1 2018 SKILES TEST MAJOR SOFTBALL LEAGUE OFFICIAL RULES OVERVIEW The current American Softball Association rulebook shall serve as the basis for the rules governing the Skiles Test Softball League. Certain exceptions to these rules are enumerated below. Participation is limited to girls who are ELEVEN (11), TWELVE (12) AND THIRTEEN (13) years old as of January 1st. The Director of Softball and the Major League Commissioner shall be entitled, in their joint discretion, to make exceptions to this rule. The objective of each team in the Skiles Test Softball League is to win by scoring more runs than the opponent scores. Bats Only designated Fast Pitch Softball bats will be allowed Softballs 12-inch regulation fluorescent yellow softballs will be used Batting Helmets All batters must wear a NOCSAE approved helmet equipped with face mask/guard Facemask The pitcher is required to wear a protective face mask. Other players are encouraged to wear a facemask, but it is not required Heart Guard The pitcher is encouraged to wear a heart guard Catcher s Gear The catcher is required to wear a catching helmet with facemask, chest guard, and shin guards All players must wear a full conforming uniform (team shirt w/ number) unless both coaches agree otherwise Jewelry is not allowed during practice or games. 4. PLAYERS & COACHES

2 4.1. Batting All players present for the game will bat. Players will bat in the same order the entire game. If a player arrives at a game after the game has started that player will be inserted at the bottom of the batting order If a player is unable to continue playing for any reason, his/her spot in the batting order is skipped and no out is recorded Any player may be substituted. Player re-entry shall be unlimited with the exception of the pitcher. There are no changes to the batting order because of substitutions and re-entry Positions There is a limit of 10 defenders on the field at one time. The positions are one pitcher s helper, one catcher, one first baseman, one second baseman, one third baseman, one shortstop, and up to four outfielders The outfielders must stay on the outfield grass prior to the ball reaching the batter All players must be at least 40 feet from the back of home plate before the ball reaches the batter A player cannot play more than 4 innings as catcher A player may not play pitcher or catcher for more that 4 combined innings in any game No player may sit out while her team is on defense for more than one (1) inning until every other player on her team has sat out at least one (1) inning Pitching The Pitcher may only pitch three (3) innings per game Only the starting pitcher may re-enter the game as a pitcher. Once a relief pitcher is removed from the game he or she may not return as a pitcher in that game An 11-year-old must pitch an inning within the first three (3) innings of the game. Facing three (3) batters constitutes an inning for this rule Evaluation of Players Players will participate in an evaluation where their throwing, batting, and running skills will be evaluated. Teams will then be selected by a draft conducted by the Softball League coaches Coaches Two (2) Coaches will be permitted for offense when their team is pitching. They will be positioned on the 1 st and 3 rd base sides of the field in foul territory. 5. THE GAME 5.1. Regulation Game A regulation game is 6 innings unless shortened because of the following: The home team is ahead after 5 ½ innings or takes the lead in the bottom of the 6 th inning The Home team is ahead by ten (10) or more runs after 3 ½ innings. (Mercy Rule) The Visiting team is ahead by ten (10) or more runs after 4 innings. (Mercy Rule) Weather conditions make the field unfit for play to continue. The Coaches of each opposing team shall decide whether and when play shall be suspended during a game because of unsuitable weather conditions or the unfit condition of the playing field and as to whether and when a game shall be terminated after such suspension. In the event of a terminated game that is not official, the Commissioner of the Softball League, in consultation with the Head Coaches, shall reschedule a time to complete the game The Director of Softball, Commissioner of the Softball League, or Officer of the Day calls the game Time Limit Rule No new inning shall start in the game being played 1 hour and 30 minutes (1:30) past the official start time. For purposes of this rule, a new inning starts immediately at the time the third out is recorded in the previous inning. This rule shall not apply during the postseason tournament If the end of an inning occurs 1 hour and 30 minutes (1:30) past the official start time or later and the score is tied, the game is over and recorded as a tie in the standings. This rule shall not apply during the postseason tournament Starting the Game The Coaches of each opposing team shall determine the fitness of the playing field before the game starts.

3 The Home team shall be responsible for preparing the field for play before the start of the game. This shall include line chalking and marking of base hash marks The home team will occupy the third base dugout A team must have a minimum of seven (7) players to start a game. If a team has less than seven (7) players it shall forfeit the game; however, the teams are encouraged to scrimmage and share players as necessary to play the scrimmage The Home team scorebook shall be the official scorebook in resolving any disputes. It is recommended that the scorekeepers for each team compare and agree upon runs scored and batting order after each half inning The official start time for a game shall be the scheduled start time per the league schedule or fifteen (15) minutes after the end of the previous game, whichever is later. It shall be the responsibility of both Head Coaches to write the official start time in their respective scorebooks The league shall utilize Paid Umpires as Umpires for each game. The umpire-in-chief and will keep track of balls, strikes, and outs. He will be positioned in the field directly behind the Catcher to be in the best position to make those calls throughout the game Official Game A game shall be considered official if: The home team is ahead after 3 ½ innings; The visiting team is ahead after 4 innings; The Commissioner of the Softball League, or in his/her absence, the Officer of the Day, rules that the game is official If a game has been played long enough to be considered official but is suspended due to weather, darkness, etc., the following shall apply: If the visiting team is still batting the score reverts to the previously completed inning and a winner is declared If the visiting team has completed their turn at bat and is behind in the score, the home team is declared the winner If the home team is still batting but is behind in the score, the score reverts to the previously completed inning and a winner is declared If the home team is still batting and is ahead in the score, the home team shall be declared the winner Rules through shall not apply during the postseason tournament. During the postseason tournament games suspended due to weather, darkness, etc., shall be governed by rules through If a game has not been played long enough to be considered official but is suspended due to weather, darkness, etc., the game will be suspended, and the following shall apply: Both teams will compare scorebooks and confirm their agreement as to score, number of inning, position of runners, and current place in the batting order The game will be resumed at a time determined by the Director or Softball and The Commissioner of the Softball League in consultation with the Head Coaches. 6. BATTING

4 6.1. The infield fly rule will not be enforced Thrown Bat Players are not allowed to throw their bat The first time a player throws her bat, the team is given a warning The second infraction for throwing a bat will result in the player being called out. A second infraction can be the result of any player on the warned team throwing the bat. It does not have to be the same player The thrown bat call is at the sole discretion of the umpire Once the umpire makes a thrown bat call after the second infraction, the play is dead, and runners do not advance There is a five (5) run per inning maximum for each team. During the regular season this rule applies to all innings During the postseason tournament, there is a five (5) run per inning maximum for each team, excepting the 6 th inning. In the 6 th inning, there will be no run maximum for either team Bunting will be allowed The dropped 3 rd strike rule will be used. A batter may run to first base on a dropped third strike. The defensive team is then required to tag the runner or make the force out at first base. 7. PITCHING REGULATIONS 7.1. All pitchers must start with both feet contacting the pitching rubber and must have 1 foot in contact with the ground when the pitch is delivered. A pitcher can only step towards the batter before releasing the ball. A step backwards is an illegal pitch If the pitcher uses a windmill pitching motion, only (1) revolution may be made. If the pitcher uses a whip pitching motion, the same rule applies. (ASA rule for reentry applies) A coach may visit the same pitcher on the playing field a maximum of two (2) times per game. On the third visit that pitcher must be removed as the pitcher Illegal pitches will be enforced A batter cannot be intentionally walked. This includes, but is not limited to, the coach indicating to the umpire that the batter is to be walked or a catcher assuming a position or stance clearly intended for a pitch to be thrown out of the strike zone If a pitcher hits 2 batters in one inning or 3 in the game, the pitcher must be removed as pitcher for the rest of that game. A batter must try to move out of the way of a pitched ball for this rule to apply. A hit batsman is not charged to the pitcher if the pitch is ruled a strike. 8. BASE RUNNING & SLIDING 8.1. No lead offs are permitted Runners may not leave the base until the ball has left the pitcher s hand The first time a player from a team leaves the base early, the team is given a warning. The umpire shall immediately call the ball dead and the runners cannot advance. The pitch will not count as either a ball or strike on the batter The second time any player from the same team leaves the base early, that player shall immediately be called out. The pitch will not count as either a ball or strike on the batter Players are encouraged to slide when a play is being made on them at a base; any runner who runs into a fielder who has the ball or otherwise creates a potential safety risk by not sliding, will be called out (and, if the circumstances are sufficiently egregious and malicious, ejected from the game, within the umpire s discretion) No head first slides will be allowed. The umpire shall immediately call the player out, but play will continue until the ball becomes dead Runners may only advance one base on an overthrow or passed ball. If an attempt is made to throw a runner out after a passed ball, the runner may advance Runner advancement shall be impeded when (a) leading runner is retreated by a defensive player getting in front of the advancing runner with no attempt to make a play, or (b) the ball is advanced within the playing field to the designated pitching circle and is in the control of the Pitcher, in which case runners not halfway to

5 the next base as judged from the designated hash marks shall return to their prior base. In the event a play is made to get an out on the lead runner, the runners may advance to the next base at their own risk. 9. GROUND RULES 10. PRACTICE Practice is limited to two (2) times per week after Opening Day Practice is defined as the presence of one coach and at least three (3) team members A week is defined as Sunday Saturday A team may not schedule more than 3 events per week during the season. An event is defined as a game or practice.
