1 2016 AAU Florida Gulf Coast AAU Baseball Local Rules All games will abide by High School Federation Rules unless stated below Please refer to AAU National Handbook for other rules not listed below 1. All teams should arrive at the field 45 minutes before game time and be prepared to start as soon as 30 minutes before their scheduled time slot. No infield practice allowed. 2. Home/Visitor: There will be a coin flip to determine home and visitor for pool play and championship round. The home team is the official scorekeeper and will receive the score sheet from the umpire. 3. Game Time: Umpires will notify coaches at the home plate meeting of the official game time. 4. Run rules are as follows: 15 run rule applies at the completion of 3 innings; 2 ½ if the home team is ahead for all ages 10 run rule applies at the finish of 4 innings or 3 ½ if the home team is ahead for all ages 8 run rule applies at the finish of 5 innings or 4 ½ if the home team is ahead in all age groups. 5. Time Limits: A regulation game consists of 6 innings for age division 12 and below and 7 innings for age divisions 13 and above, unless the game is shortened due to time limit, mercy rule or weather or extended by extra innings due to a tie during Bracket Play ONLY. Time limits are as follows: 1 hour 30 minutes time limit for 8U and 9U (1 hour 15 minutes in some tournaments) 1 hour 45 minutes time limit for 10U, 11U, 12U, 13U and 14U (1 hour 30 minutes in some tournaments) No new inning will begin after the time limit has been reached. The inning that you are in will be completed If the home team is leading when time expires the game is stopped and no additional runs will be counted. Bracket Games will play to the same time limits unless the game is tied in which case the game will continue as an extra inning game until a winner is decided (MLB baseball extra inning rules apply). Championship Games have NO TIME LIMIT (MLB baseball extra inning rules apply). 6. Tie Games: Games TIED at the time limit or required number innings played will remaind as a TIE during Pool Play. 7. Tie Breaking Formula for Bracket Play: 2 teams are tied for a seeding position: (1) Head-to-Head between the 2 teams applies with the WINNER of that game being the higher seed. (2) if the 2 teams tied did

2 not compete during Pool Play, the team who gave up the LEAST runs in ALL games, followed by MOST runs scored, then BEST run differential and finally a coin flip. 3 or more teams tied for a seeding position (1) the team with the BEST record versus the others gets the highest seed. (2) If all the teams go 1-1 against each other, the team with the LEAST number of runs allowed, then MOST runs scored, then BEST run differential and finally a coin flip gets the highest seed. When there are 2 teams remaining tied go back to rule (A). 8. Awards: Team and Individuals Awards for 1st, 2nd and sometimes 3rd Place 9. Substitutions/Re-Entry Rule: A starter may re-enter the game after being removed, as long as they re-enter in the same spot in the batting order. Any player entering the game as a substitute, who is later removed from the game, may not re-enter for the remainder of the game. 10. Courtesy Runners: Only used for catchers and pitchers. Teams may use either a substitute player or the last batter in the previous inning only if there are no substitutes remaining. A substitute player used to courtesy run does not count as entering game. 11. Extra Hitters(EH)/Designated Hitter(DH): EH-is an extra hitter who is also eligible to play any of the 9 defensive positions throughout the game. DH-is a designated hitter who can only play defensively for the player they are batting for. Same re-entry rule applies for the DH/EH. But if you begin the game with an EH, you must end the game with an EH or that spot in the batting out counts as an out. 12.Batting the entire team lineup: Teams can bat their entire team. They can also use ALL players defensively without substitution and be treated like an EH. But if a team bats their whole lineup and cannot finish with all players batting the player whoever is removed is an out each time it is his turn to bat. 13. Minimum Players Required: A team must start the game with a minimum of 9 players batting and 9 playing defensively. However, a team can finish a game with a minimum of 7 defensive players. If a team has to finish with less than 9 players the missing players spots in the batting order who cannot continue will be an automatic out. 14. Bats: There are NO restrictions or BAT SIZES. 15. Players may advance on a dropped third strike in all age groups (except 8U) unless first base is occupied with less than 2 outs. Players in the 8U Division cannot advance to home plate unless the ball is hit into fair territory or if there is a walk. 16. Head first sliding is allowed. The MLB sliding rule on all the bases and at home plate involving the catcher will apply. 17. Pitching Rules (Innings per Tournament): For a 2 Day Event: Pitchers Age 8U-12U may pitch a total of 9 innings with a limit of 6 innings per day. Pitchers Age 13U-14U may pitch a total of 10 innings with a limit of 7 innings per day. 1 pitch=1 inning. Pitchers may pitch 1 more inning for each game starting with 2nd Round of Bracket Play (however the 6 inning or 7 inning rule above still remains in effect for the duration of the tournament) For a 3-4 Day Events: Pitchers Age 8U-12U may pitch a total of 10 innings with a limit of 6 innings per day. Pitchers Age 13U-14U may pitch a total of 11 innings with a limit of 7 innings per day. 1 pitch=1 inning. Pitchers may pitch 1 more inning for each game

3 starting with 2nd Round of Bracket Play (however the 6 inning or 7 inning rule above still remains in effect for the duration of the tournament) It is the responsibility of the Coach to know how many innings a player has thrown. ONLY a Coach listed on the official roster may obtain pitching records from the Tournament Director prior to or during games. The coach must sign the Official Umpires Pitching record and score sheet at the end of each game. One pitch thrown to one batter constitutes an inning pitched. PENALTY for Pitching misuse is the pitcher must be removed from pitching immediately and is also ineligible to pitch the next game and the head coach is ejected for that game. 18. Visits to the Mound: Teams are allowed 3 charged visits to the mound within a game. A charged visit is a trip to the mound when the pitcher is NOT removed. After 3 charged visits are used, every visit will result in a pitcher being removed. When the pitcher IS removed that is an uncharged visit. 19. Pitchers Mound and Base Dimensions: 8U: 40 Pitchers Mound with 60 CLOSED Bases. NO Balks, NO Leads. Runners can advance after ball crosses the plate and can only advance Home on a ball hit in fair territory or a walk and bunting is allowed. 9U CLOSED BASE: 46 Mound with 60 Bases. NO Balks, NO Leads and Runners can advance after ball crosses the plate. 9U & 10U: 46 Mound with 65 OPEN Bases 11U & 12U: 50 Pitchers Mound with 70 Bases 13U & 14U: 60 Pitchers Mound with 90 Bases 20. MLB rule is in effect regarding a pitcher deceiving the runners on 1st to 3rd. 21. Age Requirements/Player eligibility: The cut-off date for each age division will be prior to May 1 for each age division. A player may not exceed the age of the division in which he is playing prior to that date and still be eligible for that division. However, players who are under their required age limit may compete in a higher age group. Head Coaches are responsible for keeping copies of their players birth certificates at all times. If a player is found to be ineligible after the tournament has begun, not only will the player be expelled from the tournament but the Manager/Head Coach will also be expelled. Coaches are responsible to see that their team meets all eligibility requirements. 21. Tournment Results if games are CANCELLED If a Tournament has to be CANCELLED due to weather AFTER all teams have played 1 Pool game the results of those games completed will determine the Tournament points awarded to each team. However, there will be NO awards. If the tournament is CANCELLED AFTER ALL Teams have completed 2 Pool games but BEFORE any Bracket Play has been completed the order of finish will be determined based upon Bracket seeding and there WILL BE AWARDS. If the completion of a Pool game is CANCELLED due to weather, that game will be considered complete if 3 innings are complete or 2 1/2 innings if the home team is leading. If the game is tied it will remain a tie ONLY in Pool Play, or is SUSPENDED in Bracket Play and continued ONLY until the teams have played 3 innings (or 2 1/2 if the home team leads). If ALL games are CANCELLED after the teams have completed 1 or more Bracket Games the OVERALL PLACEMENT at that point will determine 1 st, 2 nd and 3 rd Place. 22. Abbreviated Tournaments: If a Tournament has to be shortened due to weather conditions, the Tournament Director will make every effort to give every team an opportunity to play the minimum games guaranteed. Some of the possible rules changes:

4 Change the format for pool play to 4 innings or 1 hour and 15 minutes and Bracket Play to 5 innings or 1 hour and 30 minutes (dependent on time availability) Change the ENTIRE Tournament may be played as a Double Elimination Event (if that is all time permits) 23. Protests: All protests must be requested by ONLY the head coach along with $100 cash prior to the first pitch to the next batter or prior to a new inning starting. NO protests will be accepted after the game unless that protest applies to an occurrence in the last inning completed. All protests will be ruled on immediately by the Tournament Director. All decisions are final once the next pitch is thrown. Judgement calls by umpires CANNOT be protested. NO REFUNDS if protest is lost. 24. If a player or coach is ejected, he is ejected from the current game and the next game. Ejected players or coaches must leave the competition area (back to the parking lot). No exceptions. 25. Refund Policy: If a Tournament has to be CANCELLED due to weather or any other conditions: CANCELLED BEFORE the tournament begins teams will be entitled to a 100% REFUND or CREDIT* towards another event. CANCELLED AFTER teams have completed 1 game will be entitled to a 50% REFUND orcredit* towards another event.* CANCELLED AFTER teams have completed 2 games are completed there is NO REFUND. 26. NO or PARTIAL REFUND POLICY for AAU Insurance/Membership payments: When a Team signs up for their FIRST tournament with AAU Insurance/Membership Fees INCLUDED for FREE, there is absolutely NO REFUND of that Entry Fee for any reason, including tournaments cancelled, abbreviated due to weather, or the team themselves deciding to withdraw. The options available are: o Weather, abbreviated or tournament cancelled by the Director allows the Team to receicve A CREDIT for the FULL AMOUNT PAID applied to an Entry Fee in a future tournament. o Teams that withdraw, cancel or no show for ANY reason DO NOT receive any credit and have to pay the full price of their next tournament that they enter 25. Forfeits/No Shows: If a team has a Game Forfeiture in Pool Play they can only advance to Bracket Play if they complete all remaining Pool Games and will automatically be seeded last in Bracket Play and will forfeit any entry fees paid (only exceptions is a severe catastrophic circumstance as determined by the Tournament Director) Teams who are a NO show or chooses to leave an event without completing ALL scheduled games FORFEITS all games played and FORFEITS ALL FEES PAID. The team will be reported to the AAU National Director to ban that team from playing in Grand Nationals or Internationals. Coaches cannot mutually agree to end a contest without first receiving the approval of the Tournament Director. * Teams who are playing in their first tournament and their AAU Dues were paid with this event can ONLY use a CREDIT towards another event. **These rules are to be enforced as written unless an extenuating circumstance exist that are not covered, in which case the Tournament Director will be consulted and a determination will be made prior to teams leave the tournament.
