2 FRANKLIN SQUARE LITTLE LEAGUE Little League Rule Book ALL DIVISIONS All Managers and Coaches are required to have a thorough knowledge of these Playing Rules as well as those contained in the official LITTLE LEAGUE RULE BOOK. In all cases, the official Little League Rule Book applies, except as noted herein. 1. A team should have at least (8) players to play (Except T- Ball). Borrowing is allowed within the same age group as long as the player is a current member of the Franklin Square Little League. For all divisions except t-ball, a Borrowed player must play the outfield, CAN NOT pitch, catch, or play any infield position and must bat last in the lineup. 2. All teams are hereby warned that if a bat is thrown into the catcher's area the ball is dead, the batter is out, and all runners return to their bases. Based solely on the umpires discretion. 3. All teams are hereby warned that players throwing helmets, bats or any other piece of equipment will be ejected from the game by the umpire. Helmets, bats, etc will be carried to the dugout. 4. Managers are responsible to have all equipment maintained safely within the dugout and not on or adjacent to the playing field during the course of the game. 5. A "safety base" shall be used at first base. Runners shall run through and tag the safety base only on singles. Runner must tag the regular base if rounding first on an outfield hit with no put-out throw going to first. Fielders may only tag regular base for a put-out. Runners will be called out for not using the safety base as described at the discretion of the umpire. 6. A runner attempting to score at home or advance to any other base is required to slide whenever the fielder is attempting a put-out and will be called out if they collide with the fielder without sliding. The fielder is not permitted to fake the put-out attempt, the play will be ruled dead and the runners may be permitted to advance. Both examples are judgment calls and not subject to protest. 7. Balk rules do not apply. 8. There shall be no leading. Base runners shall not leave their base until a pitched ball has crossed home plate. 9. Spectators shall remain in the designated area at all times. Spectator and crowd control is the responsibility of the managers and coaches. 10. No more then (3) adults are allowed in a dugout, (1) manager and (2) coaches. All managers and coaches shall wear their photo I.D. cards at all times during all League functions where children are present. 11. No game can be cancelled without the Umpire-in-Chief s permission. The Umpirein-Chief must have 48 hours notice of any proposed cancellation.

3 12. No game can be cancelled because there is no umpire. 13. Rule 4.19 (a) LITTLE LEAGUE RULE BOOK: PROTESTS "Protests shall be considered only when based on the violation or interpretation of the playing rules or the use of any ineligible player or equipment. No protest shall be considered on a decision involving an umpire s judgment." After the protest has been made to the umpire and duly noted by him, the game shall be resumed immediately. Protest must be submitted to the league President within 24 hours stating playing situation and the rule in question. (b) APPEALS: Appeal will follow the Little League Rule Book guidelines: Indicate base of appeal and tell umpire which runner is being appealed Ball is in play during appeal Only one (1) chance per appeal Once time is called, runner cannot return to missed base 14. Umpires may eject managers, coaches, players, or spectators for abusive or aggressive conduct or language or attempted intimidation. The umpire shall immediately inform the Umpire-in-Chief of such situations. Disciplinary action shall be taken against the involved individuals in accordance with the manager/coach ejection rule or as the F.S.L.L. Board of Directors deems appropriate. 15. Rule 1.08: The on deck position is not permitted in Little League Baseball, Softball, Minor League Baseball/Softball and Tee Ball. Players shall not swing a bat except when in the batter s box. 16. Rule 7.08: Any runner is out when he or she slides head first while moving forward advancing to a base. This rule does not apply when returning to a base from a rundown or pickoff situation. 17. Time Out: 9-10 and year old Divisions: 1 offensive timeout per inning 2 defensive timeouts per inning. If there is a 3rd defensive timeout in any inning, the pitcher must be removed 18.No more than one coach/player in the coaches box at all times.

4 FRANKLIN SQUARE LITTLE LEAGUE: 2016 Division Specific Rules The following rules for each division modify the LITTLE LEAGUE RULE BOOK or are specific to a Division. Along with these modifications, all managers and coaches should be knowledgeable of the LITTLE LEAGUE RULES as set forth in the rule book issued by Williamsport, PA. 4 and 5 Year Old T-Ball Division Baseball 1 4/5 year old division: a. The first minutes of the game will be instructional only. Managers are encouraged to use this time to review the absolute basics of throwing, catching, and hitting. b. A game, consisting of at least 2 innings game will follow. c. Batters shall hit off the tee for the entire season. 6 Year Old Division-Baseball Same rules as 4/5 year old division except: 1.6 year old division: a. Batting tee is optional for players who have played an entire season of tee ball ONLY. Mgrs/Coaches will pitch to these players. (No walks permitted) b. All first time players in the 6 year old division shall hit off the tee for at least the first 5 games 2. An inning is over when each player has batted once. Scores are not kept and outs are not recorded 3. The batting order is changed every inning 4. Rotate fielding positions of players every inning. Player may not play the same position twice in a game 7 Year Old Division Baseball 1. Managers/Coaches pitch to their team until 5/14/17 2. Batters are given 6 swings 3. Use of the batting tee is optional 4. No walks allowed 5. Player pitching will be introduced beginning 5/15/17 a. Pitcher will be permitted to throw 5 pitches b. If the batter has not hit the ball or struck out, the manager or coach will then pitch for the remainder of the at-bat. c. The count does not start over once the manager/ coach begins pitching 6. Three outs per inning or once thru the batting order, whichever comes first 7. No stealing permitted

5 FRANKLIN SQUARE LITTLE LEAGUE: 8 Year Old Division 1. Pitching Rules: (per REGULATION VI) a. Players pitch the entire season. Any player on the team is eligible to pitch and there is no limit to the number of pitchers a team my use in a game. Managers are encouraged to develop as many pitchers as possible. b. The pitching distance from the pitching rubber to home plate is 40 feet. c. Once a pitcher is removed from the mound, they may not return to pitch in that game but may remain in the game at another position (see item g for catcher position guidelines). The player s position in the batting rotation shall remain unchanged. d. Pitch Count shall be the only measurable eligibility factor e. The manager must remove the pitcher when said pitcher reaches the limit for their respective age group as noted below. f. The pitch count limit for the 8 year old division is 50 pitches per day FAB Exception: If a pitcher reaches a days of rest threshold for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. The batter reaches base; 2. The batter is put out; 3. The third out is made to complete the half-inning. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at bat provided the pitcher is removed prior to delivering a pitch to another batter. 2. A pitcher who delivers 41 or more pitches in a game MAY NOT play the position of Catcher for the remainder of that day 3. Rest requirements for this Division: pitches in a day: Two (2) calendar days pitches in a day: One (1) calendar day 1-20 pitches in a day: Zero (0) calendar days 4. A player may NOT pitch in more than one (1) game per day regardless of the number of pitches thrown that day. However, he can pitch consecutive games on different days if less than 21 pitches were thrown in the previous game. 5. The pitch count recorder must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager is responsible for knowing the pitch count and knowing when his/her pitcher must be removed. 6. The official pitch count recorder should inform the home plate umpire when a pitcher has delivered the maximum number of pitches for the game, as noted in Regulation VI. The umpire will then inform the pitcher s manager that the pitcher must be removed. However, the failure by the pitch count recorder to notify the umpire, and/or the failure of the umpire to notify the manager, does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher is no longer eligible. 7. Violation of any section of this regulation can result in protest of the game in which it occurs. Protest shall be made in accordance with Playing Rule 4.19.

6 FRANKLIN SQUARE LITTLE LEAGUE: 8 Year Old Division cont d NOTES: The withdrawal of an ineligible pitcher after that pitcher is announced, or after a warm-up pitch is delivered, but before that player has pitched a ball to a batter, shall not be considered a violation. Little League officials are urged to take precautions to prevent protests. When a protest situation is imminent, the potential offender should be notified immediately. Pitches delivered in games declared Regulation Tie Games or Suspended Games shall be charged against pitcher s eligibility. In suspended games resumed on another day, the pitchers of record at the time the game was halted may continue to pitch to the extent of their eligibility for that day, provided said pitcher has observed the required days of rest. Example 1: A league age 12 pitcher delivers 70 pitches on Monday when the game is suspended. The game resumes on the following Thursday. The pitcher is not eligible to pitch in the resumption of the game because he/she has not observed the required three days of rest. Example 2: A league age 10 pitcher delivers 70 pitches on Monday when the game is suspended. The game resumes on Saturday. The pitcher is eligible to pitch up to 75 more pitches in the resumption of the game because he/she has observed the required three days of rest. g. Any pitcher who hits 2 batters in 1 inning or 3 in 1 game, must be replaced h. If a pitcher walks 5 batters in any inning, pitcher must be replaced. i. Umpires and/or opposing manager/coach must sign the score book after each game. All score books shall be returned to FSLL Board of Directors at the end of the season. 2. Mgrs/ Coaches (with ID) will call balls and strikes when umpire is not present 3. If either team is able to field 10 players, they will play with 4 outfielders 4. No player shall play the same position for more than 2 innings a game. Rotating fielding positions must be used. 5. Rotation batting order shall be used. 6. An offensive inning consists of 3 outs, 5 runs, or once through the batting order, whichever comes first. 7. Batting tee shall NOT be used 8. Outs and scores shall be recorded 9. No stealing or advancing on passed baseball permitted prior to May 14, *9(A). Stealing or advancing on passed balls permitted except home plate. Limited to 2 stolen bases

7 10. Required to slide or attempt to avoid contact if there is a play at any base or home plate (excluding first base) FRANKLIN SQUARE LITTLE LEAGUE: 9/10 Year Old Division 1. Pitching Rules: (per REGULATION VI) a. Players pitch the entire season. Any player on the team is eligible to pitch and there is no limit to the number of pitchers a team my use in a game. Managers are encouraged to develop as many pitchers as possible. b. The pitching distance from the pitching rubber to home plate is 46 feet. c. Once a pitcher is removed, they may not return to pitch in that game but may remain in the game at another position (see item g for catcher position guidelines). The manager must remove the pitcher when said pitcher reaches the limit for their respective age group as noted below. f. The pitch count limit for the 9-10 year old division is 75 pitches per day FAB Exception: If a pitcher reaches a days of rest threshold for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. The batter reaches base; 2. The batter is put out; 3. The third out is made to complete the halfinning. May be wood or any other approved material c. No more than 33 inches in length d. No more than 2-1/4 inches in diameter e. Non-wood bats must have a BPF (Bat Performance Factor) if 1.15 or less. The BPF must be printed on the bat. Bats that do not have a legible BPF will be considered ineligible for use in any Little League Game 4. Managers are required to accurately record the names of each player who played in each game, their position, and batting results. All score books shall be returned to FSLL Board of Directors at the end of the season 5. If a team can field 10 players, they may do so using 4 outfielders

Bunting is allowed. 9. Tagging up is allowed. 10. Base Stealing: Runner is allowed as many bases as he can get No head first sliding when moving forward to a base Stealing of home is permitted Limit of once per inning No leading is allowed, runner must have one foot on base at all times Runner is out if he leaves a base before a pitched ball crosses home plate 11. Infield Fly Rule applies 12. No on deck batter. Batter must go from dugout to batter s box Runs per inning rule will apply. Unlimited runs in the last inning of game 14. MERCY RULE: Game is over when one Team is ahead by 15 runs after 4 full innings of play, or 12 runs after 5 full innings. However, the game may continue provided that both managers agree (NOTE: Pitch Count regulations will remain in affect). 15. Two hour drop dead time from scheduled start time. FRANKLIN SQUARE LITTLE LEAGUE: 11/12 Year Old Division 1. Pitching Rules: (per REGULATION VI) a. Players pitch the entire season. Any player on the team is eligible to pitch and there is no limit to the number of pitchers a team my use in a game. Managers are encouraged to develop as many pitchers as possible. b. The pitching distance from the pitching rubber to home plate is 46 feet. c.
