1 September 24 th, Kerman Cal Ripken Baseball League Constitution Article I Name The name of this league shall be Kerman Cal Ripken Baseball League, hereafter referred to as KCRBL. Article II Object & Purpose - The purpose for which KCRBL is organized is to develop and operate a baseball program in affiliation with Babe Ruth League, Inc., a New Jersey corporation, in conformity with and pursuant to the principles, rules and regulations enunciated by said Babe Ruth League, Inc. In conjunction with such purposes, the objective of this league is that, through the medium of a supervised, competitive baseball program, guided and governed by said Babe Ruth League, Inc., KCRBL will seek to implant in the youth of the community ideals of good sportsmanship, honesty, loyalty, courage and reverence, so they may be finer, stronger and happier youth who will grow to be good, clean, healthy adults. Article III Statement of Affiliation KCRBL shall be affiliated with Babe Ruth League, Inc., a New Jersey corporation, and shall be governed by, and shall comply with the principles, rules and regulation enunciated and decreed by Babe Ruth League, Inc. Article IV Sites of Principal Operations/Boundaries The principal operations of KCRBL shall be in and about the Kerman and Golden Plains Unified School District and state of California, but may extend into such areas as provided for by the State, Regional, and National Headquarters rules and regulations. Article V Powers KCRBL shall have the following powers in addition to the powers expressly or implicitly conferred on it by law. A. To make and enforce rules and regulation to govern itself on a local basis, but consistent with and not contrary to any rules and regulation promulgated by Babe Ruth League, Inc., a New Jersey corporation, or by the Regional, or State echelons of said Babe Ruth League, Inc., to which KCRBL is subject. B. The governing authority of the KCRBL, whose powers are designated in the Bylaws, shall be vested with the KCRBL Board of KCRBL. C. KCRBL may only solicit contributions, enter into contracts, hold and own property, purchase equipment or league operation supply if approved by majority vote of KCRBL Board. No persons may enter into above arraignments unless approval is granted. Any persons entering into above agreements without KCRBL Board approval will be held solely responsible for filling such agreements. 1
2 Article VI Membership Any parents or guardians of active players, active team, division or league sponsors, or active volunteer adult leaders shall be considered members of KCRBL. Membership is restricted to those who are at least eighteen years of age and excludes anyone who may have been specifically banned from the KCRBL by its Board. To have membership in KCRBL a member will be required to comply with the bellow minimum requirements and maybe removed from membership by a vote of the Board. A. Reside within KCRBL boundaries. B. All fees paid in full. C. Have taken any certification test required by KCRBL, such as Coaches and Umpire certification. D. Members will be required to have back ground checks done at anytime if so request by Executive Board. For KCRBL Board members, coaches and umpires this will be a mandatory requirement. Article VII Board of Directors - KCRBL Board of Directors, hereafter referred to as Board, and shall consist of no less than four nor more than eleven persons. Minimum required Board Members would consist of the following Officers; President, Vice President, Secretary and Treasure. Other officers of the Board may consist of Division Managers and Umpire Coordinator. All elections of Director shall be by majority vote of all members in good standing with KCRBL and present or represented by a properly executed and signed absentee ballot filed with the Secretary prior to the election meeting. All members are eligible for nomination to Board positions. A. Time of election to KCRBL Board will be held at annual meeting in October and with upon election officers will immediately enter into their duties and responsibilities. B. Term of Board member shall be one year and will start upon election held at annual meeting in October and end October of following year. All members of the Board shall be eligible for reelection. C. Vacancies of any Board member that may occur due to death, resignation, removal or otherwise may be filled by a majority vote of the remaining Board members at any regular meeting or at any special meeting called for that purpose. D. Removal of Board member that knowingly violates league rules and policies or places personal gain above the welfare of the league can be removed from their position with a two-thirds vote of sitting Board. Article VIII Board Duties & Powers The Board membership shall include the four league officers; President, Vice President, Secretary, Treasurer, Division Managers, Umpire Coordinator. The Board may adopt such rules and regulations for the conduct of its meetings and the management of the league as it may deem proper that are not in conflict 2
3 with Babe Ruth League Rules and Regulations. All elected officers shall have one vote each with the exception of the President who shall follow Roberts Rule of Order. The Board may appoint such other officers or agents as the President may deem necessary or desirable, and may prescribe the powers and duties of each and may fill any vacancy which may occur in any office. Appointed officers or agents shall have no vote on actins taken by the Board unless such individual has been elected to the Board by the membership or have been elected to fill a vacancy on the Board. A. President a. Preside at all league meetings. b. Assume Full responsibility for the operation of the local league. c. Appoint all committees and supervise the activity thereof. d. See that league adheres to the rules, regulation and policies of Babe Ruth League, Inc. e. Be sure the charter application or continuation form is submitted to Babe Ruth Headquarters. f. Be responsible for local league protests and disputes. g. Review finances with Treasurer and be one of the two signatures required to sign checks. B. Vice President a. Presides in the absence of the President and carries out such duties and assignments as may be delegated by the President. b. Act as and take on responsibilities of Player Agent. C. Secretary a. Records the minutes of meetings. b. Sending out notice of regular and special meetings. c. Maintaining an official record of the league s activities. d. Notifying all officers of election, votes, and the names of newly elected member of the Board. e. Act as and take on responsibilities of Insurance Coordinator. D. Treasurer a. Be one of two required signatures on checks. b. Dispenses league funds as approved by Board. c. Report on the status of league funds. d. Keep financial records, prepares budget and assumes the responsibility for all local league finances. E. Division Managers a. Will be responsible for communicating all information to and from the Board t o the team Managers in their division. Such as meeting times, rule changes or rescheduling of games. 3
4 b. Coordinating volunteers t work the snack bar, prepare fields, work parties, etc. c. Assist the Board in operation of the league. F. Umpire Coordinator a. Supervise KCRBL umpires. b. Assign umpires to all league games. c. Conduct clinics on rules and field positions. d. Be responsible for notifying umpires of cancellations. e. Recruit new umpires. f. Be responsible for proper dress and conduct of all umpires. g. Be sure all umpires know proper KCRBL rules and procedures. Article IX Committees/Appointed Positions Committees and Appointed positions are made by the Board. These would be none voting positions and would not have the same privileges as the Board. A committee will consist of no less than 3 people and an appointed position maybe an individual. The Board shall decide at the time of establishment of the positions weather it will be a committee or appointed position. These positions will serve at the will of the Board. The Committee/Appointed Positions maybe but not limited to the following positions and duties. A. Insurance Coordinator (Would be one of Secretary Duties.) a. Responsible for obtaining proper accident and liability insurance coverage for the protection of the league players and volunteers. b. Completes insurance applications, maintains records of injuries and incidents. c. Responsible for filling claims with the insurance companies. B. Players Agent (Would be one of Vice Presidents Duties.) a. Conducts annual league registrations. b. Try-outs. c. Presides at player selection and or Drafts. d. Coordinates the transfers of players. e. Keeps up-to-date records of team rosters. f. Checks player s eligibility. g. Additional duties and guidelines are on pages 19 and 20 of Presidents Hand Book on published by Babe Ruth League. C. Uniform Committee a. Oversees the selection of uniforms for the league. b. Ensures all uniforms are distributed to league players and coaches. c. Makes corrections to uniform as need or take care of any issues that players may have with uniforms. 4
5 D. Equipment Manager a. Procure and distribute equipment. b. See and adequate supply of baseballs are available for all games. c. Make arrangements for the tournament teams to have the proper equipment. E. Chief Scorekeeper a. Secure enough trained scorekeepers for all league games. b. Assign scores to each game c. Responsible for all scorebooks needed as part of game documents. F. Fundraising Coordinator a. Evaluate league needs and prepare a budget for operation of fundraiser. b. Select a product or program that will be easy to see to raise the funds needed. c. Oversee all collection of fundraiser money. d. Assist in selection of fundraiser committee for each event. G. Groundskeeper Chairperson a. Secure necessary personnel required for maintaining fields. b. Work with Equipment Manager in secure equipment to maintain fields. c. Keep field properly groomed, grass cut, properly lined for games, dugouts clean, provide a safe playing environment, etc. H. Publicity/Website Director a. Oversee update on KCRBL website. b. Inform public of KCRBL activities. c. Update standing on KCRBL website. I. Opening Day Coordinator a. Prepare and organize opening day ceremonies. b. Also includes picture day. Article X Meetings and Quorum A. Regular Meetings To be determined by president with a minimum of 3 days notice to all members. B. Annual Meeting Will be held in the last week of October. C. Special Meeting May be called at the Board discretion. D. Quorum The presents of 1/3 of the sitting Board. E. Rule of Order Roberts Rule of Order shall govern the proceedings of all meetings. F. Meeting Agenda: a. Call to Order- by the presiding Officer. b. Roll Call by the Secretary. c. Review of Minutes by Secretary. 5
6 d. Treasurer Report e. Committee Reports. f. Old Business. g. New Business. 1. Items for new business need to be place on agenda 24 hours prior to meeting in order to be considered for the next meeting. Any items brought up at meeting maybe consider for discussion or table at the discretion of the President. h. Adjournment. Article XI- Amendments A. Submission of amendments- Any member may submit amendment for the Board to consider. B. Adoption of submitted amendments- No less than 2/3 of Board must vote on all amendments to constitution or By Laws. 6
7 September 24 th, Kerman Cal Ripken Baseball League By Laws 1.1 KCRBL will follow the rules and regulations established by the 2011Babe Ruth League, Inc. Baseball Rules, Regulations and Official playing Rules Handbook and 2010 Babe Ruth League Presidents Handbook. Any items not covered in above or in this document will be determined by the Board and amended in this document. The player s safety comes first and will be the deciding factor in all judgments. 1.2 Players, Coaches, Parents and League Officials shall abide by all rules stated in item 1.1. A plea of ignorance to the Constitution, By Laws or stated ruling in item 1.1 are not a sufficient defense and violators may expect appropriate disciplinary action. 1.3 League Divisions and Alignment shall be divided into 4 divisions using the below as a general guideline. Major Division consisting primarily of 10, 11 and 12 year old players. Minor Division consisting primarily of 8, 9 and 10 year old players. Rookie Division consisting primarily of 6, 7, and 8 year old players. Development Division consisting primarily of 4, 5, and 6 year old players. 1.4 All registered players will either be drafted or place on a team. KCRBL shall follow draft rules stated in the 2010 Presidents Hand Book starting on page 27 and ending on page30 under Player selection system / Player Draft. Amendment to drafting rule is any expansion team will be able choose 3 player from drafting pool and then start first round draft pick. 1.5 Coaches: The players are the reason for the league and their well being, training and Cal Ripken experience must be upper most in all our efforts. It is the coach s responsibility to train players in baseball as well as in good sportsmanship. Coaches will have complete control of activities, conduct, and welfare of their players and parents while on the playing field. A coach shall conduct himself at all times with players, coaches, parents and especially with umpires in an adult and a courteous manner. No one under the age of 21 will be allowed to manager any team. All assistant coaches must be at least 18 years old unless otherwise approved by the KCRBL. All coaches, Head and assistant must complete online coaching certification 7
8 program though Babe Ruth League Inc prior to leagues first try-out. Any coach added to team roster after try-out has been held has until start of first league game to complete training course. If a coach is dropped during a season and another is added to the roster the new coach has one week to complete coaching certification program. Any coach not completing coaching certification by above dead lines will be removed from coaching roster until certification can be completed and verified and will not be allowed on field during practices or games. Head Coaches are to be selected prior to first tryouts. Two assistant coaches and a Scorekeeper can be selected after the draft but prior to first game of league play. Only the three coaches are allowed in the field of play during a game. Score Keepers cannot be sitting in dugout area. At least one member of each team coaching staff is to be present at all coaches meetings, games, fundraising event, and clean up days. It is the coaches job to follow and support all programs adopted by the KCRBL Board. Disciplinary action can and will be taken by the KCRBL Board in situations when the coaches fail to follow league rules, by-laws and policies up to and including dismissal from that coaching position. 1.6 Ejection from game. If a Coach, Player or Parent is eject from a game by an Umpire for any reason they must leave the field of play and are required to remove themselves a minimum of 1 mile from the playing field. A first offense of an ejection will also have a penalty of a one week suspension from all practice, pre-game warm ups and games. The week suspension will end 7 days from the day of ejection. Any additional ejections will have the same consequences and possible added action to be determined by the Board. 1.7 Pitching: Development division: there is no player pitching. Rookie Division: one inning per pitcher per game. Minor Division: 2 innings per game and a maximum of 6 innings per week. Major Division: Maximum of 3 innings per game or 6 inning per week. There will be no rest required between a game if a pitcher throws 2 innings or less. If a pitcher throws 3 innings in a game they will be required to have 2 days rest before throwing in another game. 1 pitch in an inning will be counted as an inning pitched. 1.8 Uniforms: All players will receive league issued caps, jerseys, belts and socks. A player must wear the league issued uniform for all league games. Pants will not be supplied and it is the coach s responsibility to see that each player purchase grey or white pants with belt loops. If a team does not wear league issued uniforms to any league game and other uniforms are purchased with not league funds the first violation will result in a -2 point 8
9 deduction for end of season tournament seeding and head coach will be suspended for two games. A parent meeting will be held with that team and at least two KCRBL Board members are to be present to notify parents of player consequences of violation of rules. If a second violation occurs, the team will be place at the bottom of the seeding in end of season tournament and head coach will be removed for his coaching position for the season. A parent meeting will also be held in order to notify parents of consequences of violation. On a third and final violation, the team will be removed from end of season tournament and the team will be suspended at the end of league play. Any player eligible for league play the following year may be released from that team and placed into the draft as a Pool Player Option (See Presidents Handbook) 1.9 Sponsorship: KCRBL will maintain a league account to receive all sponsorship money for the league and/or individual team. All sponsorship money must go through the KCRBL League account. No other account will be set up for individual teams or person, including All Star teams, which may be connected to Kerman Cal Ripken Baseball League. If a team receives a sponsorship and the sponsor informs the Board that this money is designated for an individual team there will be a separate ledger created for that team to withdraw from. This money can only be spent on the players of that team. If a withdraw is required there is a minimum of 2 days notice that must be provided and estimate or other form of verification must be provided for what type of items are to be purchased for that team before reimbursement will be provided. Any equipment purchased with sponsorship money will stay with that Division Team it was purchased for. It will not go with any individual coach or player and will be turned into the equipment manager at the end of the season. This equipment can be used during All Star season for and age group within the division it was provided for and only after approval of the Board and the approval of the team that the equipment was purchased for. With drawls from team, accounts can only be done after drafts of that year s regular season and not after the last official day of regular season ending. All Star Teams may only withdraw from their account after the Head Coach has been selected and no with drawls will be allowed after the Regional Tournament has been played. If a team receives a sponsorship and the Board is not informed of that sponsorship disciplinary action will be taken by the Board. All sponsors will receive a thank you letter with at least 2 signatures from the Board on it. If a team wishes to provide any item above that it is their responsibility to do so The Major and Minor Division League regular season games for win and losses will be based on a point system that lead up to seeding in End of Season Championship Tournaments. A team will be given 2 points per game for a win and 1 point per game for a loss. At the close of regular season 9
10 games, the points will be added up and any point deductions for violations will be subtracted to determine team seeding in the tournament. Point deductions are as follows: Not providing help for snack bar duty -1, Wearing of non-league issued uniform (see 3.2), Coach or Parent ejection from game - 2, the CRC and Board may also deduct point for any rule violation that may occur during the regular season Games can only be re-scheduling if the board approves. If a game is rescheduled the Head Coach of the team must make a request 48 hours ahead of scheduled game and pays a $50.00 re-scheduling fee. If a team is a no show for a scheduled game they will have to pay a $75.00 fee and will be give a forfeit for that game and the next scheduled game Minor and Major games are 1 ½ with no new innings started after that time. 10
