1 2016 MYBS Girls 7-9 Year Old Coach Pitch Rookie League Game Rules
2 GAMES: Games will consist of 6 innings or a 1 hour time limit. No new inning will start after the 55 minute mark. Each team will be allowed 5 minutes on the field for pre-game warm ups. Each team is expected to turn in a line up at least 10 minutes before the start of the game. There is a 10 run mercy rule after 4 innings of play. If home team is leading by 10 or more runs after visiting team bats in the top of the 4 th inning home team does not need to bat. TEAM: Teams must have at least 7 players to start the game or game will be ruled a forfeit. All players in attendance will be in the batting lineup. 9 defensive players can take the field with 6 in the infield and 3 in the grass or outfield. Any team fielding 8 or less players will be required to take an automatic out every time the last batter position comes to the plate. If a team fields 7 players, they will only be required to take an out for the last batter only, not 2 outs. One out is the maximum number of outs that can be taken per inning. If the last batter position is due up with 2 outs, then that position will be skipped and the next batter will bat (the vacant last batter position cannot be charged the 3 rd out of the inning). Each team will be given 4 shorthanded allowances per season. This means if a team does not have 9 players present, teams can choose to use an allowance for that game and will not have to take an out for the missing player. These can roll over into the post season, so a coach must choose wisely which games they want to use their allowances because once they reach 4 they cannot use any more. Coaches can bring players up from a younger league to fill a spot for a game if they will be short-handed. Coaches that are found to be intentionally playing short-handed (calling lesser quality players and telling them not to show up for a game) will be banned from the league for life. BALL: The ball used in this league is the Worth 11 Dream Seam Optic Yellow Fast Pitch Softball. BEHAVIOR: There is no smoking of any kind (cigarettes, e-cigarettes, etc.) allowed within 50 feet of any dugout or field. Penalty will be suspension of the offender for the remainder of the game. If offender(s) refuse to leave, their team will forfeit that game. Foul or abusive language of any kind will not be tolerated and offender will receive one verbal warning and then the offender will be removed from the park. Failure to leave will cause stoppage of the game and possible forfeit. Aggressive or inappropriate behavior toward any umpire, scorekeeper or league official will result in offender being removed from the park. A 2 game suspension will also be enforced for the next two games. All teams are required to pick up trash from their dugout after each game. Teams will be given a couple of warnings, after this point, if teams fail to comply, they will be issued a ½ game penalty for the season standings (a win will be changed to a tie). This does not refer to one water bottle or piece of trash being left, but chronic issues. If we, as coaches and administrators take pride in our league with even the small details, the kids will observe this and it will become a habit for them.
3 COACHES: All head coaches must be NYSCA (National Youth Sports Coaches Association) certified. We must do this to validate our program and to educate our coaches. Penalties might include teams with non-certified coaches will be required to pay for their practice times, while certified coaches will continue to receive free practice times. All Coaches in the dugout or coaching bases must be approved coaches. To be an approved coach they must have submitted a coaching application, concussion training certificate and TBI background check. Penalty for having a non-approved coach in the dugout will result in forfeiture of that game. All coaches must be either in the dugout or within arm s reach of the dugout opening team will receive one warning and then next offense will result in a one out penalty being assessed in the team s next at bat. Only Head Coaches (or designated head coach for teams with more than one head coach) can be the only coaches to address umpires, scorekeepers and league officials in asking for clarification of a rule or call. Penalty will be one out penalty in the team s next at bat and removal of that assistant coach for the remainder of the game. If this occurs after the game, coach will be suspended for next game. If a coach incurs 2 offenses during the season they will be suspended for remainder of the year. Each team is allowed up to 4 coaches. The coach pitcher, first base coach, third base coach and dugout coach. No defensive coaches allowed on the field. Adults are only allowed to coach bases. No one under age 18 years of age is allowed to coach bases. DRAFT: Kids from last year s teams remaining in the same age group will be kept together. A parent can request that a child be removed from a team due to a personal issue with a coach, but this must be approved by Athletic Coordinator. A form signed by the parent will be completed at registration and will be attached to the player s registration form. If a coach resigns or moves up an age group, a new coach will be assigned the existing team the team will be assigned by a blind draw at the following year s draft. All kids moving up into the next league will be required to be part of the first year draft. For new kids, who did not play the year before, they will also be part of the first year draft. Coach s kids are exempt from the draft. A head coach can only pick one assistant, whose child is also exempt from the draft. If a coach wants more than one assistant he will have to pick that coach s kid in the draft. Draft position will be determined by blind draw just before the draft using a serpentine draft order (example 1 st round picks 1-6 and 2nd round will be 6-1). When returning teams have an unequal number of players (example team #1 returns 3 players, team #2 returns 5 players and team #3 returns 4 players) we will have a supplemental draft to equal out the number of players on each team. This will take place between rounds #2 and #3 and will be done by a blind draw. Blind draw picking order will be the reverse order of the draft order, last team to pick in draft order gets first pick, provided they need players. With example above Team #1 would pick 2 players, Team #2 would not pick any players and Team #3 would pick 1 player this will give all teams an equal number of players. After the supplemental draft Round #3 would restart the draft process. If a coach wants a player bad enough he can attempt to trade up to a higher draft position with another team this can be done by offering a team multiple draft picks (example team #6 wants to switch positions with team #1 because they want a certain kid they can give up their #6 for the #1 and their second round pick, etc.). There will be a maximum of 3 trades per draft.
4 OFFENSE: All players in attendance must be in the batting lineup and lineup must remain the same for the entire game. All players are required to wear a helmet while batting and on the bases. There is a 5 run limit per inning, unless final batter s hit allows more than 5 runs to score in the inning. Batters can bat more than once per inning. The pitcher s rubber is placed at 35 feet with a 16 feet diameter pitching circle around the pitch s rubber. For the first half of the season the Coach Pitcher must start with at least one foot inside the pitcher s circle. For the second half of the season, the Coach Pitcher must throw the pitch from the pitching rubber. All pitches must have minimal arch. An illegal pitch with excessive arch would be a pitch that is thrown higher than the batter s head at its highest point. It will be called an illegal pitch by the umpire and cannot be put into play. The illegal pitch will count as one of the 5 allowable pitches. If it is on the 5 th pitch the batter will be ruled out. Once the ball is released, the Coach Pitcher is no longer a coach and must remain silent. If the coach pitcher, by standing straight up or not moving out of the field of play, forces a player to throw over the coach or intentionally hinders the player fielding or throwing the ball, interference will be called and the batter or runner will be called out. Coach Pitcher must make their way to the boundary lines once the ball is put into play. Coaches are expected to retrieve the bat and remove it from the playing field provided this does not interrupt the normal course of play. The coach should not attempt to remove the bat if the defensive team is attempting to make a play at home plate. If the Coach Pitcher is hit by a batted ball while in the circle it will be called a dead ball and no pitch that pitch is not counted. Base runners cannot advance. Each batter will have 3 swinging strikes or a maximum of 5 pitches. There are no called balls and strikes on the batter. An out will be recorded if the batter fails to put the ball in play after 5 pitches. Unless the 5 th or successive pitches are fouled, in which the batter will receive another pitch. Bunting is allowed. If at any time a player shows an attempt to bunt, he must either continue with the bunt attempt or pull back and take the pitch. If the batter attempts to swing after showing bunt on the same pitch he will be called out. Any base runner that deliberately runs into a fielder, in an attempt to dislodge the ball will automatically be called out and ejected for the remainder of that game. Any slide outside the confines of a bag, considered by the umpire to be flagrant with intent to harm, will cause the base runner and batter/runner to both be called out. If the defender is standing on top of the bag and the baserunner slides into him in the normal course of play there will be no penalty invoked. There are no lead offs. Players leaving the base before the ball crosses the plate will be called out. Time will be called by the umpire when the lead base runner is either contained or gives up the effort to advance and the ball is controlled by an infielder in close proximity to the pitcher s mound. This is at the umpire s discretion.
5 DEFENSE: Defensively, there will be free substitution meaning you can substitute players on defense at any time. If both coaches are in agreement, all players present can play defense, but only 6 can play the infield in normal baseball positions. The defensive pitcher must remain inside the circle until the ball crosses home plate and cannot start the play in front of the Coach Pitcher. 10 defensive players can take the field with 6 in the infield and 4 in the grass or outfield. The pitcher must wear a mask. Our league strongly encourages that all girls wear masks at all positions. Every team must have a defensive pitcher on the field. There is no infield fly rule. The catcher must wear full gear and should be located behind the batter (distance is up to the coach). No fielder can start a play more than 10 feet in front of any bag. If the batter shows bunt, the 1 st and 3 rd baseman can charge before the ball crosses the plate. Any fielder not making a play on the ball is not allowed to stand directly on a base interference will be called and runner will receive an additional base. RAIN OUTS / MAKE UPS: With the longer season, we could run into more rainouts, if a rainout occurs within the last 2 weeks of the season and trying to make them up would affect the start of the playoffs, the game(s) will not be made up regardless if they could impact the league standings or not. If a team is scheduled for a make-up game and does not show up (for any reason), they will forfeit that game and under no circumstance will it be rescheduled. Everyone is encouraged to sign up for to receive immediate notification of rained out games. PLAYOFFS / TROPHIES: All teams will be eligible for the playoffs and all playoffs will be single elimination. All playoff games will be 6 innings with no time limit. Starting with the Rookie Leagues, trophies will be given to all players of the league champions and league runner up these are the teams that win the playoffs. A team trophy will be given to the team that finishes the season with the best record they will be referred to as the Season Champions.
6 TIEBREAKER RULES: (GAME) If a game is tied at the end of regulation (whether by time limit or completion of innings) there will be a playoff procedure in place: First extra inning will be international tiebreaker format place runner on second base to start the inning (this will be the player who made the last out in the previous inning). If game is still tied after this inning and second inning needs to be played it will be played with international tiebreaker format (runner starts on second base) and the pitch count will start at one ball and one strike (this will speed play up). If game is still tied after the second inning, then game will officially end in a tie with each team receiving ½ win. (SEASON) 1. League record 2. Head to head competition 3. Better record versus teams above them 4. Run differential in the head to head games 5. 3 inning playoff game (if time allows) 6. Coin toss CORRESPONDENCE: League must have current addresses and phone numbers of all coaches, if you change or phone please let Athletic Coordinator know as soon as change occurs. This will prevent missed communications and prevent many misunderstandings. The vast majority of correspondence will be via so please inform us immediately if you change your address.
