitch and misses for strike 3. The ball gets by F2 and rolls to the backstop. B3 advances to 1st on the uncaught strike 3. If B3 gets to 1st safely, the bases are now loaded. 12. In 2-Umpire mechanics timing plays can occur on force plays which are third outs as another runner scores. 13. R1 is on 1st with one out and is stealing with the pitch. B4 hits the ball into the left field gap. R1, thinking the ball will not be caught, misses 2nd on his way toward 3rd. F8 makes a great catch causing R1 to have to retreat to 1st. On his way back to 1st, R1 touches 2nd. The defense calls time and appeals R1 s missing 2nd on his way to 3rd. You will rule this a legal appeal and call R1 out. The inning is over. 14. A pitcher may pitch from the set position even if there are no runners on base.

2 15. Team A coach reports to the plate umpire that S1 is going to pinch-hit for his catcher and go in as the catcher. S1 gets a hit and the coach of Team A wants to courtesy run for him because he s now his catcher. The coach cannot courtesy run for S1 because he has not played on defense as the catcher. When the coach told the plate umpire S1 would become his catcher, it was viewed as a projected substitution. 16. Before the game the umpire-in-chief must inspect bats and helmets and the playing field condition. 17. When his third base coach interferes with the third baseman attempting to catch a foul fly ball the batter will be declared out. 18. The pitcher shall take his sign from the catcher with his pivot foot in contact with the pitcher s plate. 19. R1 doubles. With the ball still alive, F1 throws to F3 to appeal R1 missing 1st. Seeing this R1 advances to 3rd during the appeal. R1 is called safe on the appeal. R1 s advance is legal and he remains at 3rd. 20. When players leave their positions or the bench area during a fight or physical confrontation, the team/s in violation of the rule are warned the first time this occurs. 21. If an umpire is directly confronted or if unsportsmanlike conduct is directed at an umpire by a coach, sub, attendant or other bench personnel after the game but before the umpire has left the game site, the umpire shall file an Incident Report and the UIL will determine the appropriate action. 22. The pitcher is permitted to wear a multi-colored glove if the umpire deems it is not distractive. 23. With R1 on 3rd, R2 takes his lead from 1st about 3 feet onto the outfield grass behind 1st. The pitcher attempts to pick-off R2 by throwing to the 1st baseman. R2 runs directly toward 2nd base from his position. R2 is out because he has run more than 3 feet outside a directly line to the base. 24. After making a diving, sliding catch F7 brings his glove up to show the umpire that he made the catch, the ball then comes out. This is not a catch. 25. Brown courtesy runs for F1 in the 2nd inning, and then runs for F2 in the 6th inning. This is illegal. 26. Two outs, R1 on third and R2 on first, R2 attempts to steal second. The batter interferes with the catcher on his throw to second. F6 cuts off the catcher s throw and then throws out R1, who is attempting to score from third. The interference is ignored and R1 s out stands. 27. On a hot day Team A is observed placing their bats on the roof of the dugout between innings. This is an attempt to control the temperature of the bat altering its performance, therefore it is illegal. The umpire will require the team to stop doing this. 28. One run will score if, with two outs and runners on third and second, the batter hits a home run, but the defense successfully appeals the runner from second missing third base. 29. In 2-Umpire mechanics R1 is on second and R2 is on first with one out. B6 singles to the outfield. U1 is responsible for all plays in the infield.

3 30. The umpire notices that Team A has all their bats on roof of the dugout on a very hot day. This is an attempt to alter the performance of the bat. He observes B5 take his bat from the roof and proceeds to home where he enters the batter s box. This is an illegal bat. The batter is called out when he enters the batter s box. 31. Team A s catcher, Johnson, is pinch-hit for by S1. S1 gets a hit, and the coach of Team A re-enters the catcher, Johnson for S1. With Johnson re-entered the coach can now use a courtesy runner for Johnson. 32. The UIL, in keeping with applicable laws, can authorize exceptions to NFHS playing rules to provide reasonable accommodations to individual participants with disabilities and/or special needs, as well as those individuals with unique and extenuating circumstances. 33. No outs, R1 on third and R2 on first. R2 attempts to steal second. B4 interferes with F2, but F2 s throw gets R2 out. During the play at second, R1 scores, therefore, B4 s interference is ignored and R1 scores. 34. In the bottom of the 7th with the score tied and two outs, Team A has the bases loaded. B4 singles up the middle with R1 scoring from 3rd. R3 only goes half way to 2nd before turning around and running to congratulate B4 for getting the game winning hit. The defensive team appeals R3 not touching 2nd. The game is over because there is no basis for an appeal. 35. In 2-Umpire mechanics R1 is on third and R2 is on first with no outs. The primary responsibility for watching for interference by R2 on the front end of a possible double play belongs to PL, even with R1 coming home. 36. The ball becomes immediately dead anytime batter s interference occurs. 37. The batter takes a called third strike. The ball hits the catcher s glove and rebounds in the air where the pitcher catches it before it hits the ground. The batter is out. 38. With no outs, B2 hits a ground ball that is fielded by F6. F6 s throw draws F3 off 1st. F3 attempts to tag B2 as he nears the base. B2 slaps F3 s glove dislodging the ball. As the ball rolls several feet away B2 is declared safe at 1st. 39. When bases are awarded, the runner can proceed directly to the awarded base without touching any other bases in between. 40. When a pitcher is replaced during an inning the relief pitcher may not use more than eight (8) warm-up throws completed in one minute (timed from the first throw). 41. At the pre-game conference both coaches stated that their respective teams were properly equipped. In the 1st inning B4 enters the batter s box with an illegal bat. B4 is called out and the head coach of B4 s team is restricted to the dugout for the remainder of the game. 42. In 2-Umpire mechanics position shallow C is used by U1 whenever there is a runner on 2nd or 3rd base, regardless of whether there is a runner on 1st base. 43. On a force play it is a legal slide if the runner slides or runs in a direction away from the fielder to avoid making contact or altering the play.

4 44. When a runner advances beyond a base to which he is forced and does not touch the base, the force play is removed. 45. It is a delayed dead ball when the pitcher commits a balk. 46. At the pre-game conference when the coaches verify to the umpire-in-chief that their respective teams are properly equipped according to NFHS rules, this includes that all bats and helmets to be used are legal. 47. When the pitcher has tape on a finger of his pitching hand, and it comes in contact with the ball, the pitch shall be declared an illegal pitch, or balk. 48. The BBCOR certification mark shall be a rectangle, a minimum of 1 inch on each side and be located on the barrel of the bat in any contrasting color and read BBCOR The ball becomes dead immediately when the batter enters the batter s box with an illegal bat and is discovered by the umpire. 50. If there is any question about the legality of equipment, it shall be resolved by the umpire-in-chief
